The best payment fraud detection software is not the one with the largest advertised accuracy number. It is the system that reduces fraud loss at an operating threshold your business can tolerate, preserves legitimate approvals, explains each decision well enough for investigators and auditors, and fits your data, authorization latency, case-management workflow, and regulatory obligations.

Evaluate those four outcomes with a controlled proof of concept using your transaction mix. Treat vendor metrics as claims until you can reproduce them on representative, held-out data.

Start with the outcomes your business must balance

“Accuracy” hides several different results. A model can capture more fraud while also declining more good customers. Compare metrics together at the thresholds you could actually operate, rather than selecting a product from a single score.

Metric What it measures Decision use
Fraud capture (recall or true-positive rate) The share of confirmed fraudulent transactions detected. Shows how much known fraud the system catches, but not how many legitimate transactions it blocks.
Precision The share of transactions flagged as fraud that are actually fraud. Low precision creates expensive investigation queues and unnecessary customer friction.
False-positive rate The share of legitimate transactions incorrectly flagged or declined. Use it to quantify lost approvals and avoidable reviews.
False-decline rate Legitimate payments rejected by the final decision. Separates customer-impacting declines from transactions merely sent for review.
Chargeback rate Fraud-related transactions that later become chargebacks, under your defined window. Connects model performance to direct payment losses and fees.
Approval rate The share of attempted legitimate payments that complete successfully. Shows conversion impact when thresholds become stricter.
AUC How well a model ranks positive and negative cases across thresholds. Useful for comparing ranking ability, but it does not tell you the result at your production threshold.

Stripe’s evaluation guidance identifies fraud rate, false-positive rate, chargeback rate, and approval rate as business outcomes. AWS documentation describes capture rate, false-positive rate, precision, and AUC. Use both sets: model measures explain ranking and classification; business measures explain money and customer experience.

Why prevalence changes the answer

Precision depends on the fraud prevalence in the evaluated population. A model tested on a sample containing unusually high fraud can appear precise while producing more false alerts in your normal traffic. Ask the supplier to state the fraud prevalence, payment methods, countries, channels, customer tenure, and time period in every result.

Thresholds are operating choices

A score is not a policy. Your team decides which score ranges are auto-approved, challenged with authentication, sent to manual review, or declined. Request a confusion matrix at each proposed threshold, including true positives, false positives, false negatives, and true negatives. Compare the associated approval rate, review volume, chargebacks, and expected fraud loss. A model-wide AUC of 0.9, for example, cannot tell you whether a threshold that preserves your required approval rate catches enough fraud.

Design a buyer-specific proof of concept

Ask the vendor, in the words used by Stripe’s guide: “What’s the detection accuracy on your specific transaction mix?” Require an answer based on your labels or a clearly described representative test set.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define labels and the observation window. Decide what counts as confirmed fraud, attempted fraud, legitimate dispute, friendly fraud, chargeback, review, approval, and decline. Specify how long after authorization a transaction can receive its final label.
  2. Freeze the evaluation period and population. Include the payment methods, currencies, regions, devices, channels, customer segments, recurring payments, refunds, and account events that matter to your operation. Record the fraud prevalence in the sample.
  3. Separate training from evaluation. Do not let test transactions, later chargeback outcomes, or future customer information leak into model training. Require a dated holdout set or a prospective shadow-mode test.
  4. Agree on common thresholds. Have every option report results at the same business constraints, such as a target approval rate or maximum manual-review volume. If a supplier cannot use your threshold definition, document the difference.
  5. Capture the full scorecard. Record capture, precision, false-positive and false-decline rates, chargebacks, approval rate, review volume, latency, timeout behavior, and the percentage of transactions with missing or stale inputs.
  6. Test stability. Slice results by payment method, market, device, new versus returning customer, transaction value, and fraud type. A good aggregate result can conceal a failing segment.
  7. Run a prospective pilot before enforcement. In shadow mode, score live traffic without changing the customer outcome. Compare predictions with later confirmed outcomes, measure operational workload, and test failover before allowing automated declines.

