UPI MDR is a merchant-side payment-processing charge. The Government of India directed that MDR must not be collected for UPI and RuPay debit-card transactions from 1 January 2020, as reported by the Reserve Bank of India (RBI). That rule applies to the named payment modes; it does not mean every UPI-related product, provider service, convenience fee, or cross-border transaction is automatically free.
What MDR means
MDR stands for Merchant Discount Rate. The RBI defines it as “the rate charged to a merchant for payment processing services on debit / credit card transactions.” In practical terms, it is a charge associated with accepting and processing a payment. The merchant receives the transaction value less any applicable charge under the relevant payment arrangement.
MDR is not a universal consumer fee. It is normally described as a merchant-side cost, although separate rules may restrict a merchant from passing a particular charge to customers. The exact result depends on the payment instrument, funding source, merchant category, transaction channel, effective date of the rule, and any separate service pricing in the merchant’s contract.
What changed for UPI and RuPay debit cards on 1 January 2020
According to the RBI’s Benchmarking India’s Payment Systems report, the Government directed that MDR should not be collected for transactions through UPI and RuPay debit cards with effect from 1 January 2020. This is the central point merchants and customers usually mean when they say “UPI has zero MDR.”

The wording matters. The direction concerns collection of MDR for the named modes. It is not a blanket declaration that every payment-related service connected with UPI has no price. A provider could offer a separate product or service with its own disclosed terms, and a different payment instrument can fall under a different operating rule.
- Covered by the stated direction: MDR collection for UPI transactions and RuPay debit-card transactions, from the stated effective date.
- Not automatically established by that direction: every fee charged by an app, payment service provider, acquirer, aggregator, gateway, or other commercial service.
- Not interchangeable with the same rule: RuPay credit cards linked to UPI, prepaid payment instruments on UPI, and cross-border or other specialized transactions.
What “zero MDR” does and does not mean
| Question | What the documented rule supports | What still needs checking |
|---|---|---|
| Does a merchant pay MDR on a normal UPI transaction? | The RBI reports that MDR is not to be collected for UPI transactions from 1 January 2020. | Any separate provider, software, settlement, rental, reconciliation, or convenience charge in the merchant’s contract. |
| Does the rule cover RuPay debit cards? | Yes. The same RBI passage includes RuPay debit-card transactions. | Whether a transaction is actually a RuPay debit-card transaction, rather than a credit card or another product. |
| Does it cover RuPay credit cards linked to UPI? | No general conclusion should be drawn from the UPI/RuPay-debit wording. | NPCI’s separate operating rules, including merchant category, channel, and threshold conditions. |
| Can every UPI-related customer charge be assumed to be zero? | No. The MDR direction is a merchant-side rule for named modes. | The final amount and applicable fees for the specific product, especially PPI-on-UPI or cross-border use. |
| Does a QR standee determine the fee? | No. A QR standee or sticker identifies an acceptance setup. | The payment mode and the commercial terms governing the account behind the QR. |
Why MDR matters economically
MDR affects whether accepting electronic payments is worthwhile for a merchant. A charge reduces the value retained from each transaction and can be especially significant for low-margin businesses or very small purchases. The RBI has also noted the opposite risk: if payment economics are set too low, providers may have less incentive to invest in acceptance infrastructure, security, support, and new capabilities.
That creates a policy trade-off. Lower or zero MDR can encourage merchants to display QR codes and accept digital payments. At the same time, payment providers still need sustainable ways to operate networks and merchant services. The MDR rule itself does not provide a complete commercial pricing schedule for every participant in that system.

What the rule means for merchants
Acceptance cost
For a covered UPI transaction, the documented policy says MDR is not collected. A merchant should nevertheless distinguish that policy from the total cost of running a payment operation. A contract may contain charges for hardware, software, settlement features, reporting, reconciliation, support, or other services. Those are not automatically MDR, and the zero-MDR direction does not by itself cancel them.

Pricing and customer communication
Merchants should not describe every QR payment as “free” without qualification. A safer explanation is that MDR is not collected for the covered UPI mode, while any separately disclosed service charge depends on the provider and product. This avoids surprising customers when a final amount includes a fee unrelated to MDR.
Operational benefits
RBI describes payment aggregators as services that can help merchants accept different instruments without building a separate integration for each one. For a merchant, that can simplify onboarding, settlement reporting, and reconciliation. The aggregator’s role does not change which MDR rule applies to a particular instrument.
Merchant checklist
- Identify the payment instrument and funding source shown in the transaction record.
- Confirm whether the payment is bank-account UPI, RuPay debit, RuPay credit linked to UPI, a prepaid instrument, or another method.
- Read the provider agreement for recurring or per-transaction charges that are not labelled MDR.
- Check settlement reports for deductions and ask the provider to classify each one.
- Keep the QR display and the account or terminal configuration aligned so customers are not directed to an unintended payment route.
What the rule means for customers
MDR is not automatically your fee
Because MDR is defined as a charge to the merchant, a customer should not assume that a merchant may add an MDR line to any payment. The RBI’s separate 2017 debit-card guidance instructed banks to ensure that merchants do not pass debit-card MDR on to customers. That instruction is specifically about debit cards and should not be expanded into a universal rule for every UPI-related product.
Check the final amount
Before confirming a payment, review the amount displayed in the app or checkout flow. NPCI’s global-acceptance guidance tells users to review the applicable fees and the final amount. This is particularly important where the payment is routed through a specialized product, involves a prepaid payment instrument, or is cross-border.

