Do not pay a second time immediately. First open the transaction in your UPI app and record whether it is Pending, Failed or Successful. Save the transaction reference or RRN, date and time, amount, payer bank and merchant details. A debit from your account does not by itself prove that the merchant was credited.

For a pending payment, the beneficiary may still receive the money. For a failed payment, check for an automatic reversal and contact your bank if the debit has not been refunded. If the formal deadline for a domestic failed UPI transaction is missed, RBI rules provide a defined turnaround time and compensation framework.

Identify the transaction status before taking action

Open the payment in the UPI app that initiated it and read the exact status. The next step depends on that status, not merely on the fact that your bank balance fell.

Status shown What it can mean Your immediate action
Pending The payment confirmation is delayed. NPCI says an issue at the beneficiary bank can leave a debit pending, and the beneficiary may receive the funds within 48 hours. Do not repeat the payment without checking with the merchant. Give the merchant the reference number and ask it to check its acquiring-bank records.
Failed The transaction did not complete. The amount should be returned, although the reversal may not appear instantly. Check your statement for a reversal. NPCI advises contacting your bank if a failed debit has not been refunded within one hour.
Successful The UPI network reports completion, but the merchant’s point-of-sale screen or settlement system may not yet show it. Show the merchant the success screen and RRN. Ask the merchant to verify its acquiring-bank or payment-gateway records before paying again.

These practical distinctions come from NPCI’s UPI FAQ. A pending payment is not the same as a failed payment, and a successful status requires the merchant to check its own records.

What to do in the first few minutes

  1. Open the transaction details. Capture the status, UPI transaction ID or RRN, date, time, amount, payer bank, UPI app and merchant identifier or VPA. Save the confirmation screen and your bank statement entry.
  2. Check the merchant’s side. Ask the cashier or support desk to search by amount, time and RRN. A merchant may have a delayed notification even when its acquiring bank has already received the payment.
  3. Do not disclose credentials. A bank or payment-support agent should never need your UPI PIN, one-time password or card PIN to investigate a transaction. Use only the support option inside the official app or your bank’s published channel.
  4. Check for a second debit. If you tried more than once, list each RRN separately. Do not assume two debits represent one transaction; each must be reconciled.
  5. Start a complaint if the status or balance does not resolve. Use the transaction’s help or dispute option in the UPI app, or contact the bank that holds the debited account. Include the RRN, amount, timestamp, status and the merchant’s written confirmation, if available.

If the UPI payment is still pending

A pending state means confirmation has not reached all participants. NPCI’s FAQ says a pending debit may reach the beneficiary within 48 hours. That is a customer-facing expectation, not permission to make another payment immediately and not a guarantee that every transaction will settle within that period.

While you wait

  • Give the merchant the RRN and ask it to check its acquiring bank rather than relying only on the checkout screen.
  • Keep enough evidence to show the exact status and time. Screenshots can change when an app refreshes.
  • Watch both the UPI app and your bank statement for a completed credit, a reversal or a status change.
  • If the merchant urgently needs confirmation, explain that the transaction is pending and ask whether it can hold the order until reconciliation.

If the payment remains pending beyond the stated period, or the merchant’s records still show no credit, raise or update a complaint with your payer bank. Describe it as a pending or timeout transaction in which beneficiary credit is not confirmed; that wording matches the categories used in NPCI’s merchant guidance.

If the payment is marked failed

For a failed UPI transaction, first look for a separate credit or reversal entry. NPCI states that failed-payment money is refunded to the account, but sometimes takes longer than intended. Its FAQ tells customers to contact their bank when a failed debit has not been refunded within one hour. This is a prompt to seek help, not a promise that every refund must appear within exactly one hour.

Information to give the bank

  • UPI transaction ID or RRN and the failed status shown in the app.
  • Transaction date, time, amount and the bank account that was debited.
  • Merchant name, VPA or store identifier.
  • The time you first noticed that no reversal had arrived.
  • Any merchant message confirming that no payment was received.

Ask the bank to confirm whether the transaction is awaiting reconciliation, has already been reversed, or was actually credited to the beneficiary. Obtain a complaint number and retain it with the RRN.

If your app says successful but the merchant says no

A successful status and a missing merchant notification can reflect a delay or a mismatch between the UPI app, the acquiring bank and the merchant’s internal system. Do not treat the merchant’s first screen as final evidence either way.

  1. Show the merchant the success details without sharing your UPI PIN or OTP.
  2. Ask the merchant to search its acquiring-bank or payment-gateway settlement records by RRN, amount and timestamp.
  3. Request a written confirmation if the acquiring records show no credit.
  4. Raise a dispute through your UPI app or payer bank using the closest available reason, such as a debit without merchant confirmation.
  5. Do not request a reversal merely because the receipt printer failed if the merchant’s acquiring records show that it was paid. The merchant must reconcile the transaction before you attempt another payment.

