To use Xbox Cloud Gaming, you need a supported device in a supported region, a way to access the game, a compatible controller unless that game offers touch controls, and a stable internet connection. You do not need an Xbox console. Microsoft lists Windows PCs, Apple and Android phones and tablets, Xbox consoles, select smart TVs, Amazon Fire TV, and select Meta Quest headsets. Its published connection guidance is at least 10 Mbps download, with 20 Mbps recommended for best performance on consoles, PCs, and tablets.

Subscription rules are changing. Microsoft currently lists Game Pass Essential, Premium, and Ultimate as plans that include cloud gaming, with displayed monthly cloud-playtime allowances of 5, 10, and 15 hours respectively. A September 3, 2026 Xbox Wire announcement says those allowances will apply beginning in November, while extra-hour pricing and the markets covered by the change had not been announced as of October 17, 2026. Select free-to-play games can be played with a free Microsoft account.

What you need at a glance

  • Game access: an eligible Game Pass plan for subscription games, a free Microsoft account for select free-to-play games, or an eligible owned game under Microsoft’s cloud-streaming rules.
  • Supported hardware and region: eligibility depends on the exact model, operating system, app or browser, and country.
  • Input: a controller connected by Bluetooth or USB, unless the particular game supports Xbox touch controls.
  • Internet: Microsoft states a 10 Mbps download minimum and recommends 5 GHz Wi-Fi where available.
  • Browser or app: Edge, Chrome, and Safari are named for browser play; supported TVs and VR headsets may use their Xbox app.

Plan Displayed monthly cloud-playtime allowance What to verify before subscribing
Essential 5 hours Catalog, benefits, price, and availability in your market
Premium 10 hours Catalog, benefits, price, and availability in your market
Ultimate 15 hours Catalog, benefits, price, and availability in your market

The hours are monthly allowances, not a promise that every game in the Game Pass catalog can be streamed. Microsoft says cloud-game limits, libraries, benefits, prices, and availability vary by plan and market. Check the plan details shown for your account and region before paying.

Cloud gaming is not included with PC Game Pass. Having PC Game Pass therefore does not, by itself, provide the cloud access described here.

Free-to-play games

Select free-to-play titles, including Fortnite, can be streamed with a free Microsoft account in a supported region. You still need an eligible device, a suitable browser or app, a controller or touch controls supported by that game, and the required connection. “Free-to-play” does not mean that every free title is available through the cloud service; eligibility is title-specific.

Games you already own

Microsoft says select cloud-playable games that you own or buy outside the Game Pass catalog can be streamed on supported consoles, PCs, TVs, phones, tablets, VR headsets, and browsers. The list is limited to eligible titles and can change by market.

Microsoft’s November 2024 setup instructions described owned-game streaming for Game Pass Ultimate members and named compatible controllers including Xbox Wireless Controller, Xbox Adaptive Controller, PlayStation DualSense, and DualShock 4. A September 3, 2026 Xbox Wire announcement adds a planned option: beginning in November 2026, eligible players will be able to buy cloud-playtime hours through the Xbox Store and stream eligible owned games without a Game Pass subscription. Microsoft had not published the extra-hour price or complete market rollout details by October 17, 2026.

Use a supported device in a supported region

Devices Microsoft lists

  • Windows PCs
  • Apple phones and tablets
  • Android phones and tablets
  • Xbox consoles
  • Select LG, Samsung, and VIDAA OS smart TVs
  • Amazon Fire TV devices
  • Select Meta Quest VR headsets

“Select” matters. Compatibility can depend on the exact television model, Fire TV device, headset generation, operating-system version, region, and the app version available to you. Treat Microsoft’s live supported-device and supported-region lists as the authority rather than assuming that every product in one of these categories works.

Browser requirements

For play through a web browser, Microsoft names Microsoft Edge, Google Chrome, and Safari. A browser being available on a device does not guarantee cloud-game support: the operating system, browser version, account region, and device certification can still affect access. TVs and VR headsets may direct you to their relevant Xbox app instead of browser play.

You do not need an Xbox console

A console is optional. A supported phone, tablet, PC, TV, or VR headset can be the client that receives the video stream and sends your controller input to Microsoft’s servers. You do need a Microsoft account, and you need the game-access method that applies to the title you want to launch.

Connect a controller or use touch controls

Controller requirement

Microsoft’s general setup guidance calls for a compatible controller connected by Bluetooth or USB. This is the normal way to play on a phone, tablet, PC, TV, or headset. For owned-game streaming, Microsoft specifically lists Xbox Wireless Controller, Xbox Adaptive Controller, DualSense, and DualShock 4 as examples.

  • BUILT-IN AUDIO SUPPORT — Plug in compatible headsets using the 3.5mm audio jack for direct voice chat and immersive in-game sound.

Pair the controller with the device before launching the game, or connect it by USB if the device supports wired input. If the game does not recognize it, confirm that the controller is paired to the device running the stream—not to a nearby console or another phone—and reconnect it before reopening the game.

Touch controls are game-specific

Some games provide Xbox touch controls, allowing play on a compatible phone or tablet without a physical controller. The feature is not universal. If a title does not display touch controls, plan on using a compatible Bluetooth or USB controller.

Accessories are optional

A phone clip, grip, or dedicated mobile controller can make handheld play more comfortable, but none is a baseline Xbox Cloud Gaming requirement. The essential hardware is the supported device and an input method the game accepts.

