Voice over Wi-Fi (VoWi-Fi), commonly called Wi-Fi Calling, is a mobile carrier’s voice service that routes calls over an internet connection through Wi-Fi using the carrier’s IMS telephony system. If your carrier and phone support it, you may be able to call even when cellular coverage is weak or unavailable.

What does VoWi-Fi mean?

GSMA defines Vo-Wi-Fi as “Voice over (EPC-integrated) Wi-Fi” and describes it as “a packet voice service delivered over IP via a Wi-Fi network.” In practical terms, Wi-Fi supplies the connection path while your mobile operator provides the calling service.

It is not the same as placing a call in a separate internet-calling app. Wi-Fi Calling is an operator IMS service associated with your mobile telephony service; GSMA describes SIM-based authentication analogous to VoLTE, the carrier voice service over LTE.

How does Wi-Fi Calling work?

  1. Your phone connects to Wi-Fi. The Wi-Fi network provides an IP connection to the internet.
  2. Your phone reaches the carrier’s IMS service. The carrier handles the call as part of its mobile voice service rather than as a call made solely through a separate app.
  3. The call is carried over the available access path. Depending on the carrier’s network and device, voice may use Wi-Fi or cellular service. GSMA says calls may hand over between Wi-Fi and LTE where possible; this is not guaranteed in every network or during every call.

What can Wi-Fi Calling help with?

  • Calling with little or no cellular signal: If Wi-Fi is available and your carrier and device support the feature, you may be able to place calls in a location where mobile coverage is weak or absent.
  • Indoor coverage: It can help in buildings where cellular reception is poor, including properties with thick walls.

These benefits depend on a working Wi-Fi connection and the relevant carrier and device support. Wi-Fi access alone does not make the service available.

How is Wi-Fi Calling different from an internet-calling app?

Question Carrier Wi-Fi Calling Separate internet-calling app
Who provides the service? Your mobile operator provides an IMS telephony service. The app provider supplies a separate calling service.
What carries the call? Wi-Fi can provide the IP access path for the carrier’s voice service. The app uses an internet connection for its own calls.
What support is needed? Both the phone and the carrier/network must support the feature. Availability depends on the app’s account and device requirements.
Can a call switch to cellular? LTE-to-Wi-Fi or Wi-Fi-to-LTE handover may be possible, depending on the deployment. Continuity depends on the app and its service; it is not the carrier Wi-Fi Calling handover described by GSMA.

Does Wi-Fi Calling work with any phone or carrier?

No. The handset and carrier network both need to support the service, and a compatible Wi-Fi connection is also required. GSMA’s IR.51 profile sets out minimum features for devices and networks to interoperate for IMS telephony over Wi-Fi. Its TS.63 v1.0 specification, published July 1, 2024, defines minimum Wi-Fi Calling requirements for 5G standalone devices and applies to relevant 5G and 4G deployments, including interworking.

Those standards do not establish whether a particular phone, plan, or carrier supports Wi-Fi Calling in your location. Check your carrier’s current eligibility information and your phone’s specifications or settings. Availability, activation, emergency-calling treatment, and roaming rules vary by country and provider.

How does Wi-Fi Calling relate to 4G and 5G?

Wi-Fi Calling complements carrier voice over cellular rather than replacing it. It is commonly discussed alongside VoLTE, which carries voice over LTE. GSMA’s March 4, 2025 overview describes work on interworking Wi-Fi Calling with 4G VoLTE and 5G VoNR, as well as possible voice, video, and SMS use over satellite backhaul in maritime and in-flight scenarios. These are industry developments, not features guaranteed for every subscriber.

GSMA also identifies deployment challenges, including device compatibility, end-to-end quality of service, security, location information, and inconsistent support for DSCP. A Wi-Fi network’s availability does not by itself guarantee call quality, compatibility, or every service feature.
