The right PDF editor is defined less by its annotation tools than by four practical capabilities: OCR that makes scans searchable (and, when needed, editable), redaction that removes content and hidden data, conversion that produces the exact formats your workflow requires, and AI chat that answers questions or safely carries out edits. Compare those capabilities on representative files, then verify the exact plan, operating system and edition before buying.
Start with the four capabilities you actually need
“PDF editor” can describe anything from a basic viewer with highlighting to a full production application. A useful comparison starts with the job your documents must perform rather than a feature-count list.
- OCR and scan handling: Can the editor process an existing scan or image? Does the result become searchable, editable, or both? Is OCR included in the edition and workflow you intend to use?
- Redaction and sanitization: Does the tool remove selected content instead of merely drawing a black rectangle? Can it address metadata, hidden layers and embedded objects, search for repeated sensitive strings, and let you review the saved file?
- Conversion: Which direction and destination formats are supported? Does conversion preserve the layout, tables, fonts and data that matter to you?
- AI chat: Is chat limited to answering questions about a document, or can it edit the PDF and perform multi-step actions? When does it ask for confirmation, and how will you check its answers?
Feature names alone do not prove quality, security or availability. The official materials for the products discussed below document advertised workflows, not controlled comparative tests, redaction certifications, accuracy rates or a complete plan matrix. Treat the examples as capabilities to verify, not as a ranking.

OCR: make scanned pages searchable and, when possible, editable
OCR (optical character recognition) turns letters represented as pixels in a scan or image into a text layer. Without that layer, a PDF may look like a page but behave like a photograph: search, copy, accessibility tools and text editing cannot reliably find the words. Adobe explains that its Scan & OCR workflow recognizes text in a scan and can make the PDF searchable and editable. Its OCR overview describes extracting text from scanned documents or images into searchable, editable PDFs.

Can I search a scanned PDF?
Yes, if an OCR pass creates a text layer. A typical workflow is:
- Open the scanned PDF or image in the editor.
- Choose the OCR command (Adobe labels the workflow Scan & OCR) and select the document language or languages when offered.
- Run recognition on the current page or the entire file.
- Save a new copy, then use the editor’s search command to test words from several pages.
- Copy a paragraph into a plain-text editor and inspect it for recognition errors before relying on the text.
OCR does not improve the underlying photograph. Skewed pages, faint printing, unusual typefaces, handwriting, columns, tables and page damage can all produce incorrect characters or reading order. Search a heading, a number and a proper name from different pages; a single successful hit is not a quality assessment.
Searchable versus editable output
Editors may offer more than one OCR output mode. A searchable image keeps the original page appearance and places an invisible text layer over it. An editable-text mode reconstructs text objects that can be changed, but reconstructed line breaks, columns and tables may differ from the scan. Foxit PDF Editor for Mac’s version 2026.2 manual documents OCR output choices that include searchable text/image representations. Because that detail is tied to a Mac manual and version, confirm equivalent choices on your platform.

OCR questions to ask before choosing an editor
- Can it OCR a PDF that was scanned elsewhere, or only pages captured inside the application?
- Does it process a whole multi-page file in one operation?
- Which languages and mixed-language pages are supported?
- Is the result searchable, editable, or selectable as text for copying?
- Can you preserve the original visual page while adding the text layer?
- Where is OCR available: desktop, browser, mobile, or only a paid edition?
Redaction: removal and sanitization, not a black mark
Redaction is for information that must not be recoverable, such as identification numbers, addresses, health details or confidential clauses. Drawing a colored rectangle over text is annotation, not secure redaction; the covered text may remain selectable, searchable or present in an earlier object layer.
What a proper redaction workflow does
- Make a working copy of the original so the unredacted source is retained under appropriate access controls.
- Search for each sensitive term, number pattern or person’s name. If the editor supports a global search-and-redact operation, use it to find repeated instances.
- Mark the exact text, image region or page area for redaction. Inspect nearby characters so you do not remove more than intended.
- Apply the redactions. The application should replace or remove the selected content rather than merely placing an overlay.
- Run the product’s sanitization or hidden-information cleanup step, when available, to address metadata, hidden layers, attachments and embedded content.
- Save an output copy, close it, reopen it and test search, text selection, copy and extraction for the redacted terms. Check thumbnails and any alternate layers as well.
Adobe’s “Remove Sensitive Information” tutorial describes permanently removing visible content and sanitizing additional hidden information such as metadata, embedded content or hidden layers. That is a vendor-described workflow; it is not independent verification of every saved file or configuration.
Search-and-redact at scale
For repeated values, manual page-by-page marking is easy to miss. Foxit PDF Editor for Mac’s protection manual version 2025.3.0 describes Search & Redact for finding and removing content in one or multiple PDFs, and describes Foxit Smart Redact as an AI-based redaction capability. Confirm the platform and edition before assuming those functions are present in your installation. Even with automation, review every match: a common name or number can occur in a legitimate context that should remain visible.

