Yes. You can use a phone on Wi-Fi without a cellular data plan, as long as the Wi-Fi network has internet access. Wi-Fi and cellular data are separate ways for your phone to reach the internet; joining a router’s local network alone does not provide internet service.
What works on Wi-Fi without a data plan?
When your phone joins a Wi-Fi network, its internet traffic can travel through that network instead of through your carrier’s mobile data connection. You can browse, use compatible apps, and download or stream content without using a cellular data allowance, provided the Wi-Fi network permits those activities and has working internet access.
The basic route is phone → Wi-Fi router or hotspot → internet connection. A router creates a local wireless network; it does not create an internet connection by itself. At home, the router generally needs broadband or another upstream internet service. A workplace, school, or public network may supply that connection, but its owner can require a password, login portal, fee, or agreement.
Does Wi-Fi let you call or text without phone service?
It depends on whether you mean an internet app or your carrier’s phone service. They work differently and have different requirements.

Internet calling and messaging apps
Apps such as Skype, WhatsApp, and Google Voice can make calls or send messages over Wi-Fi when the network allows the apps to connect. You may still need an app account, and the app provider’s own requirements or charges apply. T-Mobile describes these apps as working over Wi-Fi or cellular data: T-Mobile’s Wi-Fi Calling guidance.
Carrier Wi-Fi Calling
Carrier Wi-Fi Calling routes supported calls and messages through Wi-Fi using your carrier service and, in many cases, your regular phone number. It is not the same as placing a call inside an internet app. Support, setup, and eligibility vary by carrier, device, account, and location. Google notes that “Not all carriers support calls over Wi-Fi” and that some carriers may allow Wi-Fi calling without service; check your carrier’s current rules before relying on that option: Google Phone app Help.

As one carrier-specific example, T-Mobile lists an active account, supported device, Wi-Fi internet access, and an E911 address among its Wi-Fi Calling requirements. Those conditions are not universal, so check your own carrier’s setup instructions and terms.
Does Wi-Fi Calling use data or cost money?
Wi-Fi Calling does not use your phone’s cellular data connection for the Wi-Fi traffic, but that does not guarantee calls are free. The Wi-Fi provider may charge for access, and your carrier may count calls or texts toward plan limits or apply other charges based on your plan and the destination. International calls can have separate charges. For example, T-Mobile says Wi-Fi data does not use its mobile network, while call and text charges depend on plan and destination. Verizon says its U.S. Wi-Fi calls and texts do not count against its mobile data allowance, but international calling may incur charges and the Wi-Fi network may charge an access fee. These are carrier examples, not rules for every plan: T-Mobile Wi-Fi Calling terms and Verizon Wi-Fi Calling FAQs.

Can you call emergency services over Wi-Fi?
Wi-Fi Calling may support emergency calls when cellular service is unavailable, but it is not guaranteed emergency access. A carrier may use the emergency address registered to your account to help route the call. An incorrect address, Wi-Fi outage, or network congestion can affect routing or call quality. Keep the registered address current and do not treat Wi-Fi Calling as a guaranteed substitute for cellular emergency service. Apple explains when emergency calls may use Wi-Fi, and Verizon describes address and network limitations: Apple Wi-Fi Calling support and Verizon Wi-Fi Calling FAQs.
How to avoid using cellular data by accident
If you have an iPhone, Wi-Fi Assist can use cellular data when Wi-Fi connectivity is poor. To prevent that feature from using mobile data, go to Settings → Cellular (or Mobile Data, depending on region), then turn off Wi-Fi Assist. The label or path can vary with software version and device. See Apple’s Wi-Fi Assist instructions. On other phones, check the device’s network settings for options that switch to mobile data when Wi-Fi is weak.

Do you need to buy a router?
Only if you need to create a private Wi-Fi network and do not already have one. A router must connect to broadband or another upstream internet service; the router alone will not give your phone internet access. If you already have working home, work, school, or other Wi-Fi, or only need occasional access through an existing network, you may not need a separate router.
