An emergency phone-and-power kit should contain a charged mobile phone, a compatible charged power bank or spare phone battery, the correct charging cable, and a wall charger. Add offline emergency contacts and your household communication plan. A battery-powered or hand-crank NOAA Weather Radio can provide alerts independently of cellular and internet service. Keep every power source charged, because a working phone does not guarantee that mobile networks or internet services will remain available during an outage.
The essential kit at a glance
Build the kit around four jobs: making a call, supplying electricity, reaching people when digital services fail, and receiving hazard alerts through an independent channel. FEMA’s emergency-supply guidance does not prescribe a particular power-bank brand, capacity, or number of phone recharges. Capacity should match your phone and the outage you are preparing for.
| Item | What it does | Checks before storage |
|---|---|---|
| Mobile phone | Calls, texts, maps, official alerts and access to stored information | Charge it before a forecast emergency; confirm the intended communication methods |
| Portable power bank or spare phone battery | Provides backup energy when wall power is unavailable | Compatible with the phone; charged; charge level can be checked if the model provides an indicator |
| Charging cable | Connects the phone to the backup battery or another power source | Connector fits both devices and the cable is undamaged |
| Wall charger | Recharges the phone or power bank when mains electricity is available | Correct connector and stored with the cable |
| Offline contacts and family communication plan | Preserves phone numbers, meeting arrangements and alternatives if a device or service is unavailable | Paper copy or another accessible offline copy is current |
| Optional NOAA Weather Radio | Receives NOAA Weather Radio tone alerts without relying on a phone network | Battery-powered or hand-crank operation; spare batteries available |
| Optional FEMA App | Can deliver National Weather Service alerts and help locate shelters | Installed and configured before an emergency |
Ready.gov’s power-outage guidance states: “Have alternative charging methods for your phone in case of power outages.” FEMA’s May 2024 emergency-kit checklist similarly names an extra cell-phone battery or charger and recommends several days of basic emergency supplies.
Prepare the phone before an emergency
Charge before a forecast event
Do not wait for the electricity to fail. Charge the phone and the backup battery while mains power is available. A power bank that has been sitting unused may have lost charge, so check it periodically rather than assuming it is ready.

Confirm what will work offline
Save essential phone numbers, addresses, medical information and instructions in a form you can open without internet access. Download or otherwise preserve information you may need when a data connection is unavailable, while recognizing that downloaded information can become outdated.
Test the intended communication route
Decide whether you will call, send text messages or use another service, and determine whether that method depends on cellular coverage, Wi-Fi or both. FEMA’s power-outage guidance specifically advises determining whether a phone will work during an outage and how long backup power will last. A full battery cannot restore a failed network, damaged cell site or unavailable internet connection.
Choose a compatible backup power source
Start with connector compatibility
The cable must fit the phone and the power bank. If your household uses phones with different connectors, label each cable or keep the needed cables together in the kit. A power bank is not useful if the connector is wrong, the cable is damaged or the battery cannot provide the phone’s required input.
Size capacity for the outage you expect
There is no FEMA-required power-bank capacity. Choose by considering your phone’s battery size, how many devices the kit must support, how often you expect to use them, and how long wall power may be unavailable. A short interruption for one phone calls for a different reserve than a prolonged outage affecting several people.
Use the manufacturer’s stated capacity as a comparison point, not as a promise of an exact number of recharges. Energy is lost during conversion and charging, and actual use varies with signal strength, temperature, screen time and the phone’s condition. The practical test is whether the charged backup source supplies enough energy for the communication and alert tasks you have identified.

Check how the backup source is recharged
Make sure you know how the power bank itself gets power and that the kit contains the required input cable or wall charger. If the device supports more than one recharge method, document which one you intend to use during an outage. Do not assume a phone can recharge a power bank unless the manufacturer explicitly supports that arrangement.
Prefer a readable charge indicator
A charge indicator lets you check readiness before storage and before an approaching storm. If the model has no indicator, set a recurring household reminder to connect it to mains power and verify that it accepts a charge.
Pack the cable and wall charger as enabling equipment
FEMA’s checklist names an extra phone battery or charger; the cable and wall charger are the practical pieces that make those items usable. Keep the cable with the power bank so they are not separated when the kit is needed. Inspect the cable for cuts, bent connectors, loose plugs or heat damage. Store the wall charger as well: a power bank may be reserved for the outage, while mains electricity can recharge the phone and the backup battery whenever it returns.
If more than one person relies on the kit, identify which cable belongs to which phone. Labeling avoids a last-minute search and makes it clear which devices can share the backup source.
Make contacts and the household plan available offline
Record the information that matters
Keep an offline list of family members, neighbors, workplaces, schools, medical providers, utility contacts and other critical numbers. Include addresses and any instructions needed by someone who may have to coordinate for the household.

Define a communication arrangement
FEMA’s family communication planning materials emphasize alternatives and digital-service dependencies. Agree in advance on who should contact whom, where to meet if the home is unsafe, and which out-of-area contact can relay updates. Write down the arrangement rather than relying on everyone remembering it under stress.

