For a sensible first test, use a dedicated-CPU VPS with about 4 vCPUs, 8 GB RAM, fast NVMe storage and a 1 Gbps network interface. That is an engineering starting point—not a guarantee that every application will sustain 500 concurrent users. A cache-heavy site serving small pages may need less, while dynamic pages, large responses, background workers or a busy database may need more capacity or separate servers.

Validate the choice with a staged load test using representative traffic. Measure latency, errors, CPU, memory pressure, storage latency, network throughput and database load before treating the VPS as production-ready.

Why “500 concurrent users” is not enough to size a VPS

Concurrent users describes how many sessions are active at one moment, not how much work the server is doing. Two sites can each show 500 active users while generating dramatically different load.

  • Request rate: 500 users reading one cached page every few minutes is very different from 500 users making several uncached requests each second.
  • Application work: Static files and cache hits consume little CPU; personalization, search, report generation, image processing and API calls consume considerably more.
  • Response size: Large downloads use network bandwidth and sometimes disk I/O even when CPU use is low.
  • Session behavior: A long-lived websocket or idle login session may use little CPU but still consume memory, file descriptors and connection-tracking resources.
  • Performance target: A site that accepts a two-second response time has a different capacity requirement from one targeting sub-200-millisecond responses at the 99th percentile.

Microsoft defines capacity planning as “the process of determining the session hosts and their resources required to meet the expected workload demands.” Its guidance recommends a pilot that gradually increases load while monitoring CPU, paging, disk and network indicators. Apply the same principle to a VPS: user count is an input to a test, not a capacity specification by itself.

A practical starting configuration

For a typical small web application with 500 simultaneous users, begin testing with the following configuration:

Resource Starting target Why it matters
CPU 4 dedicated vCPUs Provides room for web workers, application code and short bursts without relying entirely on shared host capacity.
Memory 8 GB RAM Leaves space for the operating system, web server, application processes and a modest database or cache.
Storage Fast NVMe SSD Reduces latency for database reads and writes, logs, queues and deployments.
Network 1 Gbps port, subject to the provider’s traffic policy Handles normal web traffic and bursts better than a low-throughput interface.
Operating model Dedicated or strongly isolated CPU plan Reduces the effect of noisy neighbors and makes test results more repeatable.

This configuration is a hypothesis to test. It is not a promise that four cores and 8 GB can serve every 500-user workload. Keep reserve capacity for traffic spikes, deployments, scheduled jobs, monitoring and failover activity; do not plan to run permanently at 100 percent CPU or with constant swapping.

How much RAM do 500 simultaneous users need?

There is no reliable “RAM per user” formula. Memory is consumed by fixed services plus process and data footprints, not simply by the number of people logged in.

Account for fixed memory

Reserve memory for the kernel, filesystem cache, monitoring, TLS termination, web-server workers, application runtime and any queue or cache service. Containerized deployments also have overhead for the container runtime and sidecars.

Measure process size

Apache HTTP Server documentation calls RAM “the single biggest hardware issue affecting webserver performance” and recommends measuring the average process size when calculating memory. The same method applies to other stacks: observe the resident memory of real workers under representative traffic, then multiply by the maximum number of workers that can exist concurrently.

Protect against swapping

Swap can prevent an immediate out-of-memory kill, but it is not equivalent to RAM. When active application pages move to disk, latency can increase sharply. Monitor swap-in and swap-out activity, major page faults and memory pressure during the load test. If swapping begins before the target load is reached, add RAM or reduce process concurrency rather than treating swap as extra capacity.

When 8 GB is reasonable—and when it is not

  • Often reasonable: a stateless application, a reverse proxy, a small cache and a light database sharing one host.
  • Likely insufficient: large in-memory caches, many language-runtime workers, file conversion, analytics, search indexing, message queues or a database with a large working set.
  • Potentially excessive: a static, aggressively cached site where the main limits are bandwidth or connection count rather than memory.

How many vCPUs are needed?

CPU demand follows work per request and request rate. Four vCPUs can be a sensible starting point for a conventional web stack, but the right number depends on whether work is CPU-bound, I/O-bound or blocked on another service.

Signs the application is CPU-bound

  • CPU utilization stays high while disk latency and network usage remain moderate.
  • Run queues grow and response times rise as concurrency increases.
  • Application profiling shows time spent in rendering, encryption, compression, computation or serialization.

For CPU-bound work, adding cores can increase throughput only when the application can run work in parallel. A single-threaded bottleneck, lock contention or a slow external API may require code or architecture changes instead.

Published examples show the range

Oracle’s capacity-planning matrix gives an example of one server with two CPUs and 2 GB RAM for 500 peak logged-in users, with a 100 Mbps network card for up to 500 users. The figure is a workload-specific planning example, not a universal VPS prescription.

At the other extreme, Syncplify’s laboratory example for 500 concurrent clients under intermittent heavy load lists 16 CPU cores, 4 GB RAM and 1.5 GB storage. Its documentation warns that minimum hardware does not guarantee good performance. This illustrates why protocol and workload characteristics can matter more than the user count itself.

Storage, database and network requirements

NVMe latency and I/O capacity

Choose fast NVMe storage when the application writes sessions, queues, logs or database data. Compare latency and IOPS, not only advertised capacity. A larger disk with slow or heavily contended I/O can perform worse than a smaller, faster volume. Leave free space for database growth, indexes, temporary files, logs and safe upgrades; a nearly full filesystem can make normal operations fail.

Should the database be on a separate server?

Not automatically. A single VPS can be appropriate when the database is small, traffic is predictable and operational simplicity matters. Separating the database becomes attractive when database CPU or I/O competes with web workers, when the working set needs more memory than the web tier, when independent scaling is required, or when a database outage would otherwise take down every service.