Meet the internet-speed requirement

Microsoft’s published figures

Use case Microsoft’s stated download guidance Qualification
Minimum connection 10 Mbps download Microsoft’s minimum published figure; it is not a guarantee of smooth play
Best performance on mobile devices 10 Mbps download Microsoft recommendation; actual results also depend on connection quality, location, and device
Best performance on consoles, PCs, and tablets 20 Mbps download Microsoft recommendation; not a guaranteed resolution or latency target

Microsoft does not publish an upload-speed threshold or a latency target on the referenced Xbox Cloud Gaming page. Do not treat an unlisted ping number as an official Xbox requirement.

Connection quality matters as much as the headline speed

Cloud gaming continuously receives video while sending your input back to the service. A speed test that briefly reaches 20 Mbps can still produce stutter if Wi-Fi interference, congestion, packet loss, or an unstable mobile signal interrupts the connection. Microsoft specifically notes that performance varies with the internet connection, your location, and your device.

For a practical baseline, use a stable 5 GHz Wi-Fi network where available. Stay within good range of the access point, reduce competing high-bandwidth activity while testing, and compare your measured download speed with Microsoft’s 10 Mbps minimum or 20 Mbps recommendation for your device category. Mobile data can work, but signal changes and data caps make results less predictable.

What speed does not promise

Meeting the published number does not promise a particular resolution, frame rate, latency, or audio configuration. Microsoft warns that streamed games can have limitations involving video resolution, audio outputs, cloud-save storage, companion-app support, and peripherals. Those limits can differ from the locally installed-console or PC version.

How to start playing

  1. Confirm region support. Check Microsoft’s current supported-region information for the country attached to your Microsoft account. A compatible device in an unsupported region will not provide the same access.
  2. Confirm the device. Verify the exact PC, phone, tablet, TV, Fire TV device, Xbox console, or Meta Quest headset on Microsoft’s supported-device information. Install or update the Xbox app when your device uses an app; otherwise use Edge, Chrome, or Safari.
  3. Sign in with a Microsoft account. Use the account that owns the Game Pass plan or the eligible game. A free account is sufficient for supported free-to-play titles.
  4. Confirm game access. For a subscription title, check that your plan includes cloud gaming and that the specific title is cloud-enabled in your market. For an owned title, confirm that it appears among the eligible games you can stream.
  5. Connect input. Pair a compatible controller over Bluetooth or connect it by USB. If the title supports Xbox touch controls, you can use those controls on a compatible touchscreen device.
  6. Prepare the network. Connect to stable 5 GHz Wi-Fi where possible, or use a reliable mobile-data connection. Measure download speed and compare it with Microsoft’s published guidance for your device.
  7. Launch the cloud version. Open the Xbox cloud-gaming experience in the supported app or browser, select the eligible title, and wait for the stream to establish. If the play option is missing, recheck region, plan, title eligibility, and device support rather than buying a faster connection immediately.

Troubleshoot the common failure points

The game or cloud-play option is missing

  • Check whether the title is actually cloud-enabled; Game Pass catalog membership alone does not make every game streamable.
  • Verify that your plan is Essential, Premium, or Ultimate rather than PC Game Pass, which does not include cloud gaming.
  • Check account region and the current supported-region list.
  • On a TV or headset, confirm that the exact model and app version are supported.

The stream is blurry or stutters

  • Run a new download-speed test at the device, not only at the router.
  • Compare the result with 10 Mbps minimum and the 20 Mbps best-performance recommendation for consoles, PCs, and tablets.
  • Move to stable 5 GHz Wi-Fi or test a wired connection where the device supports it.
  • Pause other heavy downloads and uploads, then retry. If the connection is fast but unstable, the problem may be quality or congestion rather than the advertised speed tier.

Inputs feel delayed or do not register

  • Reconnect the controller by Bluetooth or USB and close other apps that may be using it.
  • Use a controller model named by Microsoft for owned-game streaming when possible.
  • Remember that Microsoft’s published requirements do not specify a latency target; a speed test alone cannot prove that a route will feel responsive.

What changes in November 2026

Microsoft’s September 3, 2026 announcement says that beginning in November, cloud gaming will use monthly allowances of 5 hours for Essential, 10 hours for Premium, and 15 hours for Ultimate. It says eligible subscribers will be able to buy additional hours through the Xbox Store. The same announcement introduces the planned ability to buy cloud-playtime hours without Game Pass and use them for eligible owned games.

As of October 17, 2026, the announcement did not provide universal extra-hour pricing or complete market availability. Check the Xbox Store and Microsoft’s current service information after the rollout before assuming that a purchase option is available in your country. Microsoft estimates that the monthly-limit change will affect 4% of Game Pass subscribers; that is Microsoft’s estimate, not an independently verified measurement.

A practical purchase decision

Choose Essential, Premium, or Ultimate when

  • You want subscription games rather than only free-to-play titles.
  • Your account and region show cloud access for the plan.
  • The displayed monthly allowance matches how much you expect to stream.
  • You have checked the individual games you care about instead of assuming the whole catalog is available in the cloud.

Use a free account when

You only need a supported free-to-play title and it is available for cloud play in your region. You still need the supported hardware, browser or app, controller or touch support, and connection.

Wait for the November details when

You want to stream owned games without subscribing to Game Pass or expect to buy extra cloud hours. The feature is announced, but its price and market coverage were not yet established on October 17, 2026.
