Choose the specific Japanese facility that fits your workload, risk tolerance, connectivity design and operating model—not simply the provider with the strongest metro-wide marketing. Compare the site’s earthquake and flood exposure, power and cooling topology, network routes, security evidence, support commitments, sustainability accounting and contract remedies. A Tokyo or Osaka label is only a starting point; the quoted building and service must satisfy your technical and business requirements.
Start with the workload and the exact facility
Write down the requirements your application must meet before asking for quotations. Include present and three-to-five-year forecast IT load, cabinet count, watts or kVA per cabinet, storage growth, latency-sensitive users, cloud connections, regulatory obligations, maintenance windows and the recovery time and recovery point objectives for each system. Separate production, backup and disaster-recovery workloads: placing them in the same building may leave a common regional failure.
Confirm the location, not just the city
Request the full street address, campus and building identity. Confirm whether the proposed deployment is in Tokyo, Osaka or another location that suits customer geography, staff access and a second-site recovery plan. Ask whether a provider’s stated Tokyo or Osaka capacity includes the exact building being quoted, another campus in the metro, or future phases that are not yet available.
Use a written requirement sheet
- Committed and forecast power, circuit voltage, cabinet density and metering method.
- Required carriers, internet exchanges, cloud on-ramps, private links, cross-connects and route diversity.
- Physical access hours, remote-hands tasks, response targets and delivery logistics.
- Security, audit, data-residency and sector-specific control requirements.
- Availability, maintenance and disaster-recovery objectives, including who owns failover equipment and testing.
Assess Japanese natural hazards at site level
Japan-specific risk review should go beyond a generic Tier label. The Japan Data Center Council (JDCC) says its Data Center Facility Standard reflects Japanese conditions and considers earthquake risk, facility risk and operational-control risk. Request the provider’s current site assessment and the method behind it.

Earthquake questions
- What seismic hazard, soil and ground-stability data were used?
- What building structure, base isolation or damping systems are installed?
- How are racks, batteries, generators, fuel systems, piping and cable trays anchored?
- What inspections and post-event re-entry procedures apply?
For example, the TY15 facility page published by Equinix describes seismic isolation. That is a claim about TY15, not evidence for another facility in Japan; request engineering documentation for the building in your quotation.
Flood and regional-disruption questions
- What is the finished-floor elevation relative to local flood maps and the 500-year base flood elevation?
- Where are substations, generators, fuel deliveries, telecommunications entrances and staff routes located?
- How will the facility operate if roads, utilities or fuel supply are disrupted across the region?
- What recovery time is assumed for a regional event, and which services remain available on site?
TY15 is described as being above the 500-year base flood elevation, but that site statement does not replace an independent review of your selected building and its utility dependencies.
Verify power capacity, topology and billing
Power should be evaluated against your measured load and failure tolerance. Ask for a one-line diagram or an equivalent description showing utility feeds, switchgear, UPS paths, generators, maintenance bypasses and customer distribution. Confirm whether A and B feeds are genuinely independent or share upstream equipment.
Questions for the electrical design
- What utility feeds enter the site, and what common points can take both feeds down?
- Is UPS redundancy N, N+1, 2N or another arrangement, and does it apply to every customer circuit?
- How are generators started, synchronized and maintained during a utility outage?
- How much fuel autonomy is guaranteed at full site load, and how are replenishment contracts and access handled during a disaster?
- What transfer time, voltage tolerance and maintenance-bypass procedure apply to customer equipment?
TY15 publishes N+1 UPS redundancy, N+1 generator redundancy and at least 48 hours of generator autonomy at full load. It also lists 8,280 square metres (89,125 square feet) of colocation space. These are facility-specific published specifications, not a Japan-wide norm.
NTT DATA’s Green Data Center description refers to multiple power feeds, UPS, private generation and emergency batteries. It also describes parallel-redundant UPS, with some buildings using a shared reserve configuration. Obtain the design for the exact building and determine whether shared reserve equipment creates a common-mode dependency.

