You may visit an Indigenous sacred site or archaeological place only when the community or authority responsible for it has expressly opened that place to visitors. A site can be historically important and still be closed, culturally restricted, or inappropriate for photography. Confirm access with the official site office or visitor center, follow every posted direction, remain on permitted routes, leave objects and rock art untouched, and report damage instead of confronting anyone.

Rules differ by country, land manager and living community. The guidance below explains how to verify access and behave responsibly, while the destination examples show why no single visitor checklist replaces current local instructions.

Can you visit an Indigenous sacred site?

Sometimes, but public access is never automatic. Sacred places may remain active religious or cultural locations rather than attractions. Indigenous communities can restrict entry, viewing, photography or the sharing of knowledge to protect ceremonies, ancestors, sensitive landscapes or people who choose to live in isolation.

UNESCO policy recognizes Indigenous peoples’ rights to keep religious and cultural sites private when customary rules limit public access. Chiribiquete in Colombia illustrates the point: UNESCO describes it as sacred to Indigenous communities and not a place to be visited. Tourism and scientific expeditions can threaten the rights of peoples in voluntary isolation there. Treat that example as a prohibition, not as an invitation to seek an exception.

Even where a destination welcomes visitors, only certain areas may be open. The National Park Service (NPS) says Southeast Utah’s public visitation is limited to cultural sites that can withstand cumulative visitor traffic. Unlisted archaeological sites are not automatically open simply because you can reach them. The NPS visitor guidance, last updated November 13, 2023, states: “Visit only where you are invited.” It also says, “Don't go where you haven't been invited.”

How to confirm that a site is open

Access status, closures and conduct rules can change with weather, conservation work, ceremonies, fire conditions, staffing or community decisions. Check immediately before departure and again when you arrive.

  1. Find the responsible authority. Use the official website, visitor center, park office, Indigenous community authority or other land manager identified for that place. A tourism listing, map pin or social-media post is not proof that entry is authorized.
  2. Ask which places are approved for public visitation. If a map shows several ruins, rock-art panels or cultural areas, ask staff to identify the ones currently open. Ask whether a permit, reservation, guide or seasonal schedule is required.
  3. Confirm route boundaries. Clarify which trail, road, viewing area and facilities you may use. A general park admission does not grant permission to leave the designated route or cross into an unlisted site.
  4. Check photography and publishing rules. Ask whether personal photographs, video, drones, tripods, livestreams, commercial work or images of ceremonies are allowed. Rules can differ between areas within one destination.
  5. Learn the reporting procedure. Ask whom to contact if you see an artifact out of place, fresh graffiti, broken fencing, unauthorized digging or another disturbance. Save the ranger station or site-office number before entering an area without reception.

If staff cannot confirm that a place is open, do not enter. A respectful alternative is to visit an approved overlook, museum or community-authorized tour that explains the site without exposing restricted locations.

What to do when you arrive

Follow signs, staff and physical boundaries

Read every sign at the trailhead and obey directions from rangers, hosts and guides even when they differ from advice you received elsewhere. Stay on an established trail, boardwalk or other durable surface where instructed. Do not climb walls, enter rooms, cross barriers, or walk around a closure to obtain a better view.

Some sites use low-impact routes because soil, vegetation, buried deposits and fragile architecture can be damaged by repeated footsteps. If a guide asks you to stand in a particular place, wait, or remain quiet, comply without debate. A place that appears empty may still be culturally active.

Leave archaeology and rock art exactly as you find it

Do not dig, probe soil, collect pottery fragments, stone flakes, pigments or bones, or rearrange stones. Do not touch, chalk, wet, trace, lean against or mark petroglyphs and pictographs. Oils, moisture and abrasion from a single contact can add damage that cannot be reversed. Never use a metal detector in a national park; NPS rules prohibit that activity in its parks.

Do not pocket an object as a souvenir or move it to make a photograph look better. An isolated fragment can provide information about a site’s age, use and connections only while its location remains documented. Moving it destroys that context and may violate cultural-heritage law.

Respect people, ceremonies and privacy

Ask before photographing residents, custodians, dancers, ceremonies, offerings or personal belongings. A polite question does not guarantee permission; accept a refusal without asking someone else to overrule it. Some knowledge is shared only with community members or approved visitors. Do not pressure a host to reveal the meaning of a restricted place, route or symbol.

Is photography allowed at a sacred or archaeological site?

There is no universal answer. Follow the destination’s posted instructions and the directions of its responsible authority. Personal photography may be allowed in one viewing area and prohibited a few metres away. Commercial filming, drones, flash, tripods or live broadcasting may require separate authorization.

