To build a WhatsApp CRM, connect the official WhatsApp Business Platform Cloud API to a CRM backend, receive message events through webhooks, and use the CRM to organize contacts, conversations, ownership, consent, and follow-ups. If you do not have the technical capacity to build that connection, use an approved Business Solution Provider. If you only need a simple, mostly manual workflow, the WhatsApp Business App may be enough.

Which WhatsApp CRM route fits your business?

Choose how you will access WhatsApp before designing the CRM. The Business App and the Business Platform serve different needs; the app is not simply a smaller version of a custom API integration.

Route Best fit Integration and team workflow Trade-offs
WhatsApp Business App A very small operation that can manage conversations in the app and does not need CRM synchronization or team automation. Primarily an app-based workflow with limited customization and integration, according to Meta. Less suitable when you need shared ownership, automated routing, or customer history synchronized with another system. Meta describes the app as free to download and use.
Direct Business Platform Cloud API A business with a developer or technical capacity to make API calls and configure webhooks. Programmatic access can connect WhatsApp messaging to a CRM and other backend systems. Your team can define its own data model and workflows. You own implementation, maintenance, message handling, and policy controls. Meta’s setup overview identifies a business portfolio, WhatsApp Business Account, and business phone number as setup components.
Approved Business Solution Provider A business that wants a supported integration path, such as an inbox, agent assignment, or bot platform, without building every component itself. The provider may bundle an integration with team tools and support. Providers may charge for added services or technology. Compare the full fees, data handling, contract terms, and how easily you can move your records or workflows.

Do not assume that an existing Business App number can always be used in parallel with the Cloud API or moved without interruption. Confirm current eligibility, migration steps, and any coexistence limits with Meta or the provider before changing a live business number.

What should the CRM store?

Meta provides the messaging platform and event flow; it does not guarantee a built-in CRM schema for your business. Treat the following as a practical design, not an official Meta requirement. Keep the records small enough for staff to maintain and detailed enough to prevent missed replies or unauthorized sends.

#1 Best Overall

Contact

Store the WhatsApp identifier or phone number, display name, how the person reached you, assigned owner, relevant tags, consent state, and opt-out state. Avoid collecting unrelated personal details simply because your CRM has fields for them.

Conversation

Link a conversation to a contact and record its current status, assigned team member, latest inbound-message time, next action, and service-window expiry. This lets the team see who should respond and whether a free-form reply is currently permitted.

Message

Keep the provider’s message ID, direction, timestamp, content or media reference, related contact and conversation, template or category metadata where applicable, and delivery or read state when available. Show failed or pending delivery states to staff rather than treating every attempted send as delivered.

Consent and audit records

Keep consent separate from the fact that you collected a phone number. Record where and when permission was given, what kinds of messages it covers, what notice the person saw, and any later revocation. An event log should also record webhook event IDs, processing outcomes, retries, and meaningful operator actions so staff can investigate duplicates or delayed updates.

How do you connect WhatsApp messages to CRM records?

With the Cloud API route, configure the supported API and webhooks so incoming message events reach your backend. Meta describes Cloud API as hosted by Meta and able to connect to CRM and backend systems. The event-handling details below are implementation recommendations, not a promise of a particular CRM feature or webhook payload.

  1. Prepare the account: set up the required Meta business portfolio, WhatsApp Business Account, and business phone number for the Cloud API route.
  2. Receive events: configure a webhook endpoint to accept the WhatsApp events your CRM needs to process, including inbound messages and status updates.
  3. Match or create the contact: use the WhatsApp identifier to find an existing customer record. If none exists, create a contact and mark unknown consent as unknown rather than assuming the person agreed to future messages.
  4. Attach the message: associate each inbound or outbound message with its contact and conversation, and update the conversation’s latest activity and next action.
  5. Process retries safely: retain message and event identifiers and make processing idempotent, so a repeated webhook delivery does not create duplicate customer messages or tasks.
  6. Expose delivery state: store status events and failures in a way that helps the team distinguish sent, delivered, read, and failed messages where those states are provided.

Do not build against guessed payload fields or an assumed API version. Use the current Meta developer documentation for the exact endpoint, authentication, webhook subscription, and payload contract for your implementation.

How should the CRM enforce WhatsApp messaging rules?

