Do not approve an AI agent on a model score alone. Before launch, test the complete system in its real operating context: prompts, retrieval, memory, orchestration, tools, permissions, user interface, safety controls, monitoring, and cost. A production go/no-go decision should require evidence for task quality, groundedness, security, privacy, fairness, safe failure, latency, resilience, and human oversight.
This plan follows the risk-based approach in the NIST AI Risk Management Framework (AI RMF 1.0, published in 2023), Microsoft’s agent-evaluation guidance, NIST’s ARIA evaluation levels, and lessons from OpenAI’s 2025 Operator system-card evaluations. None of those sources defines a universal accuracy, latency, or red-team pass rate; your thresholds must match your domain, users, geography, data, tools, and impact level.
1. Define the use case and release gates
Write down what the agent is allowed to do before writing tests. The specification should identify:
- Its purpose, target users, affected people, supported languages and regions.
- Approved data sources, retrieval indexes, memory stores and external systems.
- Every tool, API, connector, identity and permission available to the agent.
- Operating environments, including sandbox, staging and production differences.
- Unacceptable outcomes, legal or policy constraints, risk tolerance and residual risk.
NIST’s Map function treats this context as the basis for an initial go/no-go decision. Convert it into explicit release gates rather than a subjective sign-off. For example:

| Gate | Evidence to require |
|---|---|
| Quality | Task-success, factuality, completeness and refusal results on a versioned evaluation set. |
| Grounding | Correct citations or source references, no unsupported claims, and correct handling of missing evidence. |
| Safety and security | Adversarial tests, prompt-injection tests, authorization checks and verified unsafe-action blocks. |
| Human control | Approval, escalation, rollback and shutdown tests for high-impact or irreversible actions. |
| Operations | Load, latency, failure-recovery, observability and cost results under production-like conditions. |
Record the owner, test date, software and model versions, dataset version, environment and decision for every gate. NIST’s AI RMF requires validity, reliability and generalizability limits to be demonstrated and documented, not implied by a single benchmark.
2. Build a representative, versioned evaluation set
Create a “golden” dataset of trusted input-output or input-action examples. It should represent the users and situations the agent will actually encounter, not only clean demonstrations.
Include the full scenario range
- Normal: frequent requests with complete, well-formed information.
- Edge: long inputs, unusual formats, missing fields, conflicting instructions and rare workflows.
- Ambiguous: requests where the correct behavior is to ask a clarifying question.
- Adversarial: jailbreaks, prompt injection, malicious documents, data-exfiltration attempts and unauthorized actions.
- Failure: unavailable tools, stale retrieval results, malformed responses, timeouts and partial outages.
For each case, store the expected answer or action, acceptable variance, risk level, language, geography, user segment, data source and evaluator notes. Microsoft recommends human validation and representative data; synthetic examples can improve coverage when real samples are insufficient, but they should not replace real-world cases. Freeze each dataset as a numbered version so regressions can be reproduced.
3. Measure task quality and grounding
Evaluate several business-aligned metrics. A useful scorecard includes task success, factual correctness, completeness, groundedness to approved sources, refusal quality, consistency, latency and cost. Set a threshold and an owner for each metric; a high average can hide a dangerous failure in a small but important subgroup.
Check answers and actions separately
- For answers, verify facts, required fields, citations, calculations, tone and whether uncertainty is stated.
- For actions, verify the selected tool, every argument, authorization scope, side effects and final confirmation.
- For refusals, check that the agent declines unsafe or unsupported requests while still offering a safe alternative when appropriate.
- Repeat identical cases to measure nondeterministic variation and test whether small wording changes cause unstable behavior.
Grounding tests should include absent, contradictory and stale sources. The correct result may be “I cannot verify that” rather than a plausible completion. Document known limitations and the conditions under which your metrics may not generalize; NIST treats those limits as part of the evidence.
4. Test the complete agent workflow
Microsoft notes that traditional static tests are insufficient for nondeterministic agents. Exercise the entire path from user input to final response:

