If a storm leaves your phone showing “No Service,” treat it as a communications problem—not proof that emergency calling is impossible. In the United States, try 911 for immediate danger, clearly state your location, and call again if the call drops. If voice calling fails but any data connection remains, send a short text with your location and what help you need. Use a battery-powered NOAA Weather Radio or local broadcast for official updates, because Wireless Emergency Alerts (WEA) require a working cellular connection. Do not cross floodwater or approach downed lines while searching for a signal.
What to do in the first few minutes
1. Try 911 for an immediate threat
In the U.S., dial 911 even when the status bar says “No Service.” A wireless phone may connect through another available network for an emergency call. A phone without an active service plan can also call 911, but the call center may not receive the phone’s location automatically.
Give your location first: street address, apartment or floor, nearby intersection, mile marker, landmark, or GPS coordinates if you know them. Then describe the hazard, injuries, number of people involved, and the safest way responders can reach you. Stay on the line unless the dispatcher tells you to disconnect.
If the call drops, dial again immediately. A 911 center may be unable to call back a disconnected or uninitialized phone, so do not wait for a return call. If you are moving between shelter locations, update dispatch with your new position.

2. Text only when calling does not work
Storm damage and congestion can make voice calls difficult even when some data service remains. If you can send a message, text a trusted contact with four facts:
- Where you are, using a full address or recognizable landmark.
- How many people are with you and whether anyone is injured.
- The immediate danger, such as rising water, fire, structural damage, or a medical problem.
- What you plan to do next and when you will check in again.
Text-to-911 exists in some U.S. jurisdictions but is not universal. 911.gov advises calling if possible and texting if calling is not possible. In an area that does not support the service, your carrier should return a delivery-failure message. Silence is not confirmation that a dispatcher received the text, so keep trying an available voice method and follow local emergency instructions.
3. Preserve the battery
A charged phone cannot repair a damaged tower or carrier network, but an empty battery removes your remaining options. Turn on the phone’s low-power mode, dim the screen, close unnecessary apps, and stop repeated non-emergency calls. Keep the phone available for 911, official warnings, and essential check-ins. If you have a power bank, connect it early rather than waiting until the phone shuts down.

Why a storm can remove normal service
Hurricanes, tornadoes, ice storms, floods, and severe thunderstorms can damage towers, backhaul links, commercial power, or local equipment. Even without physical damage, emergency responders and residents may place so many calls that networks become congested. The National Oceanic and Atmospheric Administration (NOAA) warns that after a hurricane, responders may be overwhelmed, communications systems may be impacted, and phone or video calls may be difficult because of congestion.

“No Service” usually describes the phone’s connection to its ordinary carrier. It does not prove that every nearby network is unavailable, which is why an emergency call may still connect. Conversely, a few bars do not guarantee that a call or message will complete when the network is overloaded. Avoid assuming that a temporary signal means normal service has returned.
How to receive warnings without cellular service
Wireless Emergency Alerts (WEA)
WEA messages are sent by authorized government alerting authorities through participating wireless carriers. A compatible phone must be connected to a functioning cell tower to receive them. WEA can be valuable during a storm, but it is not an independent fallback when towers are down or the phone cannot attach to a cellular network.
NOAA Weather Radio
NOAA Weather Radio All-Hazards broadcasts National Weather Service watches, warnings, and other hazard information. Most receivers automatically sound an alert tone for hazardous-weather watches or warnings. A battery-powered or hand-crank receiver can continue operating during a power and cellular outage.
NOAA identifies the National Weather Service as the best source for official weather watches, warnings, and advisories. Check that your receiver covers your local transmitter, set the correct channel, and test its alert mode before severe weather arrives. Emergency radios do not receive WEA; they are a separate broadcast system.

Local radio, television, and officials
AM/FM radio can remain useful when cell towers or internet connections are unavailable. Television may provide updates if you have power or a generator. Local emergency-management agencies, shelters, and public-safety officials may issue evacuation routes, curfews, road closures, and shelter instructions through broadcast announcements or in-person notices.
Do not leave a safe shelter merely to chase a signal or verify a rumor. Treat an official evacuation order as an instruction to act, not as information to compare casually with social-media posts.
Using satellite emergency features
iPhone satellite emergency functions
Apple says an iPhone may attempt to route an emergency call through another network when its carrier network is unavailable. Supported iPhone models may also offer satellite emergency service in supported regions. Availability depends on the exact model, software, country or region, and current service terms.

