Use dedicated infrastructure only when a specific workload has a documented need for physical host isolation, control over physical resource placement or maintenance, or separation from a risk the organization cannot accept on shared infrastructure. That need may apply to one workload—not the whole business. First identify the isolation boundary required and check whether shared or managed infrastructure can meet it.

What “dedicated infrastructure” means

The term can describe several different boundaries, and they are not interchangeable:

  • Dedicated physical host: a server reserved for one customer’s workloads. In Microsoft Azure Dedicated Hosts, Microsoft states, “No other customer’s VMs will be placed on your hosts.” That describes VM placement on the host; it does not mean the underlying network or storage is also physically dedicated.
  • Dedicated virtual resources: VMs or other virtualized resources reserved for one customer, potentially without the same host-level boundary as a dedicated physical server.
  • Separate identity tenant: a distinct identity and administration boundary. It can help contain identity-related risk, but it does not itself dedicate physical compute.
  • Isolated network or storage: separation at those particular layers. Confirm whether it is logical or physical and which services remain shared.

Microsoft Learn’s guidance on Azure public-cloud isolation distinguishes isolated VM sizes from dedicated hosts and notes that dedicated hosts share underlying network and storage infrastructure with other hosts. Ask providers to specify the boundary for each layer—compute, network, storage, identity, and administration—instead of treating “dedicated” as a complete architecture description.

Which workloads are candidates for dedicated infrastructure?

Payment-card environments with an evidenced isolation requirement

Consider dedicated compute if the cardholder-data environment requires single-customer physical isolation and the provider’s precise service boundaries and controls satisfy that requirement. It is one possible way to support segmentation, not an automatic compliance solution.

Critical production systems with unacceptable residual risk

A core business service may warrant stronger separation if an incident or operational mistake in the main corporate environment could disrupt it or expose it to risk the organization still considers unacceptable after applying controls. Separation could mean a dedicated identity tenant, dedicated compute, or both, depending on the threat and the boundary that needs protection. Microsoft’s Entra tenant-estate guidance says, “Workloads that support core business functions, regulated data, or national security interests justify the tradeoff.” In context, the tradeoff is the extra work of maintaining separate critical-workload tenants.

Workloads needing physical resource or maintenance control

Dedicated hosts can be candidates when measurements show a workload is sensitive to which applications share host resources, or when control over host placement or maintenance timing matters. Verify what the selected service actually lets you control and how it behaves during maintenance or host failure; do not assume that a dedicated host prevents interruptions.

Software with a host-specific licensing requirement

Some licensing terms may make physical host visibility or dedicated compute relevant. Check the exact software version, license terms, provider service, and region with the vendor and counsel. A general claim that dedicated infrastructure changes licensing obligations is not enough to make a deployment decision.

When shared or managed infrastructure is the better fit

  • The provider can demonstrate appropriate isolation and evidence for the workload’s actual risk and compliance requirements without reserving a physical host.
  • A managed service’s scope, responsibility matrix, audit evidence, and integrations are acceptable, and outsourcing its operation reduces burden the organization would otherwise need to carry.
  • The workload scales variably and has no demonstrated need for physical isolation or host-level control. Reserved capacity that is not justified by workload or risk can add cost without solving a real requirement.

Business importance or confidential data alone does not establish a need for dedicated hardware. Identify the service boundary, risks, and controls first; then dedicate only the smallest boundary that meets the documented requirement.

Does PCI compliance require dedicated servers?

Not as a blanket rule. PCI Security Standards Council’s Information Supplement: Cloud Computing Guidelines (April 2018) describes physical servers provided separately to each client and individually dedicated virtualized resources as examples of segmentation approaches. It says segmentation must provide isolation equivalent to physical network separation, and assessors validate whether the isolation is effective. The supplement is guidance, not a replacement for PCI DSS requirements.

Scope depends on which systems store, process, or transmit cardholder data, as well as systems that can affect the security of that data. PCI SSC FAQ 1115 says connected systems should be considered for scope; the requirements applicable to a system can differ according to its function and controls. Shared infrastructure housing an in-scope environment may itself be in scope. A dedicated server therefore does not settle scope or prove that segmentation works.