AWS describes a validation split using 15% of its training data and advises considering more labeled events and retraining when the AUC uncertainty-range difference exceeds 0.1. Those are AWS product-documentation details, not a universal test requirement. Ask each vendor to explain its own split, confidence interval, retraining cadence, and treatment of label delay.

Make explanations useful to investigators and auditors

An explanation should help a person decide what to do next and let the organisation reconstruct why an action occurred. A generic label such as “high risk” is not enough.

What to inspect in a decision record

  • The risk score, decision, threshold version, and timestamp.
  • Reason codes or contributing signals, such as an unusual device, velocity pattern, account change, or payment mismatch, stated in terms an analyst can verify.
  • The data values and source timestamps used for the decision, with sensitive data appropriately masked.
  • Whether the action was approval, decline, authentication request, queue placement, or account restriction.
  • The model, rule-set, and configuration versions active at decision time.
  • The analyst’s disposition, supporting evidence, escalation, and final fraud label.

Control and change management

Ask analysts to demonstrate how they inspect a reason, challenge it, and find the underlying event. Ask administrators to show how a rule or threshold is proposed, approved, tested, deployed, rolled back, and linked to an owner. The system should preserve an immutable history of configuration changes and their rationale, not merely show the current setting.

Saudi Central Bank (SAMA) Rulebook section 5.2 calls for reviewing false positives, false negatives, and fraud alerts; periodic scenario review; validation; and records of configuration changes and their rationale. It states: “Member Organisations should implement and maintain fraud detection systems to identify anomalies in transactional and non-transactional data, and customer or employee behaviour that may be indicators of fraud.” This is a Saudi rulebook requirement for member organisations, not a global checklist.

Explainability is still developing as a technical discipline. IEEE SA P3820 is an active PAR project for evaluating explainability capabilities in anti-fraud AI; its page does not describe an approved standard. Treat it as a standard-development project, not as proof of compliance.

Check data quality before judging the model

Detection quality is bounded by the signals available at decision time. Request a field-level data map covering transaction, customer, device, channel, account, authentication, merchant, and external-risk inputs.

Questions for the data interface

  • Which fields are mandatory, optional, derived, or unavailable for each payment method?
  • How are identifiers mapped across your checkout, payment gateway, customer account, device, and case-management systems?
  • What are the freshness limits for device, velocity, account, and identity signals?
  • How does the service detect malformed, missing, duplicated, or contradictory values?
  • Can you replay a transaction with the exact data that was present when the decision was made?
  • How are labels and analyst outcomes returned for tuning, monitoring, and retraining?

Do not accept a high offline score when production traffic will omit the fields used in the demonstration. Measure missing-input rates and score differences with and without optional signals.

Evaluate integration and real-time behavior

Fraud scoring normally runs inside the checkout authorization window. Additional latency can lower conversion, while an unreliable dependency can create declines or uncontrolled approvals. Trace one transaction from the first event to the final action.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Send the event. Verify authentication, authorization, retries, idempotency, encryption, and whether the API accepts the required payment and customer fields.
  2. Observe the score. Measure p50, p95, and peak latency under realistic volume. Record the response schema, reason codes, and confidence or score bands.
  3. Apply the policy. Confirm how your orchestration layer maps responses to approve, challenge, review, or decline, and whether a policy can vary by market or payment method.
  4. Exercise failure paths. Test timeout, malformed response, rate limit, dependency outage, duplicate event, and delayed callback. Document the safe fallback and who is alerted.
  5. Route the work. Confirm that alerts, evidence, customer contact, and escalation reach the existing case-management system without manual re-entry.
  6. Return outcomes. Send analyst decisions, authentication results, refunds, disputes, and confirmed fraud back to the platform with their timestamps and identifiers.

SAMA’s controls call for timely, complete, and accurate data, integration and regression testing, and links from detection outputs to case-management systems. Use those as design questions where applicable to your jurisdiction and regulated role.

