Short answer: WhatsApp is the simpler choice for turning a photo into a sticker, placing it in a pack, and sending that pack through an individual or group chat. Telegram offers the broader creator platform: an in-chat editor plus a dedicated @Stickers mini app, external artwork workflows, animated formats, video stickers, and documented importing of sticker files from other apps.
The services do not document a one-click way to transfer an existing WhatsApp pack into Telegram or a Telegram pack into WhatsApp. Choose the app where your audience already chats, then use the other app’s file or creator workflow only when you are prepared to rebuild or import artwork.

What you need before creating stickers
WhatsApp requirements
WhatsApp says custom sticker packs are available on the latest Android and iOS versions. If the sticker-creation controls are missing, update WhatsApp before troubleshooting anything else. The help page does not state a publication year, so treat “latest” as a moving requirement rather than a fixed version number.

Telegram requirements
Telegram’s documentation describes Sticker Editor creation in a chat and additional creator routes through @Stickers. It does not provide a complete device-by-device availability matrix, so a control shown on one Telegram client may not appear identically on every platform.
- A Telegram chat and an image stored on your device for the built-in editor.
- For advanced packs, artwork prepared in the format required by Telegram.
- The
@Stickersmini app when you need pack administration, emoji packs, or usage statistics.
How to make and share a custom sticker pack on WhatsApp
1. Open the sticker panel from a chat
Open an individual or group conversation, open the sticker panel, and choose the control for creating a custom sticker. WhatsApp’s documented workflow starts from this panel rather than from a separate desktop design tool.
2. Choose a photo and edit it
Select a photo from the device. Before sending, WhatsApp lets you add text, emoji, or drawings. Keep important details away from the outer edge so the sticker remains legible at the small size used in a chat.
3. Add the sticker to a pack
Use the option to add the finished sticker to a new pack or to an existing pack. WhatsApp also allows packs to be edited later, so you can add more stickers or adjust pack contents without starting over.
4. Send the sticker
Send the finished sticker in the current conversation. The recipient sees it as a normal sticker and can use the sticker’s available actions to keep using it in WhatsApp.
5. Share the entire pack
From the sticker tray, open the pack’s More menu and choose Send. Select an individual or group chat. This is a chat-based sharing action: it sends the created pack to people or groups inside WhatsApp, not to a universal public sticker directory.

6. Edit or maintain the pack
Return to pack management when you need to add another sticker, remove an item, or revise the pack. Keep static and animated artwork in separate packs because WhatsApp requires every sticker in a pack to use the same type.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhatsApp pack limits and animation rules
The WhatsApp Help Center lists the following specifications for uploaded packs. They are product limits stated by WhatsApp; the page does not provide a publication year.
| Pack type | Maximum file size per sticker | Canvas | Maximum stickers per pack | Other condition |
|---|---|---|---|---|
| Static | 100 KB | 512 × 512 pixels | 30 | All stickers in the pack must be static. |
| Animated | 500 KB | 512 × 512 pixels | 30 | Animation duration up to 10 seconds; every sticker in the pack must be animated. |
These limits matter when a pack is prepared outside WhatsApp. Resize the artwork and reduce file weight before uploading rather than assuming WhatsApp will automatically correct every file. A pack that mixes static and animated stickers does not meet the documented pack rule.
WhatsApp AI stickers are a separate, limited feature
AI sticker creation is not the same as the standard photo workflow. WhatsApp’s separate AI sticker help page says the feature is available only in limited countries and currently accepts descriptions in English, Indonesian, Portuguese, and Spanish.
Do not treat the AI control as a universal WhatsApp feature. If it is absent, that may reflect country rollout, language support, or account availability rather than an error with your phone. The ordinary photo-based editor remains the documented route for users who do not have AI stickers.

How to create stickers and packs in Telegram
1. Start in a Telegram chat
Telegram says any user can create a sticker from a device photo in a chat with its built-in Sticker Editor. Choose an image, then use the editor’s text, drawing, and emoji tools to turn it into custom artwork.

2. Create or add to a pack
After editing, use Telegram’s in-app pack controls to create a new pack or place the sticker in an existing one. The precise presentation can vary by client, but the documented workflow is designed to work from inside Telegram rather than requiring an external publishing site.
3. Use the @Stickers mini app for administration
Telegram’s @Stickers mini app manages sticker and emoji packs. It is the better route when you need to organize several packs, maintain emoji associations, or inspect usage statistics instead of merely making one sticker for a conversation.
4. Share the result in Telegram
Send individual stickers in chats or share a pack through Telegram. Telegram describes its sticker system as an open platform; its official documentation says, “All users can create, send and share custom artwork using Telegram’s open platform for stickers and emoji.” That statement is Telegram’s own product description, not an independently audited user-count claim.
Telegram’s external artwork and file formats
Telegram supports more than the in-chat photo editor. Creators can prepare artwork externally and upload static images, vector animations, or video stickers. The documentation also describes importing sticker files from other apps, which can save time when the original artwork already exists in a compatible form.
| Telegram format | Documented requirements | Best suited to |
|---|---|---|
| Static image | PNG or WEBP; one side exactly 512 pixels and the other side 512 pixels or less. | Illustrations, cut-outs, logos, and ordinary reaction stickers. |
| TGS vector animation | 512 × 512 canvas; no more than 3 seconds; looping; no more than 64 KB after rendering; 60 FPS. | Compact, smoothly looping vector animations. |
| WEBM video sticker | WEBM using VP9; no more than 3 seconds; up to 30 FPS; recommended size no more than 256 KB; no audio stream. | Short video-based reactions or clips. |
When external software is worthwhile
External animation software is optional, not a requirement for ordinary Telegram stickers. It becomes useful when you need precise vector timing, looping control, or a repeatable production workflow. Telegram’s documentation names Adobe After Effects in its TGS animation workflow, but the in-app editor is sufficient for basic photo, text, drawing, and emoji stickers.

