Windows AI agents can do more than answer questions: depending on the feature, they can find and summarize files, inspect a window you deliberately share, or operate desktop and web apps through a multi-step task. That usefulness depends on access to the information and software involved. An agent cannot summarize a document it cannot read, organize a folder it cannot reach, or submit an expense in an app it cannot control.
Access is not automatically unlimited. Microsoft describes different permission scopes, user consent, separate agent identities or workspaces, monitoring, and policy-enforced containment. The practical rule is to grant only the access a task needs, distinguish reading from changing data, and review sensitive actions before they occur.
“AI agent” means several different Windows experiences
Windows does not have one uniform agent with one permission model. The phrase can describe a narrow file-search feature, a user-shared visual session, an experimental task-running agent, an app connector, or developer infrastructure that confines an agent. Those categories should not be treated as interchangeable.

|---|---|---|---|
| File search and semantic search | Files surfaced through Windows’ recent-file or semantic-search features, subject to the permissions you configure | Find, open, summarize, or answer questions about documents | Microsoft described these capabilities in Windows Insider posts in April and August 2025; semantic search was specifically described for Copilot+ PCs |
| Copilot Vision | A browser or app window that you explicitly choose to share | Explain, analyze, or answer questions about the visible content | Sharing is user-directed; it is not the same as granting access to the entire PC |
| Copilot Actions | An Agent Workspace, known folders, and additional locations or apps after authorization | Click, type, scroll, organize, convert, update, or submit information across desktop and web apps | Microsoft’s November 17, 2025 rollout described it as experimental and limited to a staged Windows Insider release |
| Agent connectors and MCP-style tools | Resources exposed by connected apps or services, controlled by user or organizational policy | Workflows such as searching receipts and preparing expense lines | Availability varies by build, account, connector, and management configuration |
| Microsoft Execution Containers (MXC) | Resources that a developer or administrator explicitly defines, such as files and network destinations | Runs an agent inside a policy-defined boundary | Microsoft announced general availability on October 7, 2026; this is platform infrastructure, not proof that every consumer agent is generally available |
Microsoft’s own examples illustrate the range. A file-search prompt such as “Can you find my resume” asks for retrieval. A Vision session can analyze a window you elect to share. Copilot Actions attempts a chain of operations, such as sorting vacation photos, organizing Downloads, extracting information from a PDF, updating a document, booking a ticket, or sending email. The permission and risk are different in each case.

Why an agent needs your files and apps
Reading is required for grounded answers
A language model cannot infer the contents of your resume, receipts, notes, or PDF from the request alone. The relevant file must be discoverable and readable. Microsoft’s file-search descriptions cover DOCX, XLSX, PPTX, TXT, PDF, and JSON files. If you attach a file and send it, you are giving Copilot permission to process that attachment for the request.
In an August 2025 Insider description, Microsoft said Copilot’s recent-files list relied on Windows’ Recent folder and that Copilot did not scan the entire system or upload files automatically. That statement describes the feature and rollout documented at the time, not a permanent guarantee for every Windows build or account. The same post described semantic search on Copilot+ PCs, where you could describe a file by its subject or contents and adjust access in permissions settings. See Microsoft’s semantic-search rollout announcement.
Changing files requires stronger permission
Finding or summarizing is generally a read operation. Organizing a folder, renaming files, converting formats, or saving an edited document requires write access as well as the ability to inspect the source. A safe explanation therefore separates “may read” from “may change.” An agent that can see a folder is not necessarily authorized to delete, move, overwrite, or upload its contents.
Operating an app requires an interaction path
To submit an expense, send an email, or book a ticket, an agent must interact with the application that performs the action. Microsoft says Copilot Actions uses vision and reasoning to click, type, and scroll “like a human would.” That interaction is why the agent needs access to the relevant desktop or web app, not merely to a sentence describing the desired outcome.
At Ignite 2025, Microsoft gave vendor examples of a Microsoft 365 Copilot expense workflow that searches local receipts and submits expense lines, and of Claude using File Explorer access—with user consent—to find notes and draft a summary. These are Microsoft-described workflows, not independent performance tests or a promise that every connector behaves the same way. Details appear in the Ignite 2025 Windows developer announcement.