Make the commercial measurement explicit
Define whether you are billed for connected load, metered consumption, contracted kVA, peak demand or a hybrid. Ask how power factor, overages, temporary test loads, expansion increments, taxes and currency conversion are handled. Ensure the quote states included breakers, PDUs, installation, monitoring and future-capacity reservation.
Match cooling to cabinet density and hardware
Compare the density you actually need with the facility’s supported and contractually reserved capacity. Check temperature and humidity ranges, airflow direction, containment, chilled-water or refrigerant architecture, redundancy during maintenance and the boundary between facility and customer equipment.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesHigh-density and liquid-cooled deployments
For accelerated computing or other dense systems, ask for a sustained kW-per-rack limit rather than an average. Confirm liquid-cooling compatibility, heat-rejection limits, water quality and availability, leak detection, commissioning tests and emergency shutdown procedures. Establish who supplies, owns and maintains the coolant distribution unit and facility-side loop, and who pays for modifications.
NTT DATA notes that water-cooled and immersion systems differ by manufacturer and has opened a liquid-cooling test facility in Noda, Chiba for joint validation. Treat that as evidence of a validation capability, not a promise that every Green Data Center room accepts your design. TY15 lists minimum cabinet density of 8 kVA and N+20% cooling redundancy; neither figure guarantees liquid-cooling support or the same density at every cabinet.
Map connectivity and physical route diversity
Carrier neutrality is useful only when the carriers, exchanges and paths you need are present at the selected site and available at a known price and lead time. Build a port-and-path list covering internet transit, domestic carriers, cloud on-ramps, IX ports, private circuits, cross-connects, metro links and management networks.

Questions to ask the network team
- Which carriers and exchanges are on-net in this building today?
- Can you obtain BBIX, JPIX or JPNAP access directly, and what installation and recurring fees apply?
- Can two circuits use physically separate entrances, meet-me rooms, risers and upstream routes?
- What are ordering lead times, construction charges, port speeds and cancellation terms?
- What latency, jitter and availability are contracted, and where are they measured?
Equinix describes carrier-neutral access to major clouds, networks and exchanges, including BBIX, JPIX and JPNAP, across its Japan offering. NTT DATA says its Green Data Center permits carrier choice and that an on-site JPIX connection is possible. NTT DOCOMO BUSINESS describes low-latency, high-capacity network coverage between its data centers and customer offices or cloud services. Confirm each service at the quoted site; a portfolio description does not prove route independence or a particular performance level.

Check security controls and audit scope
Request a control matrix that maps your requirements to the named legal entity, facility, service and certification period. A corporate certificate may not cover every building, room or managed service.
Physical and operational controls
- Ask how visitors are approved, escorted and logged; how badges are issued and revoked; and how long CCTV and access records are retained.
- Confirm security staffing, alarm response, incident notification deadlines and procedures for lost credentials.
- Define media handling, secure destruction, customer-owned locks and evidence supplied after an incident.
- Verify whether customer engineers can work independently, require escorting or must use provider staff.
Equinix lists ISO 27001, ISO 22301, FISC and PCI-DSS among Japan standards claims. Its TY15 page separately lists FISC, ISO 22301, ISO 27001, ISO 9001, LEED, PCI DSS, SOC 1 Type II and SOC 2 Type II. Request the current certificates, scope statements, issuing dates and any exclusions before treating those claims as evidence for your deployment.
NTT DATA describes security gates, surveillance cameras and 24-hour, year-round staffed monitoring for its Green Data Center service. Verify the controls and evidence for the building and service in your contract.
Evaluate support, access and remote hands
Define the operating model in measurable terms. List the remote-hands actions you may need—visual checks, cable moves, rebooting, media replacement, console access and inventory handling—and obtain response and completion targets, escalation contacts, ticket records and fees.

