F/A-XX is the U.S. Navy’s sixth-generation, carrier-based fighter program. Congress describes it as an air-superiority aircraft intended to improve a carrier air wing’s operational range, speed, stealth and survivability. Current reporting says it is planned to augment and eventually replace F/A-18E/F Super Hornets and EA-18G Growlers during the 2030s, but neither a firm initial operating capability (IOC) date nor final contract terms are public.
The budget figures often quoted for F/A-XX represent different stages of the U.S. defense-appropriations process. The administration requested $74 million for FY2026 design work; the House committee recommended $971.58 million; and the enacted FY2026 agreement provided $897.26 million above that request for continued development. Those amounts are not aircraft prices or a complete program cost.
What is F/A-XX?
F/A-XX is the Navy’s next-generation fighter for aircraft carriers. The FY2026 defense appropriations agreement describes it as a sixth-generation fighter whose distinctive value is delivering air superiority to the fleet. The agreement specifically cites greater operational range, speed, stealth and enhanced survivability as desired capabilities. “F/A-XX” is the standard name used in most public references. One passage in the appropriations agreement spells it “FIA-XX”; that is the document’s label in that passage, not evidence of a separate aircraft.

Public information is intentionally sparse. The available official reports do not publish a final configuration, dimensions, propulsion details, weapons load, sensor suite, unit price or total life-cycle cost. Current news reporting likewise says authoritative design information remains limited, so performance figures circulating without a government or contractor document should be treated as unverified.
Why the Navy wants it
Air superiority from a carrier
F/A-XX is intended to help a carrier air wing gain and maintain control of the air in heavily defended environments. The congressional description links that role to longer operating reach, higher speed, lower observability and improved ability to survive threats. Those are capability objectives, not published specifications: no official source reviewed here sets a top speed, combat radius, radar-cross-section value or survivability percentage.
A successor for several legacy aircraft
Axios reported on October 7, 2026, that the Navy expects F/A-XX to augment and then replace F/A-18E/F Super Hornets and EA-18G Growlers beginning in the 2030s. The plan therefore covers both the Navy’s principal carrier strike fighter and its electronic-attack variant. “Beginning in the 2030s” is a planning horizon, not a dated fleet-retirement order or an IOC milestone. Operating with other advanced systems
The same reporting expects F/A-XX to operate alongside the carrier-variant F-35C and Collaborative Combat Aircraft (CCA). That implies a mixed air wing in which the new fighter, stealth aircraft and uncrewed systems share sensing and mission work. The public sources do not establish the exact division of labor, the CCA type to be used, or the communications architecture, so those details should not be presented as settled design facts.
F/A-XX versus the Air Force’s F-47
Both programs are described as sixth-generation fighters, but they serve different services and operating concepts. The Navy’s aircraft must launch from and recover to carriers and support fleet air superiority; the Air Force’s F-47 is a land-based fighter program. The House appropriations report stresses that the Navy requirement is not interchangeable with the Air Force effort. Treat references to leveraging work between the programs as an acquisition or technology-management possibility, not as proof that they will be the same aircraft.

The Department of Defense’s FY2026 budget briefing said the administration planned minimal F/A-XX development funding while preserving the option of leveraging F-47 work and managing pressure on the qualified defense industrial base. That rationale explains the small initial request; it does not establish that the two aircraft share a design.

F/A-XX timeline: plans, targets and reported selection
Several dates are easy to confuse. A congressional target, a contractor-selection announcement, a signed engineering and manufacturing development (EMD) contract, a development milestone and IOC are separate events.

