Traffic digital twins combine fixed roadside or in-road observations with movement data from vehicles and mobile devices. Fixed sensors measure what passes a particular point or appears in a camera or radar field of view: volume, speed, lane occupancy, vehicle class and sometimes individual tracks. Probe sources such as GPS-equipped fleets, automatic vehicle-location systems, mobile devices and applications estimate speed and travel time along mapped roadway links. Signal-controller states, connected-vehicle messages, incident reports, pedestrian detections and historical records add operational context.
The right mix depends on the decisions the twin must support. A signal-operations twin needs lane-level arrivals and controller phases; a regional performance twin may need link travel times and broad coverage; a safety twin may need object trajectories and vulnerable-road-user detections. No single feed measures every attribute everywhere, so a credible twin records timestamps, locations, source identity, quality and uncertainty, then validates the combined data against the physical network.
The traffic data a digital twin can contain
A twin can hold raw detections, aggregated measurements and model-generated predictions. Keeping those categories distinct prevents a forecast from being mistaken for an observation.

Point sensing and link-based probe data are different
What a fixed sensor sees
A fixed detector is tied to a physical location or a defined field of view. A loop under one lane can report a vehicle arrival and occupancy at that point. Radar can estimate range, speed and position within its coverage. A camera can classify vehicles or create tracks across an intersection when the scene, calibration and processing support it. These systems answer questions such as “How many vehicles crossed this stop line during the last five minutes?” or “Which approach is occupied now?”
What a probe record represents
A probe record comes from a moving device or vehicle. Providers map timestamped positions to a roadway network and aggregate them into link-level speed, travel time and a quality or confidence field. It can show how long it takes to traverse an arterial, even where no detector is installed, but it does not directly count every vehicle or provide a lane-by-lane queue at a particular stop line. FHWA’s discussion of emerging data sources explains this distinction and the need to understand provider coverage.
Using both types is usually stronger than treating either as universal. A detector can anchor a local count and detect a short queue; probes can reveal upstream delay and diversion across a broad network. Their timestamps, map references and quality indicators must remain attached when the streams are combined.

Intrusive equipment in or under the roadway
Agencies use inductive loops, magnetometers, pneumatic road tubes and weigh-in-motion systems as intrusive or in-road options. A loop detects a change in magnetic field as a vehicle passes. A pneumatic tube registers an axle pulse when tires compress the tube, making it useful for a temporary field count but not a substitute for continuous, network-wide twin coverage. Weigh-in-motion installations estimate axle and gross weights while vehicles travel over instrumented pavement.

Depending on the installation, equipment stores individual vehicle events or summarizes them into intervals such as five-minute, 15-minute, hourly or daily bins. Individual records can support speed, class, length, axle spacing, headway and occupancy calculations; an agency that keeps only hourly totals cannot later reconstruct those details.
Non-intrusive roadside and overhead sensors
Video, infrared, microwave or radar, acoustic, ultrasonic and laser-radar systems observe traffic without cutting the pavement. Their range, resolution and susceptibility to weather, occlusion, glare or roadside blockage differ. A radar unit may continue operating in conditions that degrade a camera, while a camera may provide richer classification and trajectory detail when its view is clear. The choice should follow the required measurement and the site’s installation constraints rather than a generic “best sensor” claim.
Fusing sensors at an intersection
Intersection perception often combines cameras with radar or other detectors. The National Renewable Energy Laboratory’s intersection digital-twin concept describes transforming each input into a common coordinate system, associating detections with the same physical object, and fusing tracks while accounting for detection lifespan and intersection constraints. This process must carry uncertainty: sensors differ in object detail, time resolution, detection range, reliability, calibration and confidence. A fused track is therefore accompanied by quality information, not presented as perfect ground truth.

How probe and floating-car data are collected
Commercial and public probe routes
Common collection routes include AVL units in fleets, GPS-enabled phones, connected fleet systems and third-party applications. A provider receives location points, removes or protects identifying information according to its governance model, map-matches points to roadway segments and calculates link speed or travel time. Penetration is a sample of traffic, not a census: a fleet-heavy corridor, a rural road with few participating devices and a road used mostly by people who opt out can produce different coverage.

