For a web agency, the right password manager is the one that lets staff reach only the client and project credentials they need, while giving administrators a reliable way to revoke access and manage recovery. 1Password Business and Bitwarden Teams or Enterprise both document business sharing and access controls, but the available evidence does not establish a universal winner. Choose by testing your agency’s client boundaries, offboarding, handoffs, and continuity needs—not by autofill alone.
What a web agency needs from a password manager
Agency credentials often cover internal tools as well as client-controlled websites, hosting, analytics, and content systems. Staff roles change, clients bring in outside partners, and projects end. A single shared vault for everything makes those changes harder to manage and increases the chance that someone retains access they no longer need.
Start by defining the access model before comparing products. Decide how you will separate credentials by client or project, which staff roles need access, how external sharing will work, and who owns each account. CISA’s enterprise identity guidance identifies role-based permissions, policy enforcement, SSO integration, MFA, encrypted storage, and team sharing as relevant password-manager capabilities. CISA’s SCuBA enterprise identity guidance also cautions that concentrating credentials creates risks if a vault is compromised or its provider is unavailable.
Use client boundaries and least privilege
Represent each client or project in a way administrators can understand and maintain. Assign people or groups only to the credentials their work requires. If several teams need one credential, verify that your chosen plan can share it without granting access to a broader set of secrets. Avoid an undifferentiated agency-wide collection of client passwords.

Plan for offboarding and ownership
When an employee or partner leaves, removing their account is only part of the job. Identify business-owned credentials, transfer ownership where appropriate, and check whether shared links, integrations, or connected workflows could be affected. Decide who is responsible for client handoff and who confirms that access has actually been revoked.
Assess external sharing and continuity
External sharing can move information beyond the agency’s control. 1Password’s Business security practices warns: “Giving someone access to a vault or sharing an item externally means you no longer have control over that information.” Define what may be shared, with whom, and for how long; consider whether the client should instead own the credential and grant your team access.

Also review account recovery, cached or device-based vault access, export and backup procedures, and what staff should do during a provider outage. CISA notes that end-to-end encryption, cached or device-based access, and recovery planning can mitigate some concentration and outage risks, but they do not eliminate the need for a tested continuity plan. See CISA’s enterprise identity guidance.

- Map the current credentials. List each account, its business or client owner, which people need it, and whether it is shared or connected to another service.
- Create sample client and project groups or collections. Add a few low-risk credentials and check that staff see only the items intended for their roles.
- Test onboarding and removal. Add a test user, grant the needed access, then remove that user. Confirm what the administrator can revoke and whether any item ownership, integrations, or links need separate action.
- Test a client handoff. Decide whether the client should own the credential, receive a shared item, or have access through another arrangement. Check what control the agency retains after the handoff.
- Test migration and recovery. Import a limited set of items, verify that group or collection assignments are correct, and rehearse the account recovery and outage procedure.
- Expand in stages. Move credentials by client or team only after the pilot confirms that access, ownership, and offboarding work as intended.
Bitwarden’s migration guidance emphasizes organizing shared items with groups and collections. Regardless of product, verify imported records and permissions rather than assuming that a successful import preserves the access model you want.
Protect the vault with phishing-resistant MFA
A password manager reduces weak-password and reuse risks, but it does not make an account invulnerable. Protect administrator and other valuable accounts with MFA, and prefer phishing-resistant authentication where supported. In its December 18, 2024 Mobile Communications Best Practice Guidance, CISA says, “Only FIDO authentication is phishing-resistant.” The guidance identifies hardware-based FIDO keys as most effective where feasible and passkeys as an acceptable alternative; SMS and ordinary authenticator codes are not phishing-resistant.
CISA’s October 2022 phishing-resistant MFA fact sheet urges organizations to implement MFA and prioritize phishing-resistant methods. A FIDO2 security key is an optional accessory, not a password manager; check that it works with your identity provider and the services you need to protect.
