WhatsApp restrictions differ by country and by feature: in some places the app is blocked or generally inaccessible, while in the United Arab Emirates the documented restriction is on internet voice and video calls. WhatsApp also said in February 2026 that Russia was attempting to fully block the service. If WhatsApp will not connect, first check whether the problem is your network or your account; switching networks, a VPN or a proxy may help with network access, but none is guaranteed to work.
Where is WhatsApp blocked or restricted?
This is an evidence-based set of country examples, not a complete live registry. Restrictions and network implementation can change, and a country-level report does not establish what every user can access on every provider.
| Country | Reported status | Date and source |
|---|---|---|
| China | WhatsApp was reported blocked. | Reuters, August 14, 2025 |
| North Korea | WhatsApp was described as generally inaccessible. | Reuters, August 14, 2025 |
| United Arab Emirates | Restrictions on VoIP applications affect free internet voice and video calls. This does not mean all WhatsApp features are blocked. | Reuters, August 14, 2025 |
| Russia | WhatsApp said Russian authorities had attempted to fully block the app. The report does not independently verify access on every Russian network. | Associated Press, February 12, 2026 |
| Iran | Authorities lifted an earlier access ban, according to the report. That report does not establish WhatsApp’s status in 2026. | Associated Press, December 24, 2024 |
Reuters’ August 2025 factbox distinguishes country restrictions, including the UAE’s calling restrictions. The Associated Press reported WhatsApp’s account of Russia’s attempted block in February 2026, and reported the lifting of Iran’s earlier ban in December 2024. Older lists that still label Iran as currently banned may therefore be out of date.

Is WhatsApp fully blocked, or are only calls affected?
A failure to make voice or video calls is not proof that messages and other app features are also blocked. The UAE example is specifically a VoIP restriction, which affects free internet calling. China’s reported block and North Korea’s general inaccessibility describe broader access problems; Russia’s February 2026 report concerns an attempted full block. Actual access may still vary by network and over time.

How to troubleshoot WhatsApp access
- Identify the kind of failure. If the app cannot connect or messages fail, the cause may be a network restriction or a temporary technical problem. If WhatsApp says your phone number cannot use the service, treat it as an account ban instead.
- Switch networks. Try moving between Wi-Fi and mobile data. WhatsApp says carriers or internet providers may block certain apps or experience temporary technical problems.
- Consider a VPN for a network-access problem. WhatsApp Help Center says, “Using a VPN can allow you to connect to WhatsApp if it is unavailable from your current network.” This is a possibility, not a promise; local law and network behavior vary.
- Consider a proxy, with care. WhatsApp documents proxy use but warns that a third-party proxy shares your IP address with the proxy provider. A proxy can also be blocked.
- For an account ban, request a review in the app. If WhatsApp displays the option, tap Request review and follow the prompts. WhatsApp says some bans cannot be appealed when that option is absent. Changing networks does not reverse an account-level ban.
- Use the official WhatsApp app. WhatsApp warns that unofficial clients may lead to temporary or permanent account restrictions.
See WhatsApp’s guidance on connecting when the network is not working, account bans and unofficial apps.

What to check before trying a workaround
- Separate connectivity from enforcement: a VPN or proxy may affect a network connection, but it cannot appeal a number-level ban.
- Check the feature you need: a calling restriction may leave messaging available, depending on the location and network.
- Weigh privacy and local rules: proxy providers can see your IP address, and the legal and practical risks of circumvention vary by location.
- Expect uncertainty: no workaround guarantees access if a country, provider or proxy blocks the connection.
