The safest visit is a planned one: check the rules for the exact reef, island and activity; keep anchors and bodies off coral; leave wildlife and nesting sites undisturbed; remove every piece of rubbish; and use a permitted operator that follows Marine Park requirements. The Great Barrier Reef Marine Park is managed as a multiple-use area, so the correct action can change between zones, seasons and sites.

Why the exact location and activity matter

The Great Barrier Reef Marine Park is not governed by one set of rules that applies everywhere. Zoning determines which activities are allowed, while a plan of management, a seasonal closure or a site-specific restriction can add conditions at a particular reef, island or anchorage. A boat trip, a shore visit, a snorkel and a fishing activity may therefore have different requirements at the same broad destination.

Before leaving, use the Great Barrier Reef Marine Park Authority (the Reef Authority) planning information for your destination. Check the zone, any local plan of management, current closures, no-anchoring areas and permit requirements for the activity you intend to undertake. Do not rely on a rule remembered from another reef or from a previous season.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Authority’s Eye on the Reef app displays zones and what is allowed, works outside mobile range and accepts wildlife or reef observations. Download the relevant information before travelling beyond coverage so a loss of signal does not leave you without the map you need.

Decide how you will visit

Visitors can either manage the trip themselves or book a permitted tourism operator. Neither choice removes the visitor’s responsibility, but the practical safeguards differ.

Choice What you must manage What to check
Independent visit Confirm zones and restrictions, carry the current map, choose a lawful mooring or anchorage, brief everyone on wildlife and waste rules, and monitor weather and equipment. Official maps or Eye on the Reef information downloaded before leaving coverage; local closures; vessel and mooring limits; any required permit.
Permitted operator Follow the crew’s briefing, stay within marked visitor areas, use equipment as instructed and report anything unsafe or damaging. That the business currently holds the relevant tourism permission and whether it is listed as a High Standard Tourism Operator.

The Reef Authority specifically recommends considering a permitted tourism operator and looking for current High Standard Tourism Operator status. That status is a useful indicator when comparing tours, but it does not replace following instructions on the day.

Protect coral while boating

Use a public mooring first

Where a public mooring is available, use it before considering an anchor. The Reef Authority’s planning guidance says: “Where moorings are available, please use these in the first instance.” Moorings are installed to keep vessels from placing an anchor, chain or rope on living reef.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Read the mooring’s colour-coded information before attaching. Each buoy can specify a vessel class, a maximum time and a maximum wind strength. A mooring that is suitable for one boat, weather condition or duration may not be suitable for another. If the conditions exceed the buoy’s limit, move to a lawful alternative rather than treating the mooring as a guarantee of safety.

Know where anchoring is prohibited

Do not anchor in a no-anchoring area. Many restrictions are marked, but not all are. The Reef Authority identifies unmarked no-anchoring areas at Cod Hole and Lizard Island in the Cairns Planning Area, and at Bait Reef and Hook Island in the Whitsunday Planning Area. These examples are not a substitute for checking the current map: boundaries and local arrangements must be verified for the precise destination.

If anchoring is allowed

Select sand or mud well away from coral and other fragile habitat. Never wrap a rope or chain around a coral head, even temporarily. Watch the vessel after setting the anchor so dragging does not carry equipment across reef. When leaving, retrieve the anchor carefully rather than allowing it to scrape over coral on the way up.

  1. Check the current zone and local map for the exact anchorage.
  2. Confirm that anchoring is allowed and identify a clear sand or mud patch away from coral.
  3. Lower the anchor so it settles on that substrate; keep rope and chain away from coral heads.
  4. Monitor position and weather for dragging or changing conditions.
  5. Recover the anchor without dragging it across reef, and move if the site becomes unsafe or non-compliant.

Keep bodies and equipment off the reef

Coral can be damaged by a fin, knee, hand, camera or dangling item even when contact lasts only a moment. Before entering the water, secure gauges, snorkel straps, camera lanyards and other equipment so they cannot trail onto the bottom.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Maintain buoyancy, move slowly and leave enough room to control your movement without touching the seabed. Do not stand, kneel, lean, hold coral or use it for balance while entering the water or taking a photograph. Avoid stirring sand, because sediment can settle on living organisms and obscure the habitat you came to see.

Do not collect, break, relocate or take coral. The Reef Authority states that coral must not be damaged, collected or taken without a Marine Parks permit. The same no-contact approach applies to plants and animals: do not touch them, feed fish, move wildlife for a photograph or chase a free-swimming animal.

