The most useful home emergency kit combines several days of water and food with independent lighting, weather alerts, first aid, sanitation supplies, charging equipment, documents, and tools. Start with FEMA’s basic checklist, then adjust quantities for everyone in the household, pets, prescriptions, medical equipment, likely evacuation routes, and the hazards in your area. Heat, flooding, and outages require different additions, so store a complete home kit and keep a lighter, portable subset ready to leave with you.
Start with an all-hazards supply base
FEMA’s basic emergency supply guidance is a starting point rather than a fixed package. Its older checklist states: “Water, one gallon of water per person per day for at least three days, for drinking and sanitation.” Treat that as a three-day minimum for planning, not a guarantee that it will cover a longer disaster, extreme heat, evacuation, medical needs, or every household’s sanitation requirements. The newer checklist describes water and non-perishable food for several days without repeating the gallon figure.
Count every person who may shelter with you, including children and older adults, and add water and food for pets. A person who needs extra fluids, formula, special food, or medication storage may require more than a standard allocation. Local emergency-management instructions take priority if authorities specify a different amount or evacuation plan.

| Sanitation and shelter | Moist towelettes, garbage bags, plastic ties, dust mask, plastic sheeting, and duct tape | Helps maintain hygiene and create a temporary barrier while sheltering |
| Tools and information | Non-sparking wrench or pliers for utilities and local maps | Supports basic shutoff and navigation when normal services are down |
| Documents and money | Copies of important family documents in a waterproof container, plus password-protected digital copies | Protects identification, insurance, medical, and financial information during flood or evacuation |
FEMA also recommends considering a full home kit and smaller portable kits for work, vehicles, or other places household members spend time. Put the home kit somewhere reachable without relying on an elevator, garage door opener, or powered lock.

Water, food, and household-specific supplies
Plan water for the people and the hazard
Use the FEMA one-gallon-per-person-per-day, three-day wording as your minimum reference point. Separate water reserved for drinking from water needed for sanitation so you can make a deliberate decision if supplies become limited. Extreme heat increases the importance of fluids, while a flood or water advisory can make normal tap-water use unsafe. Follow local instructions about boiling, treatment, or avoiding tap water.
Store water in containers you can move if an evacuation order arrives. Mark the storage date and inspect containers during your regular maintenance cycle. Add water for pets and account for formula preparation, medical diets, and anyone who cannot safely consume your usual food.
Choose food that works without electricity
Select non-perishable foods that household members will actually eat and that require little or no cooking. Include a can opener when canned food is part of the plan. Rotate items as they approach their normal use-by dates rather than treating emergency food as a permanent stockpile. If a household member has allergies or a therapeutic diet, make those foods part of the emergency inventory rather than assuming replacement items will be available.

Add the supplies that make the kit usable
- Prescription medicines and a way to protect them from heat, water, or freezing according to the prescribing clinician’s instructions.
- Spare glasses or essential vision supplies.
- Infant formula and diapers.
- Pet food, water, medications, carriers, leashes, and waste supplies.
- Copies of family documents, stored so a flood cannot destroy the originals and copies together.
Heat-wave additions: fluids, cooling, and monitoring
Ready.gov describes extreme heat as high heat and humidity with temperatures above 90°F for at least two to three days. Heat can also trigger a power loss, turning a routine water-and-food kit into a cooling and medical-safety problem. A kit cannot replace emergency medical care or guarantee a cool location; your plan must identify where people can cool down if the home becomes unsafe.
Prepare for a loss of cooling
- Keep drinking water immediately accessible, not sealed in a container that requires tools to open.
- Identify a nearby cooling option, such as an air-conditioned public location or the home of someone who can host your household, and determine how you would get there without relying on a working elevator.
- Store loose, lightweight, light-colored clothing and ways to create shade.
- Plan to reduce high-energy activity during the hottest part of the day.
- Arrange check-ins for older adults, children, neighbors who may be vulnerable, and pets. Never assume a pet can find a safe temperature on its own.
Keep the radio able to receive NOAA Weather Radio tone alerts so you can hear heat warnings and other severe-weather information when internet access fails. Charge phones and power banks before a forecast heat event, but do not rely on a phone as your only warning or communication method.
Recognize when heat is a medical emergency
Learn the signs of heat illness before an event and decide who will call for help. Ready.gov says suspected heat stroke requires calling 911 or getting the person to a hospital immediately. While help is coming, move the person to a cool, shaded area and cool the body if possible. Do not let the presence of a well-stocked kit delay emergency care or transport.

Monitor Emergency Alert System messages, NOAA Weather Radio, and local alerts. Follow evacuation orders promptly. Never walk, swim, or drive through floodwater: depth, current, contamination, and hidden damage cannot be judged safely from the vehicle or roadside. Return only when authorities say it is safe.
Power-outage additions: charging, food safety, and combustion hazards
Keep information and devices working
Before severe weather, charge phones and other essential electronics and prepare an alternative charging method. Use battery-powered lights rather than open flames where possible. Keep the radio and flashlight accessible, with spare batteries stored in a dry place. If someone depends on an electrically powered medical device, talk with the person’s doctor about backup power, transportation, and what to do if the outage lasts longer than expected.
Ask a doctor or pharmacist how temperature-sensitive medicines should be stored during an outage. A power bank may keep a phone operating, but it does not automatically protect medication or medical equipment.

