A utility-scale onshore wind farm is built in a sequence that starts years before a turbine arrives. Developers first establish whether a site has a dependable wind resource and a workable route to the electricity network, then complete environmental and land studies, obtain local approvals, build roads and foundations, install cables and a substation, erect the turbines, and finally pass electrical and network tests before exporting power. The exact permits, terminology and schedule depend on the country, state or province, project size and local network rules.
The complete onshore wind-farm sequence
The stages overlap rather than forming a perfectly linear checklist. Wind measurements can continue while designers refine turbine positions; land agreements, community engagement, environmental studies and grid applications often proceed in parallel. A typical sequence is:
| Stage | What happens | Why it matters |
|---|---|---|
| 1. Site screening | Desktop mapping and early field checks compare wind, terrain, land rights, access, grid proximity and constraints. | Eliminates sites that cannot support a viable, approvable project. |
| 2. Wind and environmental studies | Monitoring equipment measures the resource while flora, fauna and other surveys address seasonal conditions. | Supplies evidence for turbine layout, energy estimates and mitigation. |
| 3. Design, engagement and approvals | The developer fixes turbine locations, roads, cable routes, substation options and controls, then seeks jurisdiction-specific consent. | Turns a promising site into a legally buildable design. |
| 4. Grid connection planning | Connection capacity, voltage, protection, network studies and the route to the point of connection are developed with the network operator. | Prevents a completed plant from being stranded without a way to export electricity. |
| 5. Enabling construction | Roads, tracks, work compounds, foundations, cable corridors and the on-site substation are built. | Creates the civil and electrical platform for turbine installation. |
| 6. Turbine delivery and erection | Oversized components are transported to site and specialist crews assemble towers, nacelles and blades with heavy lifting equipment. | Converts the prepared foundations into generating machines. |
| 7. Commissioning and energisation | Controls, protection, electrical equipment and the grid interface are tested, corrected if necessary and approved for energisation. | Confirms safe operation before commercial export. |
1. Screening and selecting a site
Developers begin with a regional screen rather than immediately choosing a turbine model. The UK Department for Energy Security and Net Zero identifies wind speed, grid access and land costs as primary onshore-selection factors. In practice, those factors are tested alongside terrain, geotechnical conditions, road access, nearby homes, land rights and environmental sensitivity.
Wind and terrain
Long-term wind conditions determine whether a project can produce enough energy. Terrain affects turbulence, foundation design, road gradients and the spacing of turbines. A site with excellent wind can still fail if steep ground, weak soils or unstable slopes make construction impractical.

Grid distance and capacity
Being close to a transmission or distribution line does not guarantee a connection. The network must have usable capacity at the relevant voltage, and reinforcement may be required. Developers therefore investigate possible connection points and network constraints during site screening, not after civil work has begun.
Land, access and neighbours
Projects need rights for turbine pads, roads, underground cables, substations and temporary construction areas. They also need a route capable of carrying long blades, tower sections and other heavy components. Setbacks, noise, visual effects, shadow-flicker assessment and nearby residences can change the layout or rule out particular turbine positions. Early discussions with landowners and Traditional Owners can identify access, cultural-heritage and land-use issues before detailed design.
2. Measuring wind and studying the environment
A desktop estimate is not enough for final energy modelling. Developers install wind-monitoring equipment, commonly including meteorological masts or remote-sensing systems, to record wind speed and direction at relevant heights. Victoria’s planning guidance lists wind-monitoring equipment, including anemometers, as a possible facility component. A handheld consumer anemometer may help with an informal observation, but it is not a substitute for a commercial wind-resource assessment, calibrated data collection and independent analysis.

Wind and ecological conditions vary during the year. Australia’s national pathway says detailed environmental monitoring may extend for up to two years to account for seasonal variation. That is a pathway example, not a mandatory duration for every project: the required period depends on the jurisdiction, species, risk and information already available.
Environmental surveys
Surveys can cover vegetation, birds, bats, other fauna, waterways, soils, cultural heritage and landscape effects. The findings influence turbine micro-siting, construction timing, road alignments and mitigation measures. A developer may move a turbine away from a habitat, avoid a sensitive season, retain a buffer or specify restoration and monitoring obligations.

