When an Xbox Play Anywhere save or achievement is missing, check the title’s Play Anywhere eligibility and the Xbox account first. Then end the game session on the first device, reconnect it to Xbox services, and allow synchronization to finish before launching the game elsewhere. Saves and achievements use related but different systems, so a missing in-game save is not repaired in exactly the same way as an achievement missing from your Xbox profile.
The sequence below separates normal handoff behavior from genuine errors and gives a narrowly targeted fix for the Xbox app on PC when it remains on Syncing data….
What Xbox Play Anywhere is supposed to sync
Xbox Play Anywhere lets a participating game carry progress between an Xbox console, a Windows 10 or Windows 11 PC, and supported Windows 11 gaming handhelds. The Xbox Play Anywhere page describes the intended result this way: “So, you can pick up where you left off on another XBOX console, Windows 10/11 PC or supported gaming handheld device, bringing all your saves, game add-ons and achievements with you.”

Check the exact title and edition
Open the game’s current Xbox or Windows Store listing and look for the Xbox Play Anywhere badge. Check the edition as well as the game name; a standard edition, deluxe edition, expansion, remake, or separate PC release may have different entitlements. The badge is the practical eligibility check before you troubleshoot a save.

Microsoft’s XR-052 policy, version 2.0 dated November 1, 2025 and listed as last updated September 23, 2026, requires save-data roaming between Xbox consoles and Windows PCs for games that support Play Anywhere. It does not require that same Xbox-to-Windows roaming for non-Play Anywhere games.
How saves, sessions, and achievements differ
Saves belong to a user and an active game session
Xbox save handling identifies the signed-in user, checks the Xbox network connection, and tracks whether another device has an active session or a data lock. Only one device should be signed in to the same game session at a time. If the console is still running the game, or the previous session did not close cleanly, the next device may not receive the latest state.

Use the same Xbox profile on both devices. A Windows account, Microsoft account, or store account that is different from the Xbox profile used to play does not make the save interchangeable.
Offline play writes locally first
Microsoft’s Game Saves documentation explains that an offline session can continue writing save data on the device, but that data does not synchronize while the session is offline. When the game session ends and the device has a connection, it attempts to upload the local changes. Therefore, a save made on a train, in a weak-signal area, or during an outage may appear absent on the other device until the original device reconnects and closes the session.
A conflict means neither copy is simply “wrong”
If the local device and the cloud copy both changed, Xbox compares their timestamps and presents a conflict. Each location contains progress the other one does not. The prompt may describe dates or progress details; read them before selecting which copy to keep. Choosing a copy is a data decision, not a routine repair step.

Achievements are profile-wide, not a second save file
Xbox describes Play Anywhere achievements as one shared set of achievements and Gamerscore for the title. Earning an achievement on an eligible Xbox game does not create a separate second achievement list for the PC version. A missing save inside the game and a missing achievement on the Xbox profile are separate problems, even if they appeared after the same device switch.

Step-by-step troubleshooting
1. Confirm Play Anywhere eligibility before changing anything
- Open the current store listing for the exact game and edition.
- Verify that the Xbox Play Anywhere badge is present.
- Confirm that both devices are among the supported Xbox, Windows 10/11 PC, or supported Windows 11 handheld platforms.
- Check that you are not launching a separate PC-store product that is not tied to the Xbox Play Anywhere entitlement.
If the badge is missing, treat the problem as a game-specific or platform-specific save issue rather than assuming Play Anywhere synchronization is available.
2. Verify the Xbox account and end the previous session
- On the device where the latest progress was made, open the account or profile area and confirm the Xbox gamertag.
- Close the game normally instead of suspending it indefinitely.
- Wait for the game and Xbox services to finish their handoff while that device is connected.
- Only then start the game on the second device with the same Xbox profile.
If a message says the account is active on another device, resolve that session rather than repeatedly launching the game on both devices. Repeated launches can leave the service deciding which device owns the current save lock.