Know what a QR code proves
A QR standee or sticker is an acceptance identifier. It does not prove that the transaction is covered by a particular MDR rule, nor does it reveal whether the merchant has purchased additional services. If the displayed name, amount, or final charge differs from what you expect, stop and verify the details before authorizing payment.
What the rule means for payment providers
Separate the payment layers
A provider should classify each transaction by instrument, funding source, merchant category, and channel before applying pricing. “UPI” alone is not enough to determine every commercial or operating rule. Bank-account UPI, a RuPay debit card, a RuPay credit card linked to UPI, and a prepaid payment instrument can have different treatment.
Keep policy and contract pricing distinct
The MDR direction does not prohibit every possible provider charge. A provider must distinguish a regulated or policy-defined MDR from prices for optional services such as equipment, analytics, settlement timing, support, integration, or account administration. The customer-facing description should identify who charges the amount and what service it pays for.

Merchant-category controls matter
NPCI’s 2022 operating circular for RuPay credit cards linked to UPI sets separate operating and merchant-category rules. It includes a nil-MDR treatment for a defined small offline merchant case up to a stated transaction threshold. The exact threshold should be checked against the latest NPCI circular before being used in a current pricing engine or merchant communication; the 2022 document alone is not proof that the limit remains unchanged.

Settlement and reporting
Providers should make deductions understandable in settlement reports. A merchant needs to be able to tell whether an amount is MDR, a tax, a refund adjustment, a hardware or subscription charge, or another contractual item. Ambiguous labels create the impression that the zero-MDR policy has been breached even when the deduction is for a different service.
How the main payment cases compare
| Payment case | Relevant treatment | Key qualification |
|---|---|---|
| Bank-account UPI | MDR is not to be collected under the direction effective 1 January 2020. | Separate provider or product fees are not resolved by the MDR rule. |
| RuPay debit card | MDR is included in the same no-collection direction reported by RBI. | The debit-card customer pass-through instruction is scoped to debit cards. |
| RuPay credit card linked to UPI | Handled under distinct NPCI operating rules. | Merchant category, online/offline context, threshold, and later circulars must be checked. |
| Prepaid payment instrument on UPI | Not settled by the general zero-MDR statement. | Review the product’s customer-charge terms and final amount. |
| Cross-border or global acceptance | Cannot be assumed to follow domestic treatment in every case. | Check the applicable fees and final amount shown for the transaction. |
Timeline: why older UPI MDR figures can mislead
1 October 2019: historical BHIM UPI QR schedule
NPCI’s 2019 release on rationalising BHIM UPI MDR said offline merchant QR Scan and Pay MDR would be zero for transactions up to ₹100, effective 1 October 2019. This is a historical schedule. It should not be presented as a current universal UPI rate or blended with later policy.
1 January 2020: government direction reported by RBI
The later effective date reported by RBI applies the no-MDR direction to UPI and RuPay debit-card transactions. When explaining current policy, state the date and the named modes rather than quoting an old category schedule.

NPCI’s 2022 operating circular introduced distinct rules for RuPay credit cards linked to UPI, including a defined small-offline-merchant case with nil MDR up to a stated threshold. Because operating circulars can be revised, providers and merchants should verify the latest circular before relying on the exact limit.

Common mistakes and how to avoid them
Calling every deduction MDR
A settlement deduction is not automatically MDR. Request an itemised explanation and match it to the contract. If the provider cannot identify the charge, escalate through its merchant-support or grievance process.
Assuming “UPI” identifies the funding source
The same QR experience can conceal different funding routes. Verify whether the transaction used a bank account, debit card, credit card, or prepaid instrument before applying a fee rule.
Using the 2019 ₹100 figure as a current cap
The ₹100 amount belongs to NPCI’s historical 2019 BHIM UPI QR release. It is not a general present-day rate table.
Quoting the 2022 credit-card threshold without checking for updates
The 2022 NPCI circular is a separate rule set. Its threshold and category conditions should be confirmed against later NPCI guidance before publication, coding, or contract negotiation.
Believing a QR sticker changes pricing
The sticker identifies where to pay. It does not establish MDR treatment, merchant eligibility, or the absence of separate service charges.
Quick Recap
A practical decision process for a disputed charge
- Capture the transaction details: date, amount, payment route, merchant category, and whether the payment was online or offline.
- Identify the instrument: bank-account UPI, RuPay debit, RuPay credit linked to UPI, prepaid instrument, or another method.
- Check the effective rule: apply the 1 January 2020 direction only to its named modes; use separate NPCI rules for RuPay credit-card-on-UPI.
- Read the settlement statement: look for the exact label and description of each deduction.
- Compare the contract: determine whether the amount is MDR or a separately priced provider service.
- Ask for written clarification: request the provider’s rule reference, category classification, and calculation.
- Correct the customer communication: if a fee was described as MDR inaccurately, explain the actual charge and the applicable payment mode.
Bottom line for each stakeholder
- Merchants: covered UPI and RuPay debit-card transactions do not carry collected MDR under the direction effective 1 January 2020, but review every other line item in the provider agreement.
- Customers: MDR is a merchant-side concept; inspect the final amount and applicable-fee notice rather than assuming that every UPI-related transaction is free.
- Payment providers: classify instrument, merchant category, channel, and effective date precisely, and label separate service charges clearly.
