Buying “renewable energy” for a data center is not one transaction. You may be purchasing electricity, renewable-energy certificates (RECs) or other energy-attribute certificates (EACs), a financial hedge, a utility tariff, or a combination. The right choice depends first on the facility’s utility service territory, whether that territory has retail choice, the site’s hourly load, and the environmental claim you need to support.

Start by mapping those constraints before requesting prices. Then compare each offer’s delivery, contract, grid-cost, certificate-ownership, accounting, and reliability terms. A renewable percentage in a proposal is not enough to show that the facility receives renewable electricity at the time it consumes power or that a particular emissions claim is valid.

Start with the data center’s market, utility and load

The first procurement decision is geographic and regulatory, not technological. Identify the serving utility, balancing authority or relevant power market, tariff, and state or national contracting rules. A vertically integrated utility may control generation and retail supply, while a retail-choice market may allow an eligible competitive supplier to sell electricity to the site. Those structures determine which products can actually be bought.

Record the data center’s current and planned demand in hourly or sub-hourly intervals where possible. Include seasonal peaks, expansion phases, demand charges, backup generation, storage, and expected changes from artificial-intelligence or other high-density workloads. A monthly annual-energy total can hide the shape and timing risk that matters in a renewable contract.

DOE’s Federal Energy Management Program describes utility green pricing, competitive supply, community choice, community solar, physical and virtual power-purchase agreements, unbundled certificates, and on-site third-party generation as distinct procurement routes. Their availability, pricing, contract length and certificate treatment vary by market and utility. See the DOE FEMP overview of federal-site energy procurement options for the market distinctions and diligence categories.

Questions to answer before contacting suppliers

  • Which utility serves the meter, and is the territory vertically integrated or open to retail supplier choice?
  • What tariff, demand charges, capacity charges, standby rules and exit fees apply today?
  • Which regulator, utility interconnection process and market rules govern a new generator or storage system?
  • What is the expected hourly load profile for the existing campus and each expansion stage?
  • Does the company need renewable electricity, certificates for market-based Scope 2 accounting, a public “renewable-powered” claim, new-project support, lower price volatility, or some combination?
  • What reliability level must remain available if renewable output falls, transmission is constrained or the utility is interrupted?

Electricity and environmental attributes are separate products

A renewable generator produces electricity and environmental attributes. One REC represents the environmental attributes of 1 megawatt-hour (MWh) of renewable electricity generation, according to DOE guidance. Those attributes can be sold with the electricity or separated and sold to another buyer. The contract must state who owns them and who will retire them on the buyer’s behalf.

An unbundled REC or EAC purchase transfers an attribute, not the physical electrons from the generator. The data center continues to receive electricity through its grid connection and must account for that electricity under the applicable reporting method. Buying certificates can support a market-based Scope 2 claim when the instruments meet the relevant rules, but it does not prove that renewable generation physically served the facility in every hour.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Physical delivery and certificate ownership can also diverge in an on-site project. If a third-party owner installs a solar or other renewable plant at the facility and sells the project’s RECs, DOE notes that the customer cannot claim to be using power generated on-site for that attribute. Require an explicit certificate-retirement provision before using “on-site renewable” language.

Renewable procurement routes to investigate

Route What you buy Questions that decide whether it fits
Utility green pricing or green tariff A utility product that may bundle electricity and environmental attributes under a special tariff. Is it offered in the site’s service territory? Which resource, certificates and delivery rights are included? How is the premium or credit calculated? Who owns and retires the certificates?
Competitive supplier Electricity supply from an eligible supplier in a retail-choice market. Does the meter qualify for supplier choice? What are the term, index or fixed-price provisions, delivery obligations and termination charges? Are included attributes eligible for the intended claim?
Community choice aggregation or community solar A jurisdiction-specific community procurement product, often reflected on the utility bill. Is the facility eligible? What percentage of load is covered? Which projects and certificates are included? How do enrollment, billing, term and exit provisions work?
Physical or off-site PPA A contract for electricity and potentially attributes from an off-site generator, with utility delivery still required. Where and when is power delivered? Who bears volume, shape, imbalance, basis, curtailment and credit risk? Who owns and retires the certificates? DOE describes some agreements in this category as often 10–20 years, but that is an option-level description, not a universal standard.
Virtual or financial PPA A financial contract linked to a renewable project; the project sells its electricity into the market rather than physically delivering it to the data center. How are the contract-for-difference settlements calculated? What market, basis, volume and collateral risks apply? Are certificates conveyed and usable for the company’s reporting?
Unbundled RECs or EACs Environmental attributes purchased separately from electricity. What geography, generation vintage, resource, registry and retirement status does each certificate have? Can it support the intended claim, and how will the remaining grid electricity be accounted for?
On-site third-party generation Electricity from a developer-owned renewable project located at the facility. Is there usable roof, land or parking area? Who pays for interconnection and upgrades? Does the tariff change? Who operates, insures and replaces equipment? Who owns the certificates?