Floating-car surveys
For a floating-car study, an app or GPS device records timestamps while a driver travels with the traffic stream. The resulting sample captures stops, delay, speed and travel time for the surveyed route and period. It is valuable for a targeted before-and-after study or for checking a provider feed, but a handful of runs cannot establish continuous conditions across an entire network.
Frequency and delivery latency
FHWA describes probe observations that may be collected every 10 to 30 seconds and feeds that are generally available one to two minutes after field collection. These are general characteristics reported by FHWA, not a guaranteed service level for every provider. Aggregation, map matching, privacy processing and network transmission can add delay. A twin used for adaptive signal decisions must verify actual end-to-end latency; a planning model may be adequately served by hourly or historical data.
TxDOT’s explanation of probe-based speed, travel-time and origin/destination data lists AVL, GPS mobile devices and third-party cell-phone applications as collection routes. FHWA provides additional guidance on emerging traffic data sources, including coverage limitations and validation.
Signals, connected vehicles and incident feeds
Signal-controller data
Controller interfaces can provide the active signal phase, timing plans, detector calls, offsets and fault states. These records explain why a queue formed and let a twin test a proposed timing change. Clock synchronization and a shared intersection identifier are essential: a phase event without a trustworthy timestamp cannot be aligned with arrivals from cameras or probes.

Connected-vehicle messages
Where dedicated roadside units and participating vehicles exist, messages can supply vehicle position, speed, heading or safety-related status. Coverage is limited to equipped infrastructure and participants, so connected-vehicle data supplements rather than automatically replaces loops, radar or probes. The twin should store message provenance and distinguish a received message from an inferred vehicle track.
Incidents and work zones
Agencies combine CCTV monitoring, dispatch interfaces, service-patrol reports and crowdsourced observations. Traditional agency channels can be stronger for major crashes or events; crowdsourced reports may reveal smaller incidents and cover places without agency cameras. Each event needs a source, reported time, confirmed time when available, location, severity and closure or clearance status. Conflicting reports should remain visible as uncertainty until resolved.
Integrating feeds into a usable twin
- Define the decision and validation envelope. Specify whether the twin will support signal control, network performance, safety analysis, incident response, planning or another purpose. Set the geographic boundary, modes, update interval and acceptable error before buying or deploying sensors.
- Create a common physical reference. Give every detector, lane, intersection, roadway link and movement a stable identifier. Map-match probe observations to the same network representation and record coordinate systems, lane direction and units.
- Synchronize time. Preserve the source timestamp, receipt timestamp and aggregation period. Document time zones, clock drift and whether a value describes an instant, an interval average or a delayed report.
- Normalize and preserve provenance. Keep the original source identifier, sensor type, processing version and any transformations. Do not merge a measured speed with a forecast into one unlabeled field.
- Attach quality and uncertainty. Store confidence, missingness, detection range, calibration state, sample size and known coverage bias. A link speed based on three probes should not look identical to one based on hundreds.
- Validate against appropriate ground truth. Compare provider or fused data with a calibrated count site, travel-time run, weigh station, video review or another independent reference suited to the metric. Check different times, weather conditions, road classes and traffic levels.
- Monitor drift and failures. Alert on stale timestamps, impossible speeds, stuck detectors, camera obstruction, map changes, missing lanes, unusual probe penetration or signal-controller outages. Keep a fallback mode and document how predictions behave when observations disappear.
- Feed decisions back to the real network. A digital twin is more than a dashboard. If it changes signal plans, traveler information, ramp settings or incident actions, log the command, authorization, result and rollback path.
Choosing collection methods for the job
| Decision or use case | Usually important | Useful combination | Common limitation |
|---|---|---|---|
| Intersection signal operations | Lane arrivals, occupancy, queue length, phase state and low latency | Loops or radar plus video tracks and controller data | Occlusion, calibration and clock misalignment can corrupt queues or phase relationships |
| Network performance | Link speed, travel time, reliability and broad spatial coverage | Probe feeds anchored by fixed counts at representative locations | Probe penetration and map matching vary by road class and geography |
| Classification or freight analysis | Vehicle class, length, axle spacing and weight | Video or axle sensors with weigh-in-motion where weight matters | Non-intrusive systems generally cannot provide full axle-weight measurements |
| Safety and vulnerable-road-user analysis | Object trajectories, conflicts, pedestrian and micromobility movements | Calibrated multi-sensor perception with historical context | Privacy, occlusion, weather and uncertainty require careful validation |
| Incident response | Rapid detection, location, severity, lane blockage and clearance | CCTV, dispatch, service patrol, connected messages and crowdsourced reports | Reports may conflict or arrive late; preserve status and provenance |
| Planning and forecasting | Long historical series, seasonal patterns, origin/destination or travel-time trends | Archived sensors and probes plus validated simulation models | Model outputs are scenarios, not observations, and inherit input bias |
When comparing options, assess spatial coverage, temporal resolution and latency, measurement detail, accuracy, bias, installation requirements, communications, privacy controls, cost and access. FHWA recommends defining intended uses and understanding equipment capabilities before selecting a monitoring approach. Its guidance also describes validating provider data against ground truth rather than assuming a vendor’s coverage or accuracy applies equally everywhere.

