Document the damage and report it to the authority responsible for the road. A “good” condition rating is a summary of the road section’s measured condition—not proof that every visible defect is absent. Include the exact location, direction of travel where relevant, date, and clear photos; keep the report reference and ask what survey date, method, and section produced the rating.
Why a damaged road can still receive a “good” rating
Automated road surveys measure selected road characteristics and use those measurements to produce condition indicators. The resulting label describes the assessed section under a particular method; it is not necessarily a live, defect-by-defect inventory. The Department for Transport (DfT) explains that SCANNER surveys cannot identify potholes as a specific defect. A pothole may affect parameters SCANNER measures and contribute to a section’s overall condition, but the survey does not therefore confirm or rule out each pothole. DfT: Road condition statistics – a basic guide and quality assessment.
Timing is another possible explanation. In England, SCANNER surveys operate on a financial-year cycle and cannot be carried out in snow, ice, or standing water. Damage that develops or worsens after a survey—or is not captured during it—may not appear in the result until a later cycle. A rating and a photograph can therefore both be accurate descriptions of different evidence or dates. DfT guidance on survey timing and condition indicators.
“AI survey” can refer to different technologies and procedures. Automated visual inspection should not be treated as inherently unreliable: DfT describes specifications, accredited data collection, and quality assurance. But the method, coverage, and date matter when interpreting a particular rating. The useful question is not simply whether the survey is right or wrong, but what it measured, where and when it measured it, and how the authority handles the visible defect.

A useful distinction is between a network-condition rating and an individual defect report. The first summarizes measurements across an assessed section; the second is a report about a particular pothole or damaged spot. The section may receive a “good” summary even though there is a visible defect somewhere within it. That does not mean the damage is imaginary or unimportant, nor does the label by itself establish what action the authority will take. It means you need to report the specific location and ask how it is considered in the authority’s inspection process.
Record the defect safely and precisely
Before reporting, make a concise record that lets the authority locate the defect and understand what you observed. Do not stop or stand in a dangerous place to take photographs. If it is unsafe to document the road, prioritize your safety and report it using the information you can provide.
- Location: road name or number, nearest junction or landmark, and a precise position if you can establish one safely.
- Direction: direction of travel or which carriageway or lane is affected, where relevant.
- Date: when you observed the damage. If you know when the survey displayed the “good” rating, note that date too.
- Description: explain what is damaged and where it sits in the road, using plain, specific language.
- Photographs: include one image showing the defect in context and another closer view that makes the damage visible, if you can take both safely.
- Rating evidence: save a screenshot or record the map, report, or survey page that labels the section “good,” including any date or section identifier shown.
Context and close-up views serve different purposes: a close image can show what the damage looks like, while a wider image can help place it on the road. If you cannot safely obtain both, do not put yourself at risk to complete the record. The precise road name or number, direction, and a nearby junction or landmark may still help the authority identify the location.
Report it to the road authority
Use the official reporting channel for the authority responsible for that road. The correct owner and process depend on the road and jurisdiction; a council tool may not be the right route for every road. DfT notes that public reporting tools exist for potholes and other road defects, but it does not establish one universal reporting destination. Check the relevant authority’s own website or contact information.
- Identify the responsible authority. Use the authority’s official site to find the road-defect or pothole reporting route for that location.
- Submit the location and evidence. Provide the road name or number, precise position, direction where relevant, observation date, description, and safe-to-take photographs.
- Explain the mismatch plainly. State that the survey or map labels the section “good,” while your dated evidence shows damage at the specified location. Ask that the defect be logged and reviewed under the authority’s inspection process.
- Save the confirmation. Keep the report number or other reference, a copy of what you submitted, attached evidence, and any reply.
A concise report can make the discrepancy easy to understand. For example: “The section is shown as ‘good’ on [survey or map]. On [date], I observed [description] on [road name or number], [direction or carriageway], near [junction or landmark]. The attached dated images show the location and defect. Please log this report and let me know how this location is reviewed under your inspection process.” Fill in only details you can verify; do not state a survey date or location identifier unless the source shows it.
If the defect presents an immediate danger, use the relevant local urgent-reporting or emergency channel. Which contact is appropriate depends on the location and severity; do not assume that an ordinary online report will be treated as urgent.

