Pause before making a major change. First check that you are comparing the same accounts and time periods, identify which holdings or asset categories fell, and reconsider your goals, time horizon, target allocation, and cash needs. A decline alone does not tell you whether to buy or sell. Rebalancing may make sense if your portfolio has moved away from a plan that still fits, but weigh fees and tax consequences before acting.
Start by checking what the loss actually represents
A lower account balance can feel urgent, but the number on a screen is not enough to diagnose what happened or determine what to do next. Before placing a trade, confirm that you are looking at the right accounts and comparing equivalent periods. Check whether contributions, withdrawals, transfers, dividends, or other account activity affect the comparison. A balance change and an investment return are not necessarily the same measurement.
Then separate the observation from the interpretation. “My account is worth less than it was” is an observation. “My investments are permanently impaired,” “the whole market is falling,” or “I should sell now” are conclusions that require more evidence. You cannot infer the cause or seriousness of a decline without knowing what you own, what time period you are measuring, and how the account is being used.

- Write down the question you need to answer: what fell, why it matters to your plan, and whether you need to act.
- Avoid making a large, irreversible decision just to stop the discomfort of watching a lower balance.
The SEC’s Investor.gov guidance cautions investors against rash decisions and attempts to time the market during volatility. That does not mean you must ignore a decline. It means you should make a decision based on your circumstances and investment plan rather than on the decline alone.

Find out where the decline is concentrated
Look at the portfolio in layers: the overall account, broad asset categories, sectors, funds, and largest individual holdings. The aim is to find out whether the change is broad or concentrated and whether your portfolio has become more dependent on a small number of investments.
Funds can overlap. Owning several funds does not necessarily mean you have broad exposure if they hold many of the same investments or focus on a narrow part of the market. The SEC’s asset-allocation guidance emphasizes diversification both between asset categories and within them, and warns that a narrowly focused fund may not provide broad diversification. Diversification can reduce the effect of a weak holding or category on a portfolio, but it does not eliminate investment risk or guarantee that the portfolio will recover.
Questions to ask about your holdings
- Which holdings or asset categories account for most of the decline?
- Do a few investments make up a large share of the portfolio?
- Do funds have similar holdings or a narrow focus that creates overlap?
- Has the portfolio’s current mix moved materially away from the allocation you intended?
- If one company’s shares fell, have you reviewed current company filings and reliable information about that business before treating the drop as ordinary market volatility?
This review can help you distinguish a portfolio-wide change from a problem concentrated in one investment. It cannot establish, by itself, whether a company is sound or impaired, or predict what a security will do next. For an individual company, use current filings and reliable information about the business rather than assuming the price move is either temporary or permanent.

An allocation is appropriate only in relation to the purpose of the money and the investor’s circumstances. Ask whether your goal, deadline, income, debt, emergency savings, or willingness and ability to tolerate risk has changed. The SEC does not identify one allocation model that suits every financial goal; an allocation that makes sense for one investor may not fit another.

Time horizon matters because money needed soon may not have time to withstand a decline before it must be spent. The SEC’s risk-tolerance guidance says a risky investment may be unsuitable for money needed for a short-term goal of five years or less, because the investor may have to sell at a loss. That is a reason to examine how money for near-term goals is invested, not a universal instruction to sell a particular holding or adopt a specific allocation.
Separate willingness from ability
Willingness to take risk is how much uncertainty and loss you feel able to tolerate. Ability to take risk also depends on practical facts: when you need the money, whether you have other resources, and whether your plan can withstand a further decline. If a loss has changed your ability to meet a goal, that deserves attention even if the original investment choice was reasonable. If the goal and time horizon remain unchanged, a frightening account balance by itself does not prove that the plan is wrong.
Be specific about the decision. “I cannot tolerate risk” may be too broad to guide an adjustment. Consider whether the issue is a near-term cash need, an allocation that was too aggressive for the goal, concentration in a few holdings, or the emotional difficulty of seeing a decline. Different causes call for different responses, and none can be diagnosed from the loss alone.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsShould you sell stocks when the market is down?
A fall in prices is not, on its own, a personalized sell signal. Selling might be part of a deliberate plan—for example, to bring an allocation back toward its target or to fund a goal—but selling solely because prices have fallen can turn an on-screen decline into a realized result and leave you with a portfolio that no longer matches your plan. Whether selling is appropriate depends on what you hold, the account, the purpose of the money, your time horizon, cash needs, and tax situation.

Before selling, identify the reason for the trade in one sentence. If the reason is that the investment mix no longer fits your goal or risk capacity, examine whether an allocation change is warranted. If the reason is an immediate cash need, consider what resources are available and which assets would need to be sold. If the reason is fear that prices will fall further, recognize that this is an attempt to time the market; no conclusion about a particular investment’s future follows from the decline alone.
Do not confuse selling a holding with repairing a plan. Selling one asset without considering what will replace it can leave you with a different concentration, risk level, or cash position than you intended. Map out the effect of the proposed trade on the whole portfolio before acting.
Should you buy more when stocks fall?
A lower price does not automatically make an investment a good fit. Buying more can increase your exposure to an asset or company that already dominates the portfolio, use cash needed for an upcoming goal, or move you away from your intended allocation. Before adding money, check whether the purchase fits the plan, whether the investment remains appropriate for the goal, and whether you can afford the risk of a further loss.

