For every firewall policy or ruleset change, retain an auditable record that shows what changed, which firewall and rules were affected, who requested, approved, and implemented it, why it was needed, when it happened, how its security impact was assessed, and what testing or validation proved the result. Link that record to the firewall configuration item and retain it for the period required by your records-retention policy and applicable obligations; there is no single NIST retention period for every organization.
What a firewall change-audit record must prove
A useful audit record lets an independent reviewer reconstruct the complete decision and implementation chain. It should connect the original request to the approved design, the exact rule or policy delta, implementation evidence, validation results, and any follow-up review. A device’s administrative event log is only one piece of that evidence; the change belongs in formal configuration management as well.
NIST Special Publication (SP) 800-41 Revision 1, section 5.2.2, states: “At a minimum, a log should be kept of all policy decisions and ruleset changes—and this log should somehow be associated with the firewall.” The publication was issued in September 2009 by Karen Scarfone and Paul Hoffman. The requirement covers decisions and changes, not merely successful logins or denied traffic.
Changes that belong in the record
- Adding, modifying, reordering, disabling, or deleting a firewall rule.
- Changing a policy object, address group, service definition, network zone, interface, route-related control, or other object that changes enforcement.
- Changing the default action or a security policy decision.
- Changing firewall logging, alerting, administrative access, or settings that could conceal or alter evidence.
- Emergency changes and changes later determined to be unauthorized or unsuccessful.
Record the policy decision even when the final rule syntax looks small. A one-line change can alter exposure, traffic paths, monitoring, or the applicability of later rules.

Core fields for each change
The following fields form a practical record. NIST’s firewall guide explicitly requires a log of policy decisions and ruleset changes; the richer fields below combine that requirement with broader NIST audit-record and change-control guidance. Treat them as an implementation pattern, not a verbatim NIST checklist.
| Record area | What to capture | Why it matters |
|---|---|---|
| Asset and scope | Firewall identifier, environment, site or segment, device or service instance, and the configuration item, baseline, or version affected | Shows exactly which enforcement point was changed and prevents records for clustered or replicated devices from being confused. |
| Request and approval | Unique change or ticket ID, linked request, requester, approver, approval decision, and approval timestamp | Demonstrates that the change was authorized through the organization’s process. |
| Rule or policy delta | Rule IDs, policy names, requested change, implemented change, and before/after configuration references where available | Allows a reviewer to determine precisely what access or control changed. |
| People and time | Requester, implementer, reviewer, relevant user or process identifiers, implementation timestamps, and the organization’s UTC or timezone convention | Establishes accountability and a reliable sequence of events. |
| Rationale and risk | Business or security reason, expected impact, security-impact review, assumptions, and any risk acceptance or exception | Explains why the policy decision was made and who accepted residual risk. |
| Execution and result | Planned window, actual status, commands or job references where appropriate, test plan, validation result, and post-change review | Shows whether the approved change was implemented as intended and whether it worked. |
| Recovery | Rollback plan, rollback trigger, backup or snapshot reference, and rollback outcome if used | Proves that failure and recovery were considered rather than improvised. |
| Evidence locations | Relevant system audit-event IDs, configuration archives, monitoring records, and log-storage locations | Lets an auditor find supporting evidence without relying on an administrator’s memory. |
| Rule explanation | A concise comment on the rule, including its purpose, owner or ticket, and review or expiry expectation where your platform supports comments | Helps later administrators understand why the rule exists and avoid removing a necessary control. |
Use synchronized time sources on the firewall, management system, and central log platform. Store timestamps consistently, preferably in UTC, or record the timezone unambiguously. If a platform records only local time, preserve the timezone and daylight-saving context needed to interpret it.
How to document a change from request through review
- Open a controlled request. Assign a unique identifier and identify the firewall, environment, affected business service, and requested policy outcome. Attach diagrams or traffic-flow details when they explain the need.
- Describe the proposed delta. Identify rules and objects by stable IDs or names. Capture the current configuration reference and the proposed before/after state. State whether the change adds, modifies, reorders, disables, or removes control.
- Assess security impact. Explain affected source and destination addresses, ports or services, zones, authentication assumptions, logging effects, and possible paths around existing controls. Record dependencies and compensating controls.
- Obtain approval before implementation. Identify the approver and decision time. If the change is rejected, retain the rejection and reason as part of the controlled record. For an emergency, document the emergency basis and obtain the required retrospective review.
- Plan implementation and rollback. Set the maintenance window, implementation owner, validation checks, rollback trigger, backup or snapshot reference, and communication contacts.
- Implement and capture evidence. Record the actual start and finish times, implementer identity, resulting rule IDs or job IDs, and any deviation from the approved plan. Preserve the firewall’s administrative event and configuration-version evidence.
- Validate the result. Test the intended permitted and denied flows, confirm logging and alerting behavior, check that rule order and object resolution are correct, and verify that unrelated services remain available. Attach test results, timestamps, and monitoring or ticket references.
- Close and review. Mark the change successful, failed, partially implemented, or rolled back. Record the final configuration reference, incidents or exceptions, reviewer, and post-change findings. Add or update the rule comment when the firewall supports it.
This chain is stronger than retaining only a final configuration snapshot. A snapshot can show what exists now but not who decided it, what was replaced, whether the implementation differed from the request, or how the outcome was tested.

