If plastic is blocking a storm drain, stay out of the road and away from standing water. Remove only loose debris you can reach safely from the curb without touching the grate. For a deep, persistent, inaccessible, or hazardous blockage—or active flooding—contact the local public works, stormwater, or road authority. If you suspect a dangerous spill or there is immediate danger, move away and contact local emergency services.

First decide whether it is safe to act

Do not approach a drain just because the obstruction looks small. Before doing anything, check where you would need to stand, what you would need to touch, and whether the material is clearly ordinary litter. If any part of the task puts you in traffic, standing water, or contact with an unknown substance, leave it to the appropriate authority.

What you see What to do
Loose plastic on the surface, reachable from a safe curbside position You may pick up the surface litter if you can do so without entering the road, reaching into the drain, or touching anything sharp or suspicious.
Debris below the grate, a blockage that remains after surface litter is removed, or a drain you cannot reach safely Do not lift the grate or try to clear the drain. Report it to the local maintenance authority.
Traffic exposure, standing water, unsafe access, or active street flooding Keep clear and report the location. Use the local urgent or emergency reporting route if the conditions pose an immediate risk.
Unknown liquid, chemical-looking material, or suspected hazardous or potentially explosive spill Do not touch or investigate it. Move away and contact local emergency services if danger may be immediate.

The City of Portland’s Adopt a Storm Drain guidance puts the limit plainly: “Clear surface debris only.” It also cautions volunteers to watch for traffic, standing water, and sharp objects, stay out of the street, and never lift a grate. This is a useful boundary for a passerby, not an invitation to perform maintenance inside the drain.

Why a plastic blockage matters—and what it does not prove

A storm drain inlet lets rainwater run off streets and other surfaces into a drainage system. Plastic and other debris can obstruct the opening, making it harder for runoff to enter. A clogged inlet can therefore contribute to water pooling on the street or localized flooding.

But ponding does not by itself prove that plastic is blocking the drain. Heavy rain can exceed a drainage system’s capacity even when an inlet is clear. Report what you observed—such as plastic across the opening and water pooling—rather than diagnosing the cause as certain.

Stormwater systems also differ by location. Some carry runoff toward nearby waterways without treatment. Arlington County says that its storm-drain system has no treatment before discharge to local streams, and that material entering it—including litter, oil, bacteria, mud, sand, and leaves—can go directly to those streams. That description applies to Arlington County’s system; do not assume every community uses the same arrangement.

Local infrastructure counts show why reporting a specific inlet matters more than guessing at the scale of the problem. Arlington County reports more than 10,000 storm drains; Calgary reports more than 60,000; and Mecklenburg County / City of Charlotte reports more than 100,000 storm-drain inlets. Those are local infrastructure totals, not counts of blocked drains or plastic pollution. They do not establish how often plastic causes a blockage or how much flooding it causes.

How to remove only loose, reachable surface litter

  1. Choose a safe position. Stay on the curb or another safe pedestrian area. If reaching the litter would require stepping into the street, leaning into traffic, entering water, or balancing somewhere unsafe, stop.
  2. Check the material. Pick up only litter you can identify as ordinary, loose surface debris. Do not handle sharp objects, tangled material you cannot safely remove, unknown liquids, or anything that may be hazardous.
  3. Remove only what is on the surface. Do not reach through the grate, insert a tool into the inlet, move the grate, or attempt to clear an obstruction below it. Portland’s instruction is to clear surface debris only.
  4. Stop if the blockage remains. If plastic is lodged in the inlet, the opening is still obstructed, or the drain continues to appear clogged, report it instead of trying a more forceful approach.
  5. Dispose of ordinary litter appropriately. Do not push it into the drain or leave it beside the inlet where it could wash back in. If you cannot safely collect or dispose of it, report the condition.

A long-handled litter picker may help with loose surface litter when it can be used from a safe position, but it is not a drain-clearing tool. Do not use a grabber from the roadway, to reach under a grate, or to pull at material whose nature is unclear. No specialized tool makes an unsafe location safe.

How to report a clogged storm drain

The right contact depends on who maintains the drain where you are. Municipalities may route reports through 311, an online service-request system, a stormwater or sewer utility, or a road-maintenance department. Some drainage assets may be maintained by a county or another road authority rather than the city. Use your local government’s official website and search for terms such as “report a clogged storm drain,” “stormwater maintenance,” “drainage issue,” or “road maintenance.” If you are unsure which department is responsible, start with the local government’s general service-request or public works contact and ask them to route it.

