A secure access platform for globally distributed data centers should decide every request from verified identity, device posture, resource context and explicit policy—not from network location alone. It must apply least privilege, segment access to the specific applications or systems needed, continuously monitor sessions and produce usable logs across on-premises facilities, cloud environments and hybrid connections.
Global data-center access is an architecture and operations problem, not a product-label problem. Use the criteria below to compare zero trust network access (ZTNA), security service edge (SSE), secure access service edge (SASE), VPN and network-appliance approaches against your users, resources, identity systems, endpoint controls and incident-response capability.
Why global data-center access needs a different security model
Geographically distributed data centers, public-cloud services and remote users create a network landscape that no longer has a single trusted perimeter. NIST’s zero trust project describes the change directly: “A zero trust cybersecurity approach removes the assumption of trust typically given to devices, subjects (i.e., the people and things that request information from resources), and networks.”
In practice, a request from an office network is not automatically safer than one from a home connection, and a device that authenticated successfully yesterday may be unsafe today. Access decisions should evaluate the requesting person, service identity or device, the target resource, current device health, risk signals and the action being requested.

NIST Special Publication 800-207A addresses this problem in multi-location environments that combine enterprise-operated data centers with cloud and on-premises resources. The users may include employees, contractors, partners, administrators, applications and automated service identities. A platform that only handles one workforce directory or one network segment will leave important paths outside policy.
The capabilities to require
Identity-centered authentication and authorization
Start with the identity architecture. The platform should integrate with the organization’s authoritative identity provider and apply consistent policy to employees, contractors, partners and non-human identities. Ask whether it supports strong authentication, role or attribute-based rules, short-lived sessions and rapid revocation when an account, credential or contract changes.
Authentication proves who or what is requesting access; authorization must still determine what that identity may reach. A user who can administer one production service should not automatically receive network-level access to every system in the facility.

Device posture and health signals
NIST’s zero trust guidance calls out device-health attestation as an access input. The platform should be able to consume endpoint-management or security signals such as supported operating-system versions, encryption, screen-lock status, endpoint protection, certificate state and recent compliance check-in. Define what happens when posture is unknown or deteriorates: deny access, require remediation, allow a restricted session or permit only low-risk resources.
Document the freshness of posture data. A check performed at sign-in may not be enough for a long administrative session, so determine whether posture can be reevaluated continuously or at defined intervals.

Least privilege and application-level segmentation
Prefer policies that expose only the intended application, API, server or management function instead of placing a remote user on a broad routed network. Granular rules reduce lateral-movement opportunities and make access reviews meaningful.
- Specify the exact resource, port, protocol or application being granted.
- Separate production, development, backup, management and building-control networks.
- Use time limits, approval gates or just-in-time elevation for sensitive administration.
- Keep service-to-service permissions distinct from human administrator permissions.
Ask an evaluator to demonstrate that a session authorized for one resource cannot discover or connect to adjacent systems without a separate policy decision.

Coverage across on-premises, cloud and hybrid resources
Inventory every access path before selecting a platform. Include colocation and enterprise data centers, virtual machines, containers, SaaS administration consoles, private applications, APIs, legacy protocols, out-of-band management and cloud control planes. Confirm how the platform reaches resources that cannot run a modern agent and how it handles overlapping address spaces or multiple cloud accounts.
Coverage also includes geography. Test connectivity and policy enforcement from representative offices, home networks, partner locations and administrator travel sites. Do not infer worldwide performance, local support or data residency from a marketing map; those are procurement claims that require current, region-specific validation.
Continuous monitoring and actionable logging
Logs should show who or what requested access, the device and posture observed, the policy decision, the target resource, session start and end, significant actions, failures and any policy changes. Check whether events can be exported to the organization’s security information and event management system, correlated with endpoint and identity alerts, and retained for the required period.

Integration and deployment model
NIST’s implementation guidance treats identity, endpoint, network and security-analytics capabilities as supporting parts of a zero trust architecture. Map the proposed platform to existing directories, multifactor authentication, endpoint-management tools, certificate services, configuration management, vulnerability data, ticketing and incident-response workflows.
Clarify where enforcement points run: cloud service, data-center connector, host agent, gateway, browser session or a combination. Determine how traffic is routed, what must be installed on each resource, how upgrades are staged and whether a failure blocks all access or only a protected application.
Compare the main architecture categories
| Category | What it can be useful for assessing | Questions to ask |
|---|---|---|
| ZTNA | Policy-based access to defined applications, data and services; CISA characterizes it as a way to provide more secure remote access under defined controls. | Can policy use identity and device context? Does a connection reveal only the intended resource? Can access be reevaluated during a session? |
| SSE | A cloud-delivered collection that can include ZTNA, cloud secure web gateway, cloud access security broker and firewall-as-a-service capabilities. | Which components are actually needed? Are policy, identity signals, inspection and logging coordinated rather than managed as separate silos? |
| SASE | A combined security and network-service approach for modern enterprise networks. | Does the combined model fit the existing WAN, routing, branch and data-center architecture? Which functions remain on premises? |
| Traditional VPN or network appliance | An existing method that may remain necessary for legacy protocols, site-to-site links or transitional deployments. | What network reach does a connection grant? How are segmentation, configuration review, logging, emergency access and credential revocation controlled? |
NIST SP 800-215 surveys these approaches without declaring one universally superior. Compare resource coverage, policy granularity, identity and endpoint integration, monitoring, deployment fit and operational complexity against actual use cases. A hybrid design may be appropriate while legacy systems are replaced, but each remaining broad network path should have an owner, a review date and a migration or compensating-control plan.
A practical evaluation process
1. Build an access and resource inventory
- List every user population, service identity, administrator group and external organization.
- Map each population to the data center, cloud account, application, API, operating system and management interface it needs.
- Record protocols, dependencies, peak locations, maintenance windows and systems that cannot accept an agent or modern authentication.
- Mark sensitive resources such as identity infrastructure, hypervisors, backup systems, domain controllers, safety systems and customer-data stores.
Use this inventory as the test set. A platform that works for a web application but cannot safely handle the organization’s most important legacy or administrative path is not a complete answer.