How to compare offers beyond the renewable percentage

Ask every bidder to provide a term sheet and a redline-ready contract. Compare identical assumptions for load, operating dates, market node, escalation, certificate treatment and credit support. A simple “100% renewable” label can conceal materially different obligations.

1. Confirm eligibility and physical delivery

  1. Verify that the product is permitted for the meter and customer class.
  2. Identify the delivery point, market or balancing area, transmission path and utility responsibilities.
  3. Request the utility’s written position on interconnection, wheeling, standby service, capacity, demand charges and required upgrades.
  4. Define what happens if the project is delayed, disconnected, curtailed or unable to deliver its contracted volume.

2. Match generation to the data center’s load

Compare the project’s hourly and seasonal generation profile with the facility’s demand. Wind, solar, hydro and other resources have different output patterns; a contract may cover annual energy while leaving substantial hourly residual load. Ask whether firming, storage, shaping or a second supply contract is included, and identify who supplies the residual electricity when output is low.

3. Price the complete commercial exposure

  • Term: Utility products and off-site contracts can involve long commitments; DOE cites 10–20 years for some arrangements. Match that commitment to the data center’s lease, expansion and load forecasts.
  • Price structure: Separate fixed energy charges, indexed components, renewable premiums, market settlements, transmission, capacity, demand and other tariff charges.
  • Volume and shape: State minimum and maximum volumes, hourly profile obligations, imbalance settlement and whether excess or shortfall energy is bought at market prices.
  • Basis and congestion: For a physical or financial PPA, identify the project node, settlement hub and who bears congestion or basis differences.
  • Credit and collateral: Compare guarantees, letters of credit, margin calls, thresholds, downgrade provisions and replacement-seller rights.
  • Curtailment and force majeure: Specify compensation, certificate treatment and replacement obligations if the grid or project cannot deliver.
  • Termination and change in law: Check early-exit payments, assignment rights, regulatory changes, tax-credit changes and default remedies.

4. Verify certificates and the claim you intend to make

Put these points in the contract, not in a sales presentation:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Whether RECs or EACs are included, and the resource, geography, vintage and registry.
  • Whether the seller transfers exclusive ownership or retains, sells or retires the attributes.
  • When and where certificates are retired, and what evidence the buyer receives.
  • Whether replacement certificates may be substituted and under what quality rules.
  • Which corporate inventory, customer disclosure or regulatory claim the instruments are intended to support.

5. Obtain a site-cost and interconnection estimate

For on-site projects and some physical arrangements, request a utility study that identifies interconnection equipment, transmission or distribution upgrades, construction schedule, metering, protection requirements and ongoing charges. Include roof or land access, easements, property taxes, insurance, operations, inverter or equipment replacement and decommissioning. DOE’s large-load work also highlights policy concerns about fair allocation of system costs and the risk of stranded investments as utilities plan for data-center demand.

PPA versus REC purchase: they solve different problems

Question PPA REC or EAC purchase
What is contracted? Electricity, a financial settlement, or both, depending on physical versus virtual structure; attributes may be included. Environmental attributes separated from the electricity transaction.
Does project electricity arrive at the facility? A physical PPA may arrange delivery through the grid; a virtual PPA does not. The project sells into the market and the buyer settles financially. No. The buyer receives certificates, not the generator’s physical power in that transaction.
Main risks Long-term price, volume, shape, basis, congestion, curtailment, credit and settlement exposure. Certificate quality, availability, price, eligibility and retirement evidence; the underlying electricity remains a separate purchase.
Best initial diligence Model the load, market settlement and utility delivery before signing. Validate geography, vintage, registry, exclusivity and the claim standard before buying.

A PPA is therefore not interchangeable with buying RECs. Read the PPA’s attribute clause: a project can sell electricity under one arrangement and certificates to another party unless the contract prevents that outcome.

Annual matching is not the same as around-the-clock renewable supply

Annual certificate matching can align a quantity of retired certificates with a year’s electricity consumption for certain market-based accounting approaches. It does not demonstrate that renewable generation served the data center during each hour of that year.

Hourly and time-and-location matching is a more demanding procurement objective. It requires interval load data, generation data, a defined geographic boundary, and a plan for hours when renewable output is insufficient. That plan may combine multiple resources, storage, firm low-carbon supply, demand flexibility and residual grid purchases. The contract should say how those hours are measured and reported.

A DOE account published August 16, 2024, describes a Nevada utility product built around real-time generation and customer use. NV Energy president and CEO Doug Cannon said: “What this product, what we’re focused on is real time green generation being injected into the NV Energy grid at the same time as Google was utilizing energy… there’s absolutely a real time match on that energy.” That is a specific Nevada example, not evidence that an equivalent tariff is available at another data-center site. Ask the serving utility and regulator whether hourly products, interval data and eligible certificates exist locally.

