Choose an AI coding agent by the work your engineers need done, then verify repository fit, administration, data terms, permission boundaries, auditability and total cost. A terminal assistant, an IDE agent and a cloud service that opens pull requests create different security and operating requirements. Vendor feature lists cannot establish which agent will improve your team; a controlled pilot on your own repositories must measure quality, review effort, rework, security findings, adoption and spend.
Start with the work, not the model name
“AI coding agent” covers several operating models. Buying decisions go wrong when a team compares brand names before deciding where an agent may act and how much autonomy it should have.
| Work surface | Typical operation | Questions to answer |
|---|---|---|
| IDE assistance | The agent edits files while a developer remains in the editor and reviews each change. | Which IDEs and versions are supported? Can administrators enforce settings? What can the agent read, execute or send externally? |
| Terminal or local workspace | The agent runs commands, changes multiple files and uses the developer’s checkout. | What filesystem and network sandbox exists? Which shell commands require approval? Are credentials, environment variables and uncommitted files exposed? |
| Cloud or pull-request delegation | A task is assigned remotely against a repository; the service proposes commits or a pull request asynchronously. | How are branches, secrets, CI and review gates handled? Where does execution occur? What events and tool calls are logged? |
| Repository-linked sessions | An agent works from issues, tickets or repository context over a longer session. | How is context selected and retained? Can the session modify protected branches? Who can stop or revoke it? |
Anthropic describes Claude Code as a terminal and supported-IDE tool. GitHub documents cloud, third-party and local agent surfaces. OpenAI describes Codex as a way to delegate software work across the software-development lifecycle. Those are workflow distinctions, not evidence that one product is more productive.
Define the team’s first use cases
- Routine fixes and small bug repairs.
- Test creation and maintenance.
- Documentation and code comments.
- Cross-file refactors that require repository context.
- Issue-to-pull-request work that can run asynchronously.
- Investigation of build, test or dependency failures.
For each use case, specify the acceptable autonomy level: suggestions only, edits with approval, or delegated execution that may open a pull request. A team that only needs inline suggestions should not accept the governance complexity of an always-on cloud worker; a team seeking overnight issue resolution needs controls that an IDE-only assistant may not provide.

Check repository and developer-tool fit
Make a written inventory before requesting demonstrations. Include source-control hosting, monorepo or polyrepo structure, languages, build systems, test runners, issue trackers, CI providers, package registries, internal documentation and model-context protocols (MCP) or similar tool connections.
Questions for every candidate
- Can it operate in the IDEs and terminals your engineers actually use?
- Does it understand multiple repositories, generated code, private packages and monorepo boundaries?
- Can it run the team’s test, lint, formatting and build commands without custom workarounds?
- Does it support the branch-protection and pull-request review rules already in place?
- Can it work asynchronously from an issue, or is a developer required to keep a session open?
- How are external tools connected, approved and revoked?
- What happens when a repository contains large files, submodules, binary assets or restricted directories?
Ask vendors to demonstrate a representative repository, not a polished sample. Record setup time, unsupported integrations and the manual steps needed to reproduce a result. An integration that works only for a narrow language or a clean demonstration repository should be treated as a deployment risk.
Separate the administration control plane from the agent runtime
Enterprise buyers need controls that apply to every place an agent can run. A central policy page is not enough if developers can launch a local IDE agent, a partner agent or an MCP server outside that policy.
Minimum administrative controls
- Enable or disable agent categories by organization, team or repository.
- Provision and revoke user access through the identity system.
- Require or prohibit specific models, tools, MCP servers and network destinations.
- Set approval requirements for shell commands, file writes, network access and pull-request creation.
- View active sessions and terminate an agent that is behaving unexpectedly.
- Export audit events to the organization’s security or compliance system.
GitHub’s documentation explicitly distinguishes policies for third-party agents, local VS Code agents, MCP servers and IDE agent mode. It also notes that local VS Code agents are not managed through GitHub. Use that distinction as a procurement test: document which team owns policy for each runtime, where the policy is enforced and what happens when a developer works outside the managed surface.