Choose an architecture that matches your control and engineering needs

Deployment approach Strengths Trade-offs to test
Payment-service-provider-integrated tool Payment-flow data may already be available; a separate integration can be smaller. Customization, portability, data access, and control over model changes may be limited.
Third-party machine-learning API Granular controls, multiple data sources, and the ability to use a specialist risk service. Requires API engineering, data mapping, monitoring, latency management, and a contract for service levels.
In-house system Direct control over features, policies, deployment, and data retention. Your organisation owns engineering, model operations, labeling, monitoring, security, and ongoing maintenance.

This three-way framing is also used in Stripe’s payment-fraud evaluation guidance. The right choice depends on your payment volume, fraud expertise, change-control requirements, and tolerance for operational ownership.

Build an operational scorecard, not a vendor-demo checklist

For each candidate, record the following in one comparable sheet:

  • Detection: threshold-specific capture, precision, false-positive rate, false-decline rate, chargebacks, approval rate, and review volume.
  • Data: supported fields, freshness, coverage by payment method, missing-value behavior, and label feedback.
  • Explainability: investigator-visible reasons, evidence links, score and rule versions, audit history, and analyst override recording.
  • Operations: case routing, queue controls, escalation, service-level alerts, dashboards, and on-call support.
  • Performance: latency percentiles, peak throughput, rate limits, timeout policy, retries, and disaster recovery.
  • Governance: access controls, retention, regional processing, change approvals, validation evidence, and model-monitoring reports.
  • Commercial fit: pricing basis, minimum commitments, implementation effort, support scope, and ownership of configuration and model maintenance.

Require written definitions for every metric. “Accuracy” without a denominator, sample period, fraud prevalence, threshold, and label policy is not comparable.

Saudi Arabia

SAMA section 5.2 is marked in force and describes controls for member organisations, including data quality, monitoring, calibration, feedback, reporting, scenario review, and case-management linkage.

United Kingdom

FCA FG24/6 was finalised on November 22, 2024 and last updated April 9, 2025. It addresses payment-services changes concerning delaying outbound payments when there are reasonable grounds to suspect fraud or dishonesty and the treatment of suspicious inbound payments. It is guidance for UK payment-service providers and related institutions, not a universal product requirement.

European Union

Regulation (EU) 2024/1689 contains accuracy, robustness, cybersecurity, and performance-metric provisions for high-risk AI systems. Whether a particular fraud product or use case is classified as high risk requires a legal and compliance assessment; the regulation should not be treated as automatically applicable to every payment model.

Use product examples as starting points, not rankings

Stripe Radar

Stripe describes Radar as covering transaction and account fraud and customer abuse, with processor-integrated use and API access. Its product page includes vendor-reported performance claims. AWS Marketplace lists Radar as a SaaS product sold by Stripe with custom pricing and private offers. These descriptions identify procurement and integration options; they do not establish suitability or independent performance for your business.

Amazon Payment Services Protect and Protect Plus

Official documentation describes Protect as rules-based screening and Protect Plus as real-time behavioral analysis and machine-learning-based fraud protection. The Protect Plus API documentation explains its API integration. Confirm availability in your market, supported payment methods, service levels, data handling, and pilot results before making a decision.

Common evaluation mistakes and their fixes

  • Choosing the biggest accuracy claim: demand threshold-specific confusion matrices and business outcomes.
  • Testing on a vendor’s ideal sample: use your fraud prevalence, channels, geographies, and payment mix.
  • Using training data as proof: require a holdout or prospective shadow-mode evaluation.
  • Accepting opaque reason codes: inspect the investigator workflow and audit record, not just a dashboard label.
  • Ignoring latency and outages: test peak load, timeout paths, retries, and fallback policy inside authorization deadlines.
  • Stopping at detection: verify case routing, analyst feedback, escalation, and confirmed-outcome loops.
  • Assuming one regulation applies everywhere: map obligations to legal entity, jurisdiction, payment role, and use case.

Decision rule

Select the option that meets your minimum fraud-loss and approval objectives at an explicitly documented threshold, provides reasons and change records investigators can use, accepts complete and timely inputs, responds within your authorization budget, and closes the loop through case management and confirmed outcomes. If no candidate meets those conditions in a representative pilot, change the integration or operating design before signing a production commitment.