Pixel Satellite SOS
Google documents Satellite SOS for supported Pixel devices, but the procedure and availability depend on the phone model, software, and location. Check the current support instructions for your exact Pixel before relying on it. Do not assume that every Android phone has satellite emergency capability, or that a feature available in one country is available in another.
Satellite SOS is not ordinary satellite service
Emergency SOS functions are specialized workflows. They should not be confused with unrestricted satellite calling or messaging. Learn how your phone starts its emergency mode before a storm; trying to discover the procedure while injured, indoors, or in poor visibility can waste time.
Choose the safest way to seek a signal
Signal hunting can expose you to greater danger than the outage itself. Stay in a structurally safe shelter and follow evacuation or shelter directions. Never cross moving or standing floodwater to reach a road, hill, or building with better reception. Do not approach fallen utility lines, damaged poles, or flooded electrical equipment.

Prepare before the next storm
Build a communications kit
NOAA recommends keeping the phone charged, placing chargers and a written communications plan in a go-bag, and preparing supplies for at least three days when a storm threatens. Ready.gov recommends alternative charging methods for outages. A power bank preserves battery power; it cannot restore a damaged tower, carrier, or internet connection.
- Phone, charging cable, wall adapter, and a fully charged power bank.
- Spare batteries or another approved charging method for essential devices.
- Battery-powered or hand-crank NOAA Weather Radio with fresh batteries.
- Paper copies of key phone numbers, addresses, medical information, and meeting places.
- Downloaded local maps and emergency information for offline use where available.
- Written shelter locations, evacuation routes, local emergency number, and radio frequencies.
Agree on a family check-in plan
Choose an out-of-area contact and a primary meeting point before severe weather. Decide who will send the first check-in, how often everyone will try, and what message means “I am safe but cannot travel.” A short, consistent message uses less battery and reduces confusion when networks are congested.
Learn the phone’s emergency controls
Enable the emergency alerts appropriate for your device and region. Practice opening the emergency SOS screen, locating emergency contacts, and finding any satellite instructions. Do this while you have power and internet access; an emergency menu may differ by model and software version.
Recommended Free Tools
Choosing an emergency radio and power bank
Use specifications rather than promises of guaranteed performance. Reception depends on local terrain, transmitter coverage, building materials, weather, and battery condition.
| Item | What to check | What it can and cannot do |
|---|---|---|
| NOAA Weather Radio | NOAA reception in your area, automatic alert tone, AM/FM reception, battery or hand-crank/solar power, ease of use, durability | Receives official broadcasts without cellular service; does not receive WEA or restore phone connectivity. |
| Power bank | Capacity, connector compatibility, recharge method, physical condition, and whether it can be kept charged before the storm | Extends phone runtime; cannot create a signal when towers, backhaul, or internet service are unavailable. |
Test both devices periodically. Verify that the radio receives your local NOAA channel and that the power bank can charge your specific phone and cable. Store them where you can reach them quickly if the power fails.
Quick Recap
A practical decision guide when service disappears
- Assess immediate danger. If anyone faces a life-threatening hazard, call 911 and state the location first, even if the phone shows no service.
- If voice fails, inspect available connections. If any data or messaging path remains, send a concise text to a trusted contact; use text-to-911 only where supported and do not assume delivery without confirmation.
- Switch to independent information. Turn on the NOAA Weather Radio or local AM/FM broadcast and follow official evacuation or shelter instructions.
- Check satellite emergency support. Use only the emergency function documented for your exact phone and location, and follow its sky-visibility instructions.
- Protect the device and yourself. Enable low-power mode, stop unnecessary attempts, and remain away from floodwater and downed lines.
- Reassess after verified updates. Do not travel until authorities say routes are safe; service returning on the screen does not mean roads, utilities, or responders are ready.
Key limits to remember
- “No Service” does not rule out a 911 connection, but a connected call may not transmit your location automatically.
- A text can pass during congestion when a voice call cannot, yet text-to-911 coverage varies by locality.
- WEA requires cellular delivery; a NOAA Weather Radio supplies a separate broadcast path.
- Satellite SOS is restricted by phone model, software, region, sky visibility, and service availability.
- A charger preserves battery; it does not repair a network.
- Floodwater, damaged roads, and downed power lines remain dangerous after the weather appears to improve.