Make policy checks part of the send workflow, not a reminder that staff must remember after a message is drafted. Meta’s Business Messaging Policy, last updated September 23, 2026, says a business may contact someone only if it has the person’s number or username and has received opt-in permission. A number collected for one purpose is not, by itself, proof that the person agreed to WhatsApp messages.

  • Capture permission: ask for clear permission and record its source, scope, and date. The business remains responsible for determining whether its opt-in and other legal permissions are valid.
  • Honor opt-outs: suppress sends when a person asks to block, discontinue, or opt out, whether the request arrives on or off WhatsApp. Keep the suppression effective across staff and connected systems.
  • Check the 24-hour service window: a user’s message opens or resets the customer service window. Within that window, free-form replies are allowed. To initiate a conversation or send outside the window, use an approved Message Template.
  • Check consent scope and template approval: before a planned follow-up or campaign send, verify both the person’s permission and whether the relevant template is approved. Separate transactional updates from marketing and do not disguise a promotion as a utility message.
  • Provide human escalation: automation is permitted during the service window, but Meta requires a prompt, clear path to a human agent or another direct support channel when automation is used.
  • Keep business details accurate: maintain correct business identity and customer-support contact information.

Meta also makes businesses responsible for necessary notices, permissions, consent, a published privacy policy, security measures, and compliance with applicable law. Limit use of WhatsApp-derived information to what is reasonably necessary to support messaging, and do not share one customer’s chat information with another customer. Privacy, marketing, consumer, and sector rules vary by country and business type; check the laws and current WhatsApp policy that apply to your market and vertical.

Which workflows make a small-business WhatsApp CRM useful?

Start with a few workflows that solve visible operational problems. These are design patterns, not claims of guaranteed performance improvement.

Lead intake

When a new inquiry arrives, create or update the contact, record the source and request, assign an owner, and create a follow-up task. Give staff a clear view of the next action rather than leaving the inquiry in an unassigned inbox.

Service queue

Classify the request, show its owner and latest activity, and make unresolved conversations easy to find. If a bot cannot answer, route the person to a human or another clearly identified support channel.

Order and appointment updates

Use a suitable utility template when required and permitted. Classify the message according to its real purpose; do not place promotional content in a transactional message to avoid the marketing rules.

Follow-up reminders

Before sending a reminder, check that the person’s permission covers it, the template is approved if one is needed, and the service window permits the planned message type. A task reminder inside the CRM should not automatically become permission to send a WhatsApp message.

Operational reporting

Useful views include the response backlog, unresolved conversations, opt-outs, template delivery failures, and messaging cost by category and recipient market. These measures help managers see workload and policy issues; no universal response-time or conversion benchmark is established here.

How should you budget for a WhatsApp CRM?

Separate Meta messaging charges from the cost of building and operating the CRM. Meta’s rates depend on recipient market and message category, and provider fees, implementation, support, and optional software can add to the total.

Cost area What to account for
Meta message charges Meta charges for delivered messages based on category and recipient market. Its categories include marketing, utility, authentication, and service; check the current rate card for the actual amounts rather than applying one universal price.
Service-message allowance Meta’s FAQ states that, effective October 1, 2026, service messages are charged per message after the first 1,000 service messages per business phone number each month.
Provider costs A Business Solution Provider may charge for its services or technology. Include those charges when comparing a provider with a direct integration.
Build and upkeep For a direct integration, budget for development, monitoring, maintenance, and the staff time needed to manage consent, templates, failures, and workflow changes.

Meta’s pricing information and FAQ have differed in their general wording about service-message charges. The date-specific FAQ rule above reflects the stated October 1, 2026 change; confirm live rates and current terms for your market before forecasting costs. Meta’s FAQ also says its per-delivered-message approach for marketing, utility, and authentication messages began July 1, 2025, with rates varying by category and market.

What should you monitor after launch?

  • Webhook processing failures, retries, and duplicate-event handling.
  • Messages with failed delivery states and conversations without a clear owner.
  • Open follow-up tasks and unresolved conversations.
  • Opt-outs, consent records, and sends blocked by the CRM’s policy checks.
  • Template approval or delivery issues, and message costs by category and recipient market.

WhatsApp may limit or remove access when a business violates policy, generates significant negative feedback, or messages people at scale without authorization. Review current policy and applicable restrictions for your business vertical before launching new automated or high-volume messaging.