The FY2026 agreement said no Milestone B award had occurred and that most FY2025 money had been used for contract extensions.
- FY2027 congressional target: The House FY2027 report referred to an August 2026 target for awarding the EMD contract and directed the Department to take the actions needed to meet it. A target is congressional direction, not confirmation that a contract was awarded on that date. Review the report at House Report 119-715.
- Reported contractor selection: Axios reported on October 7, 2026, that Boeing had secured the Navy’s F/A-XX program. The sources reviewed do not confirm the exact signing date, the complete EMD terms, the value of the award or whether every contractual condition had been completed.
- Development and fielding: The FY2027 report discusses an accelerated IOC objective, with detailed scheduling in a classified annex. No reviewed public source supplies a definitive IOC date. Current reporting supports only the broad expectation that augmentation and replacement activity will start in the 2030s.
This sequence matters: a reported selection is not automatically the same thing as a publicly documented contract award, and an EMD award is not the same thing as an aircraft entering operational service.
Who won the F/A-XX contract?
As of the October 7, 2026 reporting, Boeing is the publicly reported winner or selected performer. That statement should be attributed to Axios rather than presented as a quotation from a Navy award notice. The reviewed material does not include a Navy or Defense Department contract announcement establishing the award date, contract ceiling, options, work-share arrangement, schedule incentives or other terms.

For practical purposes, readers should distinguish three levels of certainty:
- Reported selection: Axios says Boeing secured the program.
- Documented EMD award: The exact public award document and date are not established in the sources reviewed.
- Production and fielding: No production quantity, IOC date or fleet-delivery schedule is publicly fixed here.
How much is the Navy spending on F/A-XX?
F/A-XX numbers depend on which point in the budget process is being discussed. The following figures are for distinct stages and years; none is a unit price or a total program estimate.

Why the figures should not be added together
The House recommendation and the final agreement’s “above request” figure are different accounting categories at different stages. The source set does not resolve every component of the difference, and the final agreement’s incremental amount is stated relative to the administration request. Adding the recommendation, the increment and the prior-year continuing-resolution amount would create a misleading total. None of these documents establishes F/A-XX’s lifetime cost, per-aircraft cost or eventual procurement budget.

What the funding is meant to do
The final agreement directs the Department to obligate the new and prior funds toward a single-performer EMD award and an accelerated IOC. That language indicates congressional intent to move from extended preliminary work into a formal development phase. It does not guarantee that the schedule will be met, because technical reviews, contracting actions, testing and future appropriations still affect delivery.
What is known—and not known—about the aircraft
Supported by public documents
- It is a Navy, carrier-based, sixth-generation fighter program.
- Its stated air-superiority objectives include more range, speed, stealth and survivability.
- It is expected to work alongside F-35C aircraft and Collaborative Combat Aircraft.
- Planning calls for augmentation and eventual replacement of Super Hornets and Growlers in the 2030s.
Not established in the reviewed public record
- Final dimensions, engine type, maximum speed, combat radius and payload.
- Specific radar, electronic-warfare, infrared-search or networking equipment.
- Whether the design is optionally crewed, and how any uncrewed mode would be certified.
- Unit procurement cost, total program cost, production quantity and squadron-level delivery dates.
- A firm IOC date, contract value, contract signing date or complete EMD terms.
The FY2027 House report points to a classified annex for detailed schedule information. Classified planning can explain why a public report states an accelerated objective without publishing a date that can be independently verified.

- Committee recommendation: a House or Senate panel’s position, not enacted law.
- Appropriations agreement: negotiated funding language that may still require execution and obligation.
- Selection: a reported or announced choice of performer.
- EMD contract: the legally binding development agreement and its terms.
- Milestone B: an acquisition decision that authorizes entry into development under the applicable process.
- IOC: the point at which the Navy declares an operational capability, which is later than selection or contract award.
Keeping those labels separate prevents a headline about funding or contractor choice from being mistaken for a fielding date.
Bottom line for readers tracking the program
F/A-XX is the Navy’s carrier-fighter answer to a more demanding air-superiority environment, with Congress emphasizing range, speed, stealth and survivability. Boeing’s selection was reported in October 2026, but the public record reviewed here does not establish the signed EMD contract’s date or terms. The Navy’s replacement plan points to the 2030s, not a guaranteed IOC year. Budget headlines must also be read by stage: a $74 million request, a $971.58 million House recommendation and $897.26 million above-request final-agreement funding describe different decisions, not one cumulative price tag.
