The best substitute for GPS depends on what you are doing. A hiker can combine a paper map with a magnetic compass; a pilot may rely on approved VOR, DME/DME/IRU or inertial equipment under the aircraft’s operating rules; a ship’s bridge may use visual, celestial and inertial fixes. None is a universal drop-in replacement. Also distinguish a GPS outage from a wider GNSS outage: GNSS includes GPS, Galileo, GLONASS and BeiDou, so losing one constellation is not the same as losing satellite positioning altogether.

First decide what has failed

Navigation systems perform different jobs. A position source estimates where you are. A heading sensor indicates direction. A map provides geographic context, while a route planner recommends roads, tracks or waterways. When a satellite signal disappears, preserving one of these functions does not automatically preserve the others.

  • GPS: the U.S. satellite constellation.
  • GNSS: the wider group of satellite systems, including GPS, Galileo, GLONASS and BeiDou.
  • Offline maps: stored map data that remains viewable without an internet connection; they do not create an independent position fix.
  • Inertial navigation: self-contained motion measurement that estimates position but accumulates drift.

A receiver that has lost GPS may still use another GNSS constellation if its hardware, software and local signal conditions support it. Guidance about jamming or spoofing can be broader: interference may affect several constellations and can also corrupt systems that combine satellite data with inertial sensors.

Start by checking whether the problem is local or system-wide. A shaded antenna, a failed receiver, a software fault, loss of augmentation or a deliberate interference area can look similar on a display. Look for disagreement between independent instruments, stale position age, implausible jumps, loss of timing, or warnings on systems that use navigation data indirectly. A map that still draws correctly does not prove that its position marker is trustworthy.

Which alternative fits your situation?

Situation Useful fallback What it provides Main limitation
Walking or hiking Appropriate-scale map and magnetic compass Direction, terrain context and manual position fixing A compass alone does not tell you your complete position; skill and visibility matter.
Driving Downloaded or printed route information, major roads, exits and landmarks Route context and decisions at junctions A map is not a positioning system; cellular or Wi-Fi location is not guaranteed without GNSS.
IFR aviation Approved VOR, DME/DME/IRU or inertial equipment, as authorized Regulated en-route and approach navigation Coverage, aircraft equipment, procedure authorization and ATC clearance govern use.
Maritime operations Visual and celestial fixes, inertial navigation and vessel-specific contingency methods Position and situational awareness through independent methods Available methods depend on vessel fit, waters, crew competence and applicable rules.
Any sector needing continuous autonomy Inertial reference or navigation system Position and velocity without continuous external signals Accuracy decays over time because of drift.

The table separates a method’s function from its convenience. A compass may preserve heading but not coordinates; a printed chart may preserve route context but not tell you where you are; and a certified radio aid may support an instrument approach but only inside its coverage and authorization limits.

Walking and land navigation

Use a map and compass together

A handheld magnetic compass can maintain a bearing when satellite positioning is unavailable. Pair it with a topographic or road map at a suitable scale, identify your starting point, and use terrain, trails, roads, streams and other landmarks to confirm progress. Practice before an outage; taking a bearing under pressure is not the time to learn declination, map orientation or pacing.

The compass indicates magnetic direction, not a complete latitude-and-longitude position. You must obtain position by matching visible features to the map, taking bearings to known landmarks, or using another independent reference. Nearby ferrous objects, vehicles, power equipment and other magnetic disturbances can create heading errors, so take readings away from obvious sources and cross-check them against the landscape.

Scale matters. A detailed local map can show trail junctions and contour features that disappear on a regional road map, while a very detailed sheet can be harder to interpret quickly. Mark the planned route, escape roads, water crossings and obvious handrails before setting out. Keep the map protected and make sure every member of a group knows the basic orientation and bearing procedure rather than relying on one person or one phone.

What an offline phone map can and cannot do

Downloading map tiles before travel protects access to roads, trails and place names when data service is absent. It does not guarantee a location dot. If the phone’s positioning input depends on GNSS and no other usable source is available, the application may show the map but cannot reliably determine where you are. Treat the phone as a map and route reference unless its manufacturer documents an independent positioning capability.