3. Turning the concept into an approvable project
Once the resource and constraints are better understood, engineers and planners develop a coordinated layout. It includes turbine locations, internal roads, crane or assembly areas, underground collector cables, the substation, communications, drainage and the route to the grid connection. The design must balance energy yield against access, noise, visual effects, biodiversity, cultural values, constructability and network requirements.
Land agreements and community engagement
Developers secure leases, easements or other rights for the land occupied temporarily and permanently. Engagement explains the proposed layout, construction traffic, working hours, environmental controls and complaint process, while feedback can lead to design changes. Engagement does not replace a statutory decision: the responsible planning authority applies its own rules and evidence requirements.

Planning and environmental approvals vary by country and by sub-national jurisdiction. They can address land use, wildlife, heritage, roads, aviation, noise, water, construction management and the electrical connection. The UK government’s Onshore Wind Taskforce strategy (2025) says the pre-build path of site selection, land leasing, site preparation, surveying and consent can take in excess of five years. That figure describes the UK strategy’s context, not a global rule.
The same 2025 UK strategy reports that as many as 30% of UK projects that submit a planning application do not go on to receive consent, based on analysis of the Renewable Energy Planning Database. The qualification matters: it concerns UK applications and does not mean that 30% of all proposed wind farms worldwide fail.
4. Arranging the grid connection
Grid work proceeds while the physical design is being refined. The developer asks the relevant network operator where and how the plant can connect, what studies are required, what protection settings apply and whether network upgrades are needed. Connection agreements and technical requirements can affect the number of turbines, the collector voltage, the substation design and the project schedule.

What the electrical project includes
A wind farm is more than a field of turbines. Victoria’s facility guidance and UK community guidance identify typical supporting infrastructure:
Recommended Free Tools
| Asset | Role |
|---|---|
| Turbine generators | Convert the kinetic energy of wind into electrical power. |
| Collector cable network | Combines output from individual turbines and carries it toward the on-site substation, usually through underground circuits. |
| On-site substation | Transforms voltage and provides switching, protection, metering and control equipment. |
| Connection line and equipment | Links the project substation to the wider network through overhead or underground works, depending on the approved design. |
| Access and communications systems | Support maintenance, control, monitoring and safe operation. |
The connection route may be one of the project’s largest civil or environmental constraints. A short route with limited capacity can require more network work than a longer route with a suitable connection point.
5. Preparing the site and building enabling infrastructure
Construction normally starts with facilities that let people, vehicles and electrical crews work safely. Contractors establish site compounds, temporary services, drainage and erosion controls, then construct or upgrade access tracks and internal roads. Roads must accommodate abnormal loads and provide safe turning and lifting areas.
Foundations and turbine pads
Each turbine requires a foundation designed for the local soil, ground-water conditions, loads and selected turbine configuration. The visible pad and hardstand provide a stable area for erection and later maintenance. Concrete placement, reinforcement, curing and quality checks are coordinated with the delivery and lifting plan.
Cables, substation and connection works
Trenches or other approved corridors are prepared for collector cables. The on-site substation, control building, protection systems and communications equipment are installed and tested as construction progresses. The external transmission or distribution connection may involve poles, towers, underground cable, a switching station or upgrades to existing network assets, subject to local approval.

