The most energy-efficient cloud provider is the one that completes your defined AI task with the least measured energy or emissions while still meeting quality, latency, reliability, security, data-location and cost requirements. Do not choose from a single PUE number or a chip-efficiency slogan. Require workload-specific evidence, understand how emissions are calculated, and run a matched pilot before making a broad claim about which provider is greener.

Start with the workload, not the provider’s headline metric

AI energy use changes with the model, accelerator, software stack, utilization, serving region, electricity mix and operating schedule. A training run, a real-time inference API and a batch embedding job can have very different energy profiles even when they run in the same data center. AWS sustainability guidance identifies services used, energy consumed, the serving region’s grid carbon intensity and renewable-energy accounting as factors that shape a customer workload’s impact.

Write a short workload specification before comparing clouds. Include the model and version, input and output format, target quality, maximum output length, throughput, latency objective, availability target, data volume, training or inference duration, and whether the job can be delayed or moved between regions. Without those controls, a provider can appear efficient simply because it completed less work or produced a lower-quality result.

Define a useful unit of work

Use an intensity metric that reflects the result your team actually values. Examples include watt-hours per completed training run at a fixed validation score, watt-hours per 1,000 inference requests at a stated output length, or grams of carbon dioxide equivalent per million tokens at a specified latency. Report the absolute energy or emissions for the whole job as well as the intensity figure. A low intensity number does not help if the service fails the required quality or reliability target.

Is cloud PUE enough to tell me which AI provider is greener?

No. Power usage effectiveness (PUE) compares non-computing facility energy with the energy used by IT equipment. It describes building overhead, not the energy consumed by a particular model per token, prediction or training run. A site with excellent cooling can still run an inefficient model, an under-utilized accelerator or a wasteful data pipeline.

Google reports a 2025 global fleet-wide average PUE of 1.09. Its definition uses year-round measurements from large-scale data centers after each site becomes stable. The same page cites a 2025 Uptime Institute survey average of 1.54 among respondents’ data centers. Those figures have different scopes and collection methods; they are not a matched provider ranking, and neither converts directly into energy per AI task.

Use PUE as one input

  • Use PUE to understand facility overhead trends and to ask whether a region or site has unusually high overhead.
  • Pair it with accelerator utilization, server power, memory and interconnect behavior, storage and network energy, and the workload’s measured runtime.
  • Ask whether the number is a fleet average, a regional value, an annual value or a design estimate.
  • Do not infer that a provider with the lowest published PUE will produce the lowest emissions for your model.

Ask exactly how energy and emissions are measured

Provider dashboards may show measured electricity, modeled allocation, or an emissions estimate calculated after the fact. Request the measurement boundary and uncertainty in writing. A useful disclosure states whether it covers the accelerator only, the complete server, facility overhead, storage and networking, or allocated lifecycle emissions from equipment manufacture. It should also say whether values are measured or modeled, how shared equipment is allocated, and how long reporting is delayed.

Location-based and market-based results answer different questions

Google’s Carbon Footprint materials distinguish location-based accounting, which applies emissions factors for the local electricity grid, from market-based accounting, which incorporates the provider’s purchases of carbon-free energy. Location-based results approximate the physical grid impact of running in that place and time. Market-based results describe the contractual or procurement instruments the provider uses. They should not be treated as interchangeable or added together.

Ask for both views where available, the scopes included, the emissions factors and their publication date, and the allocation level (organization, project, service, region or individual workload). A company-wide carbon-free-energy percentage does not prove that your job ran on carbon-free electricity every hour. Google reported approximately 65% carbon-free energy across its data centers and offices in 2025, compared with 66% in 2024; that is a company-wide figure, not a workload-level guarantee.

Information to capture for every result

  • Region, availability zone or data-center grouping.
  • Run start and end times, including the time zone.
  • Model, software, driver, framework and container versions.
  • Instance or accelerator family, memory size and interconnect.
  • Average and peak utilization, batch size and concurrency.
  • Energy boundary, emissions method, grid factors and reporting delay.
  • Quality score, output length, throughput, latency and failed or retried work.

