Cambridge needs to turn more of its research and startup activity into companies that can scale globally. Innovate Cambridge’s 2035 strategy names four enabling conditions: talent, investment, infrastructure and supportive government policy. It also calls for universities, businesses and local government to coordinate their efforts. Its goals to double startup investment and the rate of unicorn creation are targets—not outcomes already achieved.

Why Cambridge needs more than a strong research base

Cambridge has a substantial research and technology base, alongside an active network for company creation. The University of Cambridge’s 2024 innovation and entrepreneurship report describes more than 95 innovation, startup and business-growth activities spanning skills, networks, investment and support. That indicates breadth of support, but does not establish which programmes help companies make the leap to international scale.

Cambridge Enterprise’s 2024–25 annual review reports 20 new companies formed during the year and £4.3 million invested in 32 spinouts. Its portfolio comprised 196 companies as at 31 July 2025, and portfolio companies raised £402 million in 2024 through cash investment and licence equity. These figures describe different forms of activity; they are not a forecast of how many future unicorns Cambridge will produce.

The distinction matters: forming companies and funding early research-linked businesses are not the same as building firms able to compete and grow worldwide. Cambridge’s strategy therefore treats scaling conditions—not research output alone—as central to its ambition.

What the 2035 strategy is trying to change

Innovate Cambridge’s 2025 strategy sets a ten-year vision for Greater Cambridge: create twice as many science and innovation companies, double the investment received by startups and double the rate at which the area builds unicorns by 2035. It also calls for economic and social returns for the region and the UK. These are ambitions, not current performance figures.

The strategy identifies four enablers. Each addresses a different constraint, and none on its own guarantees that a promising company will become a global business.

Growth capital, not only company formation

Startups need financing as they move from research and early product development toward international expansion. The available figures show investment activity: Cambridge Enterprise invested £4.3 million in 32 spinouts in 2024–25, while its portfolio companies raised £402 million in 2024. The strategy’s goal to double startup investment signals that more capital is a priority, but the published figures do not quantify a local late-stage funding shortfall or show how much of the reported capital went to growth rounds.

For the unicorn ambition, the practical question is whether companies can find suitable investors as their capital requirements increase—not simply whether Cambridge can create more startups.

Experienced founders and talent

The strategy names talent as an enabler, while the University’s support network includes skills and other forms of founder support. A scaling company needs people able to build teams, enter markets and manage rapid growth, as well as specialist technical staff. The strategy makes talent a priority; the published activity figures do not demonstrate that recruitment or experience gaps have been resolved.

Space, transport and other infrastructure

Science and technology companies may need facilities suited to their work, as well as transport and wider growth infrastructure. Innovate Cambridge identifies infrastructure as a condition for growth, and the UK government’s Cambridge growth publication discusses actions aimed at addressing constraints. The case is broader than providing office space: firms need an environment in which they can recruit, operate and expand.

Supportive policy and coordinated delivery

The strategy frames delivery as a shared effort involving businesses, universities and local government. Government materials also present coordination as part of Cambridge’s growth agenda. Alignment matters because decisions about research commercialisation, investment, land and infrastructure are made by different organisations; a regional target cannot be delivered by one institution alone.

What the figures say—and what they do not

Reported totals vary by source, date and definition. The UK government’s 2024 publication says 23 Cambridge-born businesses had reached unicorn status as of 2023. Founders at the University of Cambridge reports 26 unicorns born in Cambridge on a page presenting innovation figures for 2025. These are differently attributed counts, not a single harmonised total.

Other indicators also measure distinct things. The University reported 473 active companies in 2015 and 848 in 2025, and total spinout investment of £46 million in 2015 and £879 million in 2024. Founders at Cambridge reports £4.9 billion raised by University of Cambridge companies, attributing that figure to London Economics in 2023. These measures should not be combined as though they share one definition of company, investment or the Cambridge ecosystem.

Measure Reported figure Source and qualification
Cambridge-born businesses at unicorn status 23 as of 2023 UK government publication, 2024
Unicorns born in Cambridge 26 Founders at the University of Cambridge page reporting 2025 innovation figures
Active companies 473 in 2015; 848 in 2025 University of Cambridge, 2025 news page
Total spinout investment £46 million in 2015; £879 million in 2024 University of Cambridge, 2025 news page
Investment raised by University of Cambridge companies £4.9 billion London Economics, 2023, as attributed by Founders at Cambridge

The University’s company-formation and portfolio figures provide a more recent operating snapshot, but they are not directly interchangeable with the broader ecosystem measures above. “Cambridge-born,” “active company,” the geographical boundary and investment totals may be defined differently across sources.

How to judge whether Cambridge is making progress

Unicorn creation is the strategy’s most visible headline, but it is not a complete measure of a healthy innovation ecosystem. A useful assessment should track whether the conditions for durable company growth are improving, alongside economic and social outcomes.

  • Capital: whether startups can access investment as they progress from early-stage funding to expansion, rather than relying on a single aggregate investment total.
  • Talent: whether founders can find the specialist and experienced people needed to build and scale companies.
  • Infrastructure: whether suitable facilities, transport and wider growth infrastructure support firms as they expand.
  • Coordination: whether universities, businesses, investors and government can align decisions and delivery.
  • Broader impact: whether company growth also advances the strategy’s economic and social goals.

The University’s report of more than 95 support activities is evidence of a broad network, while Cambridge Enterprise’s annual review records company formation, investment and portfolio activity. Neither alone establishes that Cambridge has solved the obstacles to scaling. The strategy’s test is whether these resources and partners combine to help more companies grow—and whether that growth benefits the region as well as producing high-value firms.

Where Cambridge founders can look for support

Cambridge Enterprise is the University’s route into its technology-transfer and spinout activity, and Founders at the University of Cambridge presents university-linked innovation support. Innovate Cambridge sets out the wider regional strategy. These organisations have distinct roles: founder and university support, a university programme, and regional coordination, respectively. Their published figures describe activity and ambition; they should not be read as a guarantee of funding or company success.
