Buy an industrial steam system as an integrated plant, not as an isolated boiler. The correct choice starts with measured peak and part-load demand, pressure and steam-quality requirements, fuel and site constraints, water chemistry, condensate return, emissions rules, and the cost of operating and maintaining the system for its full life. A boiler that looks efficient on a nameplate can perform poorly when it is oversized, badly controlled, starved of treated water, or connected to leaking, uninsulated distribution piping.
Define the steam duty before comparing equipment
Begin with a written duty profile that vendors must use in their proposals. Include normal, minimum and peak steam flow; operating pressure and temperature; required dryness or other steam-quality limits; load variation; startup and response time; annual operating hours; redundancy requirements; expected expansion; available fuels; feedwater temperature and chemistry; condensate-return percentage; site altitude and ambient conditions; and space, utility and access limitations.
Peak demand alone is not enough. A plant that runs near full load continuously has different equipment needs from one that cycles between a small night load and a short production peak. The U.S. Department of Energy (DOE) advises buyers to use both peak demand and the load profile when sizing. Highly variable loads may be better served by multiple modular boilers and modulating burners than by one very large unit.

- Inventory every steam user. Record each process heater, sterilizer, dryer, turbine, heat exchanger and building load. Note its pressure, temperature, quality and schedule.
- Measure actual flow. Use calibrated steam or condensate meters where possible. Reconcile readings with fuel use, makeup water and production records rather than relying only on connected-load nameplates.
- Separate operating cases. Document minimum stable load, normal production, simultaneous peaks, startup, shutdown and emergency operation. State how long each case lasts.
- Allow for growth explicitly. Put forecast production increases and planned new users in a separate scenario. Do not hide an arbitrary oversizing margin inside the base case.
- Define availability. State whether one boiler may be offline without interrupting production, and identify the required capacity of standby equipment.
Specify pressure, temperature and quality at the point of use
State pressure and temperature at the boiler outlet and at each critical user, including allowable fluctuation during load changes. Identify whether the process needs dry saturated steam, superheated steam or a specified maximum moisture content. Pressure-reducing stations, long distribution runs and intermittent users can make the pressure at the use point materially different from the generator set point.

Define the consequences of a quality failure. Carryover can contaminate products, foul heat-transfer surfaces or damage rotating equipment. That makes separators, drainage, blowdown control, condensate handling and instrumentation part of the purchase specification rather than optional accessories.
Record site and utility constraints
- Fuel type, supply pressure, seasonal availability, sulfur content where relevant and backup-fuel requirements.
- Electrical service for pumps, fans, controls, water treatment and emissions equipment.
- Available feedwater temperature, raw-water analysis and space for treatment, storage and chemical handling.
- Building height, floor loading, rigging routes, access for tube or burner maintenance, ventilation and combustion-air temperature.
- Altitude and outdoor design conditions that affect combustion, fan capacity, cooling and stack calculations.
- Noise limits, hazardous-area classification, drainage, blowdown disposal and permitted stack location.
Compare boiler and heat-source configurations against the duty
Only after the duty is documented should you compare fire-tube, water-tube, electric, waste-heat and cogeneration or heat-recovery arrangements. No configuration is universally best. Compare each on the same boundary and operating cases.
| Comparison axis | Questions for every proposal |
|---|---|
| Capacity and turndown | What steam flow is guaranteed at minimum, normal and peak load? What is the minimum stable firing rate, and how does efficiency change across the range? |
| Pressure and quality | What outlet pressure, temperature and dryness are guaranteed, and at what feedwater and ambient conditions? |
| Fuel and emissions | Which fuels can be burned, how secure is the supply, and what pollutant limits and control equipment apply? |
| Startup and response | How long from a cold or warm start to usable steam? How quickly can output follow a production step? |
| Availability | What redundancy is achieved, what maintenance can be done online, and what is the consequence of a single-unit outage? |
| Water and heat recovery | What feedwater, blowdown, economizer, condensate and flash-steam arrangements are included? |
| Utilities and footprint | What electrical load, combustion air, ventilation, water, drainage, stack and floor area are required? |
| Controls and data | Which controls are included, which communications protocols are supported, and what measurements are available for verification? |
| Maintenance | What inspection access, skills, consumables, spare parts and annual service work are required? |
| Code and service readiness | What code stamping, inspection documentation, commissioning support and local service coverage are provided? |
Fire-tube and water-tube arrangements
Request a duty-based comparison rather than a generic claim that one design is more efficient. Ask vendors to show pressure capability, water volume, ramp behavior, turndown, inspection access, footprint and the effect of part-load operation for the specific unit proposed. The answer should also account for how the design integrates with the feedwater system, blowdown equipment, burner controls and redundancy plan.
Electric, waste-heat and cogeneration options
Electric steam generation can remove on-site combustion but shifts the evaluation to electrical capacity, tariff structure, power quality, operating schedule and upstream emissions. Waste-heat and cogeneration systems can lower fuel use when a reliable source of exhaust or recoverable heat exists, but their steam output follows the host process unless supplementary firing or another backup source is provided. Require a full operating model showing steam availability during host-process shutdowns and maintenance.