Redaction checks that belong in your acceptance test
- Search the reopened output for an exact redacted phrase and for fragments of it.
- Try selecting and copying text across the redacted area.
- Inspect document properties, comments, attachments, layers and hidden objects.
- Check that bookmarks, forms and hyperlinks do not expose the removed value.
- Keep an audit record of who marked, applied and reviewed the redactions when the document is regulated or legally significant.
Conversion: define the destination before you compare buttons
“Convert PDF” is not a single requirement. A text-heavy contract converted to a word-processing file has different success criteria from a spreadsheet converted to a table, a page exported as an image, or a web archive generated as HTML. Identify both direction and destination first.

Foxit PDF Editor for Mac’s 2026.2 manual lists conversion from PDF to Microsoft Office formats, images, HTML, text and XML 1.0. Those options are documented for that Mac manual version; do not generalize them to every Foxit platform or edition without checking.
How to test conversion
- Choose a representative file containing the hardest elements in your real workload: tables, footnotes, columns, forms, images and nonstandard fonts.
- Convert in the direction you need and record the exact output format and settings.
- Compare page count, headings, table cells, hyperlinks, images, dates and numerical values with the original.
- Edit the converted file, save it, and reopen it in the destination application to catch compatibility problems.
- If the result will be sent back to PDF, export it again and compare the final rendering with the source.
A conversion feature can exist while still being unsuitable for a high-fidelity publishing workflow. Your acceptance test should measure the elements you cannot afford to repair manually.

AI chat: distinguish questions, edits and actions
AI chat in a PDF editor can mean three different things: asking about document content, requesting natural-language text edits, or instructing the application to perform a multi-step task. Those modes have different risks and should be evaluated separately.
Document question answering
A chat panel may analyze the open document and answer questions such as “Which date does the agreement specify?” or “List the obligations in section 4.” Foxit’s 2024.3 user manual describes Chat about Document as analyzing document content and answering questions based on it. Check whether the feature can use scanned pages only after OCR, whether it covers all pages or a selected range, and whether answers provide page references you can verify.
Natural-language editing and multi-step work
Adobe’s AI editing overview, updated September 9, 2026, says Acrobat AI Assistant can accept natural-language instructions for PDF tasks and text edits, including multi-tool workflows. The vendor states: “In Acrobat, you can perform PDF tasks and text edits using AI Assistant by typing what you want in your natural language.” The same overview describes pauses for confirmation when an action is irreversible, when more information is needed, or when the target content or pages need confirmation. Do not assume every action or plan has identical behavior.

AI safeguards and review
- Ask a question whose answer you already know, then verify the cited page or passage.
- Request a small, reversible edit before attempting a whole-document change.
- Specify the page range, target text and desired output explicitly; ambiguous instructions invite unintended changes.
- Review every generated edit, especially deletions, redactions, reordered content and changes to numbers.
- Check how confidential documents are handled, retained and shared under the applicable account and plan terms.
AI output is assistance, not evidence. A fluent answer can still omit a clause, misread an OCR error or act on the wrong page.

Two named products illustrate how to apply the framework, but the documented features do not establish a winner. Adobe materials cover OCR, redaction and chat-based editing. Foxit materials cover OCR and conversion, search/redact and Smart Redact, and document chat.

Run the same OCR, redaction, conversion and chat files through each candidate. Record not only whether a button exists, but also the cleanup time, review burden and failure modes.
Verify edition, platform and plan before committing
Feature availability can differ between desktop, web and mobile applications, between operating systems and between subscription tiers. The Foxit details above are explicitly tied to Mac manual versions 2026.2, 2025.3.0 and 2024.3; an indexed product page may not reflect every current plan or platform. Adobe’s AI editing description is dated September 9, 2026, while its OCR and redaction tutorials have their own update dates.
Before purchase or deployment, confirm:
- The exact product name and version for Windows, macOS, browser or mobile.
- Whether OCR, redaction/sanitization, conversion and AI chat are included in your intended edition.
- Any limits on page count, file size, languages, batch processing or cloud processing.
- Whether AI features require a separate account, network connection or additional service terms.
- How documents and prompts are stored, transmitted and deleted, especially for confidential files.
- Whether the application can export a standards-compliant PDF after editing.
Current prices and plan entitlements are not established by the cited feature documentation, so use the vendor’s current plan pages and a trial with your own files rather than relying on an old comparison table.
A practical acceptance checklist
- Collect one clean digital PDF, one difficult scan, one table-heavy document and one confidential sample with repeated sensitive values.
- OCR the scan, test search and copy, and inspect a sample of reconstructed text.
- Search for repeated sensitive strings, apply redactions, sanitize hidden information and test the reopened output.
- Convert the table-heavy file to the exact Office, image, HTML, text or XML destination you need; compare structure and data.
- Ask the AI chat a known-answer question, then request a small edit and verify the page range and final file.
- Repeat the tests on every platform and account tier you may deploy.
- Choose the editor with the lowest correction and review cost for your documents, not the longest feature list.
Optional hardware for paper-first workflows
A document scanner can speed up a paper-to-PDF workflow, after which the editor performs OCR. Adobe documents scanning paper and applying OCR to make the result searchable and editable. A scanner is optional: existing scans and image files can also be processed in software. Choose hardware only if capture volume, automatic page feeding or duplex scanning justifies it; it does not replace the editor’s OCR validation and redaction checks.
