Windows Hello facial recognition cannot use an external camera while Enhanced sign-in security (ESS) is enabled: Microsoft says ESS is not supported for external camera modules. To sign in with an external camera, turn ESS off if your Windows version, device, and organization policy allow it, and use a camera that is explicitly Windows Hello-compatible and infrared-capable. A webcam working in Teams or another app does not show that it can handle Windows sign-in.

Why ESS blocks an external camera

ESS uses specialized hardware and software protections—including technologies such as Virtualization Based Security and TPM 2.0—to tightly control the biometric path. Microsoft states that external camera modules are not supported for Hello sign-in with ESS enabled. External cameras may still work in apps such as Teams because app camera access is separate from Windows Hello authentication.

This behavior is also distinct from an older Windows Hello Face restriction described in Microsoft’s guidance for CVE-2021-34466. That guidance explains that an optional registry setting could block external USB cameras for Hello Face while leaving app use intact, and says ESS protects against that vulnerability. It is historical context, not the general explanation for every current external-camera sign-in failure.

Check the ESS setting for your Windows version

Microsoft documents different controls in Windows 11 24H2 and later versus 23H2. Confirm your version before changing the setting; the toggle wording and direction differ.

Windows 11 24H2 or later

  1. Open Settings > Accounts > Sign-in options.
  2. Under Additional settings > Enhanced sign-in security, turn ESS off if the option is available and policy permits it.
  3. Try setting up Windows Hello again with the compatible external camera.

Some devices may show ESS as available for setup rather than presenting a toggle. Microsoft notes that the first sensor enrolled can determine the ESS state.

Windows 11 23H2

  1. Open Settings > Accounts > Sign-in options.
  2. Find Sign in with an external camera or fingerprint reader and turn it on. Microsoft describes enabling this option as disabling ESS and allowing compatible external peripherals.
  3. Try setting up Windows Hello again.

If the setting is missing

The PC may not detect a sensor that is incompatible with ESS, your organization may have disabled non-ESS Windows Hello devices, or the feature may not yet be available on that device. Microsoft describes the rollout as phased, so availability can vary. On a work or school PC, ask the administrator whether policy permits non-ESS Hello devices.

Understand what changes when you turn ESS off

Turning off ESS removes existing ESS enrollments and associated credentials, including passkeys. Microsoft says they can be reprovisioned after setup. Consider this effect before changing the setting; disabling ESS is not a risk-free compatibility switch, and an administrator may prevent it.

Check whether the camera supports Hello facial recognition

A regular USB webcam is not necessarily suitable for Windows Hello. Microsoft’s setup guidance identifies an external infrared (IR) camera as an option for facial recognition, but the camera must also be Windows Hello-compatible. Buying an external camera will not make it usable for Hello sign-in while ESS remains enabled, and generic webcam support should not be assumed.

Troubleshoot remaining camera problems

Separate app access from sign-in

Check whether the camera fails only at the Windows sign-in screen or also in camera applications. If it works in an app while ESS is on but not for Hello sign-in, that matches Microsoft’s documented distinction between app camera use and ESS-protected authentication.

If Windows does not detect the camera

  • Make sure the USB connection is secure and try another USB port.
  • Check the camera in Device Manager and review its driver.
  • Microsoft notes that most USB webcams support the in-box UVC driver. However, changing to UVC can remove Hello facial-recognition functionality if recognition depended on manufacturer-specific USB extensions. Do not treat a driver swap as a harmless first step.

If the camera is detected but Hello setup still fails

Verify that the model is explicitly Windows Hello-compatible and has IR capability for facial recognition. App video working does not establish either requirement.
