Do not treat a standard homeowners quote, a favorable flood-map label, or a seller’s disclosure as proof that a Florida home is fully protected. Before you commit, verify flood exposure for the exact parcel, obtain the seller’s statutory flood disclosure, review wind and hurricane terms in an address-specific homeowners quote, and confirm every lender requirement in writing. Flood coverage is usually separate from a homeowners policy, while wind coverage, deductibles, exclusions, and eligibility vary by property and insurer.

The reliable answer to “What will this home cost to insure?” comes only from current quotes based on the address, construction, roof and mitigation features, desired limits, deductibles, prior coverage, and the insurer’s underwriting decision. State averages and a neighbor’s premium cannot establish your price or coverage.

Start with the four insurance questions that can change a purchase

  1. Can the property flood? Check the current FEMA flood map for the precise parcel, then investigate drainage, prior events, and the lender’s requirements. A lower-risk map category does not mean no flood risk.
  2. Is flood damage covered? A typical homeowners policy does not include flood insurance. Determine whether you need a separate National Flood Insurance Program (NFIP) policy, private flood coverage, excess coverage, or an endorsement, and confirm that the lender accepts it.
  3. What wind and hurricane protection is actually in the quote? Read the proposed policy, not just the declarations-page headline. Confirm wind coverage, the hurricane deductible, dwelling limits, exclusions, and any separate wind requirement.
  4. Will an insurer write the policy at all? Location, construction, age, roof condition, prior insurance history, protection class, and mitigation documentation can affect eligibility as well as price.

Resolve these questions before an inspection or financing contingency expires. Insurers may stop accepting new applications or requests to increase limits as a hurricane approaches, so waiting for a named storm can leave a closing without required coverage.

Flood is a separate coverage decision

Florida’s Office of Insurance Regulation (OIR) describes flooding as a serious statewide risk and notes that flood insurance is not typically included in a homeowners policy. A policy that covers wind-driven rain, burst pipes, or certain accidental water losses may still exclude water that rises, overflows, or accumulates from a flood. Read the definitions and exclusions in the actual contract.

How to interpret the flood-map category

Use FEMA’s Flood Map Service Center for the current map covering the exact lot. OIR describes three broad situations:

Map situation What it means What it does not mean Buyer action
High-risk mapped area At least a 1 percent chance of flooding in any year, according to OIR’s consumer guidance. It is not a prediction that the home will flood this year, nor does it state the loss depth or damage amount for this parcel. Expect close lender scrutiny and obtain a flood quote early. Ask about elevation, coverage limits, waiting periods, and exclusions.
Moderate- or low-risk mapped area Mapped annual chance is below 1 percent. The property cannot flood. Rainfall, drainage failures, storm surge outside a mapped high-risk zone, and changing conditions can still cause damage. Request a quote even when the map looks favorable. Ask the lender whether insurance is required outside a high-risk zone.
Undetermined Flood-hazard analysis has not been completed for the area. No flood hazard. “Undetermined” is a data-status description, not a safety rating. Use site history, local records, an insurer’s underwriting review, and the lender’s requirements to assess the gap.

The 1 percent figure is a map-category threshold, not a parcel-specific forecast. Neither a map label nor a prior dry season establishes that the home is safe.

Address-specific flood checks

  1. Enter the full street address, confirm the parcel boundary, and save the map version or panel date you reviewed.
  2. Ask the seller whether the home, driveway, yard, crawlspace, garage, or mechanical equipment has ever taken on water, even if no insurance claim was filed.
  3. Request available elevation information, drainage or stormwater records, permits for flood repairs, and photographs or invoices for replaced flooring, drywall, electrical equipment, HVAC units, or foundations.
  4. Ask the insurer to quote flood coverage for the exact address and construction details. A statewide estimate cannot supply a defensible premium.
  5. Ask the lender in writing whether flood insurance is required, what limits it requires, whether an elevation certificate is needed, and which policy forms it will accept.

Why the lender’s answer matters

A lender can require flood insurance based on its own determination, including for a home outside a mapped high-risk area. The lender’s minimum may cover only the secured structure and may not match the amount you need for contents, improvements, temporary housing, or a high-value home. Satisfying the lender is not the same as buying adequate protection.

