Robotaxis are operating in some places, but “operating” does not always mean a passenger can book a fully driverless ride. As of October 11, 2026, the clearest distinctions are between public driverless services, supervised rollouts, and testing or expansion announcements. The examples below are dated and attributed; they are not a verified list of 28 deployments.
What counts as a robotaxi deployment?
There is no single universal definition that makes every use of “deployment” comparable. A company may be testing a vehicle, running rides with a safety operator, or offering driverless rides to the public. Those are different stages, even when the same city name appears in a headline.
- Public driverless service: Riders can book a passenger ride, and no human safety operator is in the vehicle.
- Supervised service: Passenger rides are offered, but a human remains in the vehicle and can intervene.
- Driverless testing: The vehicle is tested without an in-car safety driver, but that does not establish that public rides are available.
- Testing with a safety driver: Testing takes place with a human safety operator in the vehicle; it is not driverless service.
Availability can also be limited to a defined area or specific routes. A city being named in an announcement does not mean rides are available throughout its metro area.

This status snapshot separates passenger availability from testing and expansion activity. Company announcements establish what the companies said about their own services; they are not independent verification of every local operating condition.

How to read testing, permits and expansion announcements
Testing permits are not ride-service listings
The California Department of Motor Vehicles separates permits for testing with a driver, driverless testing, and deployment. Its published permit information dates testing-with-driver permit holders to September 17, 2026; driverless-testing information to April 3, 2026; and deployment authorizations to November 21, 2025. These categories describe regulatory permissions in California, not whether a particular service is operating or accepting public riders. The DMV’s permit lists are not a complete directory of commercial ride services.
Targets are not completed deployments
Pony.ai’s March 26, 2026, release set a target of operating in more than 20 cities globally by the end of 2026. That is a forward-looking company target, not an achieved city count. The same release described work toward permission for fully driverless operations in Dubai, which is distinct from reporting that such operations had already begun there.

A manufacturing milestone also should not be mistaken for deployed vehicles. Pony.ai and Toyota reported that the first Gen-7 bZ4X robotaxi had rolled off the production line and planned more than 1,000 units in 2026. A first vehicle and a production plan do not show that all planned units are already operating or available to passengers.

In a September 22, 2026, safety post, Waymo reported more than 270 million fully autonomous miles through the end of June 2026. For its analysis across Atlanta, Austin, Los Angeles, Phoenix and San Francisco, Waymo reported 841 fewer injury-causing crashes, an 82% reduction against human benchmarks, and 95% fewer crashes resulting in serious injury or worse. It also reported 93% fewer pedestrian-involved injury-causing crashes, 86% fewer cyclist-involved crashes, and 82% fewer motorcyclist-involved crashes.

These are Waymo’s company-published estimates for its stated analysis, not independently established rates for all autonomous vehicles or all cities. Waymo said its estimate of 841 fewer injury-causing crashes used a conservative assumption of at least one injured person per prevented crash. The figures should be read with that scope and methodology in mind.

The phrase “28 real deployments” cannot be substantiated from the available material: it does not identify a canonical list of 28 cases or a consistent rule for counting a deployment. Counting a city where testing occurs alongside a city with public driverless rides would combine unlike statuses. The dated examples above are therefore a status-based survey, not a claim to be exhaustive or to total 28.

For any specific city, check the operator’s latest service announcement for where rides can be booked and whether a human operator is present. Then distinguish that information from a regulator’s permit or an announcement about testing, expansion, or planned production.
