Publishing an AI-assisted Unity game requires three separate checks: identify every AI-created element that reaches players, satisfy each store’s disclosure and content rules, and document the human contribution and rights behind the final build. Steam distinguishes pre-generated from live-generated content; Unity has additional disclosure rules for AI-assisted Asset Store submissions; and U.S. copyright registration depends on human-authored expression rather than prompts alone. A disclosure is never a substitute for permission to use the material or for screening it for infringement.
Start with an inventory of what players will actually receive
Do not begin by asking whether your development team used AI. Begin by listing the material that ships in the executable, downloadable content, patches, store page and marketing package. Valve’s Steamworks Content Survey is concerned with AI-created content that is shipped with the game and consumed by players, not merely with productivity gains during development. Its examples include artwork, sound, narrative and localization.
That distinction matters. An AI assistant that helps refactor code or draft an internal test plan may be a development tool with no player-facing output. An AI-generated texture, voice line, quest, character portrait, subtitle or store image that remains in the release is player-facing content. Record both categories, but flag the latter for platform disclosure and rights review.
Use an asset register
Create one row for each shipped or published element, including:

- File name, location and asset type (for example, texture, animation, music, dialogue, code, localization, trailer or store copy).
- The AI service, model or plug-in used, and whether it generated the whole item or assisted a human workflow.
- The prompt or workflow notes when they help reproduce the result.
- Human selection, editing, compositing, recording, arrangement or rewriting.
- Provider terms in force when the item was created, plus any commercial-use or attribution conditions.
- Review status for copyright, trademark, likeness, publicity, privacy and platform-content risks.
- The build, patch or store listing in which the item appears.
Unity says assets produced by its own AI services carry Unity AI metadata for traceability. That metadata is useful, but it does not transfer responsibility for the final build. Keep your own records because an audit may involve assets created by several providers and tools.
Classify content as pre-generated or live-generated
Steam asks developers to separate two kinds of generative content. The classification is based on when the content is created and how players encounter it.

Steam’s survey wording is explicit that “Efficiency gains through the use of these tools is not the focus of this section.” A game can therefore use AI internally without falling into the same disclosure category as a game that delivers generated dialogue or images to players. The deciding question is what the player receives, not how fashionable or extensive the internal toolchain is.
Examples that often get misclassified
- An AI-written quest that is edited by a designer and shipped is still AI-assisted player-facing narrative.
- A texture generated during development and then painted over remains part of the provenance record; decide whether the final expressive material is substantially human-created, but do not erase the source history.
- A chatbot that generates NPC replies at runtime is live-generated content even if the base dialogue tree was authored by humans.
- AI used only to search logs, optimize code or create temporary test data is not the same as content consumed by players.
Steam disclosure is a promise, not a license
Complete the current Steamworks Content Survey accurately for the build and store page you submit. Valve states that games must comply with its content rules whether or not AI use is disclosed. The prerelease review evaluates AI output under the same standards applied to other content, including the requirement that the game not contain illegal or infringing material and that its actual content be consistent with its marketing.
For pre-generated content
List the player-facing categories you shipped and check that your store description, screenshots, trailers and tags do not imply a different level of human authorship or functionality. “AI-assisted” does not excuse unlicensed music, copied artwork, defamatory text, unauthorized likenesses or deceptive advertising.

For live-generated content
Document practical controls rather than relying on a general statement that the model is safe. Your internal submission notes should cover input filtering, output moderation, blocked terms or topics, rate limits, logging, a way to disable a failing feature, and a process for handling reports. Explain what happens when the system produces disallowed material and how quickly you can remove or replace it.
Steam warns that some survey answers cannot be edited after build and store-page approval without contacting Steam Support. If the AI feature, generated content or marketing claims change, recheck the survey and contact Support when the interface does not provide an update path. Treat the approved answers as release metadata, not as a one-time administrative form.

Unity rules depend on where you publish
Unity does not impose one universal AI-disclosure rule for every Unity game release. The clearest separate requirement concerns assets submitted for sale through the Unity Asset Store. Unity’s Asset Store submission guidelines require transparent disclosure when submitted content was generated wholly or partly with AI.
If you submit an Asset Store package
- In the marketing data, state plainly that AI was used.
- Use the AI description field to name the tools and identify the generated portions.
- Describe modifications that add value beyond raw generation, such as original modeling, retopology, rigging, editing, composition, optimization or documentation.
- Remove marketing keywords that imply human effort you did not perform, including “hand drawn” when that description would be misleading.
- Check that the package is meaningfully differentiated and does not resemble a third party’s protected work or another publisher’s Asset Store product.
- Retain licenses and source records for every included component.
Unity may reject submissions that look plagiarized, closely resemble copyrighted work, lack significant value or appear mass-produced without differentiation. Accurate disclosure therefore helps, but it does not cure weak originality, poor licensing or misleading marketing.
If you are releasing only a game
Apply Unity’s broader Services Content Transparency and service terms to content you provide through Unity services, but do not describe the Asset Store form as a universal game-release requirement. Unity’s services rules prohibit illegal, infringing and misleading content. Product-specific terms can change, so check the live terms for the services and packages you actually use.