Build a control-coverage map
| Runtime or integration | Policy owner | Access control | Audit source | Emergency stop |
|---|---|---|---|---|
| Managed cloud agent | Not stated; confirm for the selected deployment | Document identity, groups and repository scope | Document session and tool events | Confirm administrator termination path |
| Local IDE agent | Often the developer workstation or IDE policy; verify centrally enforced controls | Confirm device and user controls | Confirm local and server-side records | Confirm account, token and network revocation |
| Third-party or partner agent | Separate policy may apply | Confirm organization approval and repository permissions | Confirm vendor and host audit records can be correlated | Confirm independent disablement |
| MCP or external tool server | Document server owner and security review | Scope credentials and allowed actions | Capture calls, results and policy decisions | Revoke server and credentials separately |
Read privacy and contractual data terms line by line
Ask for the exact terms of the plan and deployment you will buy. “Enterprise” is not a universal data policy.

Data-flow questions
- Which source files, prompts, command output, logs and generated patches leave the developer device or repository boundary?
- Are inputs, outputs or telemetry retained, and for how long?
- Are they used to train or improve models, and what setting or contract controls that use?
- Where are data and backups processed and stored?
- Can the organization request deletion, export or legal hold?
- What subprocessors and external tool providers receive data?
- Which compliance commitments apply to this plan, region and feature set?
OpenAI’s enterprise page states that enterprise data is not used for training by default and is encrypted in transit and at rest. Treat that as a vendor statement to verify in the contract, product settings and deployment architecture; do not generalize it to other plans or providers.
Protect sensitive repositories by design
- Classify repositories and prohibit agent access to regulated or high-impact code until controls are verified.
- Use separate credentials with the smallest repository, environment and action scope.
- Keep production secrets out of agent environments; use short-lived, audited credentials for required tests.
- Define whether generated patches become part of the company’s records and how retention requests apply to them.
- Document regional processing requirements for employees and contractors in different jurisdictions.
Evaluate permissions, sandboxing and safety behavior
An agent can create risk through an allowed command or tool call even when its generated code looks reasonable. Review the action boundary, not just the model’s output.
Permission checklist
- Filesystem: read-only, workspace-only, home-directory or unrestricted?
- Network: blocked, allow-listed, proxied or unrestricted? Can the agent upload source or download executables?
- Shell: which interpreters and commands are available? Are package managers, containers and cloud CLIs permitted?
- Approvals: which actions pause for a human, and can a user approve a whole session or only one command?
- Credentials: can the process read environment variables, SSH keys, cloud tokens or browser sessions?
- Repository actions: can it push branches, merge pull requests, change settings or edit CI configuration?
- Policy enforcement: are restrictions enforced server-side, in a local client, or by convention?
OpenAI’s operational documentation describes command rules, approval boundaries and telemetry. GitHub documents distinct controls for MCP and agent modes and separate management for partner agents. Reproduce those boundaries in a test environment, then attempt realistic misuse: prompt injection in a README, a malicious dependency script, an instruction to exfiltrate a secret, and a request to weaken branch protection. Record whether the agent refuses, asks for approval, alerts security staff and leaves an auditable event.
Use least privilege for the pilot
- Create a dedicated organization or repositories with synthetic secrets and non-production credentials.
- Grant read access first; add write, issue and pull-request permissions only when a use case requires them.
- Allow-list package registries, documentation hosts and APIs instead of granting open internet access.
- Require approval for destructive commands, credential access, network uploads and CI or deployment changes.
- Review every tool connection before enabling it for the wider team.
Demand observability and accountability
After an agent acts, an administrator should be able to reconstruct what happened. At minimum, retain the user request, relevant context, tool calls, approval decisions, tool results, generated output, repository changes and policy events.
OpenAI describes OpenTelemetry export for prompts, approval decisions, tool results, MCP use and network-proxy decisions. GitHub describes agent-session views and audit events. Confirm whether your chosen deployment exposes equivalent records, how long they remain available, who may read them and whether they can be exported to a SIEM.