Make refrigerator and freezer decisions by time and temperature
Keep refrigerator and freezer doors closed. FEMA says a refrigerator will keep food cold for about four hours and a full freezer will stay at a safe temperature for about 48 hours. These are approximate guidance figures, not guarantees for every appliance, load, or room temperature. A refrigerator/freezer thermometer helps you check conditions rather than guessing.
FEMA advises discarding refrigerated food exposed to 40°F or higher for more than four hours. When in doubt, follow current local food-safety instructions and do not taste food to decide whether it is safe. Water advisories may accompany an outage, so keep enough safe water to drink and prepare food while you wait for official instructions.
Use generators and fuel-burning equipment safely
FEMA says generators, camp stoves, and charcoal grills must be used outdoors at least 20 feet from building openings such as windows, doors, or garages. Never use a gas stovetop, oven, grill, or dryer to heat the home. Carbon monoxide can accumulate without an obvious smell, so moving a combustion appliance into a garage, porch, or room with a door is not a safe workaround.
Organize storage for both sheltering and leaving
| Storage layer | Contents | Design goal |
|---|---|---|
| Home reserve | Bulk water and food, sanitation supplies, tools, documents, pet supplies, and replenishment items | Several days of sheltering without a store or utility service |
| Portable evacuation bag | Water, ready-to-eat food, medicines, documents, flashlight, radio, charger, first aid, sanitation, clothing, and pet essentials | Grab-and-go transport when flooding or another hazard requires departure |
| Vehicle or work kit | Small water and food supply, light, batteries, first aid, charger, maps, and weather-alert capability | Supports a household member stranded away from home |
Keep the portable layer light enough for the person who may carry it. Label containers, list contents on the outside, and make sure every adult knows where they are. Do not bury the radio, medications, or documents under heavy supplies.
Assemble and maintain the kit step by step
- Map the household. List people, pets, prescriptions, medical devices, dietary needs, mobility limitations, likely evacuation destinations, and anyone who needs a check-in.
- Set the water and food baseline. Apply FEMA’s one gallon per person per day for at least three days, then add household-specific water, pet supplies, and longer-duration quantities appropriate to local hazards.
- Add independent alerting and light. Test the NOAA-alert-capable radio, flashlight, spare batteries, whistle, and phone charging method.
- Build the health and sanitation layer. Include first aid, prescriptions, glasses, infant supplies, moist towelettes, garbage bags, plastic ties, and any personal-care items that cannot be replaced quickly.
- Prepare for heat. Identify a cooling location, assign check-ins, stage fluids and light clothing, and write down the action for suspected heat stroke: call 911 or obtain immediate hospital care.
- Prepare for flooding. Waterproof documents, make digital copies, pack a portable subset, and practice routes that avoid floodwater.
- Prepare for outages. Charge devices, plan alternative charging, identify medical-device and medicine-storage contingencies, and keep a thermometer available for refrigerator/freezer decisions.
- Place tools and instructions safely. Store the non-sparking wrench or pliers, maps, can opener, and written contact information where they remain reachable if power-operated doors or lights fail.
- Inspect on a schedule. Replace expired or damaged items, rotate food, test lights and radios, recharge power banks, replace batteries as needed, update medications and documents, and recheck the plan after a move, new pet, medical change, or household-size change.
Common kit mistakes and the safer alternative
- Storing only food: Add water, alerts, light, charging, sanitation, medical supplies, and documents so the kit works during an outage or evacuation.
- Treating three days as a universal maximum: Use the FEMA figure as a minimum reference and extend supplies when local guidance, isolation, heat, or household needs justify it.
- Keeping the kit in an inaccessible place: Store it where you can reach it without power, then keep a portable subset ready.
- Relying on a smartphone: Include a NOAA-alert-capable radio, flashlight, spare batteries, and a separate charging option.
- Entering floodwater to retrieve supplies: Pack evacuation items beforehand and obey official warnings; never walk, swim, or drive through floodwater.
- Using indoor combustion for warmth or cooking: Keep generators, camp stoves, and charcoal grills outdoors and at least 20 feet from openings; never use household gas appliances or a dryer to heat the home.
- Guessing about food or medicine: Keep refrigerator/freezer doors closed, use time and temperature guidance, and ask clinicians or pharmacists about powered devices and temperature-sensitive medicines.
How to choose additions for your household
For every item, ask five questions: Which hazard does it address? How many people or pets depend on it? Will it work without grid power or phone service? Can it be carried during an evacuation? What maintenance does it require, such as charging, battery replacement, or food rotation?
A radio that receives NOAA Weather Radio tone alerts is more useful for this purpose than a model that only plays entertainment stations. A waterproof document pouch addresses a flood-specific risk, while a power bank addresses an outage risk. Neither replaces the other, and neither removes the need for local alerts or an evacuation plan. Build the kit around those decisions rather than buying a prepacked assortment whose contents may not fit your household.