Uluru-Kata Tjuta in Australia demonstrates this local approach. UNESCO describes joint management by Anangu traditional owners and Australia’s Director of National Parks. Many cultural sites there are protected from unauthorized entry and viewing, and commercial filming and photography are subject to guidelines. Those rules apply to that destination; they should not be generalized to every Indigenous site.

When photography is permitted, keep equipment and your body on the authorized route. Never step over a barrier, move an object, touch rock art or ask another visitor to violate a restriction for your shot. If a sign says no photography, do not take a quick image for personal use or use a camera’s silent mode to evade the rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should you geotag an archaeological site?

Do not publish coordinates, map pins or geotagged images of undisclosed or restricted places. Location data can direct unprepared visitors, collectors or vandals to fragile resources. The NPS specifically cautions visitors in Southeast Utah not to post coordinates or geotagged photographs of unlisted sites.

Before posting, check whether the authority has already identified the location publicly and whether it permits sharing. A broad description such as the name of an established visitor area is safer than an exact track to a vulnerable panel or ruin. Remove embedded location metadata from files when sharing an image of a place whose status is unclear. Do not infer that a location is safe to share merely because someone else has posted it.

What should you do if you find an artifact or see damage?

If you find an artifact

Stop where you are and leave the object in place. Do not pick it up, brush it off, stack it with other pieces or carry it to a ranger station. Note your position without advertising it publicly, and tell a ranger, guide or site office as soon as practical. If staff request a description, explain what you saw and where it was without handling it.

If you see fresh disturbance

Report suspected digging, graffiti, broken barriers, removed stones or damaged rock art to the responsible authority. Give the time, location, direction of travel and a factual description. A photograph is appropriate only if photography is allowed and you can take it without approaching a restricted area.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not confront people who appear to be stealing, digging or vandalizing. Move to a safe location, avoid escalating the situation and contact a ranger or law-enforcement channel identified by the site. Do not post accusations or the exact location online while an incident is being handled.

How rules differ by destination

The following examples show why access, photography and reporting must be checked locally rather than treated as a single international rule.

Destination Who sets or communicates access What visitors should understand Photography and location sharing
Southeast Utah, United States National Park Service and other responsible land managers; visitor centers provide current guidance. Only cultural sites able to withstand cumulative traffic are designated for public visitation. Stay away from unlisted sites and use permitted routes. NPS asks visitors not to post coordinates or geotagged images of unlisted sites. Follow signs and staff instructions for photography.
Uluru-Kata Tjuta, Australia Joint management by Anangu traditional owners and Australia’s Director of National Parks. Many cultural sites are protected from unauthorized entry and viewing. Access can vary by area and current direction. Commercial filming and photography are subject to destination-specific guidelines; ask before recording or publishing.
Chiribiquete, Colombia UNESCO describes Indigenous communities’ customary authority and the rights of peoples in voluntary isolation. Indigenous communities consider the place sacred and not to be visited. Do not treat it as an ordinary tourism destination or seek an unauthorized expedition. Do not pursue imagery or coordinates for a place identified as closed or culturally restricted.
Petroglyph National Monument, United States National Park Service rules and applicable U.S. cultural-resource protections. Leave artifacts where found and do not touch or mark petroglyphs. Follow monument trails and closures. NPS discourages commercial use of images of the petroglyphs; comply with monument photography directions.

Why a respectful visit requires more than “leave no trace”

Standard outdoor ethics help, but they do not answer cultural questions such as whether a ceremony may be observed, whether a symbol may be photographed, or whether a path crosses a restricted area. Indigenous governance can impose obligations that are not visible in the landscape. A site may look unoccupied while remaining spiritually significant to a living community.

Legal protection also varies. NPS rules are U.S. national-park guidance, while UNESCO documents provide an international policy framework and destination descriptions. Neither replaces the current directions of the local authority. When two instructions conflict, pause and seek clarification from the authority responsible for the site rather than choosing the less restrictive interpretation.

A practical decision guide

  1. No official confirmation: Do not enter. Find the visitor center or official contact and ask whether public access is authorized.
  2. Open, but route unclear: Remain at the signed trail or viewing area until staff identify the permitted route.
  3. Photography unclear: Keep the camera away and ask. Do not rely on assumptions about personal versus commercial use.
  4. Object or damage discovered: Leave everything in place, record basic details safely and report it. Do not investigate, collect or confront.
  5. Location not publicly identified: Do not geotag, publish coordinates or share a map pin.
  6. Customary restriction explained: Accept it, even if you have traveled far or see other people nearby.

Plan for the possibility that the most respectful outcome is not entering the site. An authorized museum, overlook, educational program or community-led experience can provide context without exposing a protected place.