Evaluate hardware and software together

Performance per watt is meaningful only when the hardware performs the same task to the same quality target. Compare equivalent model variants, precision settings, context lengths, batch sizes and service-level objectives. A faster accelerator can consume more instantaneous power yet use less total energy by finishing sooner; an inexpensive instance can be environmentally inefficient if it causes extra data movement or repeated retries.

Google Cloud’s AI sustainability guidance organizes improvement around the “4Ms”: Model, Machine, Mechanization and Map. In practice, that means selecting an efficient model, choosing a specialized accelerator that fits the workload, automating resource use and scheduling, and placing work in an appropriate region. The same guidance recommends monitoring token use, energy and carbon, efficient data loading, inference batching and caching, and carbon-aware scheduling for flexible jobs. These are design practices, not guaranteed percentage savings for every application.

Model and serving choices

  • Test a smaller or sparse model against the quality threshold instead of assuming the largest model is necessary.
  • Measure prompt and completion tokens separately; uncontrolled output length can dominate inference energy.
  • Batch asynchronous requests and cache repeatable results when latency requirements permit.
  • Prevent idle replicas, oversized context windows and frequent cold starts.

Machine and pipeline choices

  • Match accelerator memory and interconnect to the model so that work does not spill into slower devices or repeated transfers.
  • Keep data near the compute region when lawful and secure; unnecessary movement consumes resources and adds latency.
  • Use autoscaling and shut down development, test and temporary capacity when it is not needed.
  • Monitor utilization, queue time, retries, checkpoint frequency and storage growth, not just the invoice.

What the major providers’ published figures do—and do not—show

Public infrastructure claims can help you form questions, but they are not an apples-to-apples ranking. The following figures have explicit boundaries:

Provider and figure Scope stated by the provider How to use it
Google: 1.09 average PUE in 2025 Global fleet-wide annual average for large-scale data centers measured year-round once stable Evidence about facility overhead; not energy per model or token
AWS: up to 50% lower mechanical energy during peak cooling Expected result for a new cooling design versus its previous design, without increased water use per megawatt A bounded infrastructure claim, not a measured result for your workload
AWS: up to 60% less energy for the same performance Provider comparison of Graviton-based EC2 instances with comparable instances Ask whether your software, architecture and performance target match the comparison
Google AI: over three times more compute performance per unit of energy in 2025 than five years earlier Internal analysis of estimated energy for comparable CPU and GPU/TPU work in 2020 and 2025 Shows a time-trend claim, not a cross-provider benchmark
Google AI: nearly 30 times more power efficient Seventh-generation Ironwood TPU versus the first Cloud TPU from 2018, using peak FP8 FLOPS per watt of thermal design power per chip package Hardware-generation comparison with a specific metric and boundary

Do not turn Google’s 4Ms estimates, including claims about sparsity, specialized processors, cloud versus on-premises deployment or region choice, into universal guarantees. Likewise, AWS’s cooling and processor figures should remain attributed provider comparisons unless an independent, matched test confirms them.

Compare regions, timing and carbon-aware operation

Region selection affects grid intensity, available hardware, latency, data residency and price. A region with a higher monetary price can have a higher carbon-free-energy score and lower market-based emissions, so cost is not a reliable environmental proxy. Conversely, moving data or user traffic to a distant region can add network energy, latency and compliance risk.

Separate inflexible work from deferrable work. Real-time inference usually must stay near users and meet a strict latency objective. Batch training, evaluation and backfills may be shifted to a lower-carbon time or region if the provider exposes sufficiently current carbon signals and your governance permits it. Record the scheduling rule, the signal used and any deadline or capacity failures; “carbon-aware” is not meaningful without those details.

Check operational controls and hidden waste

Azure Well-Architected sustainability guidance recommends right-sizing, autoscaling and removing idle or redundant resources. It also warns that low spending can hide environmental inefficiency when an application generates excessive telemetry, moves data unnecessarily, uses poorly optimized flows or maintains more resilience than the service objective requires.