Environmental construction controls
Construction management plans translate approval conditions into daily controls. They can cover dust, noise, traffic, water quality, sediment, vegetation clearance, wildlife encounters, waste, working hours, rehabilitation and incident reporting. Victoria’s authorities guidance calls for an environmental management plan addressing construction impacts. Controls must be implemented before and during work; they are not merely paperwork completed at the end.
6. Transporting and erecting the turbines
When roads, foundations and electrical works are ready enough, suppliers deliver tower sections, nacelles, hubs and blades. Transport planning considers bridge limits, turning radii, overhead obstructions, delivery windows and temporary road modifications. The exact convoy arrangement and lifting method vary by project and are not fixed by a universal wind-farm standard.
Assembly sequence
- Prepare the foundation: confirm concrete strength, anchor systems, survey points and the cleared hardstand.
- Build the tower: use heavy lifting equipment to place and bolt or otherwise join the tower sections.
- Install the nacelle and hub: lift the main machinery housing and rotor hub onto the tower and complete mechanical and electrical connections.
- Fit the blades: install the rotor blades using the project’s approved lifting arrangement, then complete torque, cabling and inspection work.
- Connect the turbine: join the turbine to its collector circuit and control network after equipment checks.
Specialist turbine crews generally begin this work only after enabling infrastructure can support heavy lifts and safe access. Building the roads, foundations and cable corridors first is why a project can show substantial construction activity before any turbine is standing.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Testing, grid approval and energisation
A completed turbine is not automatically an operating power station. Electrical systems, control functions, protection, communications, metering and the grid interface must demonstrate that the facility can operate safely and meet the network’s technical requirements.
The commissioning path
- Prepare connection information: provide final equipment data, models, settings and test plans to the network operator.
- Complete equipment checks: inspect cabling, transformers, switchgear, grounding, protection and control systems.
- Carry out joint tests: the project team and transmission or distribution network service provider test the interface and required operating responses together.
- Correct deficiencies: resolve failed tests, incorrect settings or construction defects and repeat the relevant checks.
- Obtain connection approval: the network operator accepts the evidence and authorises the agreed next step.
- Energise the connection: electrical equipment is safely placed at operating voltage under the approved procedure.
- Complete final checks and export: verify operation under the applicable conditions before commercial generation is permitted.
Australia’s national pathway distinguishes successful testing, connection approval and energisation, followed by final checks. Western Australia’s public build guidance likewise states that commissioning tests occur before a project feeds power into the grid. Energisation is therefore a specific electrical milestone, not a synonym for finishing civil construction or receiving planning consent.

How long does it take to build a wind farm?
There is no single worldwide duration. The largest difference is between development and physical construction. The UK Department for Energy Security and Net Zero’s 2025 strategy says the pre-build selection, leasing, survey and consent process can exceed five years. Separately, UK government community-engagement guidance says, “The full construction process will generally take between six and 12 months depending on the size of the development.” That six-to-12-month range is the guidance’s typical construction estimate for England, not a guarantee for every project.
| Timeline element | What can extend it | Evidence and qualification |
|---|---|---|
| Resource and environmental studies | Seasonal coverage, species risk, difficult terrain or incomplete baseline data. | Australia’s pathway says monitoring may run up to two years; not every project uses that duration. |
| Planning and consent | Environmental assessment, objections, design changes, hearings or appeals. | UK strategy (2025) describes more than five years for the pre-build path in its context. |
| Physical construction | Project size, weather, access, concrete and cable work, supply logistics and grid-work coordination. | UK guidance gives six to 12 months as a typical full-construction range, depending on development size. |
| Connection and commissioning | Network studies, reinforcement, test failures, protection changes or restricted outage windows. | Must be completed before approved export; no universal duration is established. |
Why two wind farms can look very different
Comparing projects by turbine nameplate rating alone misses the decisions that dominate construction. The meaningful design axes are:
| Axis | Questions engineers and planners must answer |
|---|---|
| Wind resource | How strong, consistent and turbulent is the wind at each candidate position? |
| Terrain and ground | Can roads, cranes and foundations be built safely, and what geotechnical treatment is needed? |
| Grid connection | How far is a suitable connection point, how much capacity is available, and what reinforcement is required? |
| Component access | Can blades, towers and nacelles reach the site over existing roads, bridges and turns? |
| Environmental and community effects | Which habitats, heritage places, homes, views, waterways and land uses constrain the layout? |
| Connection scope | Will the project need a larger substation, longer cable route, new overhead line or additional network equipment? |
These trade-offs explain why a project with fewer turbines can require major roads or grid works, while a larger project on a well-served site may use a more compact layout. The turbine model is only one part of the engineering decision.

Onshore scope versus offshore wind
This sequence describes utility-scale onshore development. Offshore projects add marine geophysical and ecological surveys, seabed foundations, installation vessels, subsea cables, cable landfalls and marine-port logistics. Their schedules and approval systems differ substantially, so onshore durations and construction steps should not be transferred to offshore projects.
What “built” means at the end
A wind farm is operational only when its physical assets, controls and network interface have passed the required checks and the network operator has authorised the applicable operating and export stage. Turbines can be erected while cable, substation or connection work remains incomplete. Conversely, a project may be electrically energised for testing before it reaches full commercial output. Treating planning consent, turbine erection, energisation and commercial export as separate milestones gives a more accurate picture of progress.
