Start with your state unemployment insurance (UI) agency. It decides whether you qualify, how much you can receive, how long payments may last, and what you must do each week. Then contact an American Job Center early: its public workforce staff can help with job searches, referrals, career planning, and potentially funded training. UI cash benefits and workforce services are related but separate systems, so enrolling in a class does not automatically change your UI obligations.
What unemployment insurance covers—and what it does not
Unemployment insurance is temporary, partial wage replacement for eligible workers who are unemployed through no fault of their own and who meet additional requirements under state law. “Laid off” is not a complete nationwide eligibility test. A state agency reviews the reason for separation, wages, work history, availability, and other facts under that state’s rules.
Each state administers its regular UI program. That means there is no single national weekly payment, maximum duration, waiting-period rule, earnings deduction, qualifying-wage test, or work-search standard. A neighboring state can reach a different result on similar facts. Apply through the agency in the state that handles your claim and read its current instructions rather than relying on a general checklist.
Some states can activate Extended Benefits when unemployment is high. Extended Benefits may become available after regular benefits are exhausted, but activation, eligibility, and the number of payable weeks depend on program conditions and state implementation. Exhausting regular UI does not by itself guarantee an extension.

How to apply for unemployment
File as soon as you believe you are unemployed or have had hours reduced. Waiting can delay a claim, and some states apply their own rules about the effective date of an application. Use the state UI agency’s official online, telephone, or in-person channel and keep confirmation details.
- Identify the correct state agency. Start with the state where the work was performed or where the agency directs you to file. If you worked in more than one state, ask the agency how to report those wages.
- Gather claim information. Have identification, contact information, employer names and addresses, dates worked, separation details, and wage information available. The agency may request additional documents or explanations.
- Answer separation questions accurately. Explain whether the job ended through a layoff, reduced hours, discharge, quit, or another event. Do not assume that a label such as “furlough” decides eligibility; the agency applies state law to the facts.
- Submit the claim and save proof. Record the confirmation number, filing date, documents uploaded, and any instructions about the next certification. Take screenshots or retain emails when the system provides them.
- Respond to follow-up requests. A fact-finding questionnaire, identity check, employer response, or interview can affect the decision. Meet the stated deadline or contact the agency promptly if you cannot.
A claim submission is not the same as an approval. The agency may issue a monetary determination, a separation determination, or another notice. Read every notice, including instructions about weekly or biweekly certifications, reporting earnings, and responding to agency messages.
What you must do after filing
Initial eligibility and continuing eligibility are different. Even after an agency allows a claim, you generally must keep meeting that state’s requirements for each payment period. Follow the exact certification schedule and wording in your state portal or notice.

- Certify on time. Report whether you worked, earned wages, refused work, were able and available, and completed required activities. The questions and filing frequency vary by state.
- Report work and income honestly. Include temporary, part-time, self-employment, and other work when the state form requires it. Earnings can reduce a payment or affect eligibility under state rules.
- Remain able and available as required. A medical limitation, travel, school schedule, or other circumstance can change whether you meet the state’s test. Ask the agency before assuming a situation is harmless.
- Complete work-search duties. Keep the records your state requires, such as employer contacts, applications, workshops, or other approved activities. Requirements may change while a claim is open.
- Check messages frequently. Deadlines can run from the date a notice is issued or delivered in the portal. Missing a request can pause payments or lead to a determination.
Do not stop certifying merely because a payment is pending unless the agency tells you to. If you make an error, use the agency’s correction process and explain what happened rather than submitting contradictory information.
RESEA appointments and other reemployment requirements
Some claimants are selected for Reemployment Services and Eligibility Assessment (RESEA). The program combines a one-on-one continuing UI eligibility assessment with reemployment help. Selection and delivery differ by state and claimant circumstances; not every claimant receives the same notice or format.
A RESEA notice can require an appointment, an individual reemployment plan, labor-market information activities, enrollment in the Wagner-Peyser Employment Service, or contact with American Job Center resources. The notice should identify what is mandatory, how to schedule it, and what evidence of completion is required. The U.S. Department of Labor warns that failing to complete required services may affect benefits.

