The right Australian cloud provider is the one that can prove it fits your specific AI workload and data classification—not simply one that advertises “AI-ready” infrastructure or Australian data residency. Validate accelerator capacity, measured performance, assurance scope, ownership and access controls, resilience, full cost, portability, and environmental reporting before signing a contract.

Start with the workload, not the provider list

Inference, fine-tuning and model training place very different demands on a cloud service. An inference API may need predictable low latency and high concurrency; fine-tuning needs sustained accelerator time, fast dataset access and repeatable environments; large training runs add multi-node networking, checkpoint storage and guaranteed capacity. A provider that is excellent for one pattern may be unsuitable for another.

Write a workload specification

Give every shortlisted provider the same written profile:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Purpose: real-time inference, batch inference, fine-tuning or pre-training.
  • Model, framework and accelerator requirements, including supported versions.
  • Input and output volume, target latency, concurrency and batch size.
  • Expected utilisation, peak periods and whether demand is predictable.
  • Dataset size, storage throughput, retention period and backup needs.
  • Required regions, recovery objectives and any restrictions on where data may be processed.

Ask for a demonstration using your model, representative data characteristics and required security controls. A quoted theoretical peak is not the same as measured end-to-end throughput or cost per useful output.

Verify GPU and accelerator capacity in Australia

“Which Australian cloud provider has GPUs for AI?” cannot be answered reliably from a marketing page. Capacity changes, may be available only by reservation, and can differ between Australian regions. Obtain a written capacity statement for the exact service.

Questions to put in the capacity statement

  • Which GPU or other accelerator models are available, and how much VRAM does each provide?
  • Are single-node and multi-node configurations supported? What interconnect is used between nodes?
  • How much capacity is physically available in each Australian region, rather than merely planned?
  • Is capacity on demand, reserved, queued or subject to approval? What happens during a shortage?
  • What replacement capacity is offered if an accelerator host fails?
  • Are your model, framework, driver and container versions supported?

For training, test distributed jobs and checkpoint recovery. For inference, measure latency at your expected concurrency and at peak load. Record accelerator utilisation, tokens or predictions per second, queue time, storage wait time and total cost. Require the provider to identify which figures are measured and which are advertised limits.

Check the entire data path

GPU location alone does not tell you where an AI workload operates. Map the movement and copies of prompts, source data, model weights, outputs, logs, telemetry, backups and metadata.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Storage and networking checks

  • Measure storage throughput and latency from the accelerator nodes to your datasets.
  • Confirm network bandwidth and latency to on-premises systems, users and other cloud services.
  • Identify ingress and egress charges, including transfers between regions.
  • Document backup and replication locations and the maximum time before deletion.
  • Ask where temporary files, crash dumps, support bundles and monitoring data are stored.

Define deletion evidence in the contract. “Deleted” should specify the systems covered, the time frame, treatment of replicas and the evidence supplied after termination.

Australian residency is not the same as sovereignty

Australian data residency can help satisfy a locality requirement, but it does not by itself establish sovereignty, security or suitability. For “Is Australian data residency enough for AI data?”, the answer is no.

Assess six sovereignty dimensions

  1. Location: Where are customer data, prompts, outputs, logs, backups and metadata stored and processed?
  2. Control: Who owns and controls the provider and its parent companies?
  3. Access: Which staff, administrators and support teams can access systems, and from which countries?
  4. Subcontractors: Which suppliers operate facilities, networking, support, monitoring or managed software?
  5. Law: Which foreign laws, warrants or data-access regimes could apply to the provider or its suppliers?
  6. Keys and handling: Where are cryptographic keys held, and where can unencrypted data be handled during support or maintenance?

Request a current ownership diagram, support-location list, subcontractor register, data-flow diagram and access-control description. Australian facilities are useful evidence, but the Australian Cyber Security Centre cautions against relying on one factor. Its cloud assessment guidance states: “Cloud consumers need to consider all aspects of a CSP to make an informed decision about its use and not rely on a single factor to determine a CSP’s suitability to handle a cloud consumer’s data.” The guidance was published on 27 July 2020 and last reviewed on 18 January 2024.