Visit and delivery logistics
- Inspect loading docks, vehicle access, lift dimensions, staging and temporary storage.
- Confirm delivery booking rules, customs or import support, packaging disposal and chain-of-custody procedures.
- Check work rooms, conference space, loaner tools, crash carts, spare-parts storage and available language support.
- Ask how emergency access works outside Japanese business hours and during transport disruption.
Equinix describes 24/7 security and technical support, conference rooms, work kiosks and loaner tools. NTT DOCOMO BUSINESS says skilled data-center staff support customer equipment configuration and operation. NTT DATA describes 24/365 staffed monitoring and a continuously available facilities-management call center. Convert these descriptions into named service levels, prices and escalation rights.
Demand evidence for energy and sustainability claims
Ask what energy-sourcing claim applies to the exact site, the accounting boundary, reporting period, renewable instruments and customer allocation. Determine whether renewable energy is automatic, optional, limited to selected facilities or priced separately.
Equinix states that all Japan sites are covered by 100% renewable energy. NTT DOCOMO BUSINESS says customers can choose renewable-energy options at selected data centers. These statements have different scopes; do not compare them as equivalent until the provider documents geography, period, instruments and allocation in writing.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Read the SLA and continuity terms as engineering documents
Obtain the complete service-level agreement, not only a headline percentage. Check the availability definition, measurement points, planned-maintenance exclusions, customer-power boundaries, generator and fuel assumptions, incident-notification clock, service credits, chronic-failure remedies and termination rights.
TY15 publishes a 99.999% global guaranteed uptime claim, and Equinix says its Tokyo and Osaka data centers have a 99.999% uptime guarantee. Treat those as provider-published claims until the applicable SLA identifies the covered service, exclusions and calculation method. A guarantee for facility availability is not automatically a guarantee for your carrier circuit, cross-connect, managed service or application.

Put tier figures in context
JDCC reproduces Uptime Institute reference figures for end-user operational reliability: Tier 1 is 99.67%, Tier 2 is 99.75%, Tier 3 is 99.98% and Tier 4 is 99.99%. JDCC presents these as reference values on its Facility Standard page, accessed in 2026. They are not observed performance or a provider guarantee, and they are not directly interchangeable with an SLA percentage.
Compare quotes on identical assumptions
The reviewed material does not establish comparable current prices, so request live, site-specific quotations. Normalize every bid before comparing totals.

- Classify workloads. Record power, density, latency, compliance and recovery requirements for production, backup and disaster recovery.
- Shortlist facilities. Select candidate buildings in Tokyo, Osaka or another region based on customer latency, staff access and geographic separation.
- Issue a facility questionnaire. Request hazard studies, topology diagrams, network inventory, certificates, support procedures, energy evidence and draft SLA language.
- Validate physically. Tour the building, inspect loading and security processes, and verify that quoted rooms, routes and expansion areas exist.
- Test the network plan. Obtain route maps, latency measurements and written confirmation of diverse entrances and meet-me rooms where required.
- Model failure scenarios. Walk through utility loss, generator maintenance, cooling failure, earthquake, flood, carrier outage and regional access restrictions.
- Normalize and score bids. Compare identical assumptions, then weight hazards, power, cooling, connectivity, operations, compliance, sustainability and commercial risk according to workload priorities.
- Attach evidence to the contract. Make the selected topology, capacity, service levels, remedies, expansion rights and reporting obligations contractual schedules rather than sales-deck statements.
Common mistakes that create avoidable risk
- Choosing by metro label: a provider’s Tokyo or Osaka claim may cover multiple buildings with different hazards, power designs and networks.
- Treating Tier as a complete answer: tier references do not describe Japanese seismic exposure, flood elevation, route diversity or your customer circuits.
- Assuming N+1 means no outage: redundancy can still share switchgear, controls, fuel systems or maintenance procedures.
- Using a portfolio network list: carriers and exchanges must be confirmed at the exact building, with physical path and lead-time evidence.
- Accepting certificates without scope: check the legal entity, facility, service, version and validity period.
- Comparing renewable percentages without definitions: verify accounting boundaries, instruments, geography and customer allocation.
- Ignoring operations: an excellent facility can fail your design if engineers cannot reach it, deliveries are delayed or remote-hands work is not covered.
- Comparing headline uptime numbers: read exclusions, measurement points, remedies and the relationship between facility availability and your end-to-end service.
What a defensible decision looks like
The best Japanese colocation choice is the facility whose documented physical protections, electrical and cooling capacity, network paths, controls, support model and contract remedies match your workload and recovery plan. Keep provider claims attributed and facility-specific: Equinix estimates the Japan colocation market at about USD 3.9 billion in 2024, but that is the company’s own market estimate, not an independently verified total. Likewise, published capacity, renewable coverage and uptime figures are useful starting evidence only. Select a site when the underlying diagrams, certificates, tests, operating procedures and SLA language withstand technical and commercial review.