Where payment processing is fully outsourced, PCI SSC’s FAQ on outsourcing all payment processing explains that many requirements may not apply directly to the merchant’s environment. The merchant still has responsibility for protecting account data through the provider and understanding shared responsibilities. Establish the applicable scope with the acquirer, payment brands, and a qualified assessor. Do not infer that dedicated hosting alone makes a merchant compliant.

Should critical production systems have a separate identity tenant?

A separate tenant is an option when risks in the primary identity environment remain unacceptable for a critical workload. It can provide a distinct identity boundary even if the application’s compute is not physically dedicated. The separation is weakened if the workload continues to depend on shared identity components that recreate the risks it was meant to contain.

Plan for the additional security baselines, monitoring, tenant lifecycle work, and potentially duplicated licenses called out in Microsoft’s Entra guidance. Tenant separation is an operational commitment as well as an architecture choice; assign owners for policy, access, incident response, and ongoing maintenance.

How to compare architecture options

For each viable option, record what is isolated and what remains shared. Compare the same workload, scope, and availability target across options rather than comparing labels such as “dedicated” or “managed.”

Decision area Questions to resolve
Isolation boundary Are the physical host, VM or tenant, network, storage, identity, and administrative plane single-customer or shared? Which dependencies remain outside the boundary?
Scope and evidence Which standard and version apply? What evidence and assessor expectations apply? What do provider attestations and the responsibility matrix cover? Has segmentation been validated, and which connected systems are in scope?
Resilience What happens on host failure or maintenance? Are fault domains or zones, backups, recovery procedures, and redundant capacity included?
Performance and control Do workload measurements show noisy-neighbor sensitivity or specific throughput or latency needs? Can you select placement or maintenance windows, and what service limitations apply?
Operations Who handles patching, monitoring, identity, administration, and incident response? Does the organization have the skills and capacity to operate the design?
Economics and licensing What are the reservation or billing model, utilization, software licenses, storage and network charges, redundancy costs, migration effort, and ongoing operational costs?
Geography and regulation Does the selected service support the required region, data location, sector rules, and contract terms? A dedicated host alone does not establish data residency.

No apples-to-apples prices or performance benchmarks are established here. Obtain current quotes for the selected service and region, review the applicable software terms, and test the actual workload before making a capacity or performance claim.

Plan availability and shared responsibilities

A single dedicated host is still a single host. If availability requirements demand survival of a host failure or maintenance event, provision redundancy across hosts or fault domains and verify backup and recovery behavior. Microsoft’s Azure Dedicated Hosts guidance advises using multiple VMs across at least two hosts for high availability. The appropriate design depends on the service’s current capabilities and the workload’s recovery objectives.

Physical isolation also does not transfer every security or compliance obligation to the provider. Microsoft’s shared-responsibility guidance explains that responsibilities vary across SaaS, PaaS, IaaS, and on-premises models, while customers retain responsibility for their data. Document who owns each control, what evidence supports it, and how the customer’s deployment is configured.

A practical decision sequence

  1. Define the workload boundary. List the application, data stores, connected systems, identity dependencies, and administrative paths. For payment-card systems, include systems that can affect cardholder-data security.
  2. Write down the requirement. State whether the need is physical host isolation, identity separation, network or storage separation, resource placement, maintenance control, or a specific licensing condition. Tie it to a risk assessment, compliance scope, workload measurement, or verified license term.
  3. Check whether shared or managed service controls are sufficient. Obtain service-specific descriptions, attestations, responsibility details, and evidence for the required boundary. For compliance segmentation, include assessor validation.
  4. Select the narrowest adequate isolation boundary. Choose a dedicated host, separate tenant, isolated network or storage, or a combination only where each addresses a documented need.
  5. Design operations and resilience. Assign ownership for access, monitoring, patching, incident response, and lifecycle work. Add redundant capacity and recovery measures appropriate to the availability target.
  6. Validate before committing. Confirm region and service availability, test the workload, check current provider terms and licensing, and compare the full operating cost—not only the compute reservation.