Use the seller’s flood disclosure as a lead, not a clearance certificate

Florida Statutes § 689.302, on the 2025 Florida Statutes page, requires a residential seller to complete and provide a flood disclosure to the purchaser “at or before the time the sales contract is executed.” The timing matters: a buyer should receive the form no later than contract execution, not discover it for the first time at closing.

What the statutory form asks

The disclosure addresses the seller’s knowledge of:

  • Flooding that damaged the property during the seller’s ownership.
  • Insurance claims relating to flood damage.
  • Financial or other assistance for flood damage, including assistance from FEMA.

For this statute, flooding includes inland or tidal overflow, rapid runoff or surface water from an established source, and sustained standing water resulting from rainfall.

Questions to ask after receiving the form

  • What date, location, depth, and cause did each reported event have?
  • Which rooms, systems, outbuildings, retaining walls, appliances, or landscaping were affected?
  • Were repairs completed under permits, and who performed them?
  • Were any claims denied, withdrawn, paid privately, or made under a different policy?
  • Did a previous owner experience flooding before the seller’s ownership?
  • Were roads, common areas, neighboring lots, or a homeowners association’s facilities flooded even if the house stayed dry?

Compare answers with inspection findings, permit records, insurance-loss history that you can lawfully obtain, and seller-provided invoices. A “no” answer reflects the seller’s stated knowledge and period of ownership; it does not certify that no earlier event occurred or that future flooding is impossible.

Read the homeowners quote for hurricane and wind terms

Florida OIR describes common homeowners policy sections as dwelling, other structures, personal property, loss of use, liability, and medical payments. Those labels do not tell you whether every storm-related loss is covered. Florida Department of Financial Services (DFS) guidance emphasizes that policy forms and contract language control.

Policy item What to verify before signing
Dwelling coverage Limit, valuation method, covered causes of loss, ordinance-or-law treatment, and whether the amount is enough to rebuild rather than merely match the purchase price.
Other structures Limits and exclusions for detached garages, sheds, fences, docks, pools, screened enclosures, and other site improvements.
Personal property Replacement-cost or actual-cash-value treatment, sublimits for valuables, and whether contents in a basement, garage, or detached structure are covered.
Loss of use or additional living expense Dollar or time limits and the conditions that trigger payment if a covered loss makes the home uninhabitable.
Liability and medical payments Limits, exclusions, and whether pools, trampolines, docks, short-term rentals, or other activities require special treatment.
Wind and hurricane Whether wind is included, excluded, or written separately; the hurricane deductible; any named-storm or windstorm conditions; and the claim documentation required.
Water exclusions Flood, storm surge, rising water, surface water, seepage, and backup provisions. Do not assume a wind-driven-rain provision replaces flood coverage.

Understand the hurricane deductible

A hurricane deductible is the amount you pay before the policy pays for a covered hurricane loss. The quote should state whether it is a percentage of the dwelling limit or a fixed amount, when it applies, and whether one deductible can apply to multiple losses during a defined period. Calculate the dollar amount using the quoted dwelling limit; a percentage can be much larger than a typical all-peril deductible.

Check exclusions and insurer eligibility

Ask whether the proposed insurer excludes wind, requires a separate wind policy, limits coverage because of roof age or condition, or imposes inspection and repair conditions. Obtain the full specimen policy or contract forms referenced by the quote. A low premium can reflect a higher deductible, narrower causes of loss, lower contents or loss-of-use limits, or an eligibility assumption that the property does not meet.