Match assurance to the data classification

Certification is scoped to a particular service or facility. A company appearing in a government directory does not mean every product it sells is certified.

How the Hosting Certification Framework fits

The Australian Government’s Hosting Certification Framework (HCF) distinguishes Certified Strategic, Certified Assured and Uncertified providers. Strategic certification offers additional protections and is available only to providers that allow government to specify ownership and control conditions. The appropriate level depends on the customer’s risk profile and the classification and sensitivity of the data.

The HCF directory lists cloud services separately from certified data-centre facilities. Check the live directory for the exact service name, region, assurance level, certification dates and facility covered. Do not infer coverage for a GPU service, managed database, backup product or AI platform that is not listed.

Public-sector requirements for OFFICIAL information

The current Protective Security Policy Framework (PSPF) advisory says entities may use generative AI subject to existing responsibilities. For OFFICIAL information, access must be limited to generative-AI products hosted on HCF providers, OpenAI or Anthropic, or providers that have undergone a foreign ownership, control or influence (FOCI) risk assessment, with the relevant technology authorisation process followed.

Treat this as a starting point only: confirm the current entry and scope in the live HCF directory before procurement. Private organisations can use the same evidence questions even when PSPF does not legally apply.

Evaluate security and privacy controls in detail

Ask for the security assessment evidence that applies to the exact service boundary, not a corporate brochure. Review encryption in transit and at rest, key ownership, hardware isolation, identity federation, privileged-access controls, logging, vulnerability management and incident response.

Evidence to request

  • Independent assurance reports and the period they cover.
  • Shared-responsibility documentation showing what your team must configure.
  • Physical locations where unencrypted data or keys can be handled.
  • Retention schedules for prompts, outputs, logs, support tickets and telemetry.
  • Incident-notification deadlines, investigation access and customer communications.
  • Subprocessor change notices and your right to object or terminate.

For model fine-tuning, clarify whether provider personnel or automated services can use your data to improve a shared model. Require an explicit contractual answer rather than relying on a default console setting.

Test reliability, support and regional recovery

AI services can fail because of accelerator shortages, storage bottlenecks, networking problems or software maintenance—not only because a virtual machine is down. Compare the operational service actually offered.

Area What to compare
Service commitment Availability target, exclusions, maintenance windows and service credits
Capacity continuity Reserved capacity, queue priority and replacement accelerators after failure
Recovery Recovery time objective, recovery point objective and cross-region failover
Support Coverage hours, support location, severity definitions and escalation path
Operations Monitoring, customer-visible status, incident notification and post-incident reports

Run a failure exercise: stop a worker, revoke a key, restore a checkpoint and move inference to the documented recovery region. Record the actual recovery time and any data loss. An SLA that excludes capacity shortages or scheduled maintenance may not protect an AI production workload.

Protect portability and your exit options

AI lock-in can arise from proprietary APIs, model formats, orchestration tools, networking and accumulated data-transfer charges. Evaluate exit terms before deployment.

Contract and architecture questions

  • Can you export datasets, logs, model weights, fine-tuning artefacts and configuration in documented formats?
  • Do APIs support open interfaces, and can containers run on another compatible platform?
  • What are egress rates, minimum commitments, reservation cancellation rules and idle-resource charges?
  • Will the provider supply termination assistance, migration engineering and deletion certificates?
  • Are there restrictions on moving workloads, using third-party tools or replicating data elsewhere?

Keep model weights, training data manifests, infrastructure definitions and evaluation scripts outside provider-specific consoles where possible. Test an export and restore before committing to a long training programme.