Situation One VPS Separate database tier
Small database and light writes Usually simpler and adequate for an initial deployment. May add cost and network latency without a measurable benefit.
Frequent queries, heavy writes or reporting Risk of CPU and I/O contention with application workers. Allows database-specific CPU, RAM, storage and backup tuning.
Independent scaling or high availability Limited; a single host remains a failure domain. Supports separate resizing, replicas and failover designs.
Strict maintenance isolation Application and database maintenance compete for the same resources. Changes can be scheduled and capacity managed independently.

During testing, record database CPU, buffer-cache effectiveness, query latency, lock waits, connection count and disk latency. Split the tiers when the database is the bottleneck; do not move it merely because a diagram looks more professional.

Network throughput and transfer limits

A 1 Gbps interface is a useful starting target, but the usable rate can be constrained by provider traffic caps, metering, virtualization and the remote clients’ connections. Estimate peak outbound and inbound bytes from realistic responses, uploads, API calls and downloads. A page-heavy application may fit comfortably, while video, software downloads or large exports can exhaust transfer allowances long before CPU is full.

Shared CPU versus dedicated CPU VPS plans

Headline vCPU and RAM values do not describe the whole platform. DigitalOcean documents both shared and dedicated CPU configurations, while Contabo documents dedicated CPU cores and 100 percent reserved RAM in its Max Performance VPS line. These are examples of different isolation models; verify the exact plan, region and current terms before purchasing.

When comparing plans, check:

  • Whether advertised vCPUs are shared, burstable or pinned to dedicated host cores.
  • CPU generation, sustained frequency and any fair-use or throttling policy.
  • Whether all advertised RAM is reserved and how the hypervisor handles contention.
  • NVMe versus network-attached storage, stated IOPS and latency guarantees.
  • Port speed, monthly transfer allowance, packet limits and DDoS or firewall behavior.
  • Backup frequency, retention, restore time and whether backups consume local I/O.
  • Availability of snapshots, private networking, load balancers and additional instances.

A plan with identical vCPU and RAM numbers can behave differently because of CPU generation, virtualization, storage contention and noisy-neighbor isolation. Run the same workload in the region and plan you intend to use in production.

Validate the VPS with a staged load test

Do not put 500 real users on a new VPS and wait for complaints. Replay representative journeys in a test or controlled production environment, increasing concurrency in stages.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define the workload. List the pages, API calls, login flows, searches, writes, uploads, background jobs and cache state that represent real use. Record expected request rates and response-size distributions.
  2. Establish a baseline. Run the application with no load and capture idle CPU, memory, disk latency, network throughput, database connections and normal response times.
  3. Ramp concurrency gradually. Increase from a small group to 50, 100, 250, 400 and finally 500 concurrent users, holding each stage long enough to observe steady state. Add a burst phase if traffic can arrive suddenly.
  4. Measure user-facing performance. Track p50, p95 and p99 latency, timeout rate, HTTP errors and completed transactions. A good average can hide a failing tail.
  5. Measure host resources. Record per-core CPU utilization, run queue, memory pressure, swap activity, filesystem latency, IOPS, network throughput and connection counts.
  6. Measure the database separately. Capture query latency, CPU, I/O, locks, cache hit behavior, active connections and slow-query samples.
  7. Find the first bottleneck. If CPU saturates first, optimize or add cores; if memory pressure appears, add RAM or reduce worker counts; if storage stalls, move to faster or separate storage; if the database dominates, tune or split the tiers.
  8. Repeat after changes. Retest the same scenario after enabling caching, changing worker limits, adding indexes or resizing. Keep a record of configuration and results so improvements are comparable.

Set an acceptance threshold before testing—for example, a maximum p95 latency and error rate at 500 users—and retain headroom for deploys, backups, cron jobs and unexpected bursts. Capacity is the highest tested load that meets those thresholds with reserve, not the point at which the server finally crashes.

Common sizing mistakes and fixes

Treating logged-in users as active requests

A dashboard may show 500 logged-in sessions even when only a few are making requests. Conversely, an API client can create intense load with a small number of sessions. Fix this by modeling requests per second and transaction mix.

Ignoring cache state

A warm page cache can make a test look excellent while a cold start or cache purge causes a production incident. Test cold, warming and steady-state conditions.

Running every service on one host

Web workers, databases, queues, search, monitoring and backups can compete for the same CPU, RAM and I/O. Keep the initial design simple, but identify which service will be split first when measurements show contention.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choosing the cheapest shared plan

Shared CPU can be adequate for low, bursty traffic, yet variable neighbors can make latency unpredictable. If p95 or p99 latency fluctuates while your own workload is stable, test a dedicated-CPU configuration.

Leaving no operational headroom

Running at the limit leaves no room for deploys, schema changes, backups or traffic spikes. Resize before sustained saturation, and maintain tested backups and a recovery procedure.

A decision framework for the final VPS size

Use the smallest configuration that passes your acceptance test with meaningful reserve, then scale according to the bottleneck:

  • CPU reaches the limit first: optimize expensive code, increase parallelism where safe, or move to more dedicated cores.
  • RAM pressure or swapping appears: add memory, reduce worker and cache footprints, or separate memory-heavy services.
  • Database I/O or locks dominate: tune queries and indexes, use faster storage, increase database memory or create a separate database tier.
  • Network or transfer limits are reached: compress and cache responses, use a content-delivery layer where appropriate, or select a plan with higher throughput and transfer allowance.
  • Latency varies without resource saturation: investigate shared-CPU contention, external dependencies, DNS, TLS setup and application queues.
  • A single host is a risk: add backups, a standby or horizontally scaled web instances before increasing the size of one VPS indefinitely.