Quality, privacy and governance are part of the data
Traffic records can contain sensitive location histories even when names are removed. Establish a lawful local basis for collection, retention limits, access roles, encryption, aggregation thresholds and procedures for deletion or public release. Connected-vehicle and mobile feeds need particular scrutiny because repeated points can make individuals or households re-identifiable. A public dashboard should expose only the resolution needed for the decision.

Bias is a measurement issue as well as an ethical one. Probe samples may underrepresent low-income travelers, people without smartphones, freight vehicles, pedestrians or rural roads. Cameras can miss people in poor light; loops can fail in pavement; incident feeds favor events that someone reports. Document who and what is missing, test results by location and time, and avoid presenting a high-confidence map where the underlying sample is thin.
Use quality flags that downstream users can see: valid, estimated, stale, imputed, under review or forecast. Keep a data dictionary defining units, aggregation windows, lane orientation, class definitions and uncertainty. These practices make a twin auditable when its recommendation is challenged.
When a traffic model qualifies as a digital twin
A live feed connected to a simulation is not automatically a digital twin. UK government guidance defines a digital twin as “a digital representation of a real-world entity, environment or process that allows the inclusion of a 2-way communication flow into and out of the real world in a timeframe that is appropriate for the required decisions and assumptions.” The official definition also emphasizes a specific real-world counterpart, stated assumptions, a known tolerance and a validation envelope.
For traffic, that means identifying the roads and intersections represented, specifying how quickly observations must update, validating the model for the decisions it supports and recording what happens when data are missing. A historical dashboard may be useful without meeting that definition; a control-oriented system needs a documented two-way path and safeguards for actions sent back to controllers or field equipment.
Examples of transport-twin work and their limits
The UK Department for Transport’s “Towards a digital twin for urban transport” project worked with Urban Observatories in Birmingham, Manchester and Newcastle on sensor-data discoverability, accessibility and quality. It included a shared platform, an agreed standards approach, black-carbon sensing, low-traffic-neighbourhood modelling and real-time forecasting or simulation. This demonstrates an infrastructure and data-access pattern, not proof that every city operates a complete traffic twin.
A separate DfT economic analysis estimated approximately £850 million in present value, discounted 2010 prices, over a 10-year appraisal period for integrated network-management digital twins. That is an appraisal estimate for the study, not a guaranteed saving for an individual deployment; benefits depend on data quality, governance, adoption and the decisions actually automated.
NREL’s FY2024 intersection concept uses multi-sensor fusion and historical tracking to support prediction. It is a technical concept showing how noisy, incomplete inputs can be processed with uncertainty, not evidence that one architecture or sensor combination is universal.