Compare total cost, not the GPU hourly rate

Request a like-for-like quote that includes:

  • Accelerator time and reserved or committed capacity.
  • Idle time, queueing and minimum billing periods.
  • Persistent storage, snapshots, backups and replication.
  • Data transfer, inter-region traffic and egress.
  • Support plans, managed services and software licences.
  • Security tooling, observability and compliance features.
  • Migration, termination assistance and data-exit costs.

Model at least three utilisation levels—steady, expected and peak—and include the cost of failed jobs, checkpoint storage and recovery capacity. No current, comparable public price ranking establishes one Australian provider as cheapest for all AI workloads; only a workload-specific quote can do that.

Include energy, water and local capability

Ask for facility-specific power and water information rather than a corporate sustainability slogan. Useful evidence includes cooling design, power-usage and water-use metrics, renewable-energy arrangements, demand-flexibility plans and the boundary of reported figures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Department of Industry, Science and Resources expects new or expanded data-centre and AI infrastructure to consider national interest and sovereignty, protect sensitive data, support the energy transition, use water sustainably, invest in Australian skills and jobs, and strengthen local research capability. These are infrastructure expectations, not substitutes for workload due diligence.

A September 2026 consultation paper reproduced an Australian Energy Market Operator Step Change scenario projecting data-centre electricity consumption in the National Electricity Market from 5 TWh in 2025–26 to 34 TWh in 2035–36. This is a projection, not a measured result. The consultation closed on 9 October 2026; proposed nationally consistent standards for large data centres should not be treated as law without checking their current legal status.

Use directories and provider examples correctly

The HCF directory currently identifies AWS, AUCloud, Centorrino Technologies, Deloitte, Emantra, GoHosting, Google, IBM, Ironstar, Macquarie Technology, Microsoft Azure, Oracle, Secure Collaboration, Sliced Tech and Vault Cloud as Certified Strategic Service offerings. It separately lists certified strategic facilities operated by organisations including AirTrunk, Australian Data Centres, Canberra Data Centres, Digital Realty, Equinix, Macquarie Technology and NEXTDC, among others.

These entries support a shortlist; they do not prove GPU availability, performance, pricing or certification of every product. Scaile describes a GPU-as-a-Service platform delivered by xAmplify in partnership with Vast Data and AUCloud, stating that data, metadata, monitoring and support data remain in Australia. Treat those statements as vendor claims and request the architecture, independent assurance, capacity, supported models, performance figures, pricing and contractual commitments. Austrade’s industry capability report also describes Australian data-centre and GPU deployment capabilities, including a NEXTDC case study; verify current details directly.

A practical selection process

  1. Classify the data. Separate public, personal, commercially sensitive, classified and regulated data, including prompts and logs.
  2. Write acceptance tests. Set latency, throughput, concurrency, recovery, residency, retention and deletion requirements.
  3. Shortlist by hard gates. Remove services that lack the required HCF or other assurance, region, ownership condition or accelerator type.
  4. Run an identical proof of concept. Use the same model, dataset profile, security controls and measurement method for each candidate.
  5. Score operations and sovereignty. Verify support locations, subcontractors, incident handling, key control and failover—not just benchmark speed.
  6. Price the complete lifecycle. Include utilisation, storage, transfer, support, migration and exit.
  7. Negotiate evidence and remedies. Put capacity, data handling, notification, deletion, portability and service credits into the contract.
  8. Revalidate periodically. Certification scope, GPU inventory, subcontractors, ownership and policy requirements can change.

Common selection mistakes

  • Choosing a “sovereign” or “AI-ready” label without examining ownership, foreign access and subcontractors.
  • Assuming a certified company means every service and region is certified.
  • Comparing advertised GPU specifications instead of measured workload throughput.
  • Ignoring logs, backups, metadata and support data when checking residency.
  • Using a low accelerator price that excludes storage, egress, support or idle time.
  • Waiting until termination to discover proprietary model formats or expensive data export.
  • Accepting generic sustainability claims without facility-level power and water reporting.

The strongest decision record explains which requirements were non-negotiable for the data class, which were trade-offs, what was measured, and what the contract requires the provider to maintain.