Why two similar Florida homes can receive different quotes

DFS identifies rating and underwriting inputs that can include location, dwelling amount, fire-protection class, construction type, home age, continuous prior coverage, and hurricane-mitigation credits. Insurers may also review roof age and condition, electrical and plumbing systems, elevation, occupancy, claims history, and whether the property is vacant or used as a rental. The exact factors and thresholds differ by company.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Input Information to assemble Why it can matter
Location Exact address, county, distance or exposure to coast and water, flood-map status, and emergency access. Changes wind, flood, catastrophe, fire-protection, and underwriting exposure.
Dwelling amount Insurer’s replacement-cost estimate, additions, finishes, and code-upgrade needs. Affects limits, deductibles calculated as percentages, and premium.
Construction and age Year built, structural system, roof covering and installation date, openings, and major-system updates. Influences resilience, repair cost, and eligibility.
Coverage history Prior insurer, continuous coverage, claims, cancellations, and gaps. May affect underwriting and available pricing.
Mitigation Roof-to-wall connections, roof shape and covering, opening protection, secondary water resistance, shutters, and inspection documentation. Can qualify for discounts when the insurer accepts verified features.
Occupancy and use Primary residence, seasonal use, rental, vacancy periods, business activity, pool, dock, or other special exposures. May require different forms, endorsements, or a different insurer.

Do not use an online state average or a neighbor’s bill as your budget. Ask for an address-specific quote using the same dwelling limit, deductibles, wind selection, flood option, and contents limits you intend to buy. Have the agent identify every assumption so you can correct an incorrect roof age, square footage, occupancy, or mitigation entry.

Document hurricane mitigation before relying on a discount

OIR says Florida insurers must offer discounts for measures that reduce hurricane wind losses. A qualified inspector can document features on the Uniform Mitigation Verification Inspection Form. The discount is not automatic: the insurer must accept the form and the home must meet that company’s rating requirements.

Buyer checklist for mitigation records

  • Ask the seller whether a current Uniform Mitigation Verification Inspection Form exists and obtain a copy.
  • Check the inspection date, inspector qualifications, address, and listed features against the actual roof, openings, garage door, and attachments.
  • Ask the proposed insurer whether it accepts that form and which credits it will apply to the quote.
  • Confirm whether a new inspection is required after a roof replacement, renovation, ownership change, or expiration of the prior form.
  • Keep permits, invoices, product approvals, and photographs that support the listed features.

Do not assign a specific percentage or dollar savings to a feature without the insurer’s written quote. A mitigation inspection can document resilience while still leaving flood exposure, deductibles, and non-wind exclusions unchanged.

Compare NFIP and private flood coverage on the terms that affect a claim

Flood coverage may come through the NFIP or the private market. OIR notes that private flood insurance can be primary or excess, may be standalone or an endorsement, and may be limited to certain homes or coverage types. These products are not interchangeable simply because both are called flood insurance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison point Questions for the NFIP policy Questions for private coverage
Building and contents limits What limits apply to the dwelling and contents, and are they adequate for this home and lender? Are higher limits, replacement-cost treatment, or broader contents limits available, and under what conditions?
Exclusions Which structures, improvements, below-grade areas, temporary housing, landscaping, and belongings are excluded or limited? Does the contract add or remove exclusions, and are there special limits for foundations, crawlspaces, or valuables?
Waiting period When does coverage begin, and are exceptions available for a loan closing or map change? What waiting period applies, and can the insurer bind coverage during a storm threat?
Primary or excess status Is the policy intended to be primary flood insurance? Is it primary or excess, and what underlying policy must exist before it pays?
Policy term and renewal What is the term, renewal process, and treatment of changes in maps or risk? Can the insurer nonrenew, restrict new business, or change terms at renewal?
Lender acceptance Does the lender accept this policy and its limits? Will the lender accept the private form, carrier, rating, and claims-paying requirements?

Ask the agent to compare the actual contracts, not just premiums. A cheaper policy may have lower limits, more exclusions, a longer waiting period, or terms the lender will not accept.

Licensed agents and active-company checks

DFS provides a licensed-agent search and an active-company lookup. Use them to verify that the person offering the quote is licensed and that the insurer is currently authorized for the relevant coverage. Authorization does not guarantee that the company will accept this home or pay every disputed claim.

OIR’s CHOICES comparison tool

OIR’s CHOICES tool uses three predefined model-risk scenarios to display sample average rates by Florida county. It is useful for broad context, not a quote for your address. The models may not match the home’s age, roof, construction, deductible, flood need, mitigation features, occupancy, or coverage limits.