Audit questions to put in writing
- Are timestamps, user identity, repository, branch and session identifiers included?
- Can logs distinguish a model-generated action from a human-approved action?
- Are denied actions and policy changes logged as well as successful actions?
- Can security teams search and correlate events across IDE, terminal, cloud and partner runtimes?
- Are prompts and tool results redacted, encrypted and access-controlled?
- What is the retention period, and can it be changed by an administrator?
- Can an incident responder export records without vendor assistance?
Model the complete price and usage economics
Do not compare a seat price with an API price as if they describe the same product. Calculate the cost of the work pattern you intend to operate.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →| Cost component | What to measure | Procurement question |
|---|---|---|
| Seats | Named users, active users and administrator or reviewer seats | Which roles require paid access, and can seats be reassigned? |
| Included usage | Messages, tokens, tasks, compute time or agent runs included in the plan | What happens when an engineer reaches the limit? |
| Consumption | API-rate or metered charges for additional use | Are rates different by model, context size, tool or region? |
| Credits and overages | Prepaid credits, usage credits and automatic overage | Can administrators cap spend and receive alerts before overage? |
| Concurrency | Parallel sessions, queued cloud jobs and CI executions | Will peak demand create throttling or require extra capacity? |
| Operations | Identity, logging, network proxy, sandbox and security-review costs | What internal engineering and compliance work is required? |
Anthropic’s documentation says usage-based Enterprise plans bill by consumption at API rates, while some Team or seat-based plans can use usage credits after included limits. Exact rates and limits change, so verify the current plan terms at purchase and model a conservative high-usage month rather than relying on a headline allowance.
Estimate spend from real workload
- Count expected active users and delegated jobs by week.
- Separate short suggestions from long repository tasks; their context and tool consumption differ.
- Measure pilot usage per accepted change, not merely per conversation.
- Set budget alerts, hard caps and an owner for exceptions.
- Include reviewer time, rework, failed runs and security remediation in the business case.
Compare candidates with a common scorecard
Use the same evidence request for every shortlisted agent. A useful scorecard keeps capability, control and economics separate.
| Evaluation area | Evidence to collect | Pass condition |
|---|---|---|
| Workflow surface | IDE, terminal, cloud, issue and pull-request demonstrations | Supports the team’s priority use cases without unsafe workarounds |
| Repository fit | Performance on representative languages, monorepos, tests and internal tools | Produces reviewable changes in the actual repositories |
| Administration | Policy screens, identity integration, runtime coverage and disablement | Every execution surface has an accountable policy owner |
| Security boundary | Sandbox, network, shell, credential and approval behavior | Least-privilege design survives threat scenarios |
| Privacy and contract | Data-flow diagram, retention, training use, region and compliance terms | Terms match the organization’s classification and legal requirements |
| Observability | Session records, tool events, exports and retention settings | Security can investigate without relying on a user’s memory |
| Economics | Seats, included usage, metering, credits, overages and concurrency | Forecast remains acceptable at expected and peak workloads |
| Pilot results | Acceptance, defects, review time, rework, latency, failures, adoption and spend | Meets pre-agreed thresholds against the baseline |
Do not turn this into a universal ranking. The available vendor material establishes workflows and controls, not independent comparative performance across agents or engineering teams.
Run a time-bounded pilot before rollout
1. Set the baseline
Use recent human-only work to estimate cycle time, review time, escaped defects, test failures and engineering cost for comparable tasks. Agree in advance on what counts as acceptance and what would stop the pilot.

2. Select a representative task set
- Routine fixes with clear tests.
- New tests for existing behavior.
- Documentation updates.
- Refactors spanning several files or packages.
- Issue-driven changes requiring repository-specific context.
- Tasks involving failure diagnosis, CI or dependency updates.
Include easy and difficult work. A set made only of toy tickets will overstate value; a set made only of unsolved research problems will understate practical utility.