Save the entire operating area, not just the destination, and carry a charging method. Those steps improve access to reference information but do not turn the handset into a certified navigation instrument. If the displayed dot begins moving implausibly or stops updating, compare it with terrain and a paper map instead of blindly following the screen.

Driving without a reliable satellite fix

Prepare the route before departure

  1. Download the complete route area while you have a dependable connection, or carry a printed map.
  2. Write down the road sequence, major junctions, exits, fuel or rest locations and the destination’s address.
  3. Note alternate roads in case a closure forces a detour.
  4. Use road signs, landmarks and the vehicle’s odometer to confirm that you are following the planned route.
  5. Stop safely to re-orient rather than manipulating a phone while moving.

This approach preserves route context, not an automatic position. Do not assume that cellular or Wi-Fi positioning will always replace GNSS: availability varies with coverage, device design, network operation and the local environment. A printed map is valuable precisely because it continues to show the road network when electronic positioning and data service do not.

Break a long journey into recognizable legs. Record the expected turn order and approximate distances, then use signs and landmarks to verify each leg. If the route becomes uncertain, pull over before consulting the map. Continuing at speed while trying to diagnose a position error increases the risk of missing a junction or entering an unsuitable road.

Aviation: approved procedures matter more than consumer gadgets

Aviation is the most regulated case. In the United States, the FAA’s VOR Minimum Operational Network (MON) is intended to provide a reversionary route and non-GPS approach options. The design allows pilots to navigate via VORs at 5,000 feet above ground level through an outage area or reach a suitable airport, although the resulting route may be less direct. A WAAS-only aircraft without VOR avionics cannot use that network.

The MON concept is therefore a network and procedure strategy, not a promise that every airport has a conventional approach or that every aircraft can use one. Pilots must know which receivers are installed, which facilities are in range and which airports are suitable if an outage persists. Route planning that assumes a satellite-only aircraft can simply revert to VOR is unsafe.

IFR equipment and authorization

For instrument flight, the aircraft’s approved equipment, flight manual, route, procedure and ATC clearance control. FAA guidance says an unaugmented GPS IFR aircraft must have an approved alternate means suitable for the route. Examples include VOR or a DME/DME/IRU capability. If RAIM capability is lost, active monitoring is required. DME/DME/IRU substitution for an approved RNAV procedure is permitted only when specifically authorized.

A consumer handheld GPS is not an approved substitute for the principal IFR navigation reference. It may provide situational information where permitted, but it does not replace the certified equipment and procedures required for the operation. Approval is tied to the aircraft installation and operation, not merely to whether a device can display coordinates.

Jamming and spoofing can affect more than the moving map

Interference can make GPS unusable, but the consequences may extend to hybrid GPS-inertial navigation, performance-based navigation, terrain-warning functions, moving-map position and ADS-B outputs. Pilots should monitor for inconsistent indications, compare independent instruments, report suspected degradation to ATC and be prepared to continue without GPS using the applicable aircraft and route procedures.

Spoofing is especially deceptive because a receiver may continue presenting a position that looks valid. Cross-check heading, distance, radio aids, expected landmarks and instrument behavior. Follow the aircraft’s abnormal-navigation guidance and do not treat a temporary return of a signal as proof that it is accurate.

Maritime navigation when GNSS is disrupted

Maritime guidance treats GNSS resilience as an operational-preparedness issue rather than a single equipment purchase. The UK Maritime and Coastguard Agency’s MGN 719 describes dependence on GNSS across shipboard and shore systems and calls for contingency arrangements and continued competence in alternative positioning, navigation and timing (PNT).

Visual fixing

Visual fixing uses charted landmarks, bearings, ranges, depth information and radar or other onboard observations to establish a vessel’s position. It is practical only where suitable features are visible or detectable and where the bridge team is trained to interpret them. Fixes should be repeated and compared rather than treated as a one-time answer, particularly in restricted visibility or difficult coastal terrain.