Ask what the rating actually covers
If the authority or survey page relies on a condition rating, ask for the information needed to interpret it rather than treating the word “good” as a guarantee. The assessed section and direction matter: a rating for a longer stretch may not identify the precise point where you photographed damage. Survey date matters too, because a rating can predate a newly formed or worsening defect.
- What date was the section surveyed?
- What survey method or technology was used, and who collected the data?
- What road section and direction were assessed?
- What does “good” mean on the rating scale used for that result?
- How does the authority record and inspect a visible pothole or other defect that a network-condition survey does not identify as a specific defect?
- Has the location since been inspected, reported, or repaired?
These questions help separate a network-level condition score from an individual defect report. They also give you a clearer basis for following up if the authority’s response does not address the location or evidence you submitted.
When comparing a map label with a new report or an older condition result, check more than the word “good.” Compare the survey date and coverage, the technology or standard used, the type of condition the method measures, and the category definitions. Also ask whether the authority has inspected or repaired the location since the survey. A difference between labels may reflect different dates, methods, or scales rather than a direct contradiction. For England, the transition from SCANNER-based reporting to PAS 2161 makes it particularly important to establish which framework a result uses.
England: distinguish legacy SCANNER ratings from PAS 2161
The formal scales and dates below apply to England, not to road authorities elsewhere. When asking about an English rating, first establish whether it is a legacy SCANNER result or a category under the newer PAS 2161 framework.
Historic Road Condition Indicator used with SCANNER
Under the historic Road Condition Indicator, scores from 0 to 40 indicate “good,” scores over 40 and below 100 indicate “amber,” and scores of 100 or more indicate “red.” The figures describe the condition of the surveyed section under that indicator; “good” does not mean the section is guaranteed to be pothole-free. DfT: Road condition statistics – a basic guide and quality assessment.

PAS 2161 uses five categories, from 1 (no deterioration) to 5 (severe deterioration), with possible maintenance treatments associated with categories. DfT guidance says authorities must report classified-road data using approved surveys from the financial year ending March 2027. Ask whether a result uses this newer framework or the legacy SCANNER indicator before comparing the label with an older rating. DfT: Road condition data guidance for local highway authorities.

The transition to approved technologies and the new standard can make year-to-year comparisons difficult when survey methods change. DfT says SCANNER data is collected by accredited suppliers and quality assured annually by TRL; that quality process does not make different methods or survey dates interchangeable. For a specific rating, the authority’s explanation of the method and assessed section is more informative than comparing labels alone. DfT: road-condition statistics and quality assessment.
This is why it is worth asking the authority for the method or standard, not just the survey’s provider or the displayed category. An accredited, quality-assured process is relevant context, but it does not make one survey’s category directly equivalent to another method’s result. Nor does a network score answer on its own whether a specific defect has since been reported, inspected, or fixed.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do if the response does not address the defect
Keep any follow-up focused on the unresolved issue. Refer to the report number, restate the precise location, and ask whether the authority has logged or inspected the defect. If the response relies on a “good” survey result, ask for its date, method, assessed section, direction, and scale, then explain how your dated evidence relates to that section.
Recommended Free Tools
If a response gives only a broad section rating, you can ask whether that section includes the exact point in your report and whether the defect has been considered separately through the authority’s inspection process. If the authority refers to an older rating, ask whether there is a more recent survey or inspection result for that location. These are requests for clarification, not assumptions that a rating is wrong or that a particular action is guaranteed.
Reporting and escalation procedures vary by road owner and jurisdiction. The available guidance does not establish a universal appeal mechanism, complaint deadline, repair duty, or response target. Check the responsible authority’s published process for the next step; do not assume that the existence of a survey rating determines whether or when a reported defect will be repaired.
Frequently Asked Questions
Why does the road survey say “good” when I can see a pothole?
A condition rating summarizes measured characteristics across an assessed road section; it is not necessarily a live list of every defect. DfT says SCANNER surveys cannot identify potholes as a specific defect, although potholes may affect parameters the survey measures. The survey may also predate damage you see now.

How do I report a pothole that an AI road survey missed?
Report it through the official channel of the authority responsible for that road. Include the road name or number, precise location, direction where relevant, date observed, a clear description, and photographs taken safely. Explain that the section is rated “good,” ask for the defect to be logged and reviewed, and keep the submission confirmation or reference.
Can I challenge a road-condition rating?
You can ask the responsible authority what survey date, method, road section, direction, and rating scale produced it, and how it handles the visible defect. Reporting and escalation routes depend on the road owner and jurisdiction; the available guidance does not establish a universal appeal process or deadline.
Does “good” mean the road is pothole-free?
No. In England, the historic SCANNER Road Condition Indicator’s “good” band describes a surveyed section score from 0 to 40; it is not a pothole-free guarantee. SCANNER does not identify potholes as a specific defect.
What should I ask if the authority gives me a survey score?
Ask for the survey date, technology or method, assessed section and direction, the scale’s meaning, and whether the location has since been inspected, reported, or repaired. In England, ask whether the result is a legacy SCANNER rating or a PAS 2161 category before comparing it with another year or source.
The Bottom Line
A “good” automated road rating is not proof that a visible defect is absent. Record the damage safely, report its precise location to the responsible authority, keep the reference, and ask what date, method, section, direction, and scale the rating covers. Formal score definitions and PAS 2161 timing here apply to England only.