  1. Pin down the location. Give the street address or the nearest intersection. For a drain away from a building address, include the side of the street, direction of travel, or a nearby landmark.
  2. Describe what is visible. Say that plastic or other debris appears to obstruct the inlet, and note whether water is pooling, rising, or flowing around it. Distinguish an observed condition from a suspected cause.
  3. State the urgency. Explain whether the area is actively flooding, creating a traffic hazard, or merely has a visible blockage without current ponding. Follow the jurisdiction’s instructions for urgent conditions.
  4. Include a photo only if safe. A photograph can help identify the inlet, but do not enter the roadway, approach standing water, or delay contacting authorities to take one.
  5. Use the channel the authority specifies. Submit the online form, call the service line, or use the 311 route identified by the local government. Keep any confirmation or reference number if one is provided.

Local examples illustrate why the reporting route should be checked rather than assumed: Seattle Public Utilities accepts drainage-issue service requests and distinguishes urgent flooding; Calgary provides local storm-drain reporting guidance; and Raleigh’s stormwater maintenance information explains how to report clogged drains. These are jurisdiction-specific processes, not a universal hotline or procedure.

When choosing between a routine service request and an urgent report, focus on the immediate conditions rather than the amount of plastic alone. A small visible obstruction with no immediate danger can generally be reported through the authority’s listed maintenance channel. Active flooding, a traffic hazard, or a suspected dangerous spill calls for the jurisdiction’s urgent or emergency guidance. If you are unsure which route applies, describe what is happening and follow the local authority’s instructions.

When the situation needs urgent escalation

Active flooding or a threat to people and traffic

If water is rapidly accumulating, moving across a road, affecting access, or creating an immediate danger, keep yourself and others out of the affected area. Contact the relevant local emergency or urgent-response channel rather than relying only on a routine maintenance form. The exact route varies by jurisdiction; use the local government’s emergency guidance. Do not stand in floodwater or try to redirect water yourself.

Unknown material or suspected hazardous spill

Do not touch, smell, sample, or move an unknown substance near a drain. Move away and report the location. If you suspect a hazardous or potentially explosive spill, or there is immediate danger, contact emergency services. The City of Minneapolis directs people reporting foreign substances entering an inlet to Sewer Operations and says to call 911 first for a suspected hazardous or potentially explosive spill. Those instructions and numbers are local to Minneapolis; elsewhere, follow the emergency and environmental reporting procedures for your jurisdiction.

Persistent or inaccessible blockage

A blockage that cannot be cleared from the surface, or that returns after surface litter is removed, requires maintenance beyond a passerby’s safe role. Report it even if water is not currently pooling: the responsible authority can assess whether the inlet needs service. Do not assume that a grate can be lifted safely or that a household tool is suitable for clearing the structure.

What not to do

  • Do not enter the street to reach the drain. Traffic exposure is not justified by a small piece of litter.
  • Do not lift or shift the grate. Portland’s volunteer guidance says never to lift it; an opening can also create a hazard for people nearby.
  • Do not reach into the inlet or drain structure. The visible opening does not show what lies below it, and the safe action is limited to surface debris.
  • Do not use plungers, rods, hoses, chemicals, or other household drain tools. The guidance for residents is not to undertake drain-clearing work; report a deep or persistent obstruction instead.
  • Do not handle sharp, unidentified, or potentially hazardous material. Leave it for the relevant public or emergency authority.
  • Do not treat every puddle as proof of a clog. Rainfall can exceed system capacity. Report both the visible debris and the water condition without claiming certainty about the cause.

Finding the right local contact

Search the official website for the city, county, or road authority that maintains the street, using the street’s jurisdiction if you know it. Look for a stormwater maintenance page, a drainage-issue reporting form, public works, or a general 311 service request. If the inlet is on a state or county road, the city may not be the responsible maintainer; the road authority’s website may identify the correct reporting channel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For routine reports, provide the location and condition through the listed service-request channel. For urgent flooding, immediate danger, or a suspected hazardous spill, use the emergency directions published by the jurisdiction instead of waiting for a routine ticket to be processed. Local guidance controls; one city’s phone number or response process should not be treated as valid elsewhere.

If you cannot find a dedicated storm-drain page, try the broader terms “storm drain inlet,” “clogged storm drain,” or “drainage issue” on the official city or county site. Municipalities use different labels and service systems, so a general public works or 311 contact can be a reasonable starting point when the responsible department is unclear. Give the location and ask that the report be routed to the team responsible for the street or inlet.

Does water pooling near a drain mean plastic has blocked it?

Not necessarily. A clogged inlet can contribute to street ponding, but heavy rain can also exceed a system’s capacity when the inlet is clear. Report what you can see—both debris and water conditions—without assuming the cause.

What should I do if there is an unknown liquid or possible chemical spill near the drain?

Do not touch, smell, sample, or move it. Leave the area and contact the appropriate local authority. If you suspect immediate danger or a hazardous or potentially explosive spill, contact local emergency services; procedures vary by jurisdiction.

The Bottom Line

Clear only loose surface litter that is safely reachable from the curb. Never enter the road, reach into or lift the grate, or handle unknown material. Report deep, persistent, inaccessible, or hazardous blockages to the local authority, and use local urgent or emergency channels for active flooding or immediate danger.
