The practical answer: you cannot manage every form of AI use with one switch. Separate search discovery, AI answer retrieval, user-requested fetching, and model-training collection; then choose a control for each purpose. Use robots.txt to state preferences to compliant crawlers, page-level directives to limit search previews, and authentication or server-side blocking for genuinely private material. A commercial license is a negotiated grant of rights, not an alternative spelling of a crawler rule.
Provider identities and policies change, so verify the current documentation and the response your domain actually serves before changing production rules.
Start by separating the four different AI uses
“AI crawler” is a useful shorthand only if you immediately ask what the crawler is trying to do. A bot may collect pages for a future training dataset, retrieve a page in response to a user’s question, support an AI search result, or perform another provider-specific input task. Those purposes can have different identities, controls and business consequences.

Do not make a blanket “AI yes” or “AI no” decision before deciding which rows matter to your publication. A site might want search traffic and user-requested citations while declining future training collection.

What robots.txt can—and cannot—do
robots.txt is a publicly readable preference file. A compliant crawler checks it before requesting a path and may honor Allow, Disallow and, for some crawlers, extensions such as Crawl-delay. It is not authentication, encryption or a confidentiality barrier. Anyone can request the file, and a noncompliant client can ignore it.
It also is not a reliable way to keep a URL out of a search index. If a search engine cannot crawl a disallowed URL, it may still learn the address from links and show a result without a page excerpt. For material that must remain private, require a login, signed request or equivalent server-side authorization. For material that may be indexed but should have limited display, allow crawling and use page-level controls such as noindex, nosnippet, data-nosnippet or max-snippet as appropriate.
Rules are also evaluated at the URL a crawler reaches. A CDN, web application firewall, bot-management product or hosting layer can serve a different file, challenge a crawler or block it before the origin policy is seen. Always inspect both the origin file and the publicly served response.
OpenAI: keep search discovery and training preferences independent
OpenAI documents separate crawler identities. OAI-SearchBot supports search discovery, while GPTBot indicates whether crawled content may be used for training OpenAI’s generative AI foundation models. The settings are independent: a publisher can allow the search crawler and disallow the training crawler.

Disallow: /This communicates a preference to the relevant OpenAI crawlers; it does not retroactively remove pages already acquired, and it cannot guarantee that every route to the content is closed. Check firewalls, challenges and rate limits so that an allowed search crawler can actually reach the site. OpenAI also points publishers to analytics for referral traffic from ChatGPT where that traffic is available.
Do not collapse these identities into one “OpenAI bot” rule. A blanket disallow can have a different effect from disallowing only GPTBot, and a rule for one identity says nothing about unrelated clients.
Google: Google-Extended is not Google Search
Google-Extended is a standalone robots.txt product token, not a distinct HTTP user-agent string. Google describes it as a way to manage whether content that Google crawls may be used for future Gemini model training and for grounding in certain Gemini products. Google says the token does not affect Search inclusion and is not a Search ranking signal.

Training preference example
User-agent: Google-Extended
Disallow: /Blocking that token therefore does not remove a page from Google Search. Search AI features use Google Search crawling and controls. Existing technical and SEO practices remain relevant, although meeting technical requirements never guarantees that a page will be crawled, indexed or shown.

Limit what appears in Search AI experiences
When a page may remain searchable but its extract should be restricted, use the documented preview controls: nosnippet, data-nosnippet for selected elements, and max-snippet for a length limit. These controls affect what Google can display in previews; they are different from a training preference and from a request to keep a page out of the index. To keep a page out of Search, use an appropriate noindex response while allowing the crawler to access the page so it can see that directive.
Anthropic: check the current crawler documentation
Anthropic distinguishes its crawler identities and describes ClaudeBot as collecting web content that could potentially contribute to model training. Its help material also documents a nonstandard Crawl-delay extension. Because the surfaced page was last crawled roughly 1.1 years ago, check the live Anthropic documentation before relying on exact syntax, identity names or timing behavior.
As with every provider, a rule is a signal to the named crawler, not a technical guarantee against other clients, cached copies or content that was obtained before the rule changed.

CDNs, WAFs and managed policy features
Infrastructure can change the policy a crawler receives or whether it receives one at all. Cloudflare documents managed robots.txt features that can reflect Search, Agent and Training policies, as well as separate AI-bot controls. Availability and behavior depend on the account’s plan and enabled features, so inspect the exact configuration rather than assuming an origin file is authoritative.

