Complete Tracks Of The Beast first. Then accept Bait, Fetch, Blast from Apollo and search Pendola Pass for a Bully. The quest lets you satisfy its destruction objective by destroying a Bully, destroying its head, or destroying four of its legs. You must also deliver one Bully Fragmenter to Apollo. Community reports point to Railyard, Cielo Sereno Observatory and the bus beside Commissary Supermarket as places to search, but none is a guaranteed spawn location.
What you need before starting
Bait, Fetch, Blast is not the first step in Apollo’s Bully chain. The community quest record lists Tracks Of The Beast as its prerequisite. If Apollo does not offer the mission, check that the earlier quest is complete rather than repeatedly searching Pendola Pass.
Once it is available, Apollo is the quest giver and Pendola Pass is the listed map. The quest record names two things you must accomplish:

Follow the wording in your active in-game tracker if it differs from a database listing. Community-maintained quest pages agree on the objectives, but they are not official Embark Studios patch documentation.

The first three rows are grouped as “Complete either or” in the quest listings. They are not three separate kills that all have to be completed. The delivery row is separate: satisfying a destruction alternative does not, by itself, complete the Fragmenter hand-in.
Where to search for a Bully in Pendola Pass
The map requirement is specific, but the available listings do not publish an exact coordinate or a guaranteed route. Treat the following landmarks as search leads. A Bully can appear somewhere else in Pendola Pass, and changing raid spawns mean that a landmark that worked for another player may be empty in your run.
Railyard
AllThingsHow describes Railyard as a reliable place to begin, while also saying that the spawn position changes between raids. Destructoid records a player sighting near Railyard and likewise characterizes the location as random. Those reports make Railyard a sensible first sweep, not a fixed spawn table.

Cielo Sereno Observatory
DamnModz lists the area around Cielo Sereno Observatory as another place to investigate. The guide does not claim that a Bully always appears there. Search the surrounding approaches rather than standing on one assumed point, then move on if the area is clear.
The bus beside Commissary Supermarket
The same guide mentions the bus near Commissary Supermarket. It is a landmark for orienting your search, not a confirmed spawn coordinate. Use it as a second or third stop when the Railyard sweep produces nothing.
How to choose a route
No source establishes one of these landmarks as objectively best. Compare them by practical factors you can see in the current raid: how familiar you are with the approaches, whether you have cover while checking the area, and how much time remains for extraction. A route that is easy for you to navigate is more useful than a supposed “best” location that the evidence does not support.

A practical search sequence
- Accept Bait, Fetch, Blast from Apollo after completing Tracks Of The Beast.
- Enter a raid on Pendola Pass with the mission selected so its tracker is visible.
- Start at Railyard and inspect the surrounding area rather than one single point.
- If no Bully is present, check the area around Cielo Sereno Observatory.
- Search the bus landmark beside Commissary Supermarket if the earlier checks are empty.
- If all three areas are quiet, continue searching Pendola Pass. The available evidence does not justify abandoning the map or assuming the quest is broken.
- When you find a Bully, use the tracker to confirm which destruction alternative has registered, then search the remains for the Fragmenter if it is available in that raid.
- Secure the Fragmenter and extract. The exact pickup and extraction behavior is not documented by the quest listings, so treat this step as a cautious, player-reported procedure rather than a guaranteed official mechanic.
- Return to Apollo and deliver one Bully Fragmenter.
Understanding the Bully destruction alternatives
Destroy the Bully
This is the broadest wording in the listing: the Bully itself must be destroyed. If your tracker marks this alternative complete, you do not need to repeat the head or leg alternatives for the same quest.
Destroy its head
The head is listed as a separate way to satisfy the destruction requirement. The available sources do not specify a weapon, damage threshold, or special timing window. Do not rely on an unverified guide that promises a particular attack pattern; use the active tracker to check whether the head condition has counted.
Destroy four legs
The third alternative is destruction of four Bully legs. The listing does not say that this must be done across multiple Bullies, nor does it publish a special order. Because the wording can change with an update, use the in-game text as the final authority if it gives a more precise instruction.

Getting the Bully Fragmenter
The quest record confirms that Apollo wants one Bully Fragmenter, but it does not state a shop, crafting recipe, fixed container, or exact pickup point. A recent guide’s search-result summary associates the item with the Bully and recommends extracting with it; that detail is not confirmed by the accessible quest listing.
The safest interpretation is therefore conditional: after completing the Bully encounter, inspect its remains for a Fragmenter if the item is offered, secure it, and leave the raid with it. Do not assume that killing a Bully automatically completes delivery, and do not assume that a Fragmenter is guaranteed in every encounter. If the item does not appear, check the tracker and your inventory before concluding that the objective failed.
What to check when the item is missing
- Confirm that the mission is active and that you are on Pendola Pass.
- Inspect the complete loot interface or remains rather than only the first visible entry.
- Check whether a Fragmenter is already in your carried inventory from an earlier run.
- Verify that you extracted successfully; an item left in the raid cannot be handed to Apollo.
- If the tracker still shows no progress, begin another Pendola Pass search instead of treating a community spawn tip as a guarantee.
Preparation and the items the quest gives you
The database listings say that accepting the quest grants Showstopper ×3, Barricade Kit ×2, one Medium Shield and Looting Mk. 3 (Survivor). These are listed as acceptance supplies, not additional items that you must find in Pendola Pass. Their quantities come from community quest databases and are not independently verified official patch-note values.

The same listings name Bully Fragmenter and Wolfpack as completion rewards. That is different from the Fragmenter required for hand-in: one Fragmenter must be delivered to Apollo before the quest can award its completion rewards.
Why a reported location may be empty
Several failure modes are consistent with the available evidence:
- Randomized placement: the Railyard report specifically says the spawn changes between raids.
- Landmark confusion: “near Railyard” or “around the observatory” covers an area, not one exact coordinate.
- Another player reached it first: a single player sighting cannot establish how encounters are allocated in every raid.
- Map mismatch: the quest is listed for Pendola Pass; searching a different map will not satisfy the location requirement.
- Tracker wording: database pages may condense alternatives that the live client displays differently.
- Unconfirmed loot behavior: the public quest record does not guarantee that every Bully yields a Fragmenter.
These limitations do not prove a bug. They mean that the published information supports a search strategy, not a deterministic spawn route.