Use life-cycle cost, not purchase price
DOE recommends life-cycle costing because the initial equipment price is only one part of the economic decision. Model the cost of delivered steam over the expected service life using the same production scenarios for every option.
| Cost category | Include in the model |
|---|---|
| Energy | Fuel or electricity, demand charges, standby losses, seasonal prices, backup fuel and auxiliary electrical loads. |
| Water and chemicals | Makeup water, treatment chemicals, resin or membrane replacement, blowdown disposal and the energy carried away with blowdown. |
| Maintenance | Scheduled inspections, burner tuning, tube cleaning, refractory or electrode work, calibration, consumables and recommended spares. |
| Emissions compliance | Low-emission burners, selective controls or treatment, monitoring, testing, permits and future compliance work. |
| Labor and training | Operator coverage, specialist callouts, training and the skills needed for controls and water chemistry. |
| Downtime and risk | Lost production, backup-steam rental or fuel, restart losses and the financial effect of an unavailable unit. |
| End-of-life | Major overhauls, disposal, replacement and residual value assumptions. |
Compare delivered cost per unit of usable steam, not thermal efficiency alone. Include economizers, deaerators, condensate flashing, insulation and heat-transfer improvements where they apply. DOE also identifies electronic ignition, air-fuel control, blowdown and condensate-heat reuse as efficiency opportunities. Require vendors to identify the measurement boundary for every efficiency number: input fuel energy, useful steam output, feedwater condition, ambient condition and test method.
Interpret published efficiency figures correctly
DOE’s 2024 guidance lists steam thermal-efficiency requirements of 83.7% for gas-fired and 85.8% for oil-fired boilers in the 2.5–10 million Btu/h input range covered by its Federal Energy Management Program purchasing table. These are federal purchasing benchmarks for that covered large-commercial category, not a universal performance guarantee for every industrial unit. A proposal should state whether its figure is a guaranteed test result, a design estimate or a catalog maximum, and whether auxiliary power and heat-recovery equipment are inside or outside the boundary.

Make feedwater, blowdown and steam quality part of the purchase
Water chemistry determines reliability, heat-transfer performance and operating cost. Require the system design to identify pretreatment, deaeration, chemical feed, continuous or automatic blowdown, sampling points and alarm limits. The specification should define, as appropriate to pressure and end use, limits for conductivity, dissolved oxygen, silica, alkalinity and carryover.

Specify the treatment train
- Raw-water characterization: Obtain current analysis for hardness, alkalinity, silica, dissolved solids, iron, organics and seasonal variation.
- Pretreatment: Select filtration, softening, demineralization, reverse osmosis or other treatment from the analysis and required steam quality, not from a generic package.
- Deaeration: Define dissolved-oxygen performance, venting, storage capacity and the operating range of the deaerator.
- Chemical feed: State injection points, storage, containment, metering, interlocks and responsibility for chemical selection.
- Blowdown: Provide automatic or continuous control tied to measured chemistry where justified, with heat recovery or flash-steam handling and a safe disposal route.
- Monitoring: Include calibrated conductivity and level instruments, sampling coolers and a documented testing schedule.
DOE advises using a water-treatment specialist to prevent scale and corrosion, optimize cycles of concentration and perform routine chemistry checks. Insufficient blowdown allows deposits and carryover; excessive blowdown wastes water, energy and chemicals. Put both the target chemistry and the response to an out-of-limit result in the operating procedure.
Design condensate recovery instead of treating it as an afterthought
Specify how condensate is collected, tested, pumped and returned. The design should state the expected return percentage, temperature, contamination-detection method, pump capacity, flash tanks, heat exchangers, receiver volume and isolation arrangements for contaminated returns.
EPA WaterSense states: “From a water-efficiency standpoint, installing and maintaining a condensate recovery system to capture and return condensate to the boiler for reuse is the most effective way to reduce water use.” Returned condensate is already hot, so it also reduces reheating energy and chemical demand. The economic case must include piping, pumps, monitoring and the risk of sending contaminated condensate back to the boiler.