Ask each provider how you can attribute energy or emissions to a project, service, region and workload; export the data; and reconcile it with runtime logs. Verify that dashboards include failed jobs, retries, idle reservations, storage and network services where relevant. A control that cannot be audited is difficult to use in procurement or climate reporting.

Run a matched pilot before selecting a provider

A short, controlled pilot is more informative than a company-wide sustainability slogan. Use the same model, data sample, software behavior and service objective wherever each provider supports them.

  1. Freeze the workload. Record model weights, tokenizer, framework, drivers, precision, batch size, context length, prompt set, quality tests, output limits and concurrency.
  2. Select comparable capacity. Choose instance or accelerator families with enough memory and equivalent interconnect needs. Document any provider-specific optimizations rather than hiding them.
  3. Fix the service objective. Set the same throughput, latency percentile, availability target and quality threshold. Decide how failed or retried runs are counted.
  4. Run repeated trials. Warm up the system, then collect enough runs to expose normal variation in utilization, queueing and power. Record the exact region and run window.
  5. Capture impact data. Export energy or emissions values, the boundary, location-based and market-based methods, grid factors, allocation model, reporting delay and uncertainty.
  6. Calculate both absolute and intensity results. Report total energy and emissions for the job, then divide by the agreed useful unit such as completed training run, request or token.
  7. Apply non-environmental constraints. Include cost, latency, reliability, security, data residency, capacity and operational effort. Eliminate options that fail a mandatory requirement.
  8. Document limitations. State which values are provider estimates, which are measured, and which services or lifecycle stages are excluded.

A 2022 Microsoft Research paper describes estimating real-time operational carbon with location-based, time-specific marginal emissions per unit of energy and identifies provider, region, instance type and scheduling as possible levers. It is a research approach, not proof that a current commercial service exposes that exact signal or granularity.

Use a decision scorecard that preserves trade-offs

Category Questions to score Evidence to require
Workload result Does the provider meet quality, throughput and latency with low energy per useful unit? Repeated matched-pilot measurements and configuration logs
Measurement boundary What energy, facility overhead and lifecycle stages are included? Methodology, allocation rules, uncertainty and reporting delay
Hardware fit Is the accelerator available, utilized and supported for this model? Instance specifications, utilization and equivalent-task performance
Location and timing Can work run in an eligible, lower-carbon region or time window? Region-level carbon data, CFE accounting and scheduling controls
Operational controls Can you right-size, autoscale, stop idle capacity and monitor impact? Configuration controls, APIs, alerts and exportable reports
Business constraints Does it satisfy cost, reliability, security, residency and capacity needs? Service-level terms, pricing model, compliance documentation and capacity commitments

Weight categories according to the workload. For latency-sensitive inference, reliability and region may be gating requirements. For flexible training, energy intensity and time-shifting capability may receive more weight. Keep the raw measurements alongside the score so a change in model, region or grid factors can be reevaluated.

Common mistakes to avoid

  • Choosing by PUE alone: facility overhead does not measure model energy.
  • Comparing unmatched chips: peak FLOPS per watt is not equivalent to energy per completed, quality-controlled task.
  • Mixing accounting methods: location-based and market-based emissions answer different questions.
  • Using a company-wide CFE percentage as a workload guarantee: hourly, regional and project-level conditions can differ.
  • Assuming cheaper is greener: unnecessary movement, telemetry, retries and redundancy can waste resources without increasing the bill proportionally.
  • Ignoring utilization: an efficient accelerator running mostly idle can lose to a less advanced device that stays well utilized.
  • Publishing a universal winner: no current independent, matched three-provider benchmark establishes one provider as most efficient for every AI workload.

Bottom line for procurement

Request transparent, workload-level measurements from every viable provider; compare the same task, quality and service objective; separate facility PUE from application energy; examine both location-based and market-based emissions; and test region, hardware, scheduling and operational controls in a pilot. The defensible choice is the provider that demonstrates the lowest impact for your actual workload without violating its latency, reliability, security, residency or cost requirements—not the provider with the most impressive standalone sustainability number.
