AI can help security teams find activity worth reviewing, sort alerts and investigate events. It should not, by itself, decide that a person is a threat, deny someone access or trigger a consequential response. For decisions that affect safety, access or operations, a responsible person needs the authority, time and information to assess the system’s output and act—or reject it.

That distinction matters more than whether a product is marketed as “AI-powered.” A detection or ranking is an output, not proof of what happened or what should happen next.

What AI can do in physical security

AI may help operators monitor video, flag activity for review, prioritize alerts or support analysis after an incident. These are ways to direct attention and organize information; they do not establish that a person has committed wrongdoing or that a response is warranted.

The U.S. Government Accountability Office (GAO) reported that federal sector assessments identified use cases including monitoring and enhancing digital and physical surveillance. That establishes that such use cases have been identified—not that a particular system is accurate, safe or effective in every setting. GAO did not quantify operational gains or validate model accuracy in its report. GAO’s 2024 report is a useful check against claims that treat adoption or a listed use case as evidence of results.

The available official sources do not establish a general accuracy rate, adoption figure, cost saving or reduction in security incidents for AI in physical security. Those outcomes depend on the particular task, system, site and operating conditions. Ask for evidence from conditions that resemble the deployment you are considering, rather than relying on an unqualified headline metric.

Can AI replace security guards?

AI can assist with parts of monitoring and investigation, but the cited guidance does not support treating it as a substitute for people accountable for security outcomes. A person still needs to interpret consequential alerts, understand the context and take responsibility for a response. That does not mean every technical function requires a human to approve each operation: oversight should match the function and its consequences.

For example, NIST notes that some AI systems may not need human oversight, citing video compression. But a system that labels a person suspicious or recommends denying entry raises a different question from one that compresses footage. The point is not to place a human hand on every automated process; it is to retain meaningful human decision authority where an output could materially affect a person or the operation of a site.

Separate detection from consequential decisions

A security workflow can turn one system output into several decisions. Keep those stages distinct so that an alert is not mistaken for a verified event or an automatic instruction.

Stage What it means Practical control
Detection or ranking The system flags activity or places an item higher in a review queue. Show the operator the relevant evidence and what the system did—and did not—determine.
Interpretation Someone assesses what the alert means in context, including whether there is an innocent explanation. Assign a trained reviewer who can question the output and seek additional information.
Action A person or system denies entry, dispatches a response or takes another consequential step. For high-consequence judgments, define who has authority to approve, override, pause or escalate the action.

This division is a practical application of NIST’s guidance that human roles and oversight responsibilities should be clearly defined. A nominal “human in the loop” is not enough if the reviewer lacks time, context or authority to challenge a recommendation. NIST also notes that AI can amplify human bias in some perceptual judgment tasks; human review is a control to design and evaluate, not an automatic guarantee of fairness. NIST’s AI Risk Management Framework Appendix C describes human-AI configurations ranging from fully autonomous to fully manual and calls for clearly differentiated roles.

Access control: verifying identity is not deciding permission

Access systems involve at least two separate questions: whether a credential or person is who they claim to be, and whether that identity is authorized to enter a particular area at a particular time. Authentication addresses the first question; authorization and access-control policy address the second. A match or identity result should not silently stand in for the permission decision.

NIST FIPS 201-3 covers Personal Identity Verification credentials for federal employees and contractors and physical access to federally controlled facilities. It is not a universal requirement for commercial buildings. NIST also cautions that a product’s conformance to the standard does not guarantee the security of the overall system. Organizations should therefore evaluate the entire access process, including policy, integrations and how errors are handled, rather than treating a credential check as an end-to-end security verdict.

What the evidence does—and does not—show

GAO reviewed 17 federal sector and subsector AI risk assessments in its report published December 18, 2024: 16 sector assessments and one subsector assessment. None fully addressed all six activities GAO identified as foundations for effective AI risk assessment, and most did not fully identify the likelihood of risks. This is a finding about the assessments GAO reviewed, not a measured failure rate for security products. It does show why a list of proposed surveillance uses should not be confused with a complete evaluation of risks or results.

GAO’s report page stated that its recommendation to improve Department of Homeland Security guidance remained open as of July 2026, with an estimated completion date of March 31, 2027. That status can change. Check the report page for its current status rather than treating the estimate as a completed action.

NIST’s AI Risk Management Framework is voluntary. NIST’s framework page says a concept note for a critical-infrastructure profile was released April 7, 2026, and that AI RMF 1.0 is being revised. The concept note is not a finalized requirement. Organizations can use the framework as a risk-management resource without presenting it as a binding rule. NIST’s framework page provides the current status.

How to assess a deployment before relying on it

Review the intended use, failure consequences and operating conditions before connecting AI outputs to security action. The following checks synthesize risk-management and human-oversight guidance; they are practical questions, not a verbatim checklist issued by one authority.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define the task and decision boundary. Write down what the system is meant to detect or prioritize, what it is not meant to decide, and which actions require a person’s judgment.
  2. Map the consequences of error. Consider what happens if the system raises a false alarm, misses an event, or performs inconsistently. Assess both the likelihood and impact of failures, not just the hoped-for benefit.
  3. Request site-relevant performance evidence. Ask how the system was tested, under what conditions, with what error measures, and whether those conditions resemble the site’s lighting, camera views, traffic patterns and operating procedures. Do not infer site performance from a result measured elsewhere.
  4. Examine the information presented to reviewers. Determine whether operators can see the underlying evidence, understand the limits of the output and get enough context to evaluate it. Specify who can question or override a recommendation.
  5. Review privacy, bias and dependencies. Identify what data the system processes, who can access it, how it is retained, and which vendor, software, network or data services it depends on. Consider whether performance or consequences differ across people or situations.
  6. Test the full workflow and fallback. Check how the system integrates with existing alarms, access controls and response procedures. Define how staff will operate if it malfunctions, is unavailable, produces unreliable output or needs to be taken offline.
  7. Assign ongoing responsibility. Name who monitors performance, investigates incidents, approves changes and can pause or roll back the deployment. Reassess when the system, site conditions or intended use changes.

For decisions tied to critical infrastructure, the Department of Homeland Security recommends identifying which AI systems need human supervision and human control of decisions, particularly where malfunction or unintended consequences could affect safety or operations. Its 2024 AI safety and security guidance for critical infrastructure supports making those responsibilities explicit.

When a security system connects to operational technology

Some physical-security deployments interface with operational technology (OT), such as systems involved in building or infrastructure operations. Others do not. Do not assume that every camera or surveillance platform is an OT system; assess the actual connections and consequences in the particular deployment.

For AI used in OT, joint guidance published December 3, 2025, sets out four principles: understand AI and its risks; assess whether and how it fits the OT use case; establish governance and assurance; and embed safety and security measures. These principles are especially relevant when an AI component could affect operational processes as well as monitoring. Read the joint guidance on secure integration of AI in OT.

Questions to ask a vendor or operator

  • What exact task does the AI perform, and which consequential decisions remain with a person?
  • What evidence supports performance in conditions comparable to this site, and how are false alarms and missed events measured?
  • What information will the operator see before acting, and can the operator challenge, override or stop the system?
  • Who is responsible for reviewing alerts, responding to incidents and approving changes?
  • What happens during a system, network or vendor-service failure, and how does the site return to a safe fallback process?
  • What data and integrations does the system depend on, and how are privacy, cybersecurity and access to that data managed?

Answers should be specific enough to verify. “A human reviews it” does not explain who reviews, what they can see, how much time they have or whether their decision can override the system.