Cloudflare’s 2025 announcement also describes Content Signals, a policy expression covering search, AI input and AI training. Treat this as a developing infrastructure feature, not a universally honored standard or a substitute for authentication. If a path is restricted, enforce that restriction at the application or server layer even when a managed policy is enabled.
A deployment workflow that avoids accidental blocking
- Inventory the content. Classify public editorial pages, licensed or partner material, user submissions, paid areas, administrator routes and genuinely private records. Record rights ownership for material you did not create.
- Choose purposes separately. For each group, decide whether it should be available for ordinary search, AI search or retrieval, user-triggered fetching and model training. Document exceptions such as a public landing page beside a restricted archive.
- Inspect every layer. Review the origin
robots.txt, HTML and HTTP response directives, CDN and WAF settings, bot-management rules, redirects, authentication and rate limits. Request the file through the public domain as an external client would. - Apply the narrowest mechanism. Use provider-specific
robots.txttokens for crawler preferences, standard search directives for indexing and previews, and server-side authorization for confidentiality. Do not userobots.txtas a password. - Verify behavior. Check HTTP status and headers, inspect Google behavior in Search Console and URL Inspection, and review origin and CDN logs for the crawler identities you intended to allow or block. A syntactically correct rule can still fail if a proxy serves another file or a firewall blocks the permitted bot.
- Allow for processing time. Providers must recrawl and process a changed policy. Do not promise an immediate effect, and do not infer success from a single request. Keep the old and new policy dates in your change record.
- Monitor and revisit. Track crawler requests, referral traffic where available, indexing changes and provider documentation. Recheck after a CDN migration, WAF change or provider policy update.

Licensing is a business agreement, not a crawler setting
A crawler rule tells a provider what access preference you publish. A license grants defined rights under negotiated terms. OpenAI says its models are developed using publicly available internet information, third-party licensed information, and information supplied by users or human trainers. That establishes licensing as one supply route; it does not show that a particular website is licensed or that every owner can enroll in an open program.
A licensing discussion is more plausible for a publisher with a substantial, distinctive and rights-cleared archive and a clear ability to grant the required rights. The available documentation does not establish a universal marketplace, public rates, eligibility rules or a standard affiliate route for individual site owners.

- Scope: identify the exact corpus, formats, metadata and future updates covered.
- Permitted uses: distinguish search retrieval, evaluation, model training, fine-tuning, grounding and derivative outputs.
- Territory and term: state countries, duration, renewal and what happens to copies or trained artifacts after termination.
- Attribution and presentation: specify citations, branding, links and whether excerpts can be shown to end users.
- Security and privacy: address personal data, user submissions, deletion requests, access controls and incident reporting.
- Reporting and payment: define usage records, audit rights, payment formula, currency and payment schedule.
- Warranties and indemnity: confirm that you own or control the rights you promise and allocate responsibility for third-party claims.
Obtain qualified legal advice on copyright, contract, privacy and database-right issues before granting rights. A crawler’s visit is not evidence that a license exists.

What the published examples do—and do not—show
In OpenAI’s May 7, 2024 statement, it said: “While we believe legal precedents and sound public policy make learning fair use, we also feel that it’s important we contribute to the development of a broadly beneficial social contract for content in the AI age.” That is OpenAI’s stated position, not a court holding or a universal rule for every jurisdiction.
Cloudflare’s 2025 press release quoted Stack Overflow CEO Prashanth Chandrasekar describing a corpus of approximately 70 billion tokens and partnerships with leading AI labs and cloud providers. The figure is Stack Overflow’s characterization in that release, not an independently verified count or a benchmark for ordinary website owners. It demonstrates that large, distinctive archives may be part of commercial licensing conversations; it does not establish a rate card or an open enrollment path.
Troubleshooting common outcomes
“I blocked training, but my pages still appear in Search.”
That can be the expected result. Google-Extended and other training controls are distinct from Google Search inclusion. Check the Search crawler rules and indexing directives separately instead of removing the page from Search unintentionally.

Inspect CDN and WAF logs, bot challenges, IP allowlists, rate limits and authentication redirects. A permitted crawler cannot use a preference it cannot reach. Compare the origin response with the response from the public hostname.
“The URL vanished from crawling but remains in results.”
A disallowed URL can remain known through links or prior indexing. If the goal is removal from Search, use the search engine’s documented removal and indexing controls; do not expect robots.txt alone to erase the listing.
“A provider changed its crawler name.”
Update your inventory and rules from the provider’s current documentation, then watch logs for a transition period. Keep a dated record of the old identity, new identity and affected paths.
A defensible operating policy
Publish a purpose-specific policy, enforce privacy at the server, and verify what the outside world receives. In practice, that means allowing only the search and retrieval crawlers that serve a clear audience benefit, declining documented training collection where that is your choice, using preview directives for excerpts, and treating any licensing proposal as a rights transaction that requires scope, payment and exit terms. Revisit the policy whenever a provider, CDN or WAF changes its defaults.