Ask for documents, not verbal assurances

Request the quote, declarations page, specimen forms, endorsements, deductible schedule, mitigation assumptions, flood proposal, and binding conditions. Save the versions you relied on when making the offer. If the insurer later changes eligibility or price after an inspection, you can identify exactly what changed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical insurance due-diligence timeline

Before making an offer

  1. Check the exact parcel on the current FEMA flood map and note the category and map date.
  2. Ask the seller or listing agent for the Florida flood disclosure, prior flood information, mitigation form, roof age, permits, and insurance-loss details available to the seller.
  3. Obtain preliminary homeowners, wind, and flood quotes using realistic dwelling limits and deductibles.
  4. Ask the lender for its flood-zone determination, required limits, accepted policy types, and deadlines.

During the contract period

  1. Review the statutory disclosure at or before contract execution and send written follow-up questions.
  2. Order inspections that address roof, structure, electrical systems, plumbing, drainage, moisture, HVAC equipment, and elevation-related concerns.
  3. Have the agent re-quote after inspection findings and correct every inaccurate property detail.
  4. Compare at least two complete policy proposals on coverage, deductibles, exclusions, limits, insurer eligibility, and mitigation credits—not premium alone.
  5. Confirm waiting periods and binding availability. Do not assume a policy can be issued immediately before a storm.

Before closing

  1. Confirm the final insurer, policy number, effective date, deductibles, wind treatment, and flood policy are acceptable to the lender.
  2. Verify that the dwelling limit reflects the insurer’s replacement-cost estimate and that contents, additional living expense, liability, and other-structure limits fit your use.
  3. Provide required proof of insurance to the lender and check that the closing package identifies the correct legal description and mortgagee.
  4. Keep the signed disclosure, quotes, policy forms, inspections, mitigation documentation, permits, and correspondence.

Red flags that require a pause or a revised budget

  • The seller cannot explain a flood disclosure answer, or the answers conflict with visible repairs, permits, or inspection findings.
  • The home is outside a high-risk map category and someone concludes that flood insurance is unnecessary without asking the lender or an insurer.
  • The quote assumes wind coverage, a mitigation credit, or a roof age that has not been verified in writing.
  • The policy has a percentage hurricane deductible that you could not pay from available cash after a major loss.
  • The insurer will not bind coverage until repairs, inspections, or documentation are completed.
  • A private flood policy has a lower limit, broad exclusion, long waiting period, excess-only status, or lender-acceptance problem that was not explained.
  • The total insurance budget works only if a promotional rate, unconfirmed discount, or unavailable insurer is assumed.

If a red flag appears, ask the agent for a written explanation and a corrected quote, ask the lender whether the change affects approval, and use the contract’s insurance or inspection contingency before its deadline. A seller credit may help with a known cost, but it does not make an unavailable policy available or remove an exclusion.

What cannot be determined without the property address

State guidance cannot establish this home’s flood probability, elevation, drainage performance, insurability, annual premium, deductible in dollars, mitigation discount, or claim outcome. Those depend on the parcel, construction and condition, selected limits, insurer appetite, current market conditions, lender rules, and the policy wording in force when you buy. Treat any figure that omits those inputs as an illustration rather than your expected cost.

Decision framework: when the insurance evidence is sufficient

You have a defensible insurance picture when you can answer, in writing, all of these questions:

  • Which flood-map category covers the exact parcel, and what site-history evidence supports or challenges it?
  • What flood policy will cover the building and contents, when does it begin, and does the lender accept it?
  • Does the homeowners policy include wind, what hurricane deductible applies, and what exclusions remain?
  • What dwelling limit and other limits will fund a realistic rebuild and temporary living costs?
  • Which roof, opening, and other mitigation features were verified, and which credits did the insurer actually apply?
  • What conditions must be met before binding, and can you pay the deductibles and premiums without relying on an unconfirmed discount?

If any answer is unknown, the remaining uncertainty is property-specific—not something a statewide map, sample rate, or seller disclosure can resolve. Delay the commitment, revise the contract protection, or budget for the less favorable confirmed option rather than assuming the risk away.