Clear rights for every generated element
For each item in your register, verify the provider’s current terms for inputs, outputs, commercial use, attribution, model restrictions and data retention. Confirm that you had permission to submit the input material: uploading a client’s voice, a recognizable person’s photograph or a copyrighted illustration may create a separate problem even if the generated output looks different.

Look for trademarks, distinctive characters, real-person likenesses, publicity rights, confidential information, personal data, hateful or illegal material and copied text or melodies. Compare suspicious results against references, especially when a prompt asked for a living artist’s style, a famous character or a recognizable brand identity. Unity places responsibility for rights in final-build content on the user, and Steam requires the released game to avoid illegal or infringing content.
Keep an audit trail
Store the original output, the edited final, dates, tool and model identifiers, applicable terms, approvals and a short explanation of human changes. Preserve this material with the project’s release records rather than in an individual developer’s account. If a provider changes its terms or removes a model, your record should still show what governed the asset when it was made.
Understand what copyright can and cannot protect in the United States
The U.S. Copyright Office’s Part 2 report, released January 29, 2025, says AI output can receive copyright protection only where a human author has determined sufficient expressive elements. Human-authored material perceptible in the output, creative selection or arrangement, and substantial human modification can support protection. Merely supplying prompts does not establish human authorship.
This is a copyrightability and registration question, not a permission slip. An output may lack copyright protection and still infringe someone else’s rights, violate a contract or create publicity and trademark risks. Conversely, using AI as an aid or including AI-generated material in a larger human-created work does not automatically disqualify the larger work from protection.

When seeking U.S. registration
The Copyright Office’s March 2023 registration guidance says applicants should disclose more than a de minimis amount of AI-generated material and briefly explain the human author’s contribution. Prepare a description of the expressive elements you wrote, selected, arranged or modified. Do not claim authorship of unmodified generated material simply because you wrote an elaborate prompt.
The Office said it reviewed more than 10,000 public comments while preparing the 2025 report. That figure describes the report’s consultation process; it is not a success rate or prediction about whether a particular game asset will register. Registration outcomes remain fact-specific and can differ outside the United States.
A release workflow that catches problems before submission
- Freeze the candidate build. Inventory game files, downloadable content, audio, text, localization, store art, trailers and runtime-generation features.
- Tag AI involvement. Mark each item as human-made, AI-assisted or AI-generated, then classify player-facing content as pre-generated or live-generated.
- Collect provenance. Save tool and model details, prompts or workflow notes, source inputs, provider terms, human edits and approvals.
- Run rights review. Check licenses, input permissions, output restrictions, resemblance to protected works, likenesses, trademarks, privacy and prohibited content.
- Test runtime safeguards. For live generation, exercise filters and moderation with adversarial inputs, record failures, confirm reporting and disabling procedures, and retain evidence of fixes.
- Align marketing. Make screenshots, trailers, descriptions and feature claims match the build. Remove language that overstates human creation or hides a material live-generation feature.
- Complete Steam’s survey. Answer for the approved build, explain live-generation guardrails where applicable, and retain a copy of the submitted answers.
- Review other stores and jurisdictions. Check each destination’s current AI, content, privacy, age-rating and intellectual-property rules independently; no single store’s disclosure covers another.
- Prepare Asset Store data if relevant. Complete Unity’s AI description, identify tools and generated portions, explain value-adding modifications and verify differentiation.
- Prepare any copyright application. Separate human-authored expression from generated material and disclose more than de minimis AI content under current U.S. guidance.
- Recheck immediately before launch. Steam’s survey, Unity’s service terms, model providers and usage entitlements can change. Confirm the live requirements and any plan-specific limits before submission.
Common failure modes and practical fixes
“We disclosed it, so we are covered.”
Disclosure does not authorize infringing or illegal content. Keep the rights review and platform-content review as separate release gates.
“The model generated it, so nobody owns it.”
Copyright status depends on human contribution and jurisdiction. Lack of copyright protection does not grant permission to copy, exploit a likeness or use restricted provider output.

Filters fail. Test them, add moderation and reporting, limit abuse, log incidents and maintain a kill switch or replacement path.

“The Asset Store form applies to every Unity game.”
The cited AI description field is an Asset Store submission requirement. A game-only release still needs to follow the applicable Unity service terms and each target store’s rules, but the forms are not interchangeable.
“We can update the survey later.”
Some Steam answers become locked after approval. Reconcile the survey with the final build before approval and contact Steam Support if a material change cannot be edited in the interface.
Costs, entitlements and changing terms
Unity’s Terms of Service, reviewed June 30, 2026, describe possible usage-based entitlements such as AI credits, tokens or compute. Unity may set limits, expiration periods, replenishment schedules or overage charges. Those provisions do not establish a particular plan price or allowance. Estimate tool costs from the exact product and plan terms in force for your account, and budget for re-generation, moderation, storage and review rather than assuming one fixed entitlement.

Do I need to disclose AI-generated assets on Steam?

What extra information is required for live-generated content?
