When a volcano alert is issued, first identify your exact location, read the latest message from local emergency management and the responsible volcano observatory, and follow any closure or evacuation order immediately. A USGS alert describes volcanic conditions; local authorities tell you whether to evacuate, move to higher ground, or shelter indoors. If a lahar threatens, leave the valley floor for high ground. If ash is falling and no other hazard requires movement, shelter indoors and limit outdoor air entering your building.
What a volcano alert actually means
The U.S. Geological Survey (USGS) uses four ground-based alert levels for volcanic activity. They describe the volcano’s status, not a universal instruction for every person in the surrounding area. The same alert level can require different actions depending on your distance from the volcano, the hazard involved, local geography, and an emergency-management order.
| USGS ground alert | Meaning | What it means for you |
|---|---|---|
| NORMAL | The volcano is in a typical, non-erupting state. | Maintain normal activity, but know your local hazard zones and notification methods. |
| ADVISORY | Elevated unrest or a minor eruption is occurring, with limited hazards. | Read official updates, check whether closures apply, and review your household plan. |
| WATCH | Unrest is heightened or escalating, increasing the potential for an eruption, or an eruption is producing limited ground hazards. | Be ready to act quickly. Confirm evacuation routes, transportation plans, medications, and arrangements for pets or people who need assistance. |
| WARNING | A hazardous eruption is imminent, underway, or suspected. | Follow the local emergency message now. Evacuate, move to high ground, or shelter as directed; do not wait for a more convenient time. |
The aviation color code is a separate scale concerned primarily with airborne ash and flight safety. Its color is not an evacuation order for people on the ground. A Volcano Activity Notice (VAN) communicates ground hazards when an alert changes or significant activity occurs. A Volcano Observatory Notice for Aviation (VONA) is intended for aviation users. Read the full message and the local emergency instructions rather than interpreting a color by itself.
Your first ten minutes after an alert
- Confirm the message. Check the latest notice from your local emergency-management or civil-defense agency and the relevant volcano observatory. Use official websites, alert systems, radio, or verified agency accounts. An observatory can describe the activity; local authorities issue practical directions for your neighborhood.
- Pinpoint your location. Identify your address, workplace, accommodation, trail, road, or park position on the current hazard map. Determine whether you are in a lahar, ashfall, lava-flow, or other mapped zone. If you are visiting, ask lodging or park staff which jurisdiction is issuing instructions.
- Look for an order, not just a status. A warning or activity notice does not automatically tell every resident to evacuate. Follow the specific wording: evacuate, prepare to evacuate, move to high ground, shelter in place, or remain indoors.
- Stop entering closed areas. Leave closed roads, parks, trails, viewpoints, and restricted neighborhoods. Do not approach an eruption to watch or photograph it; conditions can change faster than roads and emergency services can respond.
- Choose the safest movement. If a lahar is possible or approaching, move quickly uphill and away from valleys and channels. If officials order evacuation, use the designated route rather than an improvised shortcut. If ash is falling without a movement order, go indoors.
- Take essential items only if time permits. Bring prescribed medicines, identification, phone and charger, water, necessary mobility or communication equipment, and supplies for children, older adults, service animals, and pets. Do not delay an evacuation to collect possessions.
- Keep receiving updates. Charge phones if possible, use a battery-powered radio for official broadcasts, and keep alert notifications enabled. Avoid non-emergency calls so networks remain available for emergency traffic.
Decide by hazard and location
If you are on the volcano
Leave the hazard area using marked routes and obey every closure sign. Volcanic hazards can include ash, falling rocks, lava, poisonous or irritating gases, lahars, and fast-moving hot rock and gas. Avoid valleys, stream channels, and other low-lying areas because a lahar can follow them and cut off a route. Do not assume a clear-looking path is safe: an eruption can produce hazards outside the area you can see.

If you are in a park or recreation area, follow rangers and emergency personnel rather than continuing toward a viewpoint. If you lose communication, move away from the volcano and from valley bottoms, then seek a safe place where you can receive official instructions.
If you live near or downstream from the volcano
Check the hazard map for your community before an emergency. Know which valleys, bridges, and low crossings could be affected by a lahar and identify routes to higher ground on foot and by vehicle. A route that looks short on a map may cross a channel or become impassable, so learn an alternative and decide where separated household members will reunite.

When officials warn of an approaching lahar, do not wait for visible water or debris. Move up and away from the valley floor as quickly as possible, then shelter on high ground. Follow an evacuation order even if the volcano itself is not visible and even if conditions near your home still appear normal.

If you are in a lahar zone
A lahar is a fast-moving mixture of water, volcanic material, and debris that can travel along valleys and channels. Your priority is vertical and lateral distance from the channel, not a closer look at the flow. Leave low ground immediately when warned, use the community’s designated high-ground route, and stay there until authorities announce that the danger has passed. Do not drive into a flooded or debris-filled road, turn around at a closure, or use a bridge as a viewing point.