- Map every condensate source and identify products or chemicals that could enter it.
- Install conductivity, pH or process-specific detection where a contamination event is credible.
- Provide automatic diversion to drain or a quarantine tank when an alarm occurs.
- Size receivers and pumps for simultaneous returns, startup surges and flash steam.
- Trend return temperature, flow and contamination alarms so a failing trap or heat exchanger is found before it affects boiler chemistry.
Resolve emissions, permits and pressure-equipment codes early
Determine fuel, heat input, construction date, source classification and jurisdiction before freezing the equipment design. EPA identifies industrial, commercial and institutional steam-generating units capable of combusting over 10 MMBtu/h as covered by New Source Performance Standards frameworks in 40 CFR Part 60, Subparts Db and Dc. Particulate matter, nitrogen oxides and sulfur dioxide are key pollutants in that framework. Applicability and limits depend on the actual source and rule provisions, so have the air-permitting authority or a qualified environmental engineer confirm them.

EPA’s National Emission Standards for Hazardous Air Pollutants program also covers hazardous pollutants from industrial, commercial and institutional boilers. Major-source boilers are subject to periodic tune-up work practices. Identify monitoring, testing, recordkeeping and reporting obligations in the project schedule, not after installation.
Put code requirements in the bid documents
- Applicable ASME boiler and pressure-vessel code edition and required code stamping.
- Jurisdictional inspection, registration and acceptance requirements.
- Pressure-relief devices, discharge routing and set-point documentation.
- Combustion safeguards, flame detection, purge logic, fuel-train components and emergency shutdowns.
- Low-water protection, feedwater interlocks, high-pressure trips and manual reset requirements.
- Electrical classification, control-panel standards, wiring and grounding.
- Stack, duct, insulation, access and emissions-monitoring provisions.
Confirm the final interpretation with the authority having jurisdiction and a qualified engineer. DOE’s low-emission guidance emphasizes that compliance depends on an adequately sized boiler and combustion equipment capable of meeting federal and state emission standards under actual operating conditions.
Write measurable vendor guarantees and acceptance tests
A technically strong request for proposal separates design assumptions from enforceable guarantees. Require each bidder to provide the following at stated feedwater, fuel, altitude and ambient conditions:
The Tool Desk

- Factory acceptance test: Verify panel logic, alarm and trip functions, documentation, communications and packaged equipment before shipment.
- Installation inspection: Check welds, supports, piping cleanliness, fuel trains, relief discharge, insulation and access.
- Commissioning: Tune combustion, establish water chemistry, calibrate instruments, prove interlocks and train operators.
- Site performance test: Measure steam output, pressure stability, efficiency, emissions, turndown, startup and auxiliary loads at agreed conditions.
- Closeout: Deliver as-built drawings, manuals, test records, software backups, spare-parts list, maintenance schedule and signed operator-training records.
Do not lose the gain in distribution and end-use equipment
ASME treats a steam system as the generators or other sources, distribution, end-use equipment and condensate return when present. Its assessment approach is intended to identify the major opportunities across the overall system rather than weighting every component equally. That system boundary matters: a high-efficiency boiler cannot compensate for leaking traps, uninsulated piping, contaminated condensate or unstable controls.