What firewall events to log
NIST SP 800-41 Revision 1 says the choice of events and retention should be made case by case. For change audits, prioritize events that establish administrative action and events that could hide or weaken evidence.
- Creation, modification, reordering, disabling, and deletion of rules and policy objects.
- Changes to default-deny or default-allow behavior and other policy decisions.
- Changes to administrator accounts, roles, authentication settings, and management interfaces.
- Changes to logging destinations, severity, filters, retention settings, time sources, and alert rules.
- Configuration imports, restores, commits, publishes, and synchronization events across clustered devices.
- Attempts to alter, clear, suspend, or disable audit logging.
- Failed and successful administrative access, including the account or process identity and source address when the device records it.
- Events indicating an unauthorized modification, configuration drift, or an unexpected device restart that could affect enforcement.
Broader NIST audit guidance identifies useful content such as timestamps, source and destination addresses, user or process identifiers, event descriptions, and the invoked access-control or flow-control rules. Capture those details when the device and logging architecture provide them, while recognizing that not every platform exposes every field.
How long to retain firewall change records
Do not apply a universal number of days or years based solely on NIST. SP 800-41 Revision 1 states: “Deciding what to log, and how long to keep logs, should be done on a case-by-case basis.” The appropriate period depends on your organization’s records-retention policy, incident-investigation needs, contractual terms, sector rules, jurisdiction, and the system’s role.

NIST SP 800-171 Revision 3 says audit records for systems handling controlled unclassified information (CUI) should be retained consistently with the organization’s records-retention policy. That guidance applies in the CUI context; it is not a universal legal retention mandate for every firewall.

Set a defensible retention rule
- Identify the systems and data covered by the firewall and whether CUI, regulated data, contractual commitments, or litigation holds apply.
- Check the organization’s approved records-retention schedule and information-governance policy.
- Ask legal, compliance, security, and incident-response owners whether a longer period is needed for investigations, audits, or contractual evidence.
- Define retention separately for active searchable logs, archived records, configuration snapshots, and the change-management ticket if their operational needs differ.
- Document the owner, retention trigger, deletion method, legal-hold process, and review date.
State the chosen period in policy and apply it consistently. If an investigation, audit, dispute, or legal hold requires preservation, suspend routine deletion for the affected records and document who authorized the hold.
Where to store the records
NIST recommends local and centralized logging when possible, while acknowledging device capability and resource limits. Use both when the platform can support them without impairing firewall operation.

| Storage approach | Strengths | Limitations and controls |
|---|---|---|
| Local firewall storage | Immediate availability during a network outage; useful for device-specific troubleshooting; keeps an evidence copy close to the event source | Limited capacity, possible loss during replacement or compromise, and weaker cross-device search. Protect access, monitor capacity, and export before rotation or decommissioning. |
| Centralized log management | Consolidated search and correlation, longer archive capability, common access controls, and better support for incident review across devices | Depends on network connectivity, collector capacity, parsing quality, and provider or platform capability. Monitor forwarding health and preserve source identity and timestamps. |
| Local plus central | Provides resilience and the broadest investigative context when both copies are available | Requires coordinated retention, access reviews, storage planning, and checks that both paths are actually collecting records. |
Centralization does not replace the change record. Forwarded events should be linked to the ticket, configuration version, and approval evidence. Restrict who can read, export, alter, or delete audit records; review that access; and use integrity protections appropriate to your environment. Periodically verify that collection, time synchronization, alerting, archival, and retrieval work as designed.

Link every layer
Use the same change identifier in the request, approval, firewall comment, implementation job, configuration archive, validation evidence, and central-log annotations where supported. If a platform cannot embed the ticket ID in a rule comment, store the mapping in the configuration-management record.

Make evidence retrievable
Define naming conventions for firewall IDs, rule IDs, environments, and configuration versions. Record where archived logs and snapshots reside, who owns them, and how a reviewer can request access. Test retrieval before the end of the retention period rather than assuming that an archive is usable.
Common failures and how to correct them
- Only the device event log is retained. Add the request, approval, rationale, security review, implementation evidence, and validation to the configuration-management record.
- The ticket says “open port” without a rule delta. Record exact source, destination, service, action, zone, schedule, rule ID, and before/after references.
- Approvals occur after implementation with no emergency reason. Require preapproval for normal work and a documented emergency path with retrospective review.
- Timestamps cannot be reconciled. Synchronize time sources and record UTC or an explicit timezone convention.
- Logs are forwarded but never checked. Monitor collector health, forwarding failures, storage capacity, parsing, and alert delivery; periodically perform a retrieval test.
- Retention is chosen by storage capacity alone. Set it from the records schedule and applicable obligations, then size storage to meet that decision.
- Rules have no explanation. Add concise comments identifying purpose, owner or ticket, and any review or expiry expectation supported by the firewall.
- Rollback is undocumented. Preserve the backup or snapshot reference, trigger, operator, and result whenever rollback occurs.
- Central storage becomes the only copy. Retain local records when feasible and protect both copies against unauthorized alteration or deletion.
A practical review checklist
- Can a reviewer identify the exact firewall, environment, configuration item, and rule IDs?
- Is the requested policy decision distinguishable from the implemented configuration?
- Are requester, implementer, approver, timestamps, and time convention recorded?
- Does the rationale explain business need, security impact, and residual risk?
- Are approval, implementation, validation, and rollback evidence linked by a unique change ID?
- Are administrative events, rule changes, logging changes, and attempts to disable evidence being collected?
- Are local and central storage locations, access controls, integrity measures, and retention stages documented?
- Does the retention period trace to policy and applicable obligations rather than an assumed universal number?
- Can the organization retrieve a complete record after an outage, device replacement, or investigation begins?
Applying this checklist to every change makes the firewall record useful for operations, incident response, internal audit, and external review without treating any one log source as the whole audit trail.