2. Translate risks into policy tests
- Require a known identity and approved multifactor method.
- Require a compliant device for ordinary administration and define a separate, tightly controlled break-glass path.
- Permit access to one named resource while denying adjacent systems.
- Change a user role, device posture or risk signal and verify that access changes promptly.
- Revoke a session and confirm that tokens, connectors and cached credentials cannot continue the connection.
- Generate an auditable record for approvals, denials, policy edits and administrative actions.
Ask each supplier to demonstrate these tests with your identity groups, endpoint signals and representative resources. Screenshots or a feature checklist are not substitutes for a working proof of policy enforcement.
3. Test failure and recovery behavior
Secure access must remain manageable during outages and incidents. Test loss of the identity provider, connector, policy service, endpoint-management feed and logging pipeline. Establish whether the default is fail-open or fail-closed for each resource class, how long existing sessions persist, and how emergency access is approved and recorded.
Write a runbook for a compromised account, stolen administrator device, malicious remote-access tool, misconfigured policy and unavailable data-center link. Include named responders, out-of-band communication, rollback steps and post-incident access review.
4. Validate operations at global scale
Measure connection setup, application responsiveness and policy-decision reliability from representative regions and network types. The supplied official material does not establish a vendor performance ranking, regional latency result, service-level commitment or data-residency term, so those facts must come from current technical tests and contract documents.
Check support hours, escalation routes, maintenance notifications, upgrade controls, local points of presence, connector redundancy and the process for changing policy across time zones. A platform can have strong controls yet create operational risk if a small team cannot review alerts or safely modify rules during an incident.

Remote-access risks that product selection cannot remove
CISA’s Guide to Securing Remote Access Software, dated June 6, 2023, notes that remote-access tools have legitimate operational uses but can be co-opted by threat actors. CISA and partner agencies also warned in June 2024 about risks associated with misconfigured traditional remote access and VPN deployments.
- Remove unused remote-access software and restrict installation rights.
- Maintain an approved software inventory and alert on unapproved tools or unexpected new services.
- Require multifactor authentication, strong administrative separation and rapid credential revocation.
- Log remote sessions and investigate unusual destinations, timing, duration and privilege changes.
- Review firewall, VPN, connector and identity policies after every major network or organizational change.
- Keep a tested emergency procedure that can disable a compromised access path without disabling unrelated operations.
These controls address configuration discipline and response. Buying a ZTNA, SSE, SASE or appliance product does not by itself create least privilege or continuous monitoring.
Implementation evidence and how to interpret it
NIST SP 1800-35, published in June 2025, documents 19 interoperable, open-standards-based zero trust architecture implementations developed with commercial technology collaborators. The count describes example implementations and interoperability work; it is not an effectiveness score, certification, endorsement or head-to-head product test.
Use such implementation material to understand possible design patterns, integration points and sequencing. Then verify that the proposed architecture works with your own identity systems, endpoint telemetry, applications, network routes, logging requirements and operational staffing.
Procurement questions that expose hidden gaps
- Which resources and protocols are supported without redesign, and which require agents, proxies or gateways?
- Can one policy evaluate identity, device posture, resource sensitivity, time, location and risk together?
- How quickly do role changes, device quarantine and credential revocation take effect?
- Can administrators delegate policy safely without granting broad platform control?
- What exact events are logged, where are they stored, and can they be exported to existing analytics?
- How are connectors upgraded, made redundant and isolated from protected workloads?
- What happens during identity, policy, connectivity or logging outages?
- How are emergency and break-glass sessions approved, limited and reviewed?
- What are the tested service levels, support commitments, data locations and retention terms for each region?
- Which capabilities are included in the quoted edition, and which require additional services or infrastructure?
Current pricing, regional service quality, data-location guarantees and contractual service levels are not established by the standards and guidance cited here. Treat them as due-diligence items requiring written, region-specific confirmation.
A decision framework for the final shortlist
Score each candidate against the same weighted scenarios rather than counting feature names. Give the highest weight to protection of critical resources and the ability to enforce narrow policy. Then assess identity and endpoint integration, visibility and response, coverage of legacy and cloud systems, resilience, deployment effort and total operational workload.
Reject a candidate that cannot produce an auditable decision for a high-value resource, cannot limit access more narrowly than a broad network segment, or cannot support a safe recovery path. Keep a documented exception for every legacy dependency and assign a date or measurable condition for reducing it.