If the appointment time conflicts with work, an interview, illness, transportation, or another serious issue, contact the listed office before the deadline and ask how to reschedule. Keep attendance confirmations, completed plans, and messages. Do not assume that attending a voluntary workshop satisfies a specifically named requirement.

American Job Centers
American Job Centers are the main public entry point for employment and training assistance. Local centers can offer job-search coaching, job referrals, placement assistance, career counseling, labor-market information, workshops, and reemployment services. The exact menu, appointment method, and eligibility screening vary by location.
Ask for an intake or orientation even if you are still waiting for a UI decision. Tell the counselor your occupation, separation date, barriers to work, target schedule, and whether you need credentials for a different field. Bring your UI determination or claim number if available, but do not delay an appointment solely because the claim is unresolved.

WIOA Adult services
The Workforce Innovation and Opportunity Act (WIOA) Adult program can provide career services and, for eligible participants, training. Local areas decide how services are delivered and which occupations or providers are supported. Priority for individualized career and training services applies to public-assistance recipients, other low-income people, and people who are basic-skills deficient when a local area uses WIOA Adult funds for those services. Veterans receive priority of service in Department of Labor-funded employment programs.
WIOA Dislocated Worker services
The WIOA Dislocated Worker program is designed for eligible people displaced from employment, including workers affected by layoffs, plant closures, mass layoffs, global trade dynamics, or major sector transitions. A counselor determines whether your circumstances fit the local definition and what documentation is needed. Being unemployed does not automatically establish eligibility, and local funding can be limited.
Wagner-Peyser and related referrals
Wagner-Peyser Employment Service activities include referrals and application assistance for education and training resources, including help for UI claimants. An American Job Center may coordinate these services with WIOA programs, employers, community colleges, or other providers. Ask which program is paying for each service and whether you must complete a separate eligibility application.

Can you receive training while collecting UI?
Often, a claimant can ask about training while receiving UI, but there is no universal rule that enrollment waives work-search or availability duties. Before registering, ask both the American Job Center and the state UI agency:
- Whether the specific course is approved, and whether approval must occur before the first class.
- Whether attending class changes your ability to accept suitable work or meet availability rules.
- Whether you must continue weekly certifications, employer contacts, or RESEA activities.
- How internships, clinical hours, apprenticeships, or paid work during the course must be reported.
- What happens to UI if the course is interrupted, you withdraw, or your schedule changes.
Get the answer in writing through the agency portal, email, or a documented phone call when possible. A training counselor can explain workforce-program rules, but only the UI agency can interpret how your education affects the claim.
How to compare training options
Do not choose a course solely because it is labeled “free” or “short.” Use the same questions for a community-college certificate, an apprenticeship, a boot camp, an employer program, or another provider.

| Occupation and local demand | What employers hire for the target role in your area, and what credential or experience do they actually request? |
| Outcomes | What completion, placement, licensing, or wage information is available for this specific program and location? |
| UI effect | Has the state UI agency confirmed how attendance, availability, work refusals, and paid placements will be treated? |
Have the center verify provider status and funding before paying a deposit. Public approval does not guarantee a seat, full cost coverage, or employment after graduation.
What to do if your claim is denied
A denial is not necessarily the final word, but it is time-sensitive. Read the written determination immediately. It should explain the issue, the decision, and the appeal method or rights under that state’s process. Federal guidance does not establish one nationwide appeal deadline, so do not rely on a calendar period from another state.
- Mark the deadline and filing method. Use the date and instructions on the determination. Online, mail, fax, telephone, or in-person methods may differ by state.
- File a protective appeal promptly. If you need more time to gather records, submit the required appeal first and explain what evidence will follow, if the state permits that approach.
- Preserve relevant evidence. Keep pay records, schedules, employer messages, medical or transportation records, work-search logs, certifications, and agency correspondence. Organize them by date.
- Explain the facts that address the stated reason. Focus on the issue in the notice rather than sending unrelated documents. Follow page limits, hearing instructions, and witness rules.
- Seek local help when needed. Legal-aid offices, worker centers, unions, or other local advocates may explain procedure. They cannot replace the state agency’s official filing instructions.
Continue following certification instructions while an appeal is pending unless the agency directs otherwise. An appeal may protect a possible payment but does not automatically stop other claim duties.