Can a Windows AI agent see everything on your PC?
No single answer applies. Access depends on the feature, your choices, account and device configuration, and organizational policy.
- A file-search experience may use a recent-file list or indexed semantic search rather than a full-system scan.
- Vision analyzes the particular window you choose to share.
- An agent performing local work needs access to the folders involved. In Microsoft’s Copilot Actions preview, the initial known folders included Documents, Downloads, Desktop, and Pictures.
- Data outside those known folders required authorization in that preview. Microsoft also said access could be revoked.
- A connector exposes only the resources its app or administrator makes available; connector availability and policy can differ.
Do not interpret one feature’s behavior as a guarantee for all Windows agents. Microsoft’s Windows security explanation describes these controls in the context of agent security, while the Insider posts describe particular user features and rollout stages.
How to grant access as safely as possible
- Identify the exact task. Decide whether you only need a file located, a document summarized, a window analyzed, or a change submitted in an app. Avoid granting broad access for a narrow question.
- Start with read-only work. Attach one document or share one window when that is sufficient. For a folder task, begin with a copy or a non-sensitive test folder.
- Check the permission scope. Review which folders, files, apps, and connected resources the agent can reach. In the Copilot Actions preview, access beyond the default known folders prompted authorization.
- Use the agent’s consent prompt deliberately. Read what the request covers before approving. Consent to read a receipt is not the same as consent to submit an expense or send an email.
- Watch the run. Microsoft advises monitoring Copilot Actions and says you can take over at any time. Pause when the agent reaches a login, payment, deletion, external message, or other consequential step.
- Review the result in the destination app. Check filenames, extracted amounts, recipients, attachments, and changed text before saving or sending.
- Revoke access when the job ends. Remove permissions that are no longer needed, especially for temporary folders or connectors.
These steps do not make an agent infallible. They reduce the blast radius if it misunderstands a request, follows misleading content, or encounters an interface it cannot interpret correctly.
What security boundaries are supposed to do
Separate identity and workspace
Microsoft says the experimental Copilot Actions environment used a separate standard account and an Agent Workspace. The design is intended to keep agent activity distinct from the user’s primary session and to begin with limited resources. Microsoft’s security post also describes distinct agent accounts and limited privileges as core principles.
Require authorization outside the initial boundary
Known folders provide a starting scope rather than a universal license. In the preview, Documents, Downloads, Desktop, and Pictures were available initially; access to other data required authorization. A user could monitor activity, take control, revoke access, and potentially face an additional approval request for sensitive steps.

Enforce policy outside the agent
Microsoft’s October 7, 2026 MXC announcement states: “An agent cannot be its own security authority. It must run within a boundary defined by the developer or organization and enforced independently of the agent itself.” MXC lets developers or administrators define resources such as permitted files and network destinations. This is a containment mechanism for building and managing agents, not a claim that every Windows AI feature runs in an MXC.
The platform-security work was described as an early-preview SDK in Microsoft’s June 2, 2026 post, with further isolation options planned for preview. The later MXC post says MXC became generally available on October 7, 2026. Those dates apply to the named developer technologies, not to every consumer-facing feature. Read the announcements for context: Windows platform security for AI agents and Microsoft Execution Containers.
Why prompt injection and mistakes matter
Agents can generate and chain operations at runtime, so their behavior is not completely predictable. Microsoft identifies hallucinations and cross-prompt injection (XPIA) as risks. A document, web page, or app interface may contain text that attempts to override your instruction and persuade the agent to disclose data, install malware, or take another unintended action.
That warning does not mean every agent is compromised, nor does it mean every document is malicious. It means content being read by the agent should not automatically be treated as a trusted command. Keep high-impact actions behind a human checkpoint, avoid giving an agent unnecessary secrets, and stop a run that begins acting outside the stated goal.
- For documents: inspect unusual instructions embedded in the file before allowing the agent to act on them.
- For websites: assume visible buttons, pop-ups, and page text can be misleading; verify the target, amount, and recipient yourself.
- For file operations: use a test directory and confirm the before-and-after file list.
- For messages and submissions: require a final review of recipients, attachments, and values.
- For organizations: use policy-defined boundaries, logging, least privilege, and separate identities where the platform supports them.
What Copilot Actions can and cannot be assumed to do
Microsoft’s November 17, 2025 Insider post described Copilot Actions as experimental, rolling out through the Microsoft Store to Windows Insiders worldwide except the European Economic Area. The rollout was staged, so not every Insider received it immediately. The post cited Copilot app version 1.25112.74 and higher. Treat those details as the state of that announcement, not as a current compatibility list.

