On-premises gives an organization the most direct control when it owns and operates the facilities, servers, networks, model runtime, data stores, and security controls. That answer is narrower than saying on-premises is always the safest or best choice. A private cloud provides exclusive use but may be owned or operated by a third party and may sit off-site. “Cloud” also covers very different service models: an IaaS customer controls operating systems and applications, while a SaaS customer usually controls only configuration, data, identities, and usage.
The useful question is not simply which label sounds most controlled. Ask who is expected to configure, operate, and monitor each control, where the infrastructure is located, who can access data and keys, and what the contract allows you to inspect or change.
What “control” means for an AI deployment
Control is a collection of decisions rather than a single score. In Microsoft’s governance definition, responsibility means “who is expected to configure, operate, and monitor each control.” That framing applies to AI systems as well as ordinary applications. See the Microsoft AI shared responsibility model for its platform, application, and usage layers.
- Physical control: Who controls the building, power, cooling, racks, servers, firmware, storage media, and network equipment?
- Platform control: Who installs and patches the operating system, container platform, GPU drivers, orchestration layer, model-serving runtime, and databases?
- Application control: Who controls prompts, model versions, fine-tuning, retrieval pipelines, tool permissions, output filtering, and release procedures?
- Data and key control: Who can access training data, prompts, logs, embeddings, backups, encryption keys, and deletion functions?
- Usage control: Who manages identity, role permissions, user policies, monitoring, audit records, and administrative actions?
- Contractual control: What can you verify, configure, export, restrict by region, or require from the operator?
An arrangement can give you strong application control while leaving physical and platform control with a provider. Conversely, owning hardware does not help if administrators use excessive privileges, keys are exposed, or configuration changes are not monitored.

How the three deployment terms differ
Public cloud
NIST defines public cloud as infrastructure provisioned for open use by the general public. A customer’s workloads can still be isolated logically, but the provider owns and operates the underlying environment. The amount of control depends heavily on the service model.
| Service model | What the customer generally controls | What remains with the provider |
|---|---|---|
| IaaS | Operating systems, storage configuration, deployed applications, and possibly selected networking components such as host firewalls. | Underlying cloud infrastructure. NIST describes this boundary in SP 800-145. |
| PaaS | Deployed applications and some environment settings. | Physical infrastructure, operating systems, and much of the platform runtime. |
| SaaS | Data, identities, user settings, and application-level configuration exposed by the product. | Infrastructure, operating system, application code, patching, and most runtime operations. |
These are general boundaries, not a promise that every service exposes the same controls. NIST’s SP 800-210 explains that access-control needs differ by service model and that controls in lower layers carry into higher-layer services. An AI API, managed model platform, and virtual machine may all be marketed as “cloud AI” while giving customers very different administrative access.
Private cloud
A private cloud is provisioned for exclusive use by one organization. Exclusive use does not establish who owns the equipment, who runs it, or where it is located. NIST allows a private cloud to be owned and operated by the organization, a third party, or both, and to be on or off the organization’s premises.

For example, a managed provider can host a dedicated private-cloud environment in its data center. You may receive single-tenant capacity and additional configuration options, yet the provider may still control the facility, hardware maintenance, hypervisor, firmware, and physical access. A private cloud operated by your own staff in your own data center can approach on-premises control, but the term alone does not prove that it does.
On-premises
On-premises describes location: the systems are installed at facilities controlled by the organization. It does not automatically describe the provisioning method. An organization can run a private cloud on its own premises, using virtualization, self-service APIs, orchestration, and pooled resources. It can also run a conventional, manually managed AI server cluster on-premises.
On-premises therefore gives the most direct physical and operational control only when the organization also owns or directly operates the relevant facilities and technology. If a colocation company controls the building or a contractor runs the stack, some control remains outside the organization.

Which option gives the most control?
| Decision axis | Public cloud | Private cloud | On-premises |
|---|---|---|---|
| Physical infrastructure | Usually provider-controlled. IaaS still leaves the underlying infrastructure with the provider. | Depends on ownership and operator; exclusivity alone does not establish hardware control. | Highest direct control when the organization owns and operates the facility and equipment. |
| Exclusivity | Generally open-use infrastructure with logical tenant isolation. | Exclusive use by one organization by definition. | Can be single-organization and can also implement a private cloud. |
| Location | Provider premises under NIST’s model. | May be on or off premises. | At the organization’s premises. |
| Operations | Varies sharply between SaaS, PaaS, and IaaS. | Depends on whether the organization, provider, or both operate it. | The organization carries more direct responsibility for facilities, hardware, software, monitoring, and recovery when self-operated. |
| Inspection and change rights | Limited to controls exposed by the service and contract. | Potentially broader, but must be confirmed with the operator and agreement. | Broadest technical access, subject to internal policy and capability. |
On this axis, self-operated on-premises is the answer. Private cloud can be nearly as controllable in a particular implementation, while a dedicated environment operated by someone else may leave important decisions outside your reach. A cloud IaaS deployment can offer extensive software control without giving you physical control.

An AI system has more control surfaces than a server. Microsoft groups them into platform, application, and usage responsibilities. A deployment decision should map each layer to a named owner.
Platform layer
This includes compute, accelerators, storage, networking, operating systems, virtualization, containers, model-serving infrastructure, patching, availability, and physical security. In self-operated on-premises environments, your organization must perform or contract for these tasks. In cloud services, the provider usually controls the lower layers, with the exact split determined by IaaS, PaaS, or SaaS.