Celestial fixing

Celestial navigation derives position from observed bodies and accurate time. It requires the appropriate sighting and timekeeping equipment, tables or software, and a crew that can take and reduce observations. It is an independent method, not an automatic replacement that every vessel can use immediately. Competence must be maintained before an outage; keeping equipment aboard without practiced observations provides little resilience.

Inertial and other contingency methods

Inertial navigation can bridge periods without external signals, while emerging options include VDES R-mode, 5G mobile networks, automatic visual fixing and automatic celestial fixing. Their availability is not universal. The vessel’s fit, operating waters, crew competence, regulations and the nature of the outage determine which methods are realistic.

Bridge procedures should state who checks which source, how often independent fixes are made, how electronic charts are cross-checked and when the vessel slows, diverts or seeks assistance. A method that works near a well-marked coast may be unsuitable offshore or in poor visibility. MGN 719’s conclusion states: “Maintaining safe navigation and continuity of maritime operations requires preparedness, effective contingency arrangements and continued competence in alternative means of PNT.”

How inertial navigation works—and why it drifts

An inertial reference unit (IRU) uses gyroscopes and accelerometers. After alignment to a known position, it measures motion and calculates position and velocity without continuous satellite or radio input. Small sensor biases and measurement errors accumulate, so position accuracy decays with time; this is called drift. External updates are normally used to limit that error.

Drift means that “works without GPS” does not mean “stays exact indefinitely.” The useful duration depends on sensor quality, alignment, motion and the accuracy required by the operation. An inertial system can preserve a short-term estimate while a crew restores another reference, but it should not be assumed to provide unlimited unattended navigation.

An inertial navigation system (INS) adds a navigation computer and can follow a programmed waypoint track. An attitude and heading reference system (AHRS) is different: it supplies aircraft or vehicle attitude information, such as pitch, roll and heading, but does not by itself calculate a complete position. Treating an AHRS as an INS or IRU can lead to unsafe assumptions about what remains available during an outage.

Terrestrial and network alternatives under development

eLORAN

Enhanced LORAN is a terrestrial timing and navigation concept intended to back up GNSS. UK government planning described an initial timing capability targeted for 2028 and full position and navigation capability targeted for 2030. Those are government targets, not proof of current universal service; check later official updates before relying on them.

In the United States, the Department of Transportation recorded a 2023 request for information about commercial eLORAN capability and a February 2024 notice that neither the Department of Transportation nor the Department of Defense was seeking transfer of Coast Guard Loran properties. That activity indicates policy and market investigation, not an available U.S. consumer navigation service.

Other networked concepts

VDES R-mode can add terrestrial ranging information to maritime communications. Cellular networks, including proposed 5G positioning, may support location in places with suitable infrastructure. Automatic visual or celestial systems aim to reduce crew workload. These approaches remain dependent on coverage, equipment, standards and deployment; they should be treated as developing complements rather than universal GNSS replacements.

Prepare before an outage

Resilience is strongest when more than one method is ready before signals disappear. Land users can carry a suitable map, compass and written route. Drivers can keep route notes and identify safe stopping places. Flight crews can verify alternate equipment, procedures, receiver serviceability and applicable clearances during planning. Vessel operators can maintain visual and celestial skills, check inertial equipment and document bridge-team responsibilities.

Test the fallback under ordinary conditions. Confirm that maps cover the whole route, that charts use the intended scale, that batteries and lighting work, and that everyone who may take over navigation can use the method. Training turns an emergency backup into a usable capability; an unfamiliar instrument or unpracticed celestial sight is not an instant substitute.

Compare an alternative before depending on it

Use these questions when selecting a fallback for a trip, vehicle, aircraft or vessel:

  • What function is needed? Position, heading, timing, map display or route guidance are different requirements.
  • Is it independent of satellites? A downloaded map may be independent of data service but still depend on GNSS for the position marker.
  • What is the coverage? VORs, terrestrial transmitters and cellular networks work only where infrastructure and signal geometry support them.
  • How does error grow? Inertial systems continue operating but drift; manual fixes depend on observation quality.
  • What training and equipment are required? A compass, sextant, VOR receiver and certified inertial system demand different skills and approvals.
  • Is it operational now? Separate installed, approved capability from a planned service or demonstration.
  • What happens if the outage lasts? A short bridge method may be enough for a few minutes but inadequate for a multi-hour or multi-day disruption.
  • Can the result be independently checked? Prefer two unlike sources, such as landmarks and a compass, or a radio aid and inertial estimate.