Distinguish an established contribution plan from a new decision to put additional cash into a falling investment. With either, confirm that the amount, timing, and allocation are compatible with your cash needs and target mix. Do not invest money needed for a near-term obligation simply because a price has dropped.
Rebalance only if it serves the plan
Rebalancing means moving a portfolio back toward an intended allocation. It is a way to manage the mix of investments, not a forecast that an asset will rebound. If your allocation still fits your goals and circumstances, an unusually strong or weak period for one category does not by itself establish that the plan should change.
There are several ways to rebalance. The practical choice depends on the account, available contributions, transaction costs, and tax consequences.
| Method | What it does | What to check |
|---|---|---|
| Sell an overweight asset | Reduces a holding or category that now exceeds its intended share and can provide funds for underweights. | Transaction fees and possible tax consequences of a sale. |
| Buy an underweight asset | Uses available funds to move the portfolio toward its intended allocation. | Whether the purchase fits the goal, risk capacity, and near-term cash needs. |
| Direct new contributions to underweights | Uses ongoing contributions to help adjust the mix without relying only on sales. | Whether contributions are available and whether the resulting allocation is suitable. |
| Change future contribution allocations | Routes future contributions differently to bring the mix closer to the target over time. | How long the adjustment may take and whether the overall mix remains appropriate meanwhile. |
The SEC’s guide to asset allocation and rebalancing advises considering transaction fees and tax consequences before choosing a method. A trade that moves the portfolio closer to a target can still have costs, so compare the effect of each available method rather than assuming that selling is required.

Protect near-term cash needs from market pressure
If an unexpected expense would force you to sell investments at an inconvenient time, review the cash resources available for emergencies. A joint World Investor Week bulletin dated October 5, 2026, from the SEC Office of Investor Education and Assistance, CFTC Office of Customer Education and Outreach, FINRA, NASAA, NFA, and SIPC gives three to six months of living expenses as one example savings goal. It is an example, not a universal requirement; the appropriate amount depends on an individual’s circumstances.
Cash planning and investment allocation are related but distinct questions. A reserve may reduce pressure to liquidate investments to meet an unexpected expense; it does not remove investment risk or guarantee that an emergency will not affect your finances. Consider what near-term costs you may need to cover and whether your current resources give you room to avoid selling investments solely to meet them.
Be cautious if an unsolicited message or call claims to offer help with an investment loss or urges you to move money quickly. The same 2026 multi-agency bulletin warns about investment impersonation and scams, including scams that may be made more convincing with AI. Verify unexpected investment contacts through official channels you locate independently. Do not share account access details in response to unsolicited messages.
Understand tax consequences before selling
In a taxable account, a sale can create a reportable capital gain or loss. The IRS explains that a capital gain or loss generally results from the difference between an asset’s adjusted basis and the sale proceeds. Most capital transactions are reported on Form 8949 and summarized on Schedule D. The tax result depends on the transaction and the taxpayer’s circumstances; do not assume that a sale at a loss will produce a particular tax benefit.
Before selling for tax reasons, check the IRS rules that apply to the relevant tax year or consult a qualified tax professional. IRS Topic No. 409 includes year-specific figures for 2025; those amounts should not be treated as 2026 limits. Tax rules can affect whether, when, and how to act, but tax considerations should not be used to justify an investment decision without considering the portfolio and the goal as well.
Use a decision check before placing a trade
Use these questions to organize a choice between keeping the current allocation and making an adjustment. They do not identify one correct portfolio for everyone.
| Decision question | If the answer points toward keeping the plan | If the answer points toward reviewing an adjustment |
|---|---|---|
| When is the money needed? | The goal and deadline remain compatible with the current investment risk. | A near-term goal may be exposed to a decline that could force a sale at a loss. |
| Can you bear a further loss? | Your willingness and financial capacity still fit the plan. | Your circumstances or capacity to absorb risk have changed. |
| How concentrated is the portfolio? | Holdings and categories remain consistent with the intended mix. | A small number of holdings, sectors, or overlapping funds dominate exposure. |
| Does the allocation still fit the goal? | The purpose and time horizon are unchanged, and the target remains suitable. | The goal, deadline, income, debt, or other relevant circumstances have changed. |
| What would an adjustment cost? | No trade is needed solely to respond to a market move. | Compare fees and possible tax consequences across available methods. |
| Can available cash cover near-term needs? | There is no need to sell investments just to meet an immediate expense. | Assess whether a cash reserve or other resources can reduce pressure to sell. |
If you cannot explain why a trade fits your goal, pause and gather the missing information. That may mean checking holdings and fund overlap, clarifying the timing of a financial goal, or understanding possible tax consequences. General investor-education materials can help frame the questions, but they cannot diagnose a portfolio without its holdings, account type, goals, cash needs, time horizon, and tax situation.