What to do when ashfall is forecast
Before ash arrives
- Read the local ashfall instructions, because advice about water, cleanup, roads, and building loads can differ by community.
- Go home if possible and avoid unnecessary travel before ash reaches the area.
- Move pets indoors. Arrange a safe indoor place for livestock or follow local animal-care instructions.
- Bring prescribed medicines within reach, especially for anyone with asthma, another respiratory condition, or heart disease.
- Close windows and doors. Plan how you will limit outdoor-air intake through heating, ventilation, or air-conditioning systems when feasible.
- Cover vehicles, machinery, and other equipment that cannot be moved indoors. Heavy-duty tape and plastic sheeting can help seal or cover items when used safely.
- Keep protective eyewear and a suitable mask available. If a mask is unavailable, USGS guidance describes covering the nose and mouth with a cloth as a temporary measure against ash exposure.
During ashfall
Stay indoors unless another official instruction requires you to move. Close doors and windows and shut down systems that draw outdoor air inside when feasible. If you must go outside, seek shelter as soon as possible. Wear glasses rather than contact lenses: ash trapped behind a contact lens can injure the eye. Cover your nose and mouth with a mask or cloth if exposure cannot be avoided.
Do not drive unless travel is necessary. Ash can damage engines and air filters, make roads slippery, reduce visibility, and interfere with vehicle operation. If you must travel, slow down, use official road directions, allow extra stopping distance, and turn back when authorities close a route. Keep headlights on as required by local rules, but do not treat them as a substitute for safe visibility.

- Wait for local instructions before beginning major cleanup. Authorities may advise when roads, water systems, schools, and workplaces can safely reopen.
- Avoid roof cleanup while ash is still falling unless immediate action is needed to prevent damage. Wet or accumulated ash can be heavy, and roof work creates a fall hazard; use trained help when available.
- Use respiratory and eye protection for cleanup, keep ash out of occupied rooms, and follow local disposal instructions. Do not wash large amounts of ash into drains unless officials say it is safe.
- Inspect vehicles and equipment before use. Ash can enter filters, bearings, and moving parts; follow the manufacturer’s cleaning guidance and local advice.
- If ash enters a water supply, let suspended material settle and use clear water while following any local water advisory. Wash garden vegetables before eating them.
Evacuate, move to high ground, or shelter?
| Official direction or condition | Correct response | Important limitation |
|---|---|---|
| Evacuation order | Leave promptly by the designated route and go to the announced shelter or meeting place. | Do not delay to watch activity, gather nonessential belongings, or find a different route through a closed area. |
| Lahar warning | Move uphill and away from the valley floor or channel, then shelter on high ground. | Do not remain on a bridge, in a low crossing, or beside a stream to observe the flow. |
| Ashfall with no evacuation or other movement order | Shelter indoors; close openings and limit outdoor-air intake. | Remain alert for a later instruction. Ashfall sheltering does not protect you from a lahar or another ground hazard. |
| Road, trail, park, or neighborhood closure | Leave or avoid the closed area as directed and use an open official route. | Closures can be preventive; do not enter to take photographs or retrieve property without authorization. |
When instructions appear to conflict, use the most recent message from the local emergency-management agency for actions in your area and confirm through its official channel if communications permit. A volcano observatory’s technical notice and a local evacuation order serve different purposes; neither should be substituted for the other.

Prepare a household and visitor plan before an alert
Map your routes
Save the local hazard map offline or keep a printed copy. Mark at least two ways out of your neighborhood and a high-ground destination outside the lahar zone. Identify a route that does not depend on a single bridge, valley road, or low crossing. If you work, attend school, or stay in a different community, learn the plan for each location.
Plan for people, animals, and medicines
- Assign someone to help children, older adults, people with disabilities, and anyone who needs mobility, medical, or language assistance.
- Keep several days of prescribed medicines accessible, but leave immediately if an order is issued rather than waiting for a refill.
- Decide how pets will be transported and where they can stay. Service animals should remain with their handlers whenever possible.
- Tell an out-of-area contact where your household will reunite. Text messages may work when voice calls are congested.
Keep practical supplies available
Useful items include masks or cloth coverings for short unavoidable exposure, protective glasses, heavy-duty tape, plastic sheeting, water, medicines, flashlights, chargers, food, and a battery-powered radio for official broadcasts. These items support the plan; they do not replace evacuation, high-ground movement, or indoor sheltering instructions. No particular brand or performance rating is implied by this list.
Common mistakes that increase risk
- Treating a warning as a forecast only. A warning means a hazardous eruption is imminent, underway, or suspected. Read the local action message immediately.
- Assuming the aviation color is an evacuation signal. Aviation codes address ash hazards to aircraft and are separate from ground instructions.
- Waiting to see the lahar. Move when warned; visibility of the flow is not a safe decision threshold.
- Driving during unnecessary ashfall. You can damage the vehicle and create a collision risk on slippery, low-visibility roads.
- Using contact lenses in ash. Switch to glasses to reduce the chance of particles becoming trapped against the eye.
- Cleaning a roof too soon. Falling ash and unstable, ash-loaded surfaces create a serious fall risk. Follow local cleanup guidance.
- Calling everyone at once. Use text or official channels for routine updates and keep phone lines available for emergencies.
- Entering a closure for a photograph. Closures mark areas where conditions or escape routes may be unsafe, even when the scene looks calm.
Who provides which information?
The volcano observatory analyzes seismicity, deformation, ash, lava, and other volcanic evidence and communicates changes in volcanic status. The USGS terminology helps describe that status consistently. Local emergency management or civil-defense authorities decide public protective actions such as evacuations, shelter locations, road closures, and community-specific ash instructions. Transportation agencies report road conditions, while water utilities or health authorities issue drinking-water notices.

What to remember
Use the alert as a prompt to obtain the complete local message, not as a standalone command. Know your position on the hazard map, obey closures, evacuate when ordered, move uphill and away from valleys for a lahar, and shelter indoors for ashfall when no other hazard requires movement. As the USGS Cascades Volcano Observatory puts it: “Follow instructions for closures and evacuations. It might save your life.”