A practical outage checklist

  1. Identify the scope: determine whether only GPS is unavailable or whether multiple GNSS signals, augmentation services or local communications are affected.
  2. Protect safety first: slow down, maintain a known heading or safe course, and avoid abrupt route changes while instruments are being assessed.
  3. Cross-check: compare independent indications—map and landmarks on land, VOR or other approved aids in aviation, and visual, radar, depth or celestial observations at sea.
  4. Switch to the authorized method: use the aircraft, vessel or vehicle procedure that applies to your operation; do not improvise a consumer device as certified equipment.
  5. Record and report: note time, location, symptoms and affected systems. Aviation crews should report apparent degradation to ATC; maritime operators should follow their safety-management and reporting procedures.
  6. Reassess continuously: inertial estimates become less precise with time, and a temporary signal return may be misleading in a spoofing environment. Confirm consistency before treating GNSS as restored.

Why resilience has economic importance

The Maritime and Coastguard Agency cites estimates from the UK Department for Science, Innovation and Technology’s 2023 economic-impact report for a seven-day GNSS outage:

Sector Estimated UK impact Qualification
Shipping £183 million Estimate for a seven-day GNSS outage, DSIT 2023.
Port operations £1,309 million Estimate for a seven-day GNSS outage, DSIT 2023.
Fishing industry £8 million Estimate for a seven-day GNSS outage, DSIT 2023.
Total £1.5 billion UK estimate for a seven-day outage, DSIT 2023; not a universal global cost.

The figures illustrate why backup positioning, navigation and timing are treated as continuity and safety measures, not merely convenience features. They are UK estimates for one defined seven-day scenario, so they should not be presented as a forecast for every country, sector or outage.

Frequently Asked Questions

What is the best replacement for GPS?

There is no single replacement. Use a map and magnetic compass for land travel, prepared route information for driving, approved VOR or inertial equipment for aviation, and practiced visual, celestial or inertial methods at sea. The correct choice depends on the activity, coverage, training and rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will an offline map work if GPS is unavailable?

It will usually continue displaying downloaded map data, but it may not show a reliable location marker. Offline storage removes the need for data service; it does not create an independent position source when the phone relies on GNSS.

Can a compass tell me where I am?

No. A magnetic compass gives direction. You need a map, visible landmarks, bearings or another reference to determine position.

Can cellular or Wi-Fi location replace GPS?

Not reliably in every place or device. Coverage, network operation, handset design and the local environment determine whether those signals provide a useful location, so they should not be treated as guaranteed substitutes.

Can I use a handheld GPS as an IFR backup?

A consumer handheld GPS is not an approved substitute for the principal IFR navigation reference. Aircraft approval, the flight manual, route, procedure and ATC clearance determine which alternatives are legal and suitable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How long will inertial navigation remain accurate without GNSS?

There is no universal time limit. Gyro and accelerometer errors accumulate, so position accuracy decays with time. Sensor quality, alignment, motion and the required accuracy affect how quickly drift becomes unacceptable.

Is eLORAN available now?

Do not assume so. UK plans described initial timing capability targeted for 2028 and full position/navigation capability targeted for 2030. U.S. policy activity in 2023 and 2024 concerned capability and property questions, not a nationwide consumer service.

What should a pilot do during suspected GPS jamming or spoofing?

Monitor for inconsistent indications, compare independent instruments, report apparent degradation to ATC and follow the aircraft’s approved non-GPS procedures. Interference can affect hybrid inertial systems, terrain warnings, moving maps and ADS-B outputs.

The Bottom Line

There is no single replacement for GPS. Use a map and compass on land, prepared route information while driving, certified terrestrial or inertial systems in aviation, and a practiced mix of visual, celestial and inertial methods at sea. Downloaded maps preserve context but not necessarily a position fix, inertial systems drift, and emerging services such as eLORAN remain dependent on deployment and official authorization.