3. Reconnect and give synchronization a normal opportunity
- Check that the device can reach Xbox services and that other online features are working.
- If you played offline, reconnect before closing or reopening the game.
- End the game session normally so the device can attempt its upload.
- Launch the game on the second device only after the first device has completed its close-and-sync cycle.
Microsoft’s technical documentation describes periodic synchronization attempts for games using its Game Saves APIs and an upload attempt at session end. It does not define a fixed consumer-facing wait time, so a particular number of seconds or minutes should not be treated as a service guarantee.
4. Read a local-versus-cloud conflict instead of guessing
When Xbox presents a choice between local and cloud data, inspect the dates and any progress descriptions. Select the copy that contains the progress you actually want to preserve. Do not delete local data or cloud data as a standard troubleshooting step; the available documentation does not establish a general recovery procedure for a save that has already been overwritten.
If the prompt is unclear, stop before choosing. Record which device contains the newer activity and preserve that information for support rather than making several different selections.

5. Fix the Xbox app PC symptom “Syncing data…”
Bethesda Support documents a specific Windows procedure for a game in the Xbox app that remains stuck on Syncing data…:
- Open Windows Task Manager.
- Select the Details tab.
- Find
gamingservices.exe. - Right-click it and choose End task.
- Wait a few seconds for the service to restart.
- Start the game again from the Xbox app.
This is a targeted PC instruction for that stuck-sync symptom. It is not a general fix for an Xbox console, an in-game conflict choice, or an achievement that is absent from your profile.
6. Diagnose an achievement separately from a save
- Open the Xbox profile that should contain the achievement and verify the gamertag.
- Check the title’s achievement list on that profile rather than relying only on the in-game menu.
- Confirm that the game is the same Play Anywhere title and edition used for the original unlock.
- Do not assume that restoring a save will automatically restore an achievement; the two records are handled differently.
The accessible official material establishes the shared achievement model but does not establish a universal achievement delay or a general recovery procedure for an achievement that is missing from the profile. Avoid inventing a wait period or repeatedly replaying a requirement without first confirming the account and title.

If the save still does not appear, or an achievement remains absent after the account and title checks, prepare these details for Xbox or the game publisher:
- Exact game title and edition, including any remake, bundle, or expansion name.
- Xbox console model or Windows version on each device.
- The Xbox gamertag and profile used during play.
- Which device was used most recently and whether its game session ended normally.
- Whether either session was offline.
- The exact wording of the sync prompt, including whether it offered local and cloud choices.
- Any error code, such as
0x838601e7, copied exactly rather than interpreted from memory. - Whether the failure concerns an in-game save, the PC process stuck at Syncing data…, or an Xbox profile achievement.
Xbox support pages for achievement recovery and some error codes may require an interactive support shell, and their exact remedies should not be guessed from the code alone. Supplying the details above helps support distinguish an entitlement problem, an account/session lock, a cloud-save conflict, and an achievement-record issue.

- Launching both devices at once: this can leave one session active while the other is trying to acquire the save lock.
- Assuming every Windows copy is Play Anywhere: a Windows edition or cloud-save label does not prove Xbox-to-Windows roaming.
- Switching accounts to test: a different Xbox profile has a different save owner and achievement record.
- Choosing a conflict option without reading it: local and cloud copies may contain different progress.
- Deleting data as a first response: deletion can remove the very copy needed for recovery, and a general restoration method is not established.
- Treating an achievement as a save: achievement visibility is tied to the Xbox profile’s shared record, not simply to the local save file.
- Applying the PC service reset to every platform: ending
gamingservices.exeis relevant to the documented Xbox app on PC symptom, not to console synchronization in general.
What a successful handoff looks like
A reliable move between devices has a straightforward sequence: the game is a confirmed Play Anywhere title, the same Xbox profile is signed in, the first device has an online connection, its session closes and uploads, and the second device starts afterward. If both copies changed, Xbox gives you a choice rather than silently merging incompatible progress. Achievements, once earned for the eligible title on that profile, belong to the shared Xbox achievement set rather than to a separate console and PC copy.