3. Control the experiment
- Give each candidate the same task descriptions, repository snapshots and acceptance tests.
- Record model, plan, settings, permissions and tool connections.
- Keep reviewers blind to the candidate where practical, or at least use the same review rubric.
- Log retries, rejected suggestions, manual edits, approval prompts, tool failures and latency.
- Do not allow production credentials or unreviewed merges during the pilot.
4. Measure outcomes that matter
- Acceptance rate and defect rate.
- Reviewer minutes per accepted change.
- Rework after review and after merge.
- Test, build and tool-failure rates.
- Time from assignment to reviewable pull request.
- Security findings and policy violations.
- Developer adoption and abandonment reasons.
- Spend per accepted change and total pilot spend.
Publish the results with confidence limits and task definitions. The sources available for this buying decision contain no named, independently published statistic comparing enterprise coding-agent outcomes, so do not convert a vendor testimonial or anecdote into a productivity percentage.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Plan a safe rollout for a 20-person full-stack team
For a 20-person team, begin with a small cross-section rather than enabling every repository. Include backend, frontend, infrastructure, QA and security-minded reviewers so that the pilot exposes different toolchains and risk profiles.
Suggested rollout sequence
- Weeks 1–2: preparation. Classify repositories, define prohibited data, configure identity, logging, sandbox and budget controls, and choose the task set.
- Weeks 3–4: pilot. Enroll a handful of engineers, use non-production credentials, and collect the agreed metrics.
- Week 5: decision. Compare results with the baseline, review incidents and decide which use cases pass.
- After approval: staged expansion. Add repositories and users by risk tier; keep delegated write access and deployment-related tools behind additional review.
Team rules to publish
- Every agent-generated change receives normal code review and automated tests.
- Agents may not receive production secrets or bypass branch protection.
- Developers must report prompt-injection, data-exposure and unexpected-command incidents.
- High-impact code, security controls and migrations require named human ownership.
- Usage, cost and audit records are reviewed on a regular schedule.
One vendor-page testimonial quotes Ryan Brady, Principal Engineer at Cisco, saying, “The biggest gains came when we stopped thinking about Codex as a tool and started treating it as part of the team.” That is a vendor-page testimonial, not independent comparative evidence; treat it as an illustration of operating philosophy rather than a forecast for your team.

Choosing from a feature checklist
A long list of supported languages or tools does not show that the agent produces maintainable code in your repositories. Require task evidence and reviewer feedback.

- 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
Assuming one policy covers every runtime
Local IDE agents, cloud workers, partner agents and MCP servers may have different administrators and logs. Map each path before approval.
Ignoring the action boundary
Generated code is only one risk. A permitted shell command, network upload or credential read can create a more serious incident. Test those actions directly.
Budgeting only the seat fee
Consumption, overages, concurrency, reviewer time, rework and security operations can dominate the invoice. Forecast from accepted work.
Recommended Free Tools
Measuring activity instead of outcomes
Messages, generated lines and task counts are not business results. Track accepted changes, defects, review burden, adoption and cost.
Rolling out before agreeing on a stop rule
Set thresholds for quality, security, spend and operational burden before the pilot. If a candidate misses a non-negotiable threshold, pause rather than rationalize the result.
Make the purchase decision
Select the agent whose workflow fits the work and whose controls fit the organization’s risk, not the one with the longest feature list. A purchase is ready when the team can answer, in writing:
- Which engineers and repositories may use the agent?
- Which tasks may it perform autonomously, and which require approval?
- What data leaves the environment, where is it retained and how is it deleted?
- Who administers each runtime and integration?
- Can security reconstruct and stop an agent action?
- What will the expected and peak monthly spend be?
- What pilot evidence demonstrates acceptable quality, review effort, security and adoption?
Recheck plans, privacy terms, integrations, billing and controls immediately before signing: vendor documentation accessed on October 13, 2026, notes that these details can change. Keep the decision record with the pilot data and revisit it when the team adds repositories, tools or higher-autonomy workflows.
