Starshield is SpaceX’s government-focused service for national-security missions, built from Starlink technology and SpaceX launch capability. It is intended for government procurement rather than consumer signup, and its publicly described roles include secure communications, hosting government payloads and Earth observation.
It is therefore more than a military-branded Starlink subscription, but public records do not establish a wholly separate constellation, a universal coverage map or a retail plan that civilians can order.
What Starshield is
SpaceX describes Starshield as a service that “leverages SpaceX’s Starlink technology and launch capability to support national security efforts.” The distinction from Starlink is primarily the customer, mission and procurement model: Starlink is marketed to consumer and commercial users, while Starshield is designed around government and national-security requirements.
SpaceX has identified three initial areas for Starshield:
#1 Best Overall
- Gen 3 Satellite Dish: Third-generation antenna delivers a stronger, more stable signal and faster performance.
- Wi-Fi 6 Router: Modern router technology supports faster speeds, increased device capacity, and better efficiency.
- Extra 150FT Cable Included: Extended reach for more flexible installation in large spaces or hard-to-access locations.
- High-Speed, Low-Latency Internet: Stream HD content, video conference, or work remotely with confidence.
- Ideal for Rural and Remote Areas: Perfect for homes, cabins, RVs, boats, and off-grid setups where wired internet isn’t available.
- Secure communications: connectivity intended for government and military operations.
- Hosted government payloads: placing government-provided mission hardware on a space platform and integrating it with launch and satellite capabilities.
- Earth observation: collecting or supporting government imagery and other observation missions.
These descriptions identify the service’s purpose, not a complete technical specification. Public announcements and procurement records do not disclose every payload, spacecraft configuration or operational constraint.
Starshield versus Starlink
| Aspect | Starshield | Starlink |
|---|---|---|
| Intended customer | Government agencies, armed forces and other national-security buyers | Consumer and commercial customers |
| Mission focus | Secure government communications, hosted government payloads and Earth observation | General service marketed for consumer and commercial use |
| How it is bought | Federal contracts, task orders and agency-specific procurements | Retail-style subscriptions and standard commercial purchasing |
| Equipment and support | Contract-specific mission terminals, ancillary equipment and service plans; one public notice also specifies on-site support | Equipment and service selected through the ordinary commercial offering |
| Public disclosure | Selected contract and program details are public, but satellite counts, payload inventories and other capabilities are not comprehensively disclosed | Public-facing product information is broader because it is sold as a commercial service |
An ordinary Starlink terminal should not automatically be described as Starshield hardware. A device becomes part of a Starshield deployment only when the manufacturer or a government contract identifies it for that mission.
What governments are actually procuring
Space Systems Command and Joint Force requirements
Records on SAM.gov show the U.S. Space Systems Command using commercial low-Earth-orbit satellite-service contracts to obtain Starshield for Joint Force requirements. This is a procurement relationship, not a public sign-up page: agencies define the mission, terminals, service levels and support they need, then buy through federal contracting channels.

A separate award covers Starshield mission terminals, ancillary equipment and service plans for military operations and other federal agencies. The wording matters because the purchase can include the complete operating package—terminal hardware, supporting equipment, connectivity and sustainment—rather than a simple monthly data subscription.
Ka-band, peering and field support
Another public notice specifies Ka-band high-throughput services, direct peering and on-site support. Direct peering can connect the satellite service more directly to an agency’s network, while on-site support addresses installation or operational needs at government locations. The notice describes contract requirements; it does not establish that every Starshield customer receives identical performance or support.

What the Navy record says about a Starshield plan
A U.S. Navy procurement record for the May 2024–May 2025 performance period lists a line item called Starshield Premium. It includes 5 TB of priority data usage and 100 GB overage line items.
| Record detail | Value |
|---|---|
| Service name in the record | Starshield Premium |
| Priority data usage | 5 TB |
| Overage line items | 100 GB |
| Performance period | May 2024 to May 2025 |
| What it represents | A U.S. Navy procurement line item, not a universal retail plan or current public price |
The record should not be used to advertise a civilian “5 TB plan.” Contract quantities, priority rules, overage treatment and pricing can be negotiated for a particular agency and period.
Is Starshield a separate satellite network?
The most accurate answer is that Starshield is a government service and mission architecture built on Starlink technology and SpaceX launch capability. It can involve specialized terminals, government payload hosting and contract-specific integration, so calling it merely a military account tier is misleading.
At the same time, public sources do not establish a complete Starshield satellite count or prove that every Starshield mission uses a distinct, independently identifiable constellation. They also do not provide a universal Starshield coverage map. A government payload launched by SpaceX, a dedicated mission terminal and a Starlink-derived communications service can all fall under the Starshield name without revealing the full underlying architecture.
Why defense planners pay attention to it
Starshield combines a large commercial space and launch ecosystem with government mission requirements. That combination can give agencies access to communications, hosted payloads and observation capabilities through contracts that are different from ordinary commercial subscriptions.

The U.S.-China Economic and Security Review Commission’s 2024 Annual Report to Congress records that SpaceX announced Starshield in December 2022. The report also notes that Chinese researchers assessed Starshield’s potential to make People’s Liberation Army operations harder to conceal from U.S. monitoring. This demonstrates geopolitical attention to the program; it is not proof of every performance claim or classified capability sometimes attributed to it.

Can civilians buy Starshield?
There is no publicly documented consumer signup process for Starshield. It is procured by government agencies and appears in federal contract records rather than a normal retail catalog. A civilian cannot reasonably obtain Starshield by ordering a standard Starlink terminal or selecting a public plan with a similar name.
Businesses may participate indirectly as contractors, integrators or suppliers on government work, but no public Starshield affiliate or referral program has been established. Companies interested in the service should look for agency solicitations and contract opportunities, not consumer checkout pages.
What remains unknown in public records
Public documentation is sufficient to identify Starshield’s government focus and some procurement requirements, but it does not establish:
- A definitive Starshield satellite count.
- A complete inventory of classified or government-hosted payloads.
- A universal coverage map for all Starshield missions.
- A public consumer application or retail ordering process.
- Specific surveillance resolution figures.
- Universal anti-jamming performance.
- The value of classified contracts.
Those limits are important when evaluating online claims. A contract for Ka-band service, a hosted payload or a mission terminal confirms that capability was procured for a particular requirement; it does not automatically reveal the specifications of every Starshield deployment.