Application layer
Your team may control the model version, system instructions, fine-tuning jobs, retrieval index, tool integrations, output validation, rate limits, and release approvals. A managed AI service can leave these controls with you even though the provider operates the model platform.
Usage layer
Usage controls include identity, data governance, administrator permissions, monitoring, user policies, audit logs, and incident response. They remain your responsibility in many cloud arrangements. A provider’s physical security cannot prevent an internal administrator from granting a chatbot access to an unapproved data source.

- Restrict physical access to servers, networking equipment, storage, and backup media.
- Use strong authentication, least privilege, and separate administrator accounts.
- Monitor configuration changes and investigate destructive or unauthorized administrative actions.
- Protect firmware and hardware supply chains against tampering.
- Encrypt data in transit, at rest, and in backups; control and rotate encryption keys.
- Track where workloads run so sensitive processing does not move to an unapproved location.
- Detect configuration drift between approved model-serving and production environments.
- Limit exposure of prompts, training data, embeddings, outputs, and diagnostic logs.
- Test backup restoration, failover, model rollback, and recovery from a compromised administrator account.
A provider may already operate mature facilities and security monitoring, while an internal team may have better visibility into local data and administrative actions. Neither location guarantees security. The result depends on the controls implemented and the ability to operate them consistently.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to choose a model: a control-based procedure
- List the decisions that must remain yours. Include physical access, hardware selection, model weights, data residency, encryption keys, administrator approval, network isolation, logging, retention, and deletion.
- Classify the AI workload. Identify sensitive data, required latency, expected volume, availability targets, regulated processes, external integrations, and whether the model must run without an internet connection.
- Map every control to an owner. For each item, record who configures, operates, monitors, approves, and audits it. Do not accept “the cloud” or “IT” as an owner without naming the responsible team.
- Examine the actual service model. Determine whether the proposal is SaaS, PaaS, IaaS, a hosted private cloud, or self-operated infrastructure. Confirm which operating-system, network, key-management, and logging controls are exposed.
- Verify location and exclusivity. For a private cloud, ask where it is hosted, who owns the equipment, who can enter the facility, whether capacity is dedicated, and whether workloads can move between regions or sites.
- Review contracts and technical documentation. Check data-use terms, retention and deletion procedures, subprocessors, incident notification, audit rights, support access, service-level commitments, export options, and termination assistance.
- Test the control boundary before production. Run an access review, attempt to retrieve audit logs, validate key rotation, confirm network restrictions, test model rollback, and simulate an administrator compromise or provider outage.
- Measure operational capacity. Confirm that you have staff, spare hardware, patch windows, monitoring, backup capacity, incident procedures, and recovery exercises for every control you are taking on.
When each model is a sensible fit
Choose self-operated on-premises when direct ownership is the primary requirement
This pattern is appropriate when you need direct control of physical access, hardware, network paths, model artifacts, or keys and have the personnel and processes to operate them. It is also the clearest route when an AI workload must remain inside facilities you control. The trade-off is that your organization must secure, patch, monitor, replace, and recover the entire stack.
Choose a private cloud when exclusivity matters but operating location can vary
A private cloud may provide dedicated capacity, stronger isolation, and cloud-style automation without requiring your team to own every physical component. It is a good fit only after you establish who operates the environment and which controls you can inspect or change. A provider-operated private cloud can reduce infrastructure work while leaving physical, firmware, and some platform decisions with the provider.
Choose public-cloud IaaS when software control matters more than physical ownership
IaaS can let your team select the operating system, deploy the model stack, configure storage, and manage applications while the provider runs the data center and underlying infrastructure. This can be a practical compromise when you need substantial technical control but cannot justify operating facilities and hardware.
Choose PaaS or SaaS when reducing platform responsibility is the objective
Managed platforms and AI applications can shorten deployment time and shift patching, hardware maintenance, and runtime operations to the provider. In exchange, you accept a narrower control surface. Scrutinize data handling, identity integration, logging, model-change notices, and export capabilities because these become central controls you may not be able to implement below the service boundary.
Questions to ask before signing or building
- Who owns the servers, GPUs, storage, and network equipment?
- Who can physically access them, and how is that access logged?
- Who controls firmware, hypervisors, operating systems, containers, and model-serving software?
- Can the organization choose and rotate encryption keys, or only use provider-managed keys?
- Where are prompts, training data, logs, backups, and model artifacts stored and processed?
- Can administrators move workloads to another region, host, or tenant without approval?
- What identity, least-privilege, approval, and break-glass controls are available?
- Which audit records can you export, how long are they retained, and who can delete them?
- How are configuration drift, unauthorized model changes, and destructive administrative actions detected?
- What happens to data, keys, logs, and model artifacts when the contract ends?
Common mistakes
- Equating private with customer-controlled: Private means exclusive use, not necessarily customer ownership or operation.
- Treating on-premises as automatically safer: A local server can still suffer from excessive privileges, weak authentication, exposed keys, poor patching, or inadequate monitoring.
- Comparing “cloud” as one category: SaaS, PaaS, and IaaS expose different controls and responsibilities.
- Ignoring usage controls: Identity, data governance, user policy, monitoring, and administrative review remain important even when a provider secures the platform.
- Accepting an ambiguous responsibility matrix: If no party is explicitly accountable for configuring, operating, and monitoring a control, it is likely to be missed.
- Taking on more control than the team can operate: Ownership without 24-hour monitoring, tested recovery, and disciplined change management can increase practical risk.
Bottom line
For the narrow question “Which AI deployment model gives you the most control?”, the answer is self-operated on-premises, provided your organization owns or directly operates the facilities and equipment. A private cloud gives exclusive use but may be hosted and run by another party. Public cloud control ranges from substantial software control in IaaS to limited infrastructure control in SaaS. Select the model by documenting who configures, operates, and monitors every AI, data, identity, and infrastructure control—not by relying on the deployment label alone.