Give giant clams more than one metre of space under the Authority’s responsible-practices guidance. Keeping distance protects the animal and reduces the temptation to brace a hand or camera against nearby reef.

Give marine wildlife and island colonies room

In the water

Observe animals without touching, feeding, grabbing, riding, pursuing or blocking them. An animal that changes direction to avoid a swimmer is already telling you that you are too close. Move aside, keep your body and fins clear, and let it choose its route.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Near wildlife by boat

Use the activity-specific distance and speed guidance for the species and site. Slow down and follow the current boating rules when whales, turtles or other animals are present. Do not steer across an animal’s path or use a vessel to herd it toward other visitors.

At turtle nesting beaches

A nesting turtle needs a dark, stable beach. If a turtle emerges, stay still, keep clear of its route and turn lights off. Limit torchlight and avoid changing the nesting environment by moving sand, vegetation or objects. Do not approach a turtle for a closer photograph, and do not remain in a position that blocks its return to the water.

Around seabird colonies

Bird colonies can be disturbed by people landing, walking too close, noise and repeated approaches. Follow the site’s access signs and any seasonal limits, remain outside closed areas and leave if birds show alarm. Do not handle eggs, chicks or nesting material.

Take waste away instead of leaving a trace

Pack so that rubbish cannot blow or wash overboard. Take every item home, including food packaging, fishing line and small pieces of broken gear. Do not throw food scraps into the water: feeding and discarded food can alter animal behaviour and attract wildlife to boats or shorelines.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you encounter rubbish and can safely handle it, collect it and recycle or dispose of it thoughtfully on land. Do not put yourself, other visitors or wildlife at risk to retrieve an item caught in coral or in rough water.

Share observations responsibly

Visitors can submit sightings and complete monitoring surveys through Eye on the Reef. Accurate observations can help document conditions and wildlife encounters: note the location shown by the app, the date, what you observed and any relevant activity without disturbing the subject to obtain a better view.

Eye on the Reef is for observations and monitoring. It is not a substitute for the appropriate channel when you need to report an emergency, suspected offence or immediate danger. Follow the official reporting instructions for that situation.

Common situations and the safer response

Situation Safer response
The nearest buoy is occupied Do not squeeze onto it or anchor on coral. Check the map for another lawful mooring or an approved sand or mud anchorage.
Wind rises above a mooring’s limit Leave before conditions exceed the buoy’s stated maximum and relocate according to the current local rules.
You cannot tell whether a patch is coral or sand Do not drop the anchor there. Use a clearly identified sandy area or obtain local guidance.
A snorkeller needs to stand for stability Move to deeper water or a designated entry area, improve buoyancy control and ask the operator for assistance rather than using coral.
A turtle, whale or bird appears close by Stop pursuing, keep distance, avoid blocking its movement and follow the species-specific guidance for the site.
You find rubbish on a beach or boat Collect it only if safe, contain it and take it to an appropriate recycling or disposal point.
A rule is unclear or appears to conflict with another sign Pause the activity and check the current Reef Authority map, local plan of management or operator briefing before proceeding.

Planning checklist for a low-impact day

  • Identify the exact reef, island or beach and the activity you will undertake.
  • Check the current zone, local management plan, closures, no-anchoring areas and permit requirements.
  • Download the relevant Eye on the Reef information before leaving mobile coverage.
  • If booking a tour, confirm current permission and consider High Standard Tourism Operator status.
  • For a boat, identify a suitable public mooring and read its vessel, time and wind limits.
  • If anchoring is lawful, choose sand or mud away from coral and monitor for dragging.
  • Secure all snorkel or dive equipment, maintain buoyancy and plan not to touch the seabed.
  • Brief everyone not to touch, feed, chase, move or block wildlife.
  • Carry rubbish home and keep food scraps out of the water.
  • Record useful sightings without disturbing animals, and use the appropriate official channel for emergencies or suspected offences.

What responsible visiting achieves

Low-impact behaviour removes the most direct ways a visitor can harm the Marine Park: anchoring on living habitat, breaking or touching coral, disturbing animals and nests, and leaving waste behind. The key is to treat local information as part of the equipment for the trip. Rules, operator status and site conditions can change, so check the Reef Authority’s current information immediately before departure rather than relying on a generic reef-tour checklist.