Store more than one accessible copy
A paper copy works when the phone is lost, damaged or out of power. Keep it with the charging kit and place another copy where household members can reach it. Ensure that the copy does not depend on a password, app or internet connection that may be unavailable.
Add an independent alert channel
FEMA’s basic-kit checklist includes a battery-powered or hand-crank radio able to receive NOAA Weather Radio tone alerts, along with extra batteries. This is an optional addition to the phone kit, but it addresses a different failure: the phone may be charged while cellular, broadband or an app is unreachable.
What to compare in a NOAA radio
- Alert reception: Confirm that the radio receives NOAA Weather Radio tone alerts, not merely ordinary broadcast stations.
- Power options: Compare battery operation and hand-crank operation. A hand crank provides a way to generate power when replacement batteries are scarce, but it still requires deliberate operation.
- Spare batteries: Store the correct replacement batteries with the radio and check them periodically.
- Usability: Learn the controls before an emergency and keep the radio where its alert tone can be heard.
Use the FEMA App as a supplement, not the sole plan
The official FEMA App page, last updated October 29, 2024, describes support for iOS and Android. It can provide National Weather Service alerts for up to five locations nationwide and help users find nearby shelters. Install and configure it before an emergency, including the locations that matter to your household.
An app still depends on a functioning phone and a path for data delivery. Keep the radio and offline plan even if the app is installed. The app expands your information options; it does not replace backup power or guarantee service.

Assemble and maintain the kit
Put the kit together
- Place the phone, charged power bank or spare battery, compatible cable and wall charger in one known location.
- Add the paper or offline contact list and the household communication plan.
- Add the NOAA Weather Radio and spare batteries if you use one.
- Install the FEMA App on supported phones and configure alerts for the relevant locations.
- Label cables, identify the correct charger and write a short instruction card for other household members.
Set a maintenance routine
- Check the phone and power-bank charge periodically, not only when severe weather is forecast.
- Recharge after any emergency use.
- Inspect cables, connectors and batteries for physical damage or leakage.
- Replace batteries or equipment that no longer holds or accepts a dependable charge.
- Review contact numbers, meeting locations and household instructions when people, addresses or services change.
- Test the radio and confirm that spare batteries are present.
FEMA’s checklist is designed around several days of basic supplies. The phone kit should therefore be maintained as part of the wider emergency-supply arrangement, not treated as a substitute for water, food, medication or other necessities.
Operate the kit during a power outage
Preserve energy deliberately
When mains power fails, use the phone for priority communication and official information. Keep the screen off when it is not needed, and avoid spending the remaining charge on activities that do not support safety or coordination. The exact conservation settings vary by phone, so verify them before an emergency.
Use the available charging order
If wall power returns intermittently, use it to recharge the phone and then restore the power bank. When wall power is absent, connect the phone to the backup source with the known-compatible cable. Check the power bank’s indicator and disconnect equipment when charging is complete if the manufacturer’s instructions call for that practice.
Switch information channels when necessary
If calls or internet services fail, consult the offline plan and use the NOAA Weather Radio if available. A charged phone can still be useful for its stored contacts, flashlight or offline information, but it cannot overcome a service outage by itself.

The phone does not charge
- Check that the cable is fully seated at both ends.
- Try the other cable stored for that connector, if one is available.
- Verify that the power bank has charge and is switched on according to its instructions.
- Inspect the phone and cable connectors for dirt or damage; do not force a plug.
- If mains power is available, test the wall charger to determine whether the problem is the phone, cable or power bank.
The power bank is empty
Use the wall charger when electricity returns and add a recurring charge check to the maintenance routine. If the source repeatedly loses charge while stored, replace it with equipment that can reliably meet the household’s outage plan.

The phone is charged but no message goes through
Separate power from connectivity. Try the communication method your plan identifies as an alternative, and use the offline contact list or radio for information. Do not interpret a failed call or app connection as proof that the phone or power bank is defective.
The radio provides no alert
Confirm that it is tuned and configured for NOAA Weather Radio tone alerts, verify the batteries or crank power, and move it to a location where reception and audibility are better. Keep the radio available even when the phone appears to be working.
Match the kit to your household’s risk
For a brief outage affecting one person, a charged phone, one compatible backup source, its cable and a wall charger may be sufficient. A household expecting a longer interruption should account for multiple phones, more than one cable, a written plan and an independent alert channel. If people may be separated, prioritize duplicate offline contact copies and clear meeting instructions. If severe weather is a concern, configure the FEMA App locations and keep the NOAA radio ready before warnings arrive.

Ready.gov establishes the need for alternative phone charging during power outages. FEMA identifies an extra phone battery or charger, offline family communication planning, and a battery-powered or hand-crank NOAA Weather Radio with spare batteries as useful emergency-kit components. The February 2025 FEMA power-outage guidance stresses checking whether a phone will work during an outage and how long backup power will last.
Those sources do not state a numeric power-bank capacity, a required number of recharges or an endorsed product. Any capacity recommendation must therefore be based on your phone, the number of devices and the expected outage duration—not presented as a federal requirement.