- Classify the request and confirm that routing selects the intended workflow.
- Retrieve documents and verify filters, ranking, freshness and tenant isolation.
- Load memory and confirm that irrelevant or unauthorized history is excluded.
- Plan the task and inspect intermediate steps where your design permits.
- Select a tool and validate its arguments against a strict schema.
- Send the request to a mock or staging service and test success, malformed output, timeout and partial-outage responses.
- Generate the final response or action confirmation without claiming work that did not complete.
Use unit tests for deterministic routing, policy and argument-validation code; integration tests for retrieval and connectors; and end-to-end scenarios for the orchestrated path. Mock external dependencies first so failures are repeatable, then run a smaller suite against production-like services. Verify that retries are bounded and idempotent, and that a failed tool call cannot be transformed into a fabricated success.

5. Attack the agent before attackers do
Run a structured red-team program, not a handful of clever prompts. Test both direct attacks from the user and indirect attacks embedded in documents, web pages, emails or tool responses.
Minimum adversarial coverage
- Direct prompt injection and instruction-confusion attacks.
- Jailbreaks and attempts to bypass content or policy controls.
- Malicious retrieved documents and web pages that try to alter the agent’s instructions.
- Requests to exfiltrate secrets, system prompts, credentials or another tenant’s data.
- Unauthorized tool calls, privilege escalation and tampering with approval state.
- Unsafe code, shell or browser execution, including destructive or irreversible operations.
- Multi-step attacks that begin harmlessly and accumulate privileges or sensitive context.
OpenAI’s Operator evaluation treated prompt injection and difficult-to-reverse actions as material risks, using internal and external red teams in mock environments; its 2025 system card reports testers in 20 countries and two dozen languages. Use sandbox accounts and synthetic secrets for these exercises, capture the full trace, and turn every confirmed weakness into a regression case.
6. Verify safety, human control and recovery
For payments, account changes, messages sent externally, deletion, code deployment or other high-impact actions, require an explicit human approval or confirmation. Test that the approval cannot be silently skipped, forged, replayed or granted to the wrong user.
Exercise failure paths
- Refusal when a request violates policy or exceeds authority.
- Escalation to a person with enough context to make a decision.
- Rollback after a partially completed workflow.
- Rate limits, circuit breakers and shutdown controls during runaway behavior.
- Recovery after process restarts, duplicate events, expired credentials and lost network connections.
- Incident runbooks that identify who pauses the agent, preserves evidence and communicates impact.
Measure failure-response time in real time and document residual risk. A safe agent is not one that never fails; it is one whose failures are bounded, visible and reversible.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors7. Test privacy, fairness and transparency
Confirm least-privilege identity and connector access for every workflow. Test tenant and user isolation with deliberately cross-tenant identifiers, retention and deletion requests, secret handling, encryption boundaries and log redaction. Ensure prompts, retrieved documents, tool payloads and traces do not expose credentials or unnecessary personal data.

Compare error, refusal, escalation and completion patterns across relevant populations, languages and regions. Investigate materially different outcomes rather than hiding them in an overall average. Provide a traceable explanation of which data, retrieval results and tools shaped an action; keep enough audit information for an authorized reviewer without logging sensitive content by default. NIST lists privacy, fairness and bias, transparency, accountability and security as distinct measurement areas, so passing one does not establish the others.
8. Test performance, scale and cost
Run tests with production-like concurrency and payload sizes. Include short requests, long-running tasks, bursts, sustained load, multi-agent interactions, retries, provider rate limits and degraded dependencies.
| Test | What to observe |
|---|---|
| Latency | Time to first response, tool-call duration, end-to-end completion and tail percentiles. |
| Concurrency | Queue growth, throttling, dropped work, isolation between users and quality under load. |
| Resilience | Behavior during timeouts, partial outages, malformed responses, retries and restarts. |
| Cost stress | Tokens, tool/API charges, storage, retries and spend per successful task. |
| Long-running tasks | Checkpointing, cancellation, duplicate prevention and recovery after worker failure. |
Microsoft recommends performance and load testing plus continuous regression monitoring. Set a budget for each workflow and alert on unexpected token or tool usage. Do not trade away safety checks or human approval merely to meet a latency target.