The feature was presented as capable of multi-step work with local files and desktop or web apps, but Microsoft cautioned that it could make mistakes or struggle with complex interfaces. Users were advised to monitor its work and could take over at any time. The examples—sorting vacation photos, organizing Downloads, converting files, and extracting information from a PDF—show the intended workflow, not a measured success rate. See the Copilot Actions rollout post.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How the main experiences differ in practice
Use file or semantic search when you need retrieval
Choose this path for questions such as “Can you find my resume?” or “Open the trip planning doc I was working on last week.” It is appropriate when the desired result is locating, opening, or answering questions about a file. Confirm which folders are indexed or visible and adjust permissions if the expected file does not appear.
Use Vision when the context is on screen
Vision is useful when you want an explanation of a webpage, design, spreadsheet, or app state and can share that window. Sharing a selected window limits the context compared with granting access to a folder, but the agent can only reason about what is visible and what the feature supports in that rollout.
Use an action-running agent only for supervised workflows
Copilot Actions is designed for a goal that requires several operations. Before starting, identify the files it may touch, the app in which it may act, and the point at which you will take over. Expect occasional failures on complex interfaces and verify every externally visible result.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Use connectors for governed business workflows
Connectors and MCP-style integrations can expose app data and actions in a structured way. They may be preferable to screen clicking when an organization can define exactly which tools and resources are available. The actual controls depend on the connector, tenant policy, Windows build, and account configuration.

Use MXC when you build or administer agents
MXC is aimed at developers and IT administrators who need an enforceable execution boundary. Define permitted files, network destinations, and other resources independently of the agent’s own instructions. Do not confuse the availability of this infrastructure with eligibility for a consumer Copilot feature.
Availability, hardware, and edition caveats
Windows agent features are rolling out on different schedules. The cited Insider posts do not establish a complete matrix covering every Windows edition, device, account type, Copilot+ PC requirement, region, or organizational policy. Check the announcement for the named feature and your current Windows and Copilot versions rather than assuming that a capability shown in a blog post is present on every PC.
Microsoft reported more than one billion Windows 11 devices in a February 9, 2026 security post. That is a Microsoft-published Windows 11 device figure, not a count of AI-agent users and not evidence that every device is eligible for every agent feature. The post is available at Strengthening Windows trust and security through User Transparency and Consent.
A practical decision checklist
- Only need an answer about one file? Attach that file or use the narrowest file-search scope.
- Need the contents of a visible app or webpage? Share the specific window through Vision.
- Need files rearranged or converted? Use an agent with explicit folder access, test on copies, and review the resulting file list.
- Need an email, booking, or submission? Treat it as a high-impact action and approve the final details yourself.
- Need a repeatable company workflow? Prefer governed connectors and administrator-defined boundaries where available.
- Building an agent? Define resources outside the agent’s own authority and enforce them with platform controls such as MXC where appropriate.
The more an agent can change, send, or submit, the more important identity separation, least privilege, monitoring, and human approval become.
