War-risk insurance is not one policy that automatically protects a ship, its cargo, and everyone aboard. A shipowner may need separate hull-and-machinery cover for physical damage and war-risk protection for specified third-party liabilities; crew, cargo, passenger, piracy, and ransom exposures each require careful checks against the relevant policy wording. What is covered depends on the insured interest, covered peril, limits, exclusions, voyage, and location.
Start with the insured interest, not the word “war”
War-risk insurance describes protection against specified war-related exposures, but it does not identify one universal package. A shipowner, cargo owner, charterer, carrier, and crew member can have different interests in the same voyage. Each may rely on a different policy or endorsement, with its own covered events, limits, exclusions, and claims conditions.
The central distinction is between damage to the vessel and liability to someone else. Hull-and-machinery insurance concerns the ship itself. Protection and indemnity (P&I) insurance addresses specified third-party liabilities. War risks may be excluded from ordinary P&I and covered separately or by an additional product. The UK P&I Club’s 2024 Rulebook also describes war P&I as a separate limit alongside hull and disbursements war-risk policies.

That separation matters at claim time. A physical loss to a ship and a claim alleging that its operator is liable for injury, loss, or expense are not the same insured loss. Having one layer does not establish that another is in place. Nor does a policy’s title prove that a particular event, person, cargo interest, or cost is covered.

What the main cover layers may address
| Cover or exposure | What it generally relates to | What must be verified |
|---|---|---|
| Hull and machinery war risks | Physical loss of or damage to the insured vessel, subject to the policy. | The actual insured perils, exclusions, insured value, limit, location terms, and voyage requirements. The cited sources do not establish a universal list of covered hull perils. |
| War-risk P&I | Specified third-party liabilities connected with the insured’s maritime operations. | Which liabilities are covered, the applicable limit, exclusions, and the entry rules or certificate terms. |
| Crew-liability extension or cover | Specified liabilities to crew that might not be covered by ordinary P&I when caused by war risks. | Who qualifies, which events and liabilities trigger the cover, the limit, exclusions, and interaction with other insurance. |
| Cargo insurance | The cargo owner’s or other insured’s interest in goods, as defined by the cargo policy. | Whether the particular war-related loss, route, insured interest, and expense are included. The sources cited here do not establish standard cargo war-policy wording. |
| Maritime extortion or kidnap-and-ransom cover | Specific extortion, ransom, or related costs if included in the applicable product. | Whether the insured person or property, demand, expense, and response meet the contract’s trigger and conditions. |
| Passenger liability arrangements | Liability under the relevant passenger-carriage legal framework and any insurance arranged for it. | Applicable law, convention or protocol context, reservations, and the actual insurance contract. |
This is a map of distinct questions, not a promise that each category is included in a shipowner’s insurance program. A cargo owner may have a separate policy from the vessel operator, and a crew extension may address liabilities rather than every personal loss a crew member could suffer.
Hull cover and P&I answer different questions
Hull and machinery: is the ship itself insured for this event?
Hull-and-machinery war-risk cover is the layer to examine for physical loss of or damage to the vessel. The policy wording determines which events qualify and how the insurer assesses the loss. It is unsafe to infer a full peril list from the label “war risks”: the cited material does not provide a complete, current hull clause or a universal set of insured perils.
When reviewing the policy, check the vessel named in the insurance, the period of cover, the voyage and geographic terms, applicable limits, and any exclusions or endorsements. Confirm whether the proposed route or a change in destination requires notice, approval, or additional premium. A vessel being insured for war risks in one circumstance does not by itself establish that cover continues unchanged in every area or after a change in terms.

P&I is liability protection, not a substitute for insurance on the ship’s physical value. Gard’s Rule 58 states that its P&I rules exclude specified liabilities, losses, costs, or expenses when caused by listed risks including war, civil war, revolution, rebellion, insurrection, civil strife, hostile acts, terrorism, and capture, seizure, arrest, restraint, or detainment. The rule contains wording and exceptions; the list should not be read as a complete summary of every club’s terms.

Gard’s shipowners’ P&I product information says war risks are excluded from its ordinary P&I product and offered as an additional product. That is a concrete example of the separation between ordinary and war-risk liability cover, not a statement that every insurer uses identical arrangements. For a particular ship, the relevant club rules, certificate of entry, endorsements, and limits govern.
Gard’s product page reports that the International Group of P&I Clubs provides marine liability cover for 90% of the world’s ocean-going tonnage; the page excerpt gives no publication year, so the figure should not be treated as a newly measured 2026 statistic.
Crew cover needs an explicit check
Do not assume that a crew member’s war-related injury, death, or other claim is covered simply because the vessel has P&I or hull insurance. The insured party, liability, event, and limit all matter. Gard’s Rule 58 commentary describes war-related exclusions under its ordinary P&I rules, while separate extensions may address specified crew liabilities.

The circular also said the extension did not cover liabilities recoverable under other applicable war-risk insurance. That number is the limit stated for that particular extension, not a universal market limit or a statement of terms available today.