9. Instrument production behavior and ownership
Before launch, centralize structured logs and telemetry with environment separation. Capture model, prompt, retrieval-index, tool, policy and dataset versions; latency; failures; refusals; unsafe-event signals; approval decisions; token or capacity use; and spend. Redact sensitive values and define retention.
Assign an owner for each alert and a service-level response. Dashboards should show quality regressions, tool failure rates, latency tails, approval bypass attempts, cost anomalies and incidents by user segment. Microsoft’s maturity guidance emphasizes centralized logs, telemetry, ownership, environment separation, adversarial testing and cost governance. Monitoring is part of readiness, not an afterthought to a pre-launch report.
10. Roll out in stages and keep testing
Use a sandbox, internal pilot or limited cohort before broad release. Compare field behavior with pre-production results, review incidents and user feedback, and expand only while every release gate continues to hold.

NIST ARIA describes three complementary evaluation levels: model testing, red-teaming and field testing. Field testing is the evidence that laboratory behavior generalizes to real users and contexts. Re-run the evaluation suite after any model, prompt, retrieval-index, tool, policy or data change. Keep old results so you can distinguish a real improvement from a changed sample or scoring rule.

If an agent reads or acts on websites, test the rendered page as well as the API response: consent banners, newsletter popups, chat widgets, login states, lazy-loaded content, bot checks, navigation and irreversible clicks. Use a disposable account and a browser sandbox for destructive-action tests. Record screenshots, URLs, timing, tool arguments and the resulting page state so a reviewer can reproduce the decision.
Or skip the browser setup
ScreenshotNeo can provide a clean page capture for an evaluation or monitoring step. Its API accepts a URL and returns PNG, JPEG, WebP or PDF; it can accept consent banners and remove more than 60 known consent platforms, newsletter popups and chat widgets before capture. Each response identifies page status and billing with X-Page-Verdict and X-Billed headers: bot checks or CAPTCHAs, blank pages, timeouts, failed loads and cache hits are not billed. Features include full-page lazy-image loading, CSS-selector element capture, device presets, custom viewport and retina scale, dark mode, PDF controls, custom CSS and JavaScript, click-before-capture, waits, request blocking, headers, cookies, user agent, authorization, timezone, geolocation, transparent backgrounds, resizing, chosen cache TTL, signed links, asynchronous webhooks, bulk capture of 100 URLs per call, a usage API and an OpenAPI specification.
Use the same parameter names accepted by many screenshot APIs:

Common failures and fixes
The agent passes demos but fails real requests
Your dataset is too clean or narrow. Add production-shaped inputs, ambiguous cases, language and geography variants, and failure scenarios; then have domain reviewers label expected behavior.
Retrieval tests pass, but answers are not grounded
Inspect retrieved chunks and citations separately from generation. Test stale, contradictory and empty indexes, enforce source filters, and require an explicit unknown response when approved evidence is absent.
Tools report success when the operation failed
Validate response schemas, status codes and side effects. Inject malformed, delayed and partial responses, make retries idempotent, and forbid success text unless the tool confirms completion.

Frequently Asked Questions
How often should an AI agent’s test suite run after launch?
Run it on every material model, prompt, retrieval-index, tool, policy or data change, and schedule recurring evaluations during normal operation. Review field incidents and feedback as new test cases.
Can a language-model benchmark prove an agent is production-ready?
No. Benchmarks do not cover your retrieval sources, permissions, tools, users, failure paths or operational costs. Readiness requires system-level evidence across those dimensions.
Recommended Free Tools
Should synthetic data be used for agent evaluation?
Use synthetic cases to improve coverage when real samples are insufficient, while retaining representative real cases and human validation for business-critical behavior.
What should happen when no universal pass threshold exists?
Set domain-specific thresholds from impact, risk tolerance, user expectations, geography, data sensitivity and reversibility of actions; document the rationale and residual risk.