Maintain the steam path
- Inspect and repair steam traps and leaks on a defined route and frequency.
- Insulate steam and condensate piping, valves, flanges and vessels where safe and appropriate.
- Inspect condensate pumps, receivers, vents and check valves.
- Clean fire-side and water-side heat-transfer surfaces on condition and schedule.
- Tune burners at least annually and after fuel, load or control changes.
- Check pressure-reducing stations, separators, drains and vacuum breakers.
- Review end-use heat exchangers for fouling, noncondensable gases and poor condensate drainage.
DOE recommends routine trap and leak repair, annual boiler tuning, insulation, condensate-pump inspection and regular fire-side and water-side cleaning. DOE Better Plants also recommends insulating steam and condensate lines, using feedwater economizers where justified and evaluating how each adjustment affects efficiency and system stability.
Install permanent meters before declaring success
Make metering part of the base system, not a later improvement project. At minimum, trend fuel input, steam output, makeup water, condensate return, blowdown, feedwater temperature, stack oxygen, stack temperature and key steam and feedwater pressures. Use synchronized data to calculate actual cost per unit of steam and to verify vendor guarantees.
Set alarm and investigation thresholds for falling condensate return, rising stack temperature, excess oxygen, increasing makeup water, abnormal blowdown, trap failures and pressure instability. A historian that stores only boiler firing rate cannot explain why fuel use rose after a process change; the surrounding measurements can.
A practical procurement sequence
- Form the project team. Include production, utilities, water treatment, environmental, safety, maintenance, controls, finance and the authority having jurisdiction as needed.
- Measure the existing plant. Collect at least representative peak and low-load data, fuel and water use, condensate return, pressure trends, chemistry and outage history.
- Issue a duty and site data sheet. Make assumptions, operating cases, future growth and required redundancy explicit.
- Screen configurations. Compare fire-tube, water-tube, electric, waste-heat and cogeneration or heat-recovery options on the same life-cycle and availability basis.
- Confirm permits and codes. Resolve emissions applicability, pressure-equipment rules, fuel-train requirements and inspection responsibilities before final bids.
- Request complete offers. Require guaranteed performance, boundary conditions, utility schedules, drawings, maintenance plans, spares and service response.
- Evaluate total ownership cost. Include energy, water, chemicals, emissions controls, labor, maintenance, downtime, financing assumptions and end-of-life work.
- Contract for verification. Tie payment or final acceptance to factory and site tests, training, documentation and demonstrated performance.
- Commission the whole system. Tune combustion, prove water chemistry and condensate diversion, inspect distribution and establish baseline meter readings.
- Operate to the data. Review steam cost, efficiency, return percentage, chemistry, emissions and maintenance findings at a defined management interval.
Common buying mistakes and the corrective action
| Mistake | Why it causes trouble | Correction |
|---|---|---|
| Sizing from connected load or average flow | It misses actual peaks or creates an oversized unit that cycles, loses standby heat and operates inefficiently at part load. | Use measured peak, minimum and normal demand, then model modular capacity and future growth separately. |
| Choosing on thermal efficiency alone | It ignores fuel price, electricity, water, chemicals, maintenance, emissions and downtime. | Compare delivered steam cost and life-cycle risk at the same operating cases. |
| Leaving water treatment to the installer | Inadequate treatment causes scale, corrosion, carryover and premature failures; excessive blowdown wastes resources. | Use a qualified water-treatment specialist and put chemistry limits, monitoring and responsibilities in the contract. |
| Sending all condensate back without protection | A contaminated return can upset boiler chemistry and force an avoidable shutdown. | Map sources, install detection and provide automatic diversion or quarantine. |
| Checking permits after purchase | Fuel, heat input and source status can require different controls, testing and stack arrangements. | Confirm federal, state and local requirements during the design and bidding phase. |
| Accepting catalog ratings | Published values may use different test boundaries or ideal conditions. | Require written guarantees with conditions, test methods and site acceptance procedures. |
| Ignoring the distribution network | Leaks, failed traps, poor insulation and bad drainage erase generation savings. | Survey and meter the complete steam path and fund corrective maintenance with the boiler project. |
| Under-specifying service | Long waits for parts or specialists turn a minor fault into production downtime. | Specify response times, spares, training, software backups and local or regional coverage. |
The purchase is ready for award only when the proposed generator, water and condensate systems, distribution interfaces, controls, permits, code documentation, acceptance tests and service plan all describe the same operating reality. That integrated specification is what protects steam quality, uptime and cost after the equipment leaves the sales quotation.