NPCI’s UPI Help guidance issued in July 2023 separates successful or pending payments where goods or services were not provided, debits without merchant confirmation, failed merchant transactions with no customer refund, and pending or timeout transactions where beneficiary credit is unconfirmed. Selecting the closest category gives the bank more useful facts than simply writing “money deducted.”

RBI’s formal deadline for a domestic failed UPI transaction

For domestic UPI cases where the payer’s account is debited but the beneficiary account is not credited, the Reserve Bank of India’s harmonised failed-transaction framework dated 20 September 2019 sets the customer-facing turnaround time. In the framework, T means the calendar date of the transaction, not the next working day.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Situation RBI framework
Beneficiary not credited after payer debit The beneficiary should be credited within T+1 day. If that cannot be completed, the debit should be reversed within T+1 day.
Delay beyond T+1 day Compensation is ₹100 per day of delay beyond T+1, under the applicable domestic failed-transaction framework.

The rule concerns a failed transfer in which the beneficiary was not credited. It is not a universal deadline for a voluntary merchant refund after a return or cancellation, and it does not decide a dispute where the merchant actually received and retained the payment. The bank may need reconciliation to determine which of those situations applies.

When you complain, state the transaction date and ask the bank to assess the case under the RBI failed-transaction turnaround rules. Keep the complaint reference and the date on which you reported the problem. Those records help establish whether the applicable T+1 period has passed.

How to raise and track a complaint

  1. Use the UPI app first. Open the transaction, select Help, Raise dispute or a similarly labelled option, and submit the RRN, amount, date, status and merchant details. App labels vary by bank and UPI provider.
  2. Contact the payer bank. If the app does not accept the complaint or the response is incomplete, use the bank’s official in-app support, website or telephone channel. Quote the RRN and the first complaint number rather than opening multiple duplicate cases.
  3. Use NPCI’s complaint portal when necessary. The NPCI Register a Complaint page accepts complaints about participating member institutions and routes them to the relevant institution. NPCI says that member bank or institution is responsible for resolving the complaint; NPCI is not a substitute for the bank’s transaction investigation.
  4. Track the case. Save every complaint reference, response, promised action and date. Reply in the same case when possible so the history remains connected to the original RRN.

Never send a UPI PIN, OTP, full card PIN or remote-access approval to someone claiming to process a refund. A refund is credited to your account; you do not need to “approve” it by entering your PIN.

What the merchant should do

The merchant should search its acquiring-bank records, payment gateway dashboard and settlement report using the RRN, amount and timestamp. NPCI’s merchant guidance says merchants can raise grievances or check transaction status through their acquiring banks. A merchant that sees no credit should open the merchant-side dispute and give you its case number or written confirmation. This evidence helps your payer bank distinguish a delayed notification from a genuinely uncredited beneficiary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the merchant’s records show a completed credit, the issue is usually a receipt, order-status or internal settlement problem rather than a missing UPI transfer. Ask the merchant to correct the order record instead of initiating a second payment.

Escalate when the bank does not provide redress

If the bank or relevant payment participant has not provided redress within the applicable turnaround time, RBI identifies the Reserve Bank–Integrated Ombudsman Scheme, 2021, as an escalation route. First keep the bank’s complaint reference and its final response, or evidence that it did not respond. Then follow the current RBI Ombudsman process and attach the transaction record, complaint history, RRN, amount and dates. The RBI failed-transaction circular explains this escalation principle at RBI’s harmonised TAT notification.

Do not promise yourself a particular Ombudsman resolution time. The Ombudsman route is for unresolved service complaints after the regulated entity has had the opportunity to address the case.

Situations that need a different process

This procedure is for a domestic UPI payment that is pending, failed or apparently uncredited to a merchant. Use a different urgent route if:

Free tools Windows power users keep installed

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • You did not authorise the transaction or suspect fraud: contact your bank immediately through its official fraud channel and secure the account.
  • You sent money to the wrong VPA: report it promptly to the bank and UPI provider; recovery is not the same as a failed-transaction reversal.
  • The merchant definitely received the money but you want to cancel an order or obtain a goods-and-services refund: follow the merchant’s refund process and keep the payment proof.
  • The payment was international, card-based or from a non-UPI rail: the domestic UPI T+1 framework may not apply.

Evidence checklist before you close the case

  • UPI app transaction screen and bank-statement entry.
  • RRN or UPI transaction ID.
  • Exact transaction date, time and amount.
  • Payer bank, UPI app and merchant VPA or identifier.
  • Merchant confirmation or acquiring-bank case number.
  • Bank, UPI-app or NPCI complaint references and all response dates.

Keep these records until the merchant confirms receipt or the debit has reversed and any applicable complaint has been resolved. The safest decision is based on the transaction status and reconciliation evidence, not on the debit alone.