Check whether the cover concerns the shipowner’s liability to crew, the crew’s own losses, or both; the documents may address these differently. Establish who is insured, which events trigger the extension, whether there is a per-person or per-event sublimit, and whether another policy must respond first. Also confirm the applicable limit after any lower policy limit or other insurance interaction is taken into account.
Cargo, piracy, and ransom are not interchangeable
Cargo: identify the cargo interest and the loss
The word “war” on a cargo policy should not be treated as proof that every loss associated with conflict, seizure, or delay is insured. The cargo owner’s interest, the covered voyage, the event definition, exclusions, and claimed expense all matter. A vessel’s hull cover or its operator’s P&I does not, by itself, establish that a cargo owner’s loss is insured.
Lloyd’s 2025 Risk Code Guidance and Mapping Notes identifies maritime extortion cover involving the release of cargo after pirate seizure. That supports a narrow point: cargo-release costs can arise in a distinct extortion context. It does not establish the scope of a standard cargo war-risk policy or mean that all losses after a seizure are covered. Ask the cargo insurer or broker to identify the exact clause and insured interest that would respond to the loss in question.
Piracy: check how the contract classifies the event
War, piracy, and extortion should be treated as separate policy questions. Gard says piracy has traditionally been treated as a marine risk rather than a war risk under its rules. The classification used by the contract can therefore matter even when a real-world incident feels connected to armed conflict. Do not assume that a war-risk endorsement automatically covers a piracy loss—or that a marine policy’s piracy treatment includes every ransom or extortion expense.

Ransom: distinguish a demand from insured costs
Gard’s P&I rule commentary says ransom for kidnapped crew is not covered as of right under the cited rules. Lloyd’s treats maritime extortion as a distinct business class. These points do not establish that ransom is never insurable; they show why a reader must identify a policy that expressly addresses the relevant person, demand, and costs. Hull seizure, cargo release costs, and ransom for kidnapped crew are different exposures and should not be collapsed into one assumed benefit.
If an event is ongoing, the policy may impose conditions on consent, notification, or mitigation expenses. The sources cited here do not establish one universal claims procedure, so follow the specific policy and contact the insurer or its designated response channel before incurring costs whenever circumstances permit.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Passenger liability has its own legal framework
Passenger liability is not just another name for crew cover. The International Maritime Organization’s overview of the Athens Convention relating to the Carriage of Passengers and their Luggage by Sea describes a war- or terrorism-related reservation framework and passenger liability limits. It states limits of 250,000 units of account per passenger per distinct occasion or 340 million units of account overall per ship per distinct occasion in the applicable protocol and reservation context.
Those are convention-framework figures, not a universal insurance limit for every ship, voyage, jurisdiction, or passenger claim. Whether the framework applies depends on the relevant legal context, and it does not determine the wording of a particular vessel’s insurance contract. Read the applicable legal provisions and insurance documents together rather than using the convention figures as a substitute for the policy limit.

Why location and timing can change the answer
War-risk terms may respond differently when a vessel enters a specified area or when an insurer changes or cancels cover. In a notice published 12 August 2026, Gard set out cancellation affecting named war-risk covers in the Indian Ocean, Gulf of Aden, and Red Sea. It said cancellation would take effect at 00:01 GMT on 16 August 2026, followed by automatic reinstatement subject to an exclusion. The notice listed affected covers, including fixed-premium crew cover and several P&I and charterer covers.
That notice applies to the named Gard entities and covers in the notice; it is not evidence that every insurer cancelled cover in those waters or that every policy was reinstated on identical terms. The time, area, insured cover, and exclusion in the actual notice matter. For a voyage planned or underway now, check the insurer’s current notice and the vessel’s own policy documents rather than relying on a general description or a past certificate alone.
When a route changes, compare the actual planned voyage with the policy’s area wording and any notice or endorsement that has altered it. Record the applicable version and effective time. If the documents are unclear, ask the insurer or broker for written confirmation that identifies the vessel, voyage, cover layer, and relevant terms.

A practical checklist for reviewing a ship or shipment
Use this checklist to identify gaps before relying on a war-risk policy. It is a comparison method, not a guarantee that any particular policy will respond.
- Name the insured interest. Identify whether the question concerns the vessel owner, cargo owner, charterer, carrier, crew, or passengers. Check that the relevant party and property are insured under the document being reviewed.
- Identify the policy layer. Separate hull and machinery, ordinary P&I, war-risk P&I, crew extension, cargo insurance, passenger liability, and maritime extortion or kidnap-and-ransom protection. Do not treat one layer as a substitute for another.
- Match the event to the trigger. Find the policy’s exact wording for war, hostile acts, terrorism, capture, seizure, piracy, extortion, or ransom. Confirm that the event and the particular loss or liability fit the wording.
- Check geography and voyage. Compare the route, named areas, territorial waters, and destination with the policy and current insurer notices. Ask whether notification, approval, or additional premium is required.
- Read limits and attachment terms. Note whether a limit applies per person, ship, event, or in aggregate; whether cover is excess of another policy; and whether a lower applicable limit controls.
- Review exclusions and interaction. Check whether another policy is expected to respond first, whether the same loss is excluded elsewhere, and how the wording handles overlapping insurance.
- Check timing and changes. Verify cancellation or reinstatement dates and times, the effective version of any endorsement, and whether a new notice affects the planned voyage.
- Confirm claims conditions. Find the required notice and consent process, including any conditions for ransom, release, or mitigation costs. Use the policy’s stated contacts and procedures.
Keep the policy, certificate of entry, relevant endorsements, current insurer notices, and written voyage confirmations together. A schedule or product summary can help locate the cover, but it does not replace the operative wording.
Questions to put to the insurer or broker
- Which named insured and insured interest does this cover protect?
- Does it insure physical damage, third-party liability, crew liability, cargo loss, passenger liability, or a defined ransom or extortion expense?
- Which precise event wording applies, and what exclusions or exceptions affect it?
- Does the planned route trigger an area restriction, notification duty, additional premium, cancellation, or exclusion?
- What limit applies, how is it measured, and does another policy reduce or sit ahead of it?
- Which claims contact must be notified, and is prior consent required for costs?
Gard’s Rule 58 commentary puts the responsibility plainly: “Members are expected to ensure that they have the appropriate insurance cover that meets their specific needs in this regard.” This is Gard’s guidance about appropriate cover, not a regulator’s rule. The useful next step is to match each exposure to the actual policy and voyage, not to rely on the name of an insurance product.