What WhatsApp sharing actually does
WhatsApp’s documented pack-sharing action sends a created pack through an individual or group chat using the sticker tray. It is convenient when the people you want to reach already use WhatsApp, but the cited help page does not describe publishing the pack to Telegram or exporting a universal pack file.

What Telegram importing actually means
Telegram documents importing sticker files from other apps. That means compatible artwork files can be brought into Telegram’s sticker workflow. It does not establish that Telegram will accept a WhatsApp pack as a complete pack with its metadata, ordering, or pack identity intact.
Crashes, No Sound, or Screen Glitches?

Neither cited service page proves direct, one-click pack conversion in either direction. To recreate a pack across services, keep the original image or animation files, then prepare each file for the destination’s rules and add the artwork to a new pack there. A screenshot of a sticker may preserve the appearance, but it will not preserve the original pack structure or animation quality.
Why the same artwork may need two versions
WhatsApp and Telegram use different size, duration, file-type, and pack rules. A static file that fits Telegram’s PNG or WEBP requirement may exceed WhatsApp’s 100 KB limit. A Telegram video sticker limited to 3 seconds may be acceptable as a concept but still need conversion to WhatsApp’s animated-pack requirements, where the documented duration ceiling is 10 seconds and the per-sticker limit is 500 KB. Treat each destination as a separate export target.
Which service fits your sticker workflow?
Choose WhatsApp when your priority is fast photo customization
- You mainly need to turn phone photos into stickers.
- Your friends, family, customers, or community already use WhatsApp chats.
- You want a short path from the sticker panel to a shared pack.
- You prefer pack editing and sharing inside a conversation rather than a separate creator tool.
Choose Telegram when you need a creator-oriented platform
- You want a built-in editor but also the option to upload externally prepared artwork.
- You need static, vector-animated, and video sticker formats.
- You want a dedicated mini app for pack and emoji management with usage statistics.
- You are importing existing sticker files from another app and are willing to rebuild pack organization when necessary.
Use both when audiences are split
Maintaining packs in both services is practical when different groups use different messengers. Keep a master folder containing the original transparent images, source animation files, and exported versions. Create a WhatsApp pack and a Telegram pack separately, checking each service’s limits before upload. This avoids degrading the only copy of an animation to satisfy one app’s size limit.
Troubleshooting common sticker problems
The WhatsApp create option is missing
- Update WhatsApp on Android or iOS.
- Reopen a chat and open the sticker panel again.
- Check whether you are looking for the ordinary custom-sticker control rather than the separate AI-sticker control.
- If only AI creation is missing, check the feature’s country and language limitations instead of assuming custom photo stickers are unavailable.
WhatsApp rejects a pack or sticker
- Confirm that a static sticker is no larger than 100 KB and an animated sticker no larger than 500 KB.
- Use a 512 × 512-pixel canvas.
- Keep the pack entirely static or entirely animated.
- For animated stickers, keep each animation at 10 seconds or less and no more than 30 stickers in the pack.
Telegram rejects an uploaded file
- For static artwork, export PNG or WEBP with one side exactly 512 pixels and the other side no larger than 512 pixels.
- For TGS, verify the 512 × 512 canvas, looping behavior, maximum 3-second length, 60 FPS, and rendered size of 64 KB or less.
- For video stickers, use VP9 WEBM, remove audio, stay within 3 seconds and 30 FPS, and aim for no more than 256 KB.
A pack appears in one app but not the other
That is expected when the pack was created only inside its original service. Export or retain the source artwork, then create a destination-specific pack. The documented importing of Telegram sticker files should not be mistaken for a universal WhatsApp-to-Telegram or Telegram-to-WhatsApp pack synchronizer.

Practical decision checklist
- Identify the audience: share where the intended recipients already chat.
- Choose the creation method: use the in-app photo editor for speed; use external files for controlled illustration or animation.
- Set the destination format: check the service’s pixel, file-size, duration, and pack-type rules before exporting.
- Build the pack: add stickers in the destination app and keep static and animated sets separated where required.
- Test a representative sticker: send one static and one animated or video item, if applicable, to confirm readability, looping, and playback.
- Share through the correct channel: WhatsApp uses the sticker tray’s More and Send controls; Telegram uses its sticker and pack tools, including
@Stickersfor administration.