Accounting and environmental-claim discipline

The GHG Protocol Scope 2 Guidance distinguishes a location-based method, which uses average grid emissions factors, from a market-based method, which derives factors from contractual instruments. It also describes eight Scope 2 Quality Criteria for market-based instruments. The Protocol reports that a revision consultation ran from October 20, 2025, through January 31, 2026. Because final post-consultation requirements may differ, confirm the currently adopted text with your reporting adviser before signing a contract or publishing an emissions result.

Build a claim file

  • Keep the executed contract, invoices, meter data and certificate serial-number or retirement records.
  • Document the instrument’s project, technology, generation dates, market, registry and ownership chain.
  • Record the quantity of electricity and certificates, the reporting year, and any exclusions or replacement certificates.
  • State whether the claim is location-based, market-based, an electricity-procurement description or a narrower project-support statement.
  • Have sustainability, legal, procurement and finance teams approve the exact wording before external publication.

Avoid saying that a facility is “powered by renewable energy” solely because it bought certificates. A more precise statement identifies the instrument, quantity, period, market and accounting basis. If the certificates are sold by an on-site project owner, do not describe the facility as claiming the project’s on-site generation.

Large-load, grid and reliability issues

Data centers can be unusually large, concentrated and fast-growing loads. DOE’s large-load brief identifies cost allocation, stranded-asset risk, resource adequacy, on-site generation and matching consumption with carbon-free output as issues utilities and regulators are considering. Ask how a proposed project affects transmission capacity, local congestion, capacity accreditation, reserve requirements and future tariff changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Renewable procurement is not a backup-power design. A PPA, tariff or certificate purchase does not replace utility-service planning, uninterruptible power systems, generators, batteries, fuel storage, islanding controls or compliance with applicable reliability requirements. Evaluate those systems separately, including their emissions, testing schedules, fuel logistics and ability to ride through an outage.

On-site projects require a separate diligence workstream

An on-site third-party project may reduce exposure to some retail charges, but no general savings claim can be made without a site-specific tariff and engineering analysis. Confirm usable area, structural capacity, shading, fire access, security, construction windows and expansion conflicts. Obtain the interconnection queue position, study results, upgrade cost, schedule and permission to operate.

Define ownership and responsibility for operation, monitoring, insurance, property damage, equipment failure, vegetation or snow management, inverter replacement, end-of-term removal and restoration. Establish who receives incentives and tax benefits, how output is metered, what happens when the facility is offline, and who owns and retires RECs. If the developer retains the attributes, adjust the public claim accordingly.

A practical procurement sequence

  1. Define the outcome. Choose whether the priority is cost stability, renewable volume, hourly carbon-free matching, a market-based Scope 2 inventory, new-project support, local development or resilience.
  2. Map the site. Document utility, market, tariff, load intervals, expansion plans, interconnection rules and reliability requirements.
  3. Screen feasible routes. Eliminate products unavailable to the customer class or incompatible with the intended claim.
  4. Issue a common request for proposals. Give each bidder the same load shape, delivery point, term assumptions, certificate requirements and credit parameters.
  5. Model full costs and risks. Include energy, tariff, transmission, capacity, demand, interconnection, storage, balancing, collateral, taxes, operations and termination exposure.
  6. Audit the attributes. Confirm ownership, registry, geography, vintage, retirement and replacement provisions with sustainability and legal reviewers.
  7. Test downside cases. Model project delay, low renewable output, curtailment, congestion, load growth, utility tariff changes, market-price extremes and counterparty default.
  8. Approve claim language. Tie every external statement to the actual instruments retired and the accounting framework in force for the reporting year.
  9. Monitor after signing. Reconcile interval load, delivered energy, settlements, certificates and emissions factors at least annually, with more frequent checks for hourly products.

Common mistakes to avoid

  • Requesting bids before confirming the utility’s market structure and customer eligibility.
  • Comparing a certificate price with a delivered-power price as if they were the same product.
  • Ignoring hourly load shape, imbalance, basis, curtailment or residual grid supply.
  • Accepting a renewable percentage without identifying certificate ownership and retirement.
  • Assuming a virtual PPA physically supplies the facility.
  • Assuming a Nevada-style hourly tariff exists in every market.
  • Treating a long-term contract as a resilience plan.
  • Promising savings, emissions reductions or “24/7 renewable power” without site-specific modeling and documented accounting.

There is no defensible universally cheapest route. DOE characterizes savings potential as dependent on the option and structure; only current offers, tariff analysis and the site’s load can establish comparative cost. The strongest procurement file connects the facility’s market and load to a contract whose delivery, financial, certificate and claim terms are explicit.
