Upgrade toward your next Headquarters level first, using the prerequisites shown in your current game. Along that path, keep the Institute and construction-speed research progressing. Upgrade troop camps when their next tier is useful, and put resources or hero-upgrade materials into whichever is holding back your account. There is no well-supported universal level-by-level build order: the available guidance is community- or editorial-based, and the in-game requirements are the best authority for your version.
Use this priority order
- Check the next Headquarters requirement. Open its upgrade screen and identify the buildings or other requirements it lists. Prioritize upgrades that clear those requirements, rather than raising every building in the base to the same level.
- Keep the Institute and research moving. The Institute enables research, and its upgrades are described by a community wiki as improving research speed. Prioritize construction-speed research early; after that, choose military or resource research according to your current needs.
- Raise troop camps for a useful new tier. A camp upgrade has a clear reason when it gives access to the next troop tier you intend to use. If it does not unlock a relevant tier or satisfy a prerequisite, it may be less urgent than Headquarters progress or research.
- Build resource production when resources are the bottleneck. Select the resource or support building that addresses the shortage you are actually experiencing. The guides do not establish a current production return or a universal resource-building order.
- Concentrate hero investment. Hero-upgrade resources are costly, so Pocket Gamer’s guide recommends focusing on a few heroes rather than spreading investment broadly. The available sources do not establish one universally best current hero or roster.
This is a decision order, not a rigid queue. A troop camp, resource building, or hero can move up the list when it solves an immediate need or satisfies a requirement shown for your next Headquarters level.
Start with the next Headquarters level
Before spending resources, inspect the Headquarters upgrade screen. Write down its listed requirements, then check which of those buildings are below the required level. That tells you what must be upgraded to advance. A community Headquarters wiki says buildings cannot exceed the Base level; if that rule applies to your current version, it is another reason to keep the Headquarters progressing. Confirm the restriction in your own client rather than relying on an old table.

Some buildings matter because they unlock the next Headquarters upgrade or another feature, not because raising them immediately improves your account in a way you need. A beginner guide for the game makes this distinction explicitly. When an upgrade is required, complete it; when it is optional, ask what benefit you need from it before committing resources.

Do not assume a guide’s level-specific prerequisite is still current. Requirements can be version-sensitive, and the sources available for this topic do not provide an authoritative current developer upgrade table. Treat the client’s listed requirement as the working answer for your account.
Use the Headquarters screen as a short planning tool
- Open the Headquarters and view its next upgrade requirements.
- Identify the single requirement that is currently blocking progress.
- Check whether that building also advances research, troop access, or a resource you need. If it does, the upgrade serves more than one purpose.
- If the building has no relevant secondary benefit, raise it only enough to meet the displayed requirement unless you have another specific reason to go further.
- After completing the requirement, check the Headquarters screen again before planning the next spend.
This avoids relying on a fixed guide that may describe a different stage or game version, and it reduces the chance of over-upgrading a building that is only needed as a gate.
Keep the Institute and research on track
The Institute is the building that enables research, according to a community wiki, and upgrading it is described as improving research speed. That makes Institute progress a useful parallel priority while you work through Headquarters requirements: research can take time, so leaving it idle or delaying the building that enables it can slow development beyond the current construction queue.

The same community page claims Institute upgrades can provide up to 100% faster research. That is a community-wiki figure, not a current official statistic verified for every version; check the bonus shown in your client before planning around it.
Choose research by the constraint you want to remove
- Construction speed: Pocket Gamer’s guide recommends this first. It is a practical early choice when building timers are limiting how quickly you can meet Headquarters requirements.
- Military research: Favor it when combat capability is the need you are addressing, rather than continuing to invest in an area that is not holding you back.
- Resource research: Choose it when resource availability is the more immediate constraint. The guide does not establish that it is always better or worse than military research after construction speed.
The sources do not give a current, numerical comparison of research paths, so this is a needs-based choice rather than a claim that one branch wins for every account.
Upgrade troop camps when the next tier matters
Camp upgrades are most compelling when they unlock a troop tier you can use. The beginner guide specifically cautions against treating camp levels as an automatic priority: the value comes when the base can access the next tier. It lists Fighter Camp milestones, but those level-specific claims may be outdated. Check the current camp screen for the tier it unlocks and the requirements attached to it.

Before upgrading, ask whether the new tier fits your immediate plan. If you are trying to improve your available troops, camp progress may deserve attention. If you are focused on clearing a Headquarters prerequisite or speeding construction, the camp can wait unless it is itself the gate. This keeps a potentially useful military upgrade from becoming a default expense when its benefit is not yet accessible or relevant.

Let resource shortages determine resource-building upgrades
Resource buildings are situational. The beginner guide includes early resource and support-building advice, but also notes that some buildings are useful mainly because they are prerequisites. Pocket Gamer’s guide similarly frames the choice between resource and military research around player need. Taken together, these recommendations support fixing a real shortage—not raising every production building simply because it is available.
Diagnose the shortage before spending
- If you cannot afford the next required building upgrade, identify which resource is short and whether a production or support upgrade can address that specific gap.
- If your resources are sufficient but construction time is the obstacle, a resource-building upgrade may not solve the problem; consider the construction-speed research recommendation instead.
- If you are short because you are pursuing an optional upgrade, compare that spend with your next Headquarters requirement before expanding production to support it.
No current return-on-investment figure is established for resource buildings in the available guides. Their advice therefore supports a bottleneck-based choice, not a promise that a particular building will repay its cost within a set time.

Focus hero investment instead of spreading it thinly
Hero upgrades use resources that could otherwise support other progression. Pocket Gamer advises concentrating those investments on a few desired heroes. The available evidence does not identify a universally best hero, formation, or roster for current play, so avoid treating an old or generalized recommendation as a rule for your account.
In practical terms, decide which heroes you expect to use before committing scarce upgrade materials. If your current priority is meeting a Headquarters requirement or enabling research, hero spending that does not address an immediate need can wait. If a chosen combat focus makes a particular hero important to your plan, concentrating investment there is more consistent with the guide’s advice than distributing it indiscriminately.
Make the call when several upgrades compete

- Does it unlock the next Headquarters level or a feature you need? If yes, it has a direct progression case.
- Does it improve research or construction speed? If timers are slowing your progress, Institute development and construction-speed research have a strong practical rationale.
- Does it unlock the next troop tier you intend to use? If not, a camp upgrade may be deferrable.
- Is resource production the actual constraint? Invest in the resource or support building relevant to that shortage rather than upgrading production indiscriminately.
- Does it support your chosen combat focus? Keep military and hero investment aligned with the approach you have chosen, without assuming a universally best roster.
If one upgrade satisfies several of these needs, it is a better candidate than an optional level increase that serves none of them. If none of the options clearly advances your plan, return to the Headquarters requirement screen and check what will unblock the next step.
What guides can—and cannot—tell you
The recommendations here are drawn from a community beginner guide, community wiki pages for the Institute and Headquarters, and Pocket Gamer’s editorial guide. They directly concern Last Shelter: Survival, not similarly named games such as Last War: Survival or Last Z: Survival Shooter. Their distinction matters because building names and progression advice from a different title do not establish what to upgrade in this game.
The Headquarters wiki describes rally-capacity milestones through level 12 and says later levels continue to add building power. Those claims are community-sourced and may be version-sensitive; the available information does not establish a current rally-capacity table or a reason to prioritize a particular level for every player. Likewise, the Institute’s claimed maximum research-speed increase and the beginner guide’s camp milestones should be checked against the current client.
